The Manager ICT will report to the Director in charge of ICT and Data
Management and will be responsible for planning and monitoring the
installation and maintenance of IT infrastructure; planning and managing
information technology security controls needed to address the
organizations current and future information technology security risks and
managing the development and/or sourcing of software to facilitate
operations.

d) Monitor the installation and maintenance of IT hardware infrastructure
in order to meet PAU Hardware availability requirements.
e) Lead and monitor the maintenance and capacity planning of PAUs
network infrastructure in order to meet the PAU network availability
requirements

infrastructure in order to meet PAU availability requirements and
comply with ICT policy.

i) Implement & maintain an information technology security architecture
commensurate with international standards to reduce risks to the IT
assets that complies with the organizations corporate strategy.
j) Develop and align the Software Development Strategy/Plan to
business needs to provide direction to the development team.
k) Lead Requirements Specification, Documentation and Analysis
processes to ensure completeness, accuracy, consistency and
unambiguity.
l) Lead System Design and Conceptualization processes to leverage
existing technologies, engender reusability and build upon alignment
to IT strategic direction.
m) Lead and guide the development, implementation and deployment of
systems to provide quality software solutions that comprehensively
address business needs.
n) Profile and manage communications and stakeholder interests so as
to build and sustain suitable working relations.

5.2 Key Roles and Responsibilities
a) Develop the Internal Audit Manual and the Internal Audit Charter and
monitor adherence of internal audit staff to the manual and the
charter.
b) Lead the Audit department in the process of developing the
Authoritys Work Plan including conducting risk assessment in the
various business areas, determining key priorities and resource
requirements.
c) Engage the relevant stakeholders to secure and cater for their inputs
into the plan, and present the plan to the Board Audit Committee for
approval

8 MANAGER SUBSURFACE
8.1 Job Summary
The Manager Subsurface will be responsible for implementing the
Authoritys mandate in all subsurface aspects of the oil and gas industry
and report to the Director Development & Production. He/she will lead and
be responsible for the activities of the Subsurface Department

a) A minimum of 7 years relevant working experience in the oil and gas
industry within upstream business area covering Reservoir
Management, Production and/or Petroleum Geoscience.

13.2 Key Duties and Responsibilities:
a) Assists the Director Legal and Corporate Affairs on legal matters
arising out governance, Board Affairs and Labour laws
b) Manages legal issues arising from all regulatory and compliance
requirements for both the Authority and for all licensees and
Operators in the Country.
c) Develops and coordinates the development of the institutional
governance instruments like policies, guidelines, procedures and
manuals.
d) Advises senior management and the Board of Directors on corporate
governance issues and compliance with statutory and regulatory
requirements.
e) Prepares minutes, agenda, notices, and subsequent correspondence
in connection with meetings of Management and Board of Directors.

15 MANAGER FINANCE
15.1 Job Summary
The Finance Manager Finance is responsible for the management of
finance function of the Authority in accordance with the Public Finance
Management Act, International Public Sector Accounting Standards and
the Authority Accounting Manual to ensure proper accountability for and
efficient utilization of the Authority financial resources.

15.2 Key Roles & Responsibilities
a) Maintain the integrity of accounting system and chart of accounts by
authorizing new users, creation of new suppliers and approving
access rights
b) Review accounting transactions, schedules, balances to ensure that
the transactions are correctly coded, analyzed, captured and
posted in the accounting system
c) Check, review and approve adjusting journal vouchers prepared by
staff
d) Review /check payment vouchers for validity, authorization,
accuracy of computation and completeness of supporting
documentation and make recommendation for payment
e) Supervise the reconciliation of expenditure bank accounts, and all
general ledger control accounts
f) Develop a secure filing system for all financial accounting records

The Senior Geochemist will be responsible for evaluating geochemical

sampling and coordinating geochemical data interpretation in order to
achieve lead and prospect evaluation but also basin analysis and
resource estimation.

21 SENIOR NATIONAL CONTENT OFFICER: CONTRACTS
21.1 Job Summary
The Senior National Content Officer: Contracts reports to the Manager
National Content and is responsible for monitoring and regulating
procurements by the licensees in the oil and gas sector in Uganda. He will
also be responsible for measuring and reporting on national content
achievements in the sector.

22 SENIOR CORPORATE AFFAIRS OFFICER
22.1 Job Summary:
The Senior Corporate Affairs Officer will support the creative development
of key internal and external Corporate Affairs (CA) collateral e.g. internal
and external slide presentations for meetings/events working closely with
the CA team to ensure high impact of key internal and external events
including workshops, calls, town halls, conferences press events and any
other event.
22.2 Key Duties and Responsibilities:
a) Support proactive and reactive internal employee
communications, ensuring they are consistently on-brand and in
line with Centre corporate messaging
b) Lead the channel management of existing internal communication
channels (email and intranet) and the development of new
