1. FIBRE OPTIC CABLES AND DISTRIBUTION PANELS TECHNICAL


SPECIFICATION

1.1 General Requirement


1.1.1 Introduction
This Specification defines the requirements for the design, manufacture, supply,
installation and commissioning of composite fibre optic overhead ground wire
(OPGW), underground Fibre Approach cable (FA),Fibre optic Pilot cable (FP) and
Fibre optic Indoor cable (FI).
The Contractor shall include design, manufacture, supply, installation (including all
necessary fittings and accessories ) splicing, supply of spares, testing,
commissioning, remedying of defects, maintaining the works during the defect liability
period and any incidental work necessary for the proper completion of the work in
accordance with the Specification
Design criteria shall be in accordance with Telecommunication system requirements.
The bidders shall provide a drawing showing a cross-section of the cable indicating
the dimensions of each element it contains. The drawing shall provide a clear
illustration of the design and make-up of the cable. Technical descriptions detailing
the fibre optic cable performance shall be provided.
All necessary civil works and installation materials required to complete the fibre optic
cable system shall be included in the Contract.

1.1.2 Reference Documents and Standards


All equipment supplied under this Specification shall conform to the latest editions of
the International Electrotechnical Commission (IEC) Specifications, ISO Standards,
IEEE Standards, International Telecommunications Union (ITU) Specifications and
the General Technical Specification. Equivalent national standards may be
acceptable subject to approval by KAHRAMAA.
1.1.3 Site and Environmental Conditions
All equipment supplied shall be fully suitable for operating at the temperature and
humidity as specified in the General Technical Specification.
1.2 Fibre Optic Cables
1.2.1 General
The types of fibre optic cables to be supplied and installed by the Contractor shall
include the following:
a. Optical Ground Wire (OPGW)

b. Underground fibre optic approach cable (FA)

c. Fibre Optical Pilot Cable (FP)

d. Indoor fibre optic cable (FI) patchcord

All fibre optic cables (except FI) shall be supplied on drums with cable ends suitably
sealed. The drum length of the fibre optic cable shall be optimised to reduce the
number of joints required. The joint locations shall be approved by KAHRAMAA.
All fibre optic cables shall have a design life of at least 30 years.
The fibre cables shall be able to withstand temperature cycling in the range 0C to
+70C without changing the optical values during laying, installation, stocking and
transportation
The optical fibres shall be of single mode type and shall conform to IEC 60793-1, 2
IEC 60794-1, 2 and ITU-T recommendation G.652 with transmission of information at
ITU-T recommended rates for PDH and SDH systems up to STM-64 level.
The fibre shall have dual operative windows, at 1310 nm and 1550 nm, but optimised
for operation at 1310 nm wavelength.
Maximum optical attenuation shall be 0.40 dB/km for 1310 nm, and 0.25 dB/km for
1550 nm.
Maximum optical loss variation at temperature range of 0C to +40C : 0.05 dB/km

1.2.2 Optical Ground Wire (OPGW)


1.2.2.1 Specifications
On double circuit lines there shall be two OPGW earth conductors as specified in the
Technical Parameters. All aluminum and aluminum alloy material and coatings shall
be formulated to resist corrosion (including general pitting and inter-granular,
galvanic, crevice and stress corrosion) when exposed to the severe environment of
the transmission line detailed in Volume 2 and as generally described by pollution
level IV of IEC 60815 and by pollution Class 4 to 5 of IS0 9223 (SO2 Pollution Class
P2 and Chloride Pollution Class S1). All overhead conductors shall have a design
service life of minimum 30 years and for OPGW a warranty of at least 5 years is also
required.
OPGW. OPGW earth conductor shall consist of at least two layers of aluminum alloy
wires surrounding an optical fiber communication cable enclosed in an aluminum alloy
or aluminum-clad, stainless steel tube, which shall be the central core of the OPGW
earth conductor. Where the OPGW is to be used as a replacement for existing ACSR
earth conductors, aluminum-clad steel wires may be incorporated to provide the
necessary mechanical strength characteristics but shall not be used in the outer layer
of the OPGW. Only aluminum alloy wires are permitted in the outer layer of OPGW.
The OPGW earth conductor shall have the characteristics stated in the Technical
Parameters and shall comply as far as possible with the requirements of IEC 61089
or other equivalent national standard, including where approved the requirements of
BS EN 187200.
Aluminum alloy wires shall be aluminum-magnesium-silicon grade in accordance with
BS EN 50183. Close control of the ratio of Mg/Si alloying elements and the proportion

