A. GENERAL

1. SCOPE

1.1 Background

RWE Dea Egypt has discovered seven natural gas reserves in the Disouq Concession within
the onshore Nile Delta, starting in 2008, as shown on the concession map below. Further
exploration in the concession is ongoing. RWE Dea Egypt is the operator of the Concession
with EGAS as a partner.

The objective of this project is to carry out front end engineering design (FEED) services and
prepare a scope of work for Engineering, Installation and Construction tenders (procurement will
be undertaken by RWE Dea) to finally install a natural gas trunk line system to be gathered, led
to a central gas treatment plant where the gas shall be treated to achieve sales gas quality and
send to the gas pipeline infrastructure at the boundaries of the Disouq Concession.
The selected development comprises a central gas treatment site near NSG-1x, where the gas
is collected, treated by means of Low Temperature Separation utilizing the Joule Thomson
effect, and compressed for export. Treated gas is exported via a 16 export pipeline directly into
the GASCO NTS pipeline.
The well fluids from the directly routed wells and the trunk line are fed to a common inlet
separator at the central plant. All gases and liquids will be separated and processed on the
central treatment site into sales gas, stabilized condensate, and free production water.
Treatment of gas is carried out in two trains, while treatment of condensate is in a single train.
Three trains of sales gas compression are installed. During FEED investigation shall clarify, if
the installation of front end booster compressors is more advantageous compared to this
concept.
Fuel gas for the gas engine drives is taken from the suction of the sales gas compressors.

To allow further increase of the production additional tailings and all necessary equipment like
valves and flanges shall foresee to allow a simple tie in of future treatment trains.

1.1 Purpose
This specification together with ANSI/API standard 661, sixth edition / ISO 13706-1:2005 ''Air-
Cooled Heat Exchangers '' define the minimum technical requirements for the design, material
specification, fabrication, inspection, testing and preparation for shipment of AIR COOLED
HEAT EXCHANGERS to be supplied and installed as part of Disouq Field Development Project.
The numbering system used is to follow the mentioned API standard. All the words in front of
the paragraphs are intended and should be read in line with the API 661.

Air-cooled heat exchange equipment or Air cooler(s) is the collective name for the equipment,
which is to be in accordance with this specification. The equipment includes amongst others
condensers and coolers operating under pressure or vacuum. Air-cooled heat exchangers
which are standard units ordinarily furnished with (rotating) equipment, are not covered by this
specification unless the equipment requisition specifically makes reference to this specification.

Compliance with this specification shall not relieve the Supplier of his responsibility to provide a
fully complete and safe equipment design including all auxiliary elements necessary to insure
reliable and efficient operation under the specified operating conditions.

2.3 Order of Precedence


In case of conflict between the various documents, the following order of precedence will be
applied:-

6. International Codes and Standards

2.4 Deviations and Exceptions

In the event that the Supplier is unable to comply with the requirements of this specification,
other referenced company specifications and/or local/international codes and standards, then
these exceptions and deviations shall be identified within the Suppliers proposal together with
relevant justification and applicable document no. and relevant section/paragraph no. In the
event that no deviations and exceptions are identified by the Supplier, this will be taken to mean
that the Suppliers proposal complies fully with all the specified technical requirements detailed
within the material requisition.

Standard Supplier exceptions to International Codes may be accepted subject to good


engineering practice and proven Supplier experiences.

Supplier to note that, all deviations/comments shall be subject to PURCHASER approval.

3. EXTENT OF SUPPLY

5. Proposal

5.1 (Exception) The proposal shall include submission of a set of data sheets completed
by SUPPLIER. The data sheets, as attached to the REQUISITION, shall be
complemented to reflect actual data proposed.

5.6 (Addition) The kind, content and quantity of documents to be submitted to BUYER are
specified in the Inquiry REQUISITION.

5.7 (Decision) The proposal shall include a listing of predicted noise-level data based on
the data sheets and specifications attached to the REQUISITION.

5.10 (New) In case BUYER has specified aircooler basic design, SUPPLIER shall base his
quotation upon this design. SUPPLIER shall verify this design including suitability of
the specified air control system and confirm guarantee of thermal performance in his
quotation.

5.11 (New) in case SUPPLIER had valid reasons, SUPPLIER may offer, after the
3 agreement with the company, in addition to the base case, alternative guaranteed
designs / control systems. The alternatives shall include the over design specified in
the datasheets. Reason(s) for alternatives to be specified. Complete datasheets and
information concerning control systems and associated equipment to be included in bid
for each design.

5.12 (New) When the bundles installed in one (1) common air bay are of two (2) or more
different services, SUPPLIER shall provide adequate control of the outlet temperatures
for each individual service.

