BACKGROUND

The Petroleum Authority of Uganda (PAU) is a statutory body established under


Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAUs mandate is to monitor and regulate the
exploration, development and production, together with the refining, gas
conversion, transportation and storage of petroleum in Uganda. This includes
ensuring that petroleum operations in Uganda are carried out in accordance with
the relevant laws, regulations, guidelines, statutes and in line with international
best practice for the petroleum industry.

The Petroleum Authority of Uganda now invites applications from qualified


Ugandans who fully meet the required job specifications and with the right
personal attributes to occupy the following positions in the Authoritys
established structure.

1.0 DIRECTOR ENVIRONMENT AND DATA MANAGEMENT

1.1 Job Summary

The Director Environment and Data Management will be responsible for


Environment and Data Management Directorate and will report to the
Executive Director (ED) of the Authority. The incumbent will be
responsible for implementing the Authoritys mandate in the area of
Quality Health, Safety, Security, Social & Environment and data
management. In addition, the Director will be responsible for strategically
managing the development, implementation, maintenance and support of
all ICT systems and infrastructure in order to enhance efficiency and
effectiveness of PAU operations.

1.2 Key Duties and Responsibilities
a) Responsible for planning, budgeting and reporting for the activities of
the Directorate
b) Deliver a Health, Safety and Environment Policy for PAU
c) Deliver an ICT and Data Management Policy for PAU
d) Advise on policy, regulation, standards and guidelines on QH3SE and
Data Management in the oil and gas sector
e) Ensure appropriate advice is given on Environment Assessment
reports for sector activities and the implementation of mitigation
measures and other environment management/action plans in
consultation with the relevant MDAs
f) Ensure operations in Uganda are monitored for compliance with
occupational health, safety and environment policies, legislation,
standards, operational procedures and international conventions and
treaties and that they take into consideration best practices in the oil
and gas sector.
g) Ensure safety of operations including drilling, Structural Integrity and
Process Integrity among others
h) Deliver an integrated safety, health and environment management
system in the oil and gas sector in Uganda
i) Implement measures to promote a safe working culture across the oil
and gas sector
j) Ensure appropriate liaison between the Authority and other
Government and non-Governmental Agencies with regard to security,
environment and occupational health and safety.
k) Guide the ED on the requirements for Petroleum Data Management
& ICT, including; Policies, Regulations, Guidelines, Standards, Best
Practices and the required resources.
l) Ensure the development and implementation of strategies and
policies necessary for petroleum data management and ICT
operations in line with the strategic goals of the Authority.
m) Responsible for managing petroleum data

n) Provide guidance on the strategy to standardize the PAU ICT
platforms to ensure that all ICT components are compatible and well
structured
o) Ensure IT service standards and service Level Agreements are set
and their implementation monitored in order to improve cost
effectiveness and service quality
p) Initiate the development of operations support initiatives to foster
increased productivity and efficiency
q) Perform any other duties assigned by the Executive Director

1.3 Qualifications, Skills and Experience

1.3.1 Basic Qualifications

a) A Masters degree in Environmental Engineering, Environmental


Science, Natural Resource Management, Health and Safety or any
other related degree from an internationally recognized University.
b) A Bachelors Degree (Hons) in Engineering, Environment, Health
and Safety, other Physical Sciences or related discipline from an
internationally recognized institution.

1.3.2 Experience

a) At least ten years relevant working experience in the oil and gas
sector, 7 years of which should be in a busy and well organized
institution.
b) Previous experience working in a leadership role in an organization/
business unit/project with diverse professionals.

1.3.3 Added Advantage

a) An Internationally recognised qualification in environment, health and


safety for oil and gas and Management
b) Professional membership with internationally recognised
professional bodies in the areas of QHSSSE.

c) Good Knowledge of the policies, laws, regulations and guidelines
regarding management of QHSSSE, E&P Data Management and
ICT in Uganda.

