2 Overview
2.1 Introduction
As mobile communication services continue to develop, users have increasingly high
requirements for downlink throughput. Multi-carrier HSDPA technologies enable UEs to set up
HSDPA connections with multiple carriers, which increases the single-user downlink
throughput.
Before the Flexible Dual Carrier HSDPA feature was introduced, carriers that meet certain
requirements could only form DC-HSDPA groups, and one carrier could belong to only one
group. Therefore, multi-carrier HSDPA technologies could not be flexibly applied, and
frequency resources were not fully utilized.
NOTE
Now, with introduction of the Flexible Dual Carrier HSDPA feature, inter-frequency co-
coverage cells that meet certain requirements can form a multi-carrier cell group, and cells in
the multi-carrier cell group work in resource pool mode. The RNC dynamically selects cells
from the group based on HSPA+ technical satisfaction, service requirements, and network load
to construct DC-HSDPA groups for different UEs to fulfill their service requirements.
Figure 2-1 shows an example of cell group configuration with and without Flexible Dual Carrier
HSDPA.

Figure 2-1 assumes that an operator has three inter-frequency co-coverage cells: F1, F2, and
F3. Before the Flexible Dual Carrier HSDPA feature was deployed, two cells F1 and F2 formed
one DC-HSDPA group and the third cell F3 worked as an SC-HSDPA cell. With the Flexible
Dual Carrier HSDPA feature, the three cells F1, F2, and F3 can form a multi-carrier cell group,
and cells in the multi-carrier cell group can flexibly form three DC-HSDPA groups for the
HSDPA transmission of different UEs.
2.2 Benefits
The Flexible Dual Carrier HSDPA feature dynamically uses instantaneous idle resources in a
cell, increasing the UE data rate and system capacity. In the case of three carriers, this feature
increases the UE data rate by up to 20% when UEs are processing burst services. The feature
gain is affected by the proportion of UEs supporting the multi-carrier HSDPA technologies.
NOTICE
If the Flexible Dual Carrier HSDPA feature is used with the WRFD-010684 22 MIMO feature,
the Primary/Secondary common Pilot (PSP) mode must be used. For details, see MIMO Feature
Parameter Description.
The Flexible Dual Carrier HSDPA feature flexibly allocates different DC-HSDPA groups to
different UEs.

Description.
Figure 2-2 shows an example of using the Flexible Dual Carrier HSDPA feature and multi-
carrier HSDPA technology together.

Coverage
Cells in a multi-carrier cell group must belong to the same sector of a NodeB and must be inter-
frequency co-coverage cells. Each multi-carrier cell group must have three or four inter-
frequency cells. For DBS3800 and DBS3900 series base stations, cells in a multi-carrier cell
group must be served by the same BBU.
When cells in the same frequency band use non-adjacent frequencies, UEs must support non-adjacent
frequencies.
l In a multi-carrier cell group, cells in the same frequency band must have either the
WRFD-010696 DC-HSDPA or WRFD-010699 DC-HSDPA+MIMO feature enabled.
Others
l One cell can belong to only one multi-carrier cell group.
l Cells in a multi-carrier cell group have the same time offset (specified by the Tcell
(BSC6900,BSC6910) parameter).
NOTE
Tcell(BSC6900,BSC6910) specifies the difference between the System Frame Number (SFN) and NodeB
Frame Number (BFN) of the NodeB that the cells belong to. Tcell(BSC6900,BSC6910) is set in the MOD
UCELLSETUP command.
Step 1 Run the NodeB MML command ADD NODEBMULTICELLGRP to add a multi-carrier cell
group. In this step, specify MULTICELLGRPID and set MULTICELLGRPTYPE to
HSDPA.
Step 2 Run the NodeB MML command ADD NODEBMULTICELLGRPITEM multiple times to
add local cells to the multi-carrier cell group.