of impurities shall be exercised in order to minimize the risk of corrosion degradation


during the service life of the OPGW. The Contractor shall submit certificates of
analysis giving the composition of the alloy and the percentage and nature of any
impurities in the metal of which the wires are made. The type of alloy shall be
proposed by the conductor manufacturer and is subject to the approval of the
Engineer.
Precautions shall be taken during manufacture, storage and erection of conductors to
prevent the possibility of contamination by copper and iron or other materials that may
adversely affect the aluminum.
Where aluminum-clad steel wires are used they shall be to IEC 61232 class 40SA
and their use is restricted to the inner layer. Aluminum-clad steel wires are not
permitted in the outer layer of the OPGW.
Class 20SA can proposed provided that the Contractor shall provide all necessary
documentation to prove that the offered design is corrosion resistance as mentioned
above in this section.
All wires, aluminum alloy and aluminum-clad, shall be of uniform circular section,
smooth and free from surface imperfections. The diameter of the wires shall not vary
more than 2 per cent from the standard figures stated in the Technical Parameters.
Aluminum-clad steel wires shall be pre-formed so that they remain inert when the
conductor is cut. The outer layer shall be right-hand lay. There shall be no joints in
individual wires in a drum length unless specifically approved by the Engineer.
The optical fibers shall be housed in a tube at the centre of the OPGW earth
conductor. This tube shall be of aluminum alloy or stainless steel material. The
central aluminum alloy tube may be cold formed with a longitudinal seam or be
formed from segmental aluminum alloy wire strands. If an open seamed tube or
segmental construction is used a supplementary plastic sheath shall be used inside
the metallic tube to provide a waterproof sleeve to the optical fibres. A central
stainless steel tube may be seamed or seamless and should be aluminum-clad to
ensure compatibility with the aluminum of the outer strands. If seamed this shall also
require the use of an inner plastic sheath, as described above. The optical fibres
shall be protected from water ingress by the application of a waterproof gel, applied
between the buffer tubes and the plastic sheath or seamless metallic tube during
manufacture.

To protect the earth conductors from corrosion each layer except the outer layer shall
be covered with an approved grease of applied mass per unit length determined in
accordance with IEC 61089 and as stated in the Technical Parameters. The extent of
grease to be applied shall be Case 2 as described in IEC 61089. After application of
grease and before the outer layer of wires is stranded the penultimate layer of wires
shall be thoroughly wiped so that all remaining visible grease on the earth conductor
is between the wires of the penultimate layer. The grease shall conform to the
requirements of BS EN 50326 and shall not corrode the aluminum, aluminum alloy
wires or steel used in the OPGW.

It shall be compatible with any wire drawing lubricant present on the conductor wires
and shall not flow within, nor exude from, the conductor below the drop point stated in
the Technical Parameters. It shall exhibit adequate resistance to oxidation and shall
conform to the test requirements stated in BS EN 50326 and as given in the Technical
Parameters.
The OPGW shall be designed to withstand lightning strokes, short-circuit current,
ambient and extreme temperatures and loadings specified in the Technical
Parameters with no effect on the attenuation of the optical fibres and no permanent
damage to the data transmission characteristics of the fibre optic cable.

The optical fibre cable shall be of the loose tube type, with the fibres contained in a
buffer or buffer tubes contained in the central core of the OPGW earth conductor.
The buffer tubes housing the optical fibres shall be coded for ready identification at
either end. Buffer tubes shall be filled with a compound to provide resistance to water
penetration, vibration damping and for shock absorption.

The number of fibres to be contained within the optical fibre cable shall be as stated in
the Technical Parameters. The fibres shall be single mode type, suitable for
operation at wavelengths of both 1310 nm and 1550 nm and shall conform to ITU-T
recommendation G.652 with transmission of information at data rates up to
622 Mbit/s. The OPGW shall conform to existing installations where applicable.