6. Documentation

6.1 approval information

6.1.4 (Addition) In case of repair, suitable documents shall be submitted for


acceptance to BUYER. These documents shall include sizes and locations of
the defects, repair welding procedures and specification (WPS/PQR) and NDE
procedures.

6.1.5 (Addition) The type, content, quantity and timing of documents to be submitted
to BUYER for review are specified in the REQUISITION.

6.1.6 (New) Each document shall be properly certified and checked by SUPPLIER's
qualified engineers and marked and signed accordingly before issue to BUYER.

6.1.7 (New) Revisions shall be clearly indicated with a revision mark as close as
possible to the modification.

6.1.8 (New) All drawings and documents must be presented in the English language
and in the SI units of measurement, except for pipe diameter and nozzle sizes
for which inch nominal size shall be used. Pressures shall be stated in same
units as specified in the REQUISITION.

6.2 Final records

6.2.2 (Addition) See also clause 6.1.5.

7. Design

7.1 Tube Bundle Design

7.1.1.2 (Substitution) The lateral movement of exchanger tube bundles shall be at least
12.7 mm in both directions or 25.4 mm in only one direction, unless the BUYER
and the SUPPLIER agree on a different value.

7.1.1.4 (Addition) Tube supports shall be designed to prevent damage to fins. Loads
shall be transmitted directly to the bundle structural members, without requiring
support from fins. Collar zinc supports shall not be used in combination with
austenitic stainless steels or high nickel alloy tubes.

7.1.4 (Addition) Exchangers, operating under partial vacuum, shall be designed for full
vacuum.

7.1.6.1.1 (Addition) An analysis of the header design to ensure that no excessive warpage
of the tubesheets and/or leakage at the tube-to-tubesheet joint shall consider the
following alternate operating conditions:
Operation at 50% of design process flow rate at minimum ambient air
temperature (unless a higher turndown requirement is specified in the
REQUISITION documents)
Loss of fans due to power failure
Steam and/or dry-out conditions (when specified)
Cyclic conditions (when specified)

7.1.6.1.6 (Addition) For rolled tube-to-tubesheet joints, with two grooves or more, the
minimum tubesheet thickness shall be 25 mm for carbon steel and low alloy steel
and 22 mm for high alloy steel.

7.1.6.1.9 (New) Horizontal partition plates shall be provided with 6 mm drain holes only
when specified in the REQUISITION (in case of very toxic fluid or a service in
which the fluid is harmful to the environment).

7.1.6.10 (New) The design calculation method for the various header types, shall be as
follows:

Plug Type Headers:


According to ASME Section VIII Division 1, Appendix 13 Vessels of Noncircular
Cross Section.

Removable Cover Plate Type Headers:


3 According to ASME Section VIII Division 1, paragraph UG-34 (as per API 661)
The calculation of the header box shall be based on stress analyses, considering
the header box as an open frame, whereby the cover has neither a strengthening
nor a retaining effect on the side walls. According to API Standard 661/ISO
13706:2001, headers shall be designed so that the cross sectional flow area of

each pass is at least 100E% of the flow area in the corresponding tube pass.

Headers shall be calculated for the following conditions:


Design pressure at design temperature (incl. vacuum condition as aaplicable).
Test pressure at ambient temperature.
Atmospheric condition, i.e. edge moment due to bolting, at ambient temperature.
Design condition, i.e. design pressure and operating edge moment, at design
temperature.
As per API the lateral velocity in the header shall not exceed the velocity in the
nozzle. Multiple nozzles or an increased header cross sectional area may be
required.
As per API 661 code paragraph 7.1.6.16 the minimum nominal thickness of

header components shall be provided.

7.1.6.2.1 (Not Applicable)

7.1.6.2.2 (Addition) The removable bonnet-type header shall not be used.

7.1.6.2.3 (Exception) Bolted joints shall be designed with semi-confined gaskets only
(figure 4b).

7.1.6.2.7 (Addition) Stud bolting shall be used. The bolthole size in the cover plate shall be
not less than the nominal bolt diameter plus 3 mm.

7.1.6.2.9 (New) Cover plates shall be provided with lifting lugs.

7.1.7.9 (New) Two part plugs should be considered for design pressures above 200
bar(g) in all services, unless otherwise specified in the REQUISITION. The plug
construction should be as shown below, or a proven SUPPLIERs design
accepted by BUYER in writing. Material of plug and gasket compressor shall be
equivalent to the material of the header box. For ease of removal, the gasket
compressor to be provided with a blind 12 mm threaded hole at least 15 mm
deep. In case of hydrogen service, the gasket compressor and plug shall be
provided with a vent hole of at least 3 mm diameter.

