manding an investigation into the
brutal sexual assaults of 11 Mexi-
can women during protests a dec-
ade ago an inquiry that would
take aim at President Enrique
Pea Nieto, who was the governor
in charge at the time of the at-
tacks.
The demand is part of a multi-
year examination by the Inter-
American Commission on Human
Rights into abuses during a 2006
crackdown ordered by Mr. Pea
Nieto on San Salvador Atenco, a
town in Mexico State where
demonstrators had taken over the
central square. During the opera-
tions, which left two dead, more
than 40 women were violently de-
tained by the police, packed onto
buses and sent to jail several
hours away.
The case was brought by 11
women to the international com-
mission, which found that the po-
lice tortured them sexually. The
women a mix of merchants, stu-
dents and activists were raped,
beaten, penetrated with metal ob-
jects, robbed and humiliated,
made to sing aloud to entertain
the police. One was forced to per-
form oral sex on multiple officers.
After the women were im-
prisoned, days passed before they
were given proper medical
examinations, the commission
found.

CHARLOTTE, N.C. This has
always been a place that has
prided itself on order, consensus
and a can-do corporate mentality
that turned a locale with no real
geographic reason to exist into
one of the hemispheres financial
dynamos.
It has also gained a reputation
for racial amity, from its nationally
recognized commitment to busing
and integrated schools in the
1970s and 80s, to the election of
Harvey Gantt in 1983 as one of the
Souths first prominent black
mayors.
But the fatal police shooting on
Tuesday of a black resident, Keith
Lamont Scott, and the protests
that have followed are among nu-
merous bumps and jolts that have
shaken Charlottes sense of itself
recently as it emerged from a suc-
cessful small city to a more com-
plicated larger one.
The tension continued on
Thursday as Mr. Scotts family
was allowed to view videos of the
shooting but officials said they
would not be made public. As pro-
testers gathered for a third night,
the mayor imposed a midnight-
to-6 a.m. curfew. [Page A22.]
After decades in which it willed
itself to big-city status, Charlotte
in the last decade has had to grap-
ple with a host of big-city prob-
lems, including a corruption scan-
dal that brought down a mayor, a
recession that shook the banking
industry to its foundations, a pre-
vious fatal police shooting of a
black man in 2013 that sent angry
residents into the streets and, this
year, a high-profile culture war
with the state legislature over an
anti-discrimination ordinance.
There has also been a growing
realization here of the depths of
poverty that have come to coexist

SAN FRANCISCO Yahoo an-
nounced on Thursday that the ac-
count information of at least 500
million users was stolen by hack-
ers two years ago, in the biggest
known intrusion of one companys
computer network.
In a statement, Yahoo said user
information including names,
email addresses, telephone num-
bers, birth dates, encrypted pass-
words and, in some cases, security
questions was compromised in
2014 by what it believed was a
state-sponsored actor.
While Yahoo did not name the
country involved, how the com-
pany discovered the hack nearly
two years after the fact offered a
glimpse at the complicated and
mysterious world of the under-
ground web.
The hack of Yahoo, still one of
the internets busiest sites with
one billion monthly users, also has
far-reaching implications for both
consumers and one of Americas
largest companies, Verizon Com-
munications, which is in the
process of acquiring Yahoo for
$4.8 billion. Yahoo Mail is one of
the oldest free email services, and
many users have built their digital
identities around it, from their
bank accounts to photo albums
and even medical information.
Changing Yahoo passwords will
be just the start for many users.
Theyll also have to comb through
other services to make sure pass-
words used on those sites arent
too similar to what they were us-
ing on Yahoo. And if they werent
doing so already, theyll have to
treat everything they receive on-
line with an abundance of suspi-
cion, in case hackers are trying to
trick them out of even more infor-
mation.