Each individual fibre shall be colour coded for identification purposes and details of
the colour coding scheme adopted shall be stated in the tender. Jointing of fibres shall
be by the fusion splice method. The optical fibre cable shall be designed so that the
fibres shall be free from longitudinal strain under all conditions of loads and ambient
temperatures specified. The design of the fibre optic cable shall be such that an
extension of 0.6 per cent of the OPGW will not produce strain in the fibres and not
result in an increase in attenuation.
Under all conditions, prior to and after installation, the maximum fibre attenuations
shall be 0.4 dB/km at 1310 nm and 0.25 dB/km at 1550 nm.

The optical fibres shall be able to withstand temperature cycling in the range 5C to
+60C without changing the optical values during installation, stocking and
transportation.
The cable shall be rated to operate at 70C continuously and at intermittent short-
term temperatures up to 200C without any degradation of performance. Full details
of the cable offered must be submitted with the tender, including:
Cable construction and materials, including the Mechanical Failure Load (MFL),
Rated Tensile Strength (RTS) and Specified Maximum Working Tension (SMWT)

1.2.2.2 Installation and Installation accessories


The Optical Fibre Ground Wire (OPGW) shall be erected using approved tools. The
installation method used for erection shall ensure that no damage is caused to the
optical fibres.
The Optical Fibre Ground Wire (OPGW) shall be supported on and electrically
bonded to the structure by means of cleats at 1000 mm centers on vertical members
and 600 mm centers on horizontal members. The cleats shall be designed so that no
damage is cause to the steelwork galvanizing during installation.
To permit the joint enclosure to be moved to the ground for jointing purposes a
suitable length of fibre optic cable, minimum 3 m, is to be coiled and supported as
specified before entering the joint enclosure.
The installation method proposed shall be submitted by the Contractor for the
approval of KAHRAMAA and shall take full cognizance of health and safety
requirements during erection of the OPGW.
The Contractor shall design, supply and install optical fiber cable joints. Each cable
joint shall include termination box, mounting hardware, optical fiber splice kits, cable
entry seals and all accessories required to produce a permanent optical joint. Details
of the proposed optical fiber joints shall be submitted by the Contractor for the
approval of KAHRAMAA.
Each termination box shall be capable of being hermetically sealed after jointing, and
hermetically sealed after re-opening. The quality and type of termination boxes shall
be determined by the Contractor and subject to approval by KAHRAMAA.
Optical fiber splices shall be of the fusion type and the optical attenuation of each
splice shall be less than 0.1 dB.
Variations in the quality of workmanship in making the fusion splice shall have a
minimal effect on the efficiency and reliability of the joint.

1.2.3 OPGW Cable Joint Enclosures


Joint enclosures for OPGW shall be located on appropriate joint towers immediately
above the anti-climbing devices
It is preferred that a universal joint enclosure is proposed for all types of cable. The
enclosure shall provide adequate protection for splices, and size of the enclosure
shall be of sufficient size to meet the minimum bending radius requirement of the fibre
optic cable.
The enclosure, which shall be fitted with a bolted and lockable lid, shall be
manufactured from stainless or galvanized steel or from a high stability polypropylene
material and shall provide protection to Class IP 65. Cable access on the bottom
edge of the box shall be by means of weathertight glands sized for the incoming and
exiting conductors or cables. The enclosure shall be made weatherproof by the use
of corrosion-resistant sealing compound. Where the joint enclosure is made of steel
an integral earth terminal shall be provided.