2.0 MANAGER INFORMATION AND COMMUNICATION TECHNOLOGY (ICT)


2.1 Job Summary

The Manager ICT will report to the Director in charge of ICT and Data
Management and will be responsible for planning and monitoring the
installation and maintenance of IT infrastructure; planning and managing
information technology security controls needed to address the
organizations current and future information technology security risks and
managing the development and/or sourcing of software to facilitate
operations.

2.2 Key Roles and Responsibilities;


a) Responsible for planning, budgeting and reporting on the activities of
the department
b) Participate in the development of the PAU ICT and data management
Policy
c) Lead the development of standard operating procedures for ICT in
PAU

d) Monitor the installation and maintenance of IT hardware infrastructure
in order to meet PAU Hardware availability requirements.
e) Lead and monitor the maintenance and capacity planning of PAUs
network infrastructure in order to meet the PAU network availability
requirements
f) Responsible for monitoring the availability of communication services
delivered over the PAU network infrastructure to meet business
requirements.
g) Responsible for monitoring and evaluating risks associated with ICT
infrastructure in order to meet PAU availability requirements and
comply with ICT policy.
h) Plan and manage the performance and development of staff under
supervision so as to improve their productivity.
i) Implement & maintain an information technology security architecture
commensurate with international standards to reduce risks to the IT
assets that complies with the organizations corporate strategy.
j) Develop and align the Software Development Strategy/Plan to
business needs to provide direction to the development team.
k) Lead Requirements Specification, Documentation and Analysis
processes to ensure completeness, accuracy, consistency and
unambiguity.
l) Lead System Design and Conceptualization processes to leverage
existing technologies, engender reusability and build upon alignment
to IT strategic direction.
m) Lead and guide the development, implementation and deployment of
systems to provide quality software solutions that comprehensively
address business needs.
n) Profile and manage communications and stakeholder interests so as
to build and sustain suitable working relations.
o) Any other assignment that may be assigned from time to time.

2.3 QUALIFICATION, SKILLS AND WORKING EXPERIENCE

2.3.1 Basic Qualifications:

a) Masters Degree in Computer Science, Information Technology,


Statistics (Computing option), Software or Computer Engineering or
another related field from a recognized academic institution.
b) A Bachelors degree in either; Computer Science, Information
Technology, Statistics with computing, Computer or Software
Engineering or Telecommunications Engineering.
c) Professional certification such as; ITIL, Cisco and Microsoft courses,
Virtualization Certifications and SAN Certifications

2.3.2 Experience

a) A minimum of 5 years experience, 2 of which must have been at


supervisory level managing large corporate networks, mixed protocol
environment and business continuity planning techniques
b) Demonstrated experience working in a leadership role in an
organization/business unit/project with diverse professionals.

2.3.3 Added Advantage

a) Good knowledge of the PAU ICT Policy, ITIL standards and relevant
network administration manuals

3.0 MANAGER DATA MANAGEMENT


3.1 Job Summary

The Manager Data Management reports to the Director in charge of Data


Management and ICT and is responsible for planning for and quality
assuring the database administration function, data standardization, data
use and business process modeling in line with the ICT/data management
policy to enable efficient management and utilization of data in PAU.

3.2 Key Duties and Responsibilities

a) Manage Exploration, Development and Production Data.


b) Participate in the development of the PAU ICT and Data Management
Policy.
c) Lead the development of standard operating procedures for managing
Petroleum Exploration, Development and Production Data.
d) Plan, coordinate and quality assure the implementation of PAU data
standard to facilitate information exchange between systems.
e) Participate in the development of data sale regulations.
f) Manage data sale processes by ensuring quality control, speedy
packaging and pricing of data requests from companies.
g) Participate in the development of the data submission guidelines.
h) Plan and quality assure the database administration function to
support the corporate business data requirements.
i) Manage Database growth and capacity planning.
j) Lead the review and update of procedures for supporting and
maintaining business applications to increase efficiency and enhance
performance

k) Manage the design and development of the Data Warehouse and any
proposed changes and interfaces to it
l) Collaborate with the various stakeholders to establish and implement
end-user access policies and procedures in accordance with
corporate data security and privacy rules.
m) Coordinate the design, development and maintenance of the
necessary data repositories (physical model), adapting industry best
practices for continuous improvement.
n) Any other duties as may be assigned by the supervisor.