NOTICE
Before you configure a multi-carrier cell group, for example, if you want to add a cell to or
remove a cell from the group, you need to deactivate all cells in the group first. Deactivating a
cell interrupts services in the cell. Therefore, configure a multi-carrier cell group during off-peak
hours, for example, in the early morning.
3 Technical Description
This chapter describes the technical details about the Flexible Dual Carrier HSDPA feature. For
details about DC-HSDPA, DB-HSDPA, and 4C-HSDPA, see DC-HSDPA Feature Parameter
Description..
Unless otherwise specified, "multi-carrier HSDPA" referred to in this document indicates DC-
HSDPA.
3.1 Overview
This section describes the impacts of Flexible Dual Carrier HSDPA on protocol entities,
requirements for network elements (NEs), and impacts on radio resource management (RRM)
functions.

The Flexible Dual Carrier HSDPA feature affects the NodeB application part (NBAP) entity on
the control plane and the MAC-ehs entity on the user plane as follows:
l NBAP entity
Cell capability reporting: The NodeB reports the list of candidate secondary cells to the
RNC.
Radio link (RL) setup and reconfiguration: The RNC sends information about primary
and secondary cells to the NodeB.
l MAC-ehs entity
The Flexible Dual Carrier HSDPA feature affects the scheduling function of the MAC-ehs
entity.
Each UE is assigned a MAC-ehs entity. Before the Flexible Dual Carrier HSDPA feature is
introduced, the MAC-ehs entity assigned to a DC-HSDPA UE performs joint scheduling
between the primary and secondary cells. After the Flexible Dual Carrier HSDPA feature is
introduced, the NodeB supports joint scheduling for all DC-HSDPA UEs in different cells.
NE Requirement
CN None
RNC The RNC must select the primary and secondary cells for UEs based on the
information about candidate secondary cells reported by the NodeB. The RNC
also performs multi-carrier HSDPA load control and scheduling. For details, see
sections 3.2 Load Control and 3.4 Multi-Carrier HSDPA Scheduling.
NodeB l The NodeB must determine the list of candidate secondary cells for each cell
based on the configured multi-carrier cell groups and report the primary and
secondary cell information to the NodeB over the Iub interface.
l The NodeB must perform joint scheduling between the primary and secondary
cells for a single UE.
UE UEs must support at least one multi-carrier HSDPA technology and must belong
to HS-DSCH category 21 or higher.
The Flexible Dual Carrier HSDPA feature requires support from NEs. Details are as follows:
The NodeB reports the multi-carrier HSDPA capability of each cell and the list of candidate
secondary cells for each cell over the Iub interface.
l The RNC determines the multi-carrier HSDPA capability of a UE based on the information
reported by the UE.
l The RNC selects a radio bearer and appropriate primary and secondary cells for the UE.
The RNC then sends the bearing information to the NodeB and UE.
l After the radio bearer is set up, the NodeB performs joint scheduling for the UE between
the primary and secondary cells.
Radio bearer The Flexible Dual Carrier HSDPA feature brings no N/A
change to the radio bearer policy, compared with DC-
HSDPA.
Load control The Flexible Dual Carrier HSDPA feature affects load 3.2 Load Control
measurement, call admission control (CAC), directed
retry decision (DRD), queuing, preemption, load
reshuffling (LDR), and overload control (OLC).
Dynamic cell After the Flexible Dual Carrier HSDPA feature is 3.3 Dynamic Cell
shutdown introduced, the RNC determines whether to Shutdown
dynamically shut down a secondary cell based on cell
load and the number of DC-HSDPA users in the cell.
Scheduling The NodeB performs joint scheduling for DC-HSDPA 3.4 Multi-Carrier

Scheduling
For details about load estimation, see Call Admission Control Feature Parameter Description.
The load estimation results serve as a basis for Potential User Control (PUC), LDR, OLC, and
load balancing-based inter-frequency DRD. Of these functions, only the PUC remains
unchanged after the Flexible Dual Carrier HSDPA feature is applied.
NOTE
GBP is the power required for the guaranteed bit rate (GBR) in the downlink.
Figure 3-2 shows the composition of cell downlink GBP after the Flexible Dual Carrier HSDPA
feature is applied.