Each joint enclosure shall be capable of being hermetically sealed after jointing and
hermetically resealed after reopening and reclosing. The enclosures shall be
securely clamped to the tower. Due account shall be taken of the weight and wind
area of the joint enclosure and its effect on the design of the towers. Each enclosure
shall be labelled Keep Off Danger of Death in the Arabic and English languages.
The conductors or cables and integral optical cables shall be brought into the
enclosure.
All required materials for fixing the optical conductor or cable and for the installation of
the joint enclosures shall be supplied by the Contractor and the costs for these
materials and joint enclosures shall be deemed to be included in the cost of the
optical fibre conductor, as shall the costs for carrying out all the necessary jointing
and splicing.
1.2.4 Clamps
Suspension and tension clamps for fibre optic cables shall be of approved types and
shall be as light as possible. All clamps shall be designed to avoid any possibility of
deforming the fibre optic cable or of damaging the optical fibres due to concentrated
stresses or to radial crushing loads.
All connecting fittings between the fibre optic cable and the tower steelwork such as a
cleaves to tongue, shackle to plate or link which are subject to a tensile load in
service shall comply with appropriate IEC standards.
Fittings made of steel or malleable iron shall be galvanised in accordance with the
Specification. All bolts and nuts shall comply with the specification requirements for
tower bolts and nuts and shall, unless otherwise specified, be locked by locknuts.
Drawings shall be provided for all fittings which shall show all leading and interface
dimensions, including tolerances for manufacture, minimum failure load for each
component part, material, specification and grade of manufacture and self weight of
each fitting.
Suspension clamps for fibre optic cables shall be free to pivot in the vertical plane
about a horizontal axis passing close to and transverse to the centre line of the
conductor or cable. Suspension clamps shall permit slippage at tensions between 7-
15 kN but the conductor or cable shall be mechanically clamped in an approved
manner. Unless otherwise approved, the suspension clamp unit shall be designed
such that there is progressive stiffening of the fibre optic cable up to the suspension
clamp, which is a point of maximum bending. Complete protection of the optical
fibres from damaging radial crushing loads under the clamps shall be ensured by the
use of suitable positive stops or rubber clamp liners in the clamp bodies.
Tension anchor clamps for fibre optic cable shall be of the preformed or other
approved type. The clamps shall be capable of holding the full rated breaking
strength of the fibre optic cable.
At suspension towers the earth conductor suspension clamp shall be securely bonded
to the tower steelwork by means of a multistrand aluminium flexible bond wire having
a cross-sectional area of not less than the earth conductor and covered with a
polymer sheath. The bond, which shall be flexible so as not to interfere with the

suspension clamp movement, shall be terminated with compression lugs which shall
also seal over the polymer sheath. At tension towers the earth conductor clamps
shall each be securely bonded to the tower steelwork by means of suitable lengths of
polymer covered multistrand aluminium flexible bond wires of suitable form and cross-
section.
1.2.5 Vibration Dampers
The fibre optic cable shall be fitted as necessary with approved vibration dampers, the
number per span shall be included in the Tender.
The Tenderer shall provide documentary evidence of the successful service history of
the proposed damping system in environments at least as hostile as that for the
present project. The efficacy of the proposed system for damping aeolian vibrations
shall be demonstrated by calculation.

1.2.6 Underground Fibre Optic Approach Cable (FA) and Fibre Optic Pilot Cable
(FP)
1.2.6.1 Specifications
Underground fibre optic approach cable shall be installed to provide a fibre optic link
between the Optical Terminal Box (OTB) or Optical Terminal Panel (OTP) in the
substation telecommunication room and the OPGW joint box closure located outside
at the overhead line gantry.
FP and FA fibre optic cables shall have the necessary mechanical and thermal
characteristics to accommodate stretching, bending and crushing forces, vibration
effects and widely varying operational temperatures. The complete fibre optic cable
and individual components shall have the characteristics stated in the Technical
Schedules of Volume 4B.
The fibre optic cable shall be of a loose tube type, with the fibres overfed into buffer
tubes which are helically wound around a central strength member (eg. glass
reinforced plastic (GRP) type). The buffer tubes shall be composed of a suitable
polymer and be sufficiently strong to hold their shape and provide protection for the
optical fibres against deformation and friction. Unless otherwise stated, the buffer
tubes shall contain one fibre per tube. The buffer tubes shall be fitted with a suitable
water blocking compound, which shall not freeze or drip out over the temperature
range stated in the General Technical Specification. The compound shall not be
detrimental to the other cable elements, shall not cause swelling of the buffer tubes
and shall have a relatively low thermal expansion coefficient. The compound shall
also be easily removed from the fibre and shall be non-toxic.
The fibre optic cable shall be designed so that the fibres shall be free from
longitudinal strain under all conditions of loads and ambient temperatures specified.
The design of the fibre optic cable shall be such that an extension of 0.6 per cent will
not produce strain in the fibres and not result in an increase in attenuation.
The fibre optic cable shall be rated to operate at the continuous and intermittent short
term temperatures without degradation of its mechanical or optical performance. The

surface of the cable jacket shall be designed to minimise the accumulation of dust
and shall resist abrasion.
The fibre optic cables shall be able to withstand temperature cycling in the range as
specified in the General Technical Specification without changing the optical values
during laying, installation, stocking and transportation.
Polyethylene is the preferred material for sheathing outdoor cables. The cable shall
withstand longitudinal water penetration when immersed to a depth of 1 metre in