3.3 Qualifications, Skills and Experience

3.3.1 Basic Qualifications

a) Masters degree in Petroleum Geoscience, Petroleum Data


Management or Data Management.
b) Bachelors Degree in a physical science, statistics, Information
Systems or Database Systems

3.3.2 Experience

a) A minimum of 5 years working experience in handling petroleum data.


b) Demonstrated experience working in a leadership role in an
organization/business unit/project with diverse professionals.

3.3.3 Added Advantage

a) A qualification in Petroleum Exploration, Development and Production

4.0 MANAGER ENVIRONMENT


4.1 Job Summary

The Manager Environment reports to the Director Environment and Data


Management and is responsible for monitoring and regulating
Environment matters in the petroleum industry. Addition, the incumbent
will be responsible for the coordination of all land management aspects for
the sector operations and the related social affairs.

4.2 Key Duties and Responsibilities


a) Participate in the development of PAUs Health, Safety and
Environment Policy;
b) Lead the review of environment reports including project briefs,
environment and social impact statements, environment audit reports
and environment monitoring reports;
c) Ensure Environmental safeguards are integrated within all company
operations;
d) Ensure that licensees comply with all relevant environment
legislation, standards, guidelines and international best practice;
e) Put in place a database on environment matters to facilitate
monitoring;
f) Ensure monthly environment reports are prepared;
g) Propose and participate in the reviews of the legislation related to
environment;
h) Propose and participate in the formulation of quality control standards
for the oil and gas sector;
i) Ensure proper waste management in the oil and gas sector;

j) Ensure that licensees integrate Environment Management Systems
in all their operations;
k) Ensure regular field inspections and monitoring of operations is
undertaken;
l) Ensure that licensee Environmental Social Management and
Monitoring Plans (ESMMPs) are implemented in an effective manner;
m) Provide oversight over land management matters and the related
social affairs
n) Promote and raise awareness, at all levels of PAU emerging
environmental issues, legislative or best practice.
o) Liaise with relevant environmental Ministries, Departments and
Agencies to ensure harmonized work; and
p) Any other duties assigned by the Supervisor

4.3 Qualifications, Skills and Experience

4.3.1 Basic Qualifications

a) A Masters degree in Environmental Engineering,


Environmental Science, Natural Resource Management or any
other related degree from an internationally recognized
University.
b) A Bachelors degree (Hons) in Physical Sciences, Natural
Resource Management or related disciplines from an
internationally recognized institution.

4.3.2 Experience

a) A minimum of 7 years working experience in the oil and gas


sector operations, with specific responsibility for Environment
issues.
b) Demonstrated experience working in a leadership role in an
organization/business unit/project with diverse professionals.

4.3.3 Added Advantage

a) A qualification in the oil and gas sector from an internationally


recognized institution;
b) Membership with nationally and internationally recognized
professional bodies;
c) Good understanding of International best practices and
standards e.g. IFC, IPIECA, Equator principles;

5.0 MANAGER INTERNAL AUDIT


5.1 Job Summary
Responsible for the overall internal audit function for the Authority, and
operating independently of other Directorates. Manager Internal Audit
reports to the Audit Committee of the Board of Directors functionally and
to the Executive Director of the Authority administratively to administer the
Audit Policy and coordinate the activities of the Authority external auditors.