NOTE
The methods of estimating the downlink cell power in a DC-HSDPA cell are the same before and after the
Flexible Dual Carrier HSDPA feature is enabled. For details, see Call Admission Control Feature
Parameter Description.
NOTE
3.2.2 DRD
This section describes only the DRD when the Flexible Dual Carrier HSDPA feature is applied.
For details about DRD, see Directed Retry Decision Feature Parameter Description. For details
about the DRD for DC-HSDPA UEs, see DC-HSDPA Feature Parameter Description.
During the radio bearer setup or state transition from CELL_FACH, CELL_PCH, or URA_PCH
to CELL_DCH, the RNC performs DRDs to select primary and secondary cells for UEs if the
RNC determines that DC-HSDPA is configured for the UEs according to the radio bearer policy.
1. The RNC ranks candidate cells that meet the DRD quality requirements.
The Flexible Dual Carrier HSDPA feature does not affect candidate cell ranking.
During candidate cell ranking, the RNC successively performs DRD for device type
steering, DRD for HSPA+ technical satisfaction, DRD for service priority, DRD for load
balancing, and DRD for user position. For details, see DC-HSDPA Feature Parameter
Description.
2. The RNC determines primary and secondary cells.
The RNC selects the primary cell in order from high priority to low priority ranked in the
preceding step.
After selecting the primary cell, the RNC selects a secondary cell in order from light
downlink load to heavy downlink load from the candidate secondary cell list to form a cell
group with the primary cell and then performs CAC. The candidate secondary cell list is
reported by the NodeB to the RNC for each primary cell.
If the CAC attempt succeeds, the UE is served by the selected cell group. If the CAC attempt
fails, the RNC selects the next secondary cell in order of load from the candidate secondary
cell list.
If the CAC attempt fails in all candidate secondary cells, the RNC selects the next primary
cell in order of priority and performs CAC. The RNC repeats this process until the CAC
procedure is successful.
NOTE
The primary and secondary cells for a DC-HSDPA user must belong to the same multi-carrier cell group.
A primary cell can have multiple candidate secondary cells. Assume that a multi-carrier cell
group has three cells that operate in three adjacent frequencies in the same band: F1, F2, and F3.
If the RNC selects F2 as the primary cell for a DC-HSDPA UE, F1 and F3 are both candidate
secondary cells. Therefore, F2 can form a DC-HSDPA group with either of them.
l When this parameter is set to UserNumber, the RNC selects a secondary cell based on the
number of HSDPA users.
l When this parameter is set to Power, the RNC selects a secondary cell based on the
downlink power.
3.2.3 CAC
The Flexible Dual Carrier HSDPA feature affects only downlink cell power resource-based
CAC. For details about CAC, see Call Admission Control Feature Parameter Description. For
details about the CAC for DC-HSDPA UEs, see DC-HSDPA Feature Parameter Description..

The Flexible Dual Carrier HSDPA feature does not affect NodeB credit resource-based CAC
and Iub resource-based CAC.
The RNC attempts to select a neighboring cell for inter-frequency blind handovers as the primary
cell and then selects an appropriate secondary cell. The RNC then performs CAC.
If the CAC attempt fails in all inter-frequency co-coverage cells in the same sector, DC-HSDPA
services fall back to R99 channels in the current cell and then reattempt to access the network.
The queuing and preemption functions of DC-HSDPA UEs are the same as those of SC-HSDPA
UEs. For details about queuing and preemption, see Load Control Feature Parameter
Description.
For DC-HSDPA UEs, the RNC performs LDR only on the UEs that use the current cell as the
primary cell. The LDR function is the same as that before the Flexible Dual Carrier HSDPA
feature is applied. If LDR is implemented through inter-frequency handovers, the target cell
cannot be a secondary cell of the UE.
The OLC function is the same as that before the Flexible Dual Carrier HSDPA feature is applied.