specified in IEC 60794-1-2.
A Minimum of 24 fibre cores are required, Each individual fibre shall be colour coded
for identification purposes, with details of the colour coding scheme adopted being
provided in the Tender.
Metal free optical fibre cable with loose tube construction and anti termite proven with
a rigid plastic coating over the outer cable jacket.
1.2.6.2 Installation and Installation accessories
The interface between the fibre optical transmission system and the fibres of the
optical cable at the terminal sites shall be at the optical terminal box (OTB) or Optical
Terminal Panel (OTP)
In addition to the requirements of the General Technical Requirements, the following
requirements shall be fulfilled:
The cables shall be laid in HDPE (High Density PolyEthylene) ducts (diameter
approx. 40 mm), buried in the ground

A "blow-in" technique is required.

Fibre optic pilot cables (FP) shall be laid in the same trench together with the
power cable.

Trenches shall be excavated to form straight lines running parallel to the building
grid lines, wherever possible. Cables shall be routed in accordance with tender
drawings and KAHRAMAAs instructions.

The plastic duct with the cable shall be laid over a bed of sand, approx. 200 mm
thick.

Joint closures (if any) shall be separated by approved Reel size in separate
manholes. The manhole design will be subjected to approval by Kahramaa.

Backfilling of the trenches shall not commence until the cables have been
inspected by KAHRAMAA. Backfilling shall be carried out in layers not thicker
than 150 mm and shall be well consolidated by punning of each layer.

Each cable shall be protected from mechanical damage over the entire buried
length by means of reinforced concrete covers. The covers shall have a

minimum width of 150 mm and shall interlock to resist lateral displacement


following installation. The covers shall be laid centrally approximately 200 mm
above the cable during backfilling of the trench.

The design of the hydraulically pressed concrete covers shall be subject to


approval by KAHRAMAA.

Cable warning tape shall be installed 250 mm above the cable covers during
backfilling of the trench. The tape shall be manufactured from high grade PVC
and shall be 150 mm wide with a minimum thickness of 0.1 mm. The tape shall
be bright coloured with warning messages printed in black continuously along its
length. The printing shall be minimum 200 mm high; the wording shall be subject
to approval of KAHRAMAA. The printing shall be fully resistant to deterioration
effects of direct burial.

Where the cable passes under a roadway, reinforced concrete trench or similar
structure, as indicated on the site layout drawings, the Contractor shall supply and
install PVC ducts of approximately 110 mm diameter, rather than 40 mm diameter.
In case of FA and to permit the joint enclosure to be moved to the ground for jointing
purposes a suitable length of fibre optic cable, minimum 3 m, is to be coiled and
supported as specified before entering the joint enclosure.
The installation method proposed shall be submitted by the Contractor for the
approval of KAHRAMAA and shall take full cognisance of health and safety
requirements during erection of the FA and FP optic cable.
1.2.7 FP Optical cables Joint Closures
It is preferred that a universal joint enclosure is proposed for all types of cable. The
enclosure shall provide adequate protection for splices, size of the enclosure shall be
of sufficient size to meet the minimum bending radius requirement of the fibre optic
cable.
The Contractor shall design, supply and install optical fibre cable joints. Each cable
joint shall include termination box, mounting hardware, optical fibre splice kits, cable
entry seals and all accessories required to produce a permanent optical joint. Details
of the proposed optical fibre joints shall be submitted by the Contractor for the
approval of KAHRAMAA.
Each termination box shall be capable of being hermetically sealed after jointing, and
hermetically sealed after re-opening. The quality and type of termination boxes shall
be determined by the Contractor and subject to approval by KAHRAMAA.
Optical fibre splices shall be of the fusion type and the optical attenuation of each
splice shall be less than 0.1 dB.
Variations in the quality of workmanship in making the fusion splice shall have a
minimal effect on the efficiency and reliability of the joint terminations
The FA cable end looped at tower side should be shaded to protect from direct
sunlight.