5.2 Key Roles and Responsibilities
a) Develop the Internal Audit Manual and the Internal Audit Charter and
monitor adherence of internal audit staff to the manual and the
charter.
b) Lead the Audit department in the process of developing the
Authoritys Work Plan including conducting risk assessment in the
various business areas, determining key priorities and resource
requirements.
c) Engage the relevant stakeholders to secure and cater for their inputs
into the plan, and present the plan to the Board Audit Committee for
approval
d) Communicate, monitor execution of the plan and periodically report
on its performance to the Board Audit Committee, the Executive
Director and any other relevant Authorities as per required intervals
and standards.
e) Oversee and guide the audit process, assess/establish controls to
improve compliance and financial systems integrity, process validity
and operational efficiency to enable the Authority realize its mandate
f) Provide advisory services to the leadership of various business
areas where audit was carried out to enable process improvements
and operational efficiency
g) Serve as an internal authority on all internal audit and compliance
matters, keeping abreast of the current changes that may affect the
operations of the Authority and the Internal Audit profession
h) Establish frameworks and systems to track, enforce and report on
staff compliance to internal policy and other regulatory requirements
i) Develop and monitor the implementation of a robust system of
reporting in the Authority that provides timely and relevant
information on all aspects of compliance issues to the Audit
Committee and the Executive Director.
j) Identify and profile strategic partners for strategic alliances with the
Authority to enable efficient execution of Internal Audit and
Compliance strategy/work plan
k) Engage and provide high level advisory services to auditees and any
other relevant Authorities

l) Develop, maintain and periodically review frameworks for client/staff
sensitizations on Audit and Compliance obligations
m) Guide and support the Authority in performance planning, monitoring
and evaluation processes and account to management, the
performance of the department
n) Create and continually enhance an enabling environment in the
Audit department to enable all staff to maximize their performance,
innovation and creativity potential
o) Any other duty assigned by the Audit Committee of the Board and
Executive Director.

5.3 Qualifications, Skills and Experience


5.3.1 Basic Qualification
a) Must be a member of the Institute of Certified Public
Accountants of Uganda and also a member of the Institute of
Internal Auditors.
b) A Masters degree in Finance; or Business Administration
majoring in Accounting from an internationally recognized
University.
c) A Bachelors degree (Hons) in Commerce, Accounting,
Finance, Economics, or Business Administration from an
internationally recognized institution.

5.3.2 Experience
a) A minimum of seven (07) years experience in Audit, 5 of the
minimum 7 years experience must have been attained in
leading an auditing function/department or division in a busy
and reputable organization at a senior management level.
b) Experience in compliance and finance auditing practices and
procedures, including all legislation and regulations relevant to
the work of Audit.

5.3.3 Added advantage


a) Knowledge of the Institute of Internal Auditors Standards

b) Knowledge of the application of the International Professional
Practices Framework(IPPF)
c) Knowledge of the Public Finance Management Act, 2015
d) Knowledge of National and International Audit Standards

6 MANAGER MONITORING AND EVALUATION


6.1 Job Summary
Coordinate, monitor and evaluate the implementation of the Authoritys
strategic plan and generate Corporate Performance reports to provide
accountability for resources and support for informed management
decisions.

6.2 Key Roles and Responsibilities


a) Engage the relevant stakeholders for their input into the M&E
framework and engage management for approval

b) Periodically review and update the framework to ensure that reporting
standards are aligned to business dynamics
c) Engage the relevant liaisons officers to develop/ review user
requirements and templates to measure progress
d) Establish best practice performance reporting, monitoring and
evaluation to enhance effective and efficient corporate reporting
e) Coordinate data collection to validate work plan performance through
surveys and other applicable means
f) Communicate the validated performance results to the respectively
stakeholders clearly highlighting observations and recommendations
g) Coordinate the development of the action log and monitoring of
implementation of recommendations
h) Coordinate the preparation, documentation, review and submission of
periodic progress reports to relevant internal and external
stakeholders
i) Provide technical support to projects in developing log frames,
indicators, baselines and data collection tools, project plans to ensure
that the projects and the resources thereof are effectively managed
and accounted for.
j) Engage the strategy team on M&E recommendations for consideration
in the planning process
k) Coordinate the review of the business plan and work plans
l) Engage the stakeholders to refine the indicators and outputs to inform