The Flexible Dual Carrier HSDPA feature can be used with the dynamic cell shutdown function.
After the Flexible Dual Carrier HSDPA feature is activated, the following condition is added
for shutting down a cell:
The number of DC-HSDPA UEs in the cell must be less than or equal to the value of the
McHsdpaUserNumThd(BSC6900,BSC6910) parameter in the ADD
UCELLDYNSHUTDOWN command.
For details about how to estimate the downlink power of a cell, see 3.2.1 Load Measurement.
For details about the dynamic cell shutdown function, see Green BTS Feature Parameter
Description.
After the Flexible Dual Carrier HSDPA feature is introduced, the NodeB supports joint
scheduling for all DC-HSDPA UEs in different cells. The NodeB ranks DC-HSDPA UEs
according to user priority and allocates the resources in the primary and secondary cells to the
UE.
The NodeB takes more resources from cells with a lighter load and fewer resources from cells
with a heavier load in the group to allocate to UEs. In this way, the resources of cells with a
heavier load are reserved for SC-HSDPA UEs.

When one carrier is enough to carry the data sources and throughput for a user, the DC-HSDPA
supplementary carrier can be deactivated for the user. Only the ACK/NACK and CQI messages
over the primary carrier are transmitted on the HS-DPCCH. In this way, the HS-DPCCH power
and the uplink load are reduced. When the data sources and throughput for a user exceed the
capability of one carrier, the supplementary carrier will be reactivated for the user.

4 Related Features
When the Flexible Dual Carrier HSDPA feature is enabled in RAN sharing or MOCN scenarios,
run the RNC MML command SET UOPERATORSHARINGMODE to set
InterPlmnMultiCarrSwitch(BSC6900,BSC6910) to YES. This allows UEs to use cells
belonging to different operators as primary and secondary cells, but each UE must use its
operator's cell as the primary cell. The secondary cell can belong to other operators. When
InterPlmnMultiCarrSwitch(BSC6900,BSC6910) is set to NO, the UE must use its operator's
cells as the primary and secondary cells.
DC-HSUPA
The Flexible Dual Carrier HSDPA feature does not affect the configuration of DC-HSUPA.
When the Flexible Dual Carrier HSDPA feature is used with DC-HSUPA, a DC-HSDPA UE
can use DC-HSUPA only when the DC-HSUPA group is the same as the DC-HSDPA group.
Figure 4-1 shows an example of using the Flexible Dual Carrier HSDPA feature and DC-
HSUPA together.

Figure 4-1 assumes that a multi-carrier cell group has three cells (F1, F2, and F3) and the Flexible
Dual Carrier HSDPA feature is activated in the cells. If F1 and F2 are configured as a DC-
HSUPA group, only DC-HSDPA UEs that use F1 and F2 as the primary and secondary cells
can establish DC-HSUPA connections in the uplink, and other DC-HSDPA UEs cannot establish
DC-HSUPA connections in the uplink.
5 Network Impact
System Capacity
This feature reduces the difference between the downlink load of cells in a multi-carrier cell
group. The effect of this feature depends on the number of DC-HSDPA UEs and their traffic
volume. A larger number of DC-HSDPA UEs and a larger traffic volume results in smaller
difference between the downlink load of cells.
Network Performance
Cells in a multi-carrier cell group have the same time offset (specified by the Tcell
(BSC6900,BSC6910) parameter). When multiple cells (three or four) served by the same RRU
in a sector transmit data at full power, the peak-to-average ratio (PAR) of the RRU increases if
a higher-order modulation scheme is used in the downlink. As a result, cell throughput may
decrease. On live networks, cells in the same sector do not transmit data at full power for a long
period of time, and therefore cell throughput only slightly decreases.
After Flexible Dual Carrier HSDPA is activated in networks with a low load, the data rates of
DC-HSDPA UEs increase because UEs can fully utilize frequency resources. As network load
increases, the gain provided by this feature decreases. The difference between the downlink load
of cells in a multi-carrier cell group before this feature is activated also affects the gain provided
by this feature. A larger difference results in a greater gain.
6 Engineering Guidelines
6.3 Planning
6.3.1 RF Planning
Before enabling the Flexible Dual Carrier HSDPA feature, plan the frequencies as described in
2.3.2 Cells Candidate for a Multi-Carrier Cell Group.
Frequencies in the same frequency band can be either adjacent or non-adjacent. Figure 6-1
shows an example of three adjacent and non-adjacent frequencies in the same frequency band
(band a).
Table 6-1 presents an example of the hardware configuration of a NodeB that is configured with
three sectors.