7.1.8.5 (Substitution) Gasket types for cover plate header flanges used for confined joint
type in Figure 4b shall be selected from Table 1 specified below.

(3) Solid metal gaskets, including welds, shall be softer than the flange gasket
contact surface. Hardness shall be equal or less than that specified in ASME
B16.20.

The type of gasket shall be selected in accordance with the design temperature,
design pressure and service conditions as listed in Table 2. The service
conditions to which air-coolers are exposed are defined in Table A.5 in API 661 /
ISO 13706.

7.1.9.1 (Substitution) The dimensional specifications and the pressure temperature rating
of nozzle flanges shall be in accordance with ASME B16.5 Pipe Flanges and
Flanged Fittings.

7.1.9.2 (Addition) Minimum nozzle size shall be 1 . Connections to be minimum 2 in


case of corrosion allowance in excess of 3 mm.

7.1.9.3 (Substitution) Unless otherwise noted, nozzles shall be flanged (e.g. long weld
neck or built up from seamless pipe or rolled plate welded to forged steel welding
neck flanges). The rating and facing as well as gasket type shall be in
accordance with the applicable piping class and shall be indicated by the BUYER
on the exchanger data sheets.

7.1.9.4 (Addition) Slip-on flanges shall not be used in toxic service.

7.1.9.10 (Exception) Forged slip-on flanges may be used in noncyclic condition for
class 150 rating and when design temperature is in the range between 0 C
and 260 C, if approved by the BUYER. Slip-on flanges shall be provided with a
6 mm vent hole.

7.1.9.11 (Exception) Threaded connections shall not be used.

7.1.9.12 (Exception) Threaded connections shall not be used.

7.1.9.13 (Exception) When the REQUISITION data sheet calls for a thermowell
connection, the nozzle shall be positioned on the header box adjacent to the
process nozzle. (Preferred position is on the connecting piping).

7.1.9.14 (Exception) When the REQUISITION data sheet calls for a pressure gauge
connection, the nozzle shall be positioned on the header box adjacent to the
process nozzle. (Preferred position is on the connecting piping).

7.1.9.15 (Exception) Threaded connections shall not be used.

7.1.9.17 (Exception) When the REQUISITION data sheet calls for an instrument
connection, at least one connection shall be provided on the inlet and one on
the outlet side of the bundle (see 7.1.9.13 and 7.1.9.14).

7.1.9.18 (Exception) Threaded connections shall not be used.

7.1.9.21 (Exception) Threaded connections shall not be used.

7.1.9.23 (New) Reinforcing pads, if required, shall be of the same material as the header
and be provided with inch NPT plugs.

7.1.9.24 (New) Cylindrical or swaged type nozzles can be used unless otherwise specified
in the REQUISITION. Flattened-off nozzles or oval nozzles are not permitted.
The swaged type nozzles shall have a constant cross sectional area from the
flange side (round) to the base side (pseudo elliptical). Swaged type nozzles shall
conform to paragraph 7.1.9.8 and may be used for nozzles 6 and greater.
Swaged nozzles shall not be used for design pressure over 60 bar(g).

7.1.9.25 (New) The nozzle length taken from outside of the insulated header to the back of
the flange shall exceed the full flange bolt length. The minimum length of nozzles
shall be 150 mm for 6" and smaller and 250 mm for larger nozzles.

7.1.9.26 (New) Welding neck flanges shall be bored to same dimensions as inside
diameter of pipe or plate neck.

7.1.9.27 (New) Boltholes shall straddle the north/south axis, unless specifically noted
otherwise.

7.1.9.28 (New) Nozzle flanges shall be furnished with gasket surfaces as specified in
the REQUISITION. If flange surface finish is not specified, SUPPLIER shall
determine the appropriate finish for the type of gasket used.

7.1.9.29 (New) Threads of bolting for standard ASME/ANSI and special flanges shall be
in accordance with ASME/ANSI B1.1, class 2A fit. Sizes 1" and smaller shall be
coarse thread series and sizes 1-1/8" and larger 8 pitch thread series. Stud
bolts to be provided with two (2) heavy hexagonal nuts.

7.1.9.30 (New) Materials of metal jacketed, solid metal and camprofile (grooved metal)
gaskets shall have a corrosion resistance at least equal to that of the gasket
contact surface material.

7.1.10.1 (Substitution) Each process (inlet/outlet) connection, in its designed corroded


condition, shall be capable of withstanding two times the simultaneous
application of the moments and forces.

7.1.11.7 (Addition) Upper design temperature limits for finned tubes shall not exceed the
following values:
Embedded : 400 C.

Integral (bimetallic) : 290 C.


Footed/overlapped footed : 160 C.

Edge wound fins are not permitted.