The FP splicing enclosure should be installed in manholes (concrete Pit)


All required materials for fixing the optical conductor or cable and for the installation of
the joint enclosures shall be supplied by the Contractor and the costs for these
materials and joint enclosures shall be deemed to be included in the cost of the
optical fibre conductor, as shall the costs for carrying out all the necessary jointing
and splicing.
1.2.8 Indoor Fibre Optic Cable (FI)
The fibre optic indoor cable shall be installed to provide a fibre optic link between
optical terminal boxes (OTBs) or optical terminal panels (OTPs) and optical line
interface of Tele-protection, protection, Telecom equipment, etc.
1.2.8.1 Specifications
Fibre optical cables for indoor use shall be of the tight buffered or composite buffered
construction in which the fibres are encased in a tight buffer of a suitable plastic
material. All indoor cables shall be metal free and unfilled. The central strength
member shall be composed of a glass reinforced plastic material (eg. kevlar) or
aromide yarns.
Colour coded FI is required and the number of fibres for each FI shall be two; a
sample shall be submitted for Kahramaa approval.
Indoor optical fibre cable sheaths shall be made from halogen free resistant polymers,
and shall comply with the standard for flame retardant cable material specified by IEC
60332.
1.2.8.2 Installation and Installation accessories
FI cable is to be installed inside a protective flexible conduit pipe of 2 x 100 mm
diameter.
Bending radius should be considered while installation.
Extra FI should be arranged properly inside OTB or OTP tray (trunking) Minimum of
two meters extra flexible conduit pipe to be kept looped under raised floor at cable
both ends.
Proper metal fixation and holders should be used for the conduit installation and filling
foam is to be applied after the cable laying is completed.
In existing substation trenching to be made to reach the trench where applicable.
The installation method proposed shall be submitted by the Contractor for the
approval of KAHRAMAA and shall take full cognisance of health and safety
requirements during erection of the indoor fibre optic cable.
1.2.9 Optical Terminal Boxes and Optical Terminal Panels
The interface between the fibre optical transmission system and the fibres of the
optical cable shall be at the optical terminal boxes or optical terminal panels using low
loss de-mountable optical connectors of the plug-in typeIn order to cater for system
failures, system expansions and re-routing etc., manual patching facilities shall be
provided.

Optical terminal boxes (OTBs) or optical terminal panels (OTPs) shall be provided by
the Contractor to facilitate the termination of incoming fibres. One OTB or FOPP
(Fibre Optic Patch Panel) shall be provided for each incoming fibre optic cable
(FA/FP). The OTBs shall be wall mounted and OTPs free-standing, floor mounted in
the substation telecommunication room.
Optical fibres shall be terminated by detachable connectors, complying with the
requirements of IEC 60874, at the optical terminal box or optical terminal panel and
shall be properly labeled with fiber identity, destination or source, go or return.
All fibre terminal boxes and terminal panels shall have an earth connection provided,
and shall be protected from corrosion by painting or galvanising.
The enclosure and trunk shall be of sufficient size to meet the minimum bending
radius requirement of the fiber indoor cable, tray size should be adequate to
accommodate all FI / Patch cords, minimum width and depth should not be less than
OTB or FOPP size.
OTBs or FOPP/OTPs and OTB or FOPP/OTP G.I. trunking colour should match with
telecom cubicle colour for new and existing stations.
Mating connectors shall be provided as part of the Contract. Caps shall be provided
for each coupler to prevent dust ingress to the couplers of unused fibres. The
Tenderer shall state the manufacture and type of connectors proposed. All
connectors shall be so positioned to facilitate easy cleaning, access and inspection.
All spare fibres shall be terminated with appropriate optical connectors
Auxiliary connectors shall be provided to simplify the testing of the fibre optic
transmission equipment
The OTBs should also have the following characteristics:
The fibre optic cable gland should accept metal free optical cable with
minimum 24 single mode fibres.

F.C. - P.C. type Optical connectors with a maximum insertion loss for a pair
of mated connectors shall be 0.25 dB.

Space Between Connectors shall be adequate for easy access (minimum 20 mm


apart)

The OTB should accept minimum 24 metal free indoor optical cables,

Maximum optical attenuation should be 0.1 dB per splice.

The OTB housing should be wall-mounted, tamper-proof sealed and of


rugged construction.

The OTBs shall be provided with lockable covers.

The OTPs should also have the following characteristics:

Free-standing, floor mounted cabinets for fiber termination

The cabinet(s) shall have a dimension of 600x800x2000mm with solid side


panels, 19-inch EIA front/back mounting racks, and front/back door access,
RAL color 7032.

The cabinet shall be bottom entry and fully equipped with modular fiber
patch panels, fusion splice panels, and cable managements.