6.4 Deployment
6.4.1 Process
Figure 6-3 outlines Flexible Dual Carrier HSDPA deployment process.
6.4.2 Requirements
NOTE
In site split scenarios, the Flexible Dual Carrier HSDPA feature can be enabled only when site split is
performed on a per sector basis.
Other Features
l If multiple cells in a multi-carrier cell group operate in the same frequency band, the cells
that operate in the same frequency band must have the WRFD-010696 DC-HSDPA feature
enabled.
l The DC-HSDPA feature must have already been enabled according to the planning result.
License
The license for the Flexible Dual Carrier HSDPA feature has been activated on the NodeB side.
For details about how to activate the license, see License Management Feature Parameter
Description.
Operating Environment
l One sector is deployed with three or four inter-frequency cells and these cells must be
configured in the same downlink resource group. After the configuration of the multi-carrier
cell group, the NodeB attempts to set up all cells in the multi-carrier cell group on the same
board. If not all the cells are set up in the same group, the NodeB reports ALM-28206 Local
Cell Capability Decline.
NOTE
It is recommended that the Auto Rebuild Cell function be enabled. Run the SET
NODEBRESALLOCRULE command to set the SW parameterto ON and specifying CS User
Number Threshold and PS User Number Threshold. If the number of CS users and PS users in
the downlink resource group is smaller than or equal to the thresholds, cells are reestablished
automatically.
l UEs are capable of at least one of the multi-carrier HSDPA technologies: DC-HSDPA.
l When cells in a multi-carrier cell group that operate in the same frequency band use non-
adjacent frequencies, UEs must support non-adjacent frequencies.

6.4.4 Precautions
Before you configure a multi-carrier cell group, for example, if you want to add a cell to or
remove a cell from the group, you need to deactivate all cells in the group first. Deactivating a
cell interrupts the ongoing services in the cell. Therefore, configure a multi-carrier cell group
during off-peak hours, for example, in the early morning.
6.4.5 Activation
Step 1 Run the RNC MML command DEA UCELL multiple times to deactivate each cell to be added
to a multi-carrier cell group.
A multi-carrier cell group can be either added or reconstructed from a DC-HSDPA group.
The multi-carrier cell group ID can be queried using the NodeB MML command LST
MULTICELLGRP.
Step 3 (Optional) Run the RNC MML command MOD UCELLSETUP to modify the value of the
Time Offset parameter based on the prepared data.
NOTE
The value of the Time Offset parameter can be queried using the LST UCELL command.

Monitoring Counters
Monitor the value of the following counter in cells of a multi-carrier cell group:
VS.HSDPA.DC.PRIM.UE.Mean.Cell: Average number of DC-HSDPA UEs in anchor carrier
in a Cell
If the value of this counter is not zero for a cell, this feature is working properly for that cell.
Multiple test UEs are used to simultaneously perform FTP dialing tests so that every cell in the multi-
carrier cell group is tested.
2. Start Uu interface trace on the RNC LMT for each test UE. In the displayed Uu Interface
Trace dialog box, select RRC_RB_SETUP, as shown in Figure 6-4.
3. Use test UEs to perform FTP dialing tests in the coverage area of the multi-carrier cell
group, and ensure that HSDPA connections are established.
4. View the value of the "dl-SecondaryCellInfoFDD" IE in the RRC_RB_SETUP message
in the traced signaling for the secondary cell information.
Expected result: If all test UEs have established a DC-HSDPA radio bearer and every cell
in the multi-carrier cell group serves as a primary or secondary cell for a test UE, this feature
is working properly.
6.4.7 Deactivation
Using MML Commands
Use either of the following methods to deactivate the Flexible Dual Carrier HSDPA feature:
l Disabling the Flexible Dual Carrier HSDPA feature in some cells of the multi-carrier cell
group
l Removing the multi-carrier cell group
Table 6-5 describes the two methods.

utilization.