6.3 Qualifications, Skills and Experience


6.3.1 Basic Qualification
a) A Masters Degree in Statistics or Economics with a component of
Monitoring and Evaluation obtained from an internationally
recognized University
b) Bachelors Degree in Statistics, Economics, Business Administration,
Physical Science or Engineering obtained from an internationally
recognized University

6.3.2 Experience
a) A minimum of seven (07) years working experience in the area of
Performance Reporting, Project Management, Monitoring and
Evaluation, 5 of the minimum 7 years experience must have been
attained at middle management level in a big organization.
b) Proven experience in the application of statistical data analysis tools
such as epi-Data, STATA, SPSS

6.3.3 Added advantage


a) Post Graduate Training in Monitoring and Evaluation
b) Certified Project Management Specialist

6.3.4 Character & Competencies


a) Effective Communication and Presentation Skills

7 MANAGER TECHNICAL EVALAUTION
7.1 Job Summary
The Manager Technical Evaluation will be responsible for the Technical
Division of the Exploration Directorate and will report to the Director
Exploration. He / She will be responsible for quality controlling and
interpretation of technical data received from licensed petroleum
exploration oil companies, including reviewing and recommending of
exploration work programs and budgets proposed by licensees. He / She
will be responsible for basin analysis, prospect evaluation and resource
assessment. He / She will also be responsible for evaluating data
acquired through reconnaissance permits and speculative surveys

7.2 Key Roles & Responsibilities


a) Ensure quality control of all exploration data submitted by oil
companies
b) Responsible for interpretation of technical data submitted by oil
companies
c) Responsible for prospect identification and evaluation.
d) Responsible for proper storage and analysis of geochemical and
core samples
e) Responsible for Reservoir modeling and Basin Analysis
f) Responsible for the establishment of the countrys petroleum
resources.
g) Evaluate and advise on work programs and budgets for licensed oil
companies under exploration
h) Coordinate Technical Committee Meetings (TCM) between the
Authority and licensees
i) Design capacity building plans/programmes for the Division
j) Submit Monthly and Quarterly reports to Director Exploration
k) Plan and budget for resource requirements in the business Unit and
monitor the usage to ensure efficiency
l) Plan and budget for resource requirements in the Division and
monitor the usage to ensure efficiency
m) Develop and monitor Division Work plan and develop performance
agreements with all the staff under his/her supervision

Geophysics from an internationally recognized University.
b) A Bachelors degree (Hons) in physical sciences or related
discipline from an internationally recognized institution
7.3.2 Experience
a) A minimum of 7 years relevant working experience in the oil and
gas sector, 3 years of which should have been at leadership
level in a busy and well-organized institution.
b) Demonstrated knowledge in Geological and Geophysical data
interpretation
c) Good knowledge of data interpretation software
d) Demonstrated working experience in an organization /project
with diverse professionals that requires team work

7.3.3 Added advantage


An internationally recognised professional qualification or
membership of an internationally recognised professional body in
the areas of oil and gas.

8 MANAGER SUBSURFACE
8.1 Job Summary
The Manager Subsurface will be responsible for implementing the
Authoritys mandate in all subsurface aspects of the oil and gas industry
and report to the Director Development & Production. He/she will lead and
be responsible for the activities of the Subsurface Department

8.2 Key Roles and Responsibilities


a) Responsible for all activities within the Subsurface Department,
including planning, initiating and budgeting for the activities of the
Department.
b) Manage and lead multidisciplinary teams in charge of monitoring and
regulating the development and production aspects of petroleum
geoscience, reservoir management, seismic & reservoir
characterisation, and other subsurface aspects of field development
c) Lead the Subsurface Department in monitoring and regulation of
petroleum development and production activities and reporting
compliance by licensees in line with the relevant laws, regulations
and the Production Sharing Agreements.
d) Lead the Subsurface Department in preparation for and participation
in Operations Meetings, Technical Committee Meetings, Financial
Technical Meetings and Advisory Committee Meetings with the
companies undertaking petroleum development and production in
the country.