The cabinets shall be sized to terminate all the fiber optic cables with a
minimum of 25 percent room for expansion.

Cable management, 2 rack units (U) high, shall be provided between every
fiber termination panel.

A duplex UPS power socket and internal lighting shall be provided within
each cabinet for the plug in of test equipment and to facilitate the fiber
crossconnection.

FOPP shall be design as follow:

Front plate with 24 Nos.

FC/PC connectors.

Minimum distance between connectors = 2cm.

2m pigtails.

Organizer splicing cassettes for 24 fibers.

Panels to be arranged as twin i.e. in set of two with cable organizer


between them.

Connectors on Patch Panel side end of the patch cord shall be factory assembled
type FC. Other side shall match with connector type within the supplied equipment.
1.3 Inspection and Testing
1.3.1 General
All hardware shall be subject to inspection and tests by KAHRAMAA and/or its
representatives during the course, and on completion of manufacture and erection to
ensure compliance with this Specification and to provide the necessary operating
data.
Full details of type tests already performed upon on equipment identical to that being
offered, shall be submitted with the Tender, accompanied by a proposed schedule of
tests to be performed for each item of equipment.

Systematic factory and on-site test methods for the optical fibre cables shall be
developed and described by the Contractor to the satisfaction of KAHRAMAA prior to
commencement of testing and inspection.
All tests procedures are to be submitted for KAHRAMAA comments and approval
before conducting any of the tests.
Upon successful completion of all factory acceptance tests (FATs), the Contractor
shall despatch all equipment and materials to site.
1.3.2 Responsibilities
The Contractor's responsibilities shall include but not be limited to requirements to:
a. Produce written test plans, schedules, procedures, method statements, test
record sheets and procedures for fault reporting, for all tests.

b. Submit all test documentation associated with any subsystem or system


test for approval by KAHRAMAA within the required time scales.

c. Ensure that all test documentation associated with any testing has been
approved by KAHRAMAA prior to the commencement of the corresponding
testing.

d. Provide the equipment, test equipment, test software, personnel and


facilities to conduct the testing.

e. Successfully carry out internal acceptance testing using the approved test
procedures and correct any errors found in either the test procedures or the
subsystem/system being tested prior to the commencement of the
witnessed acceptance tests.

f. Provide facilities for KAHRAMAA and/or its representatives to witness any


factory tests.

g. Produce permanent records of all test progress and results in a formal


systematic manner.

h. Carry out all remedial work and re-testing necessary for the equipment to
pass the tests.

Each of the above responsibilities shall be discharged to the satisfaction of


KAHRAMAA, but approval by KAHRAMAA shall not imply any diminution of the
Contractor's responsibilities. It is expressly the responsibility of the Contractor to
satisfy himself that items 'supplied by others' are in a satisfactory condition for the
Contractor's tests to be conducted.
1.3.3 Type Tests
The type tests as specified here shall be carried out in the presence of the
Kahramaas representative on the complete item of each kind of equipment at the

conclusion of tests.

Routine test for Optical Joint Box, and Optical Terminal Box shall be carried out
according to IEC Publications, where applicable.
1.3.5 Special Tests
The full set of the routine tests shall be repeated on the selected drums among the
drums ready for shipment in the presence of the Company Representative.
1.3.6 Commissioning
On arrival on site and during and after completion of erection, all cable drums shall be
inspected and tested to insure that there shall be no delay in commissioning due to
supply of incorrect or damaged equipment.
The site tests are subdivided into two stages:
Test During and After Installation, and

Commissioning Test.

In order to ensure correct installation of the equipment as well as to prove that the
cables from all drums have been correctly installed, the following Tests During and
After Installation shall be performed:
o Fibre Optic Pilot Cable Length Measurement,

o Verification of Fibre Optic Pilot Cable Continuity

o Optical Attenuation Measurement.

The main objective of the commissioning tests is to check the proper and safe
operation of the cable and in particular to verify and confirm performance guarantees
as defined in the technical specifications and the technical schedules.
The following commissioning the test shall be done:

Optical Attenuation measurement using an Optical Time Domain Reflectometer


(OTDR)

Optical Attenuation measurement using an Optical fibre light source and power
meter from one point of termination to another.
Testing procedures for the fibre optic cables shall be submitted for Kahramaa
approval.
