Dear Mr Hernandez,
In light of recent proposals, and as Chairman of the E911 Advisory Committee, an E911 Advisory board meeting was
scheduled and held yesterday. In attendance were several City and County Administrators, Police and Fire Chiefs, SCMPD
E911 Commander and Managers.
During the meeting discussions were held reviewing the expert studies commissioned by the City of Savannah regarding
the operations of E911 communications. Emphasis was given to the Winbourne-Costas study whose research and
comparative studies revealed that a consolidated and independent E911 Center would:
The study also identified several deficiencies regarding the current centers placement within the SCMPD Organizational
Structure, especially noting the lack of expertise concerning Fire and EMS operations, finding that the response to life-
threatening medical emergencies is convoluted, thus causing serious delays. They concluded We recommend that
the City of Savannah begin planning for a new organization, independent of SCMPD, to manage the 9-1-1/ECC. The
benefitallows SCMPD to concentrate on their core mission
Prior to concluding the meeting the Advisory Board made a motion that we respectfully recommend the City of Savannah give
consideration to the creation of an independent E911 Emergency Communications Center. The motion was approved
unanimously and without anyone in attendance in disagreement. Everyone in attendance agreed that a independent E911
ECC would be in the best interests of public safety within the entire Chatham County.