e) Responsible for evaluation of subsurface aspects of Field
Development Plans, Petroleum Reservoir Reports and any other
technical proposals concerning field development and production,
and make recommendations regarding issuance, renewal and
revocation of production licenses.
f) Ensure the evaluation and documentation of the countrys oil & gas
reserves, and support the reporting thereof.
g) Responsible for the timely evaluation of reports, data and samples
submitted by oil companies under petroleum production licenses
h) Participate in the review and make recommendations on approval of
tail end production and cessation of petroleum activities and
decommissioning
i) Support interface with relevant institutions and oil companies to
ensure compliance with regards to the subsurface aspects of the
petroleum sector
j) Recommend and advise on the policies and legislation affecting field
development, production and decommissioning
k) Coordinate the preparation, documentation, review and submission
of periodic progress reports to relevant internal and external
stakeholders
l) Plan and budget for resource requirements in the business Unit and
monitor the usage to ensure efficiency
m) Develop and monitor a Business Unit Work Plan and develop
performance agreements with all the staff under the Subsurface
Department.
n) Monitor staff performance and provide guidance and periodic
feedback for performance improvement
o) Assess the training and development needs of staff in the

The Manager Cost Monitoring reports to the Director Technical Support
Services and will be responsible for implementing the Authoritys mandate
in monitoring costs of all operations in the oil and gas sector in Uganda.
12.2 Key Duties and Responsibilities
a) Responsible for all the activities within the Cost Monitoring
Department, including initiating, planning, budgeting and reporting on
the activities of the Department.
b) Manage and lead the teams in charge of monitoring and regulating
costs in the upstream and midstream operations.
c) Lead the development of cost monitoring and regulation frameworks
including budget approval processes, the development of compliance
monitoring matrices, field monitoring parameters for the projects in the
upstream and midstream segments of the petroleum value chain in
Uganda.
d) Ensure timely responses are given on the day today contractor
requests related to contracting, budgets and expenditure
e) Participate in the development of appropriate methodologies for
pipeline tariff building for facilities in the midstream and provide advise
on the appropriate tariffs.

13.1 Job Summary:
The Manager Policy and Board Affairs will be responsible for board
secretarial services, Governance issues of the Authority and will report to
the Director Legal and Corporate Affairs. He or she will develop the
institutional policies, manuals, operational standards, Charters and ensure
PAU compliance with both internal policies and other the laws and
regulations. He/she will also give legal issues arising out of labour matters
arising from upstream and midstream operations and PAU staff. He/she
will analyse the Existing regulatory framework and coordinate with the line
ministries and other stakeholders for amendments to laws/regulations.

23.1 Job Summary:
The Senior Legal Officer will be responsible for managing all the
contractual, HSE aspects relating to midstream and upstream agreements
and will report to the Manager Legal Advisory and Litigation. He or she will
provide legal advice and guidance to support the work of PAU and ensure
sound legal standing of its operations. He will also support the function of
executing drafting the agreements for PAU and ensuring compliance of
the agreements with PPDA laws and guidelines.

29 MANAGEMENT ACCOUNTANT
29.1 Job Summary
Plan, develop and monitor the implementation of the corporate budget so
as to enable cost effective implementation of PAU strategies and support
business continuity. The Management Accountant will report to the
Finance Manager in the execution of his/her duties.

29.2 Key Roles & Responsibilities


a) Prepare a breakdown of the approved budget and capture details
into the financial management system of the Authority and the
Programme Based Budgeting (PBB) system of Ministry of Finance.
b) Compare actual expenditure against what was budgeted for to
obtain the variances, trends in budget utilization and write a report
for review by the Finance Manager.
c) Carry out regular expenditure analysis for cost control, highlight
areas of wastage in resource utilization and submit reports to
Finance Manager.