7.2 air-side design

7.2.1.1 (Addition) The height of the underside of the fan inlet bell (for forced draft units)
or of the underside of the bundle (for induced draft units) shall be 2.2 meters or
one fan diameter (whichever is the larger) above ground level, elevated floor or
pipe bridge. In case more than one aircooler is supported from the same
support structure, the height shall be the larger of 2.2 meter or the largest fan
diameter. Unless agreed otherwise in writing by BUYER.

7.2.2.1 (Addition) The equipment noise limitations are specified in the REQUISITION
documents. The SUPPLIER shall submit guaranteed sound power level and
sound pressure levels of the equipment, together with any other relevant
information. The noise data sheets, as attached to the REQUISITION, shall be
complemented to reflect actual data.

7.2.3.1 (Addition) Single fan arrangements are not acceptable, unless agreed upon by
BUYER in writing.

7.2.3.7 (Addition) One of the blades of each fan should be selected as the master
blade of this fan and shall be marked as such. As an alternative, if there is an
even number of blades, pairwise moment-balancing shall be used.

7.2.3.10 (Addition) Except for direct drive fans, individual fan blades shall have either
manually adjustable pitch or automatically controlled pitch adjustment.

7.2.3.11 b) (Exception) Each pneumatic actuator shall be equipped with a positioner.

7.2.3.18 (New) All fans (shafts) to be provided with an anti rotation device (in opposite
direction).

7.2.7.2.1 (Addition) Electric motor drivers shall be in accordance with the applicable
specifications, standards and data sheets. The E-motor data sheets, as
attached to the REQUISITION data sheets, shall be complemented to reflect

7.2.7.2.10 (New) Direct motor drive may be used for fans up to and including 1.5 m
diameter.

7.2.10.19 (Decision) Upon loss of control air pressure, the louver blade position shall adjust
to fully open, if not otherwise indicated on the data sheet.

7.3 structural design

7.3.1.1 (Addition) The structure shall be designed in accordance with the applicable
specifications, standards and data sheets as specified in the REQUISITION.

7.3.1.5 (Addition) Removal of tube bundles as per this subparagraph is mandatory.

7.3.1.7 (New) Welded structural steel joints if not butt welded with full penetration, shall
be continuously fillet welded.

7.3.5.1 (Addition) Access facilities shall include:

Walkways for both sides of headers.


Connection walkways between header walkways between both ends.
One cage ladder every 25 meters or one per air-cooler.
Handrails.
Self-closing safety bars.

8. Materials

8.1 general

8.1.2 (Exception) Use of cast-iron headers is prohibited.

8.1.5 (Exception) Galvanizing materials or zinc-containing paints etc. shall not be used
on or directly above austenitic stainless steel or high nickel alloy pressure
components.

8.1.7 (New) Alternative materials are permitted only when accepted in writing by
BUYER.

8.1.8 (New) As a minimum all pressure retaining materials shall be certified in


accordance with EN10204 - 3.1

8.1.9 (New) For carbon and carbon manganese steels the following additional
limitations apply if more stringent than the material specification:
C 0.23% (For plate and pipe materials)
C 0.25% (For forgings)
Carbon equivalent Ceq 0.43% Ceq = C + Mn/6 +(Cr +Mo + V)/5 + (Ni +
Cu)/15

8.1.10 (New) All material identification numbers shall be legibly stamped or stenciled
preferably on the long edge of each component.

8.2 header

8.2.1 (Additition) Any part welded to the header shall be of similar material as the
header, or be provided with a pad of similar material as the header. For
headers with a design temperature lower than
-30 C, load-bearing attachments shall be made from material with impact
properties equal to or better than those of the header. This applies from the
point of attachment to a point where the metal temperature is -30 C or above.

8.2.6 (New) All flange material shall be forged, unless otherwise agreed.

8.4 other components

8.4.7 (New) Materials for metal jacketed, solid metal and camprofile gaskets shall have
a corrosion resistance at least equal to that of the gasket contact surface
material.

8.4.8 (New) Plug and plug sheet material shall be so matched as to prevent galling.

9. Fabrication of tube bundle

9.1 welding

9.1.1.5 (New) No welding shall be performed after stress relieving and/or on internally
coated parts without written acceptance of BUYER. Drawings shall specify that a
note to this effect to be painted on a visible location of the air cooler bundle.

9.1.1.6 (New) Permanent backing strips shall not be used.

9.1.1.7 (New) Welds for lifting provisions shall be full penetration.

9.1.1.8 (New) Welding may only be executed by qualified welders.

9.2 post-weld heat treatment

9.2.3 (New) All gaskets contact surfaces and other machined surfaces shall be
protected during treatment and shall be checked after heat treatment and/or
fabrication for freedom from warpage, distortion, oxidation and unbroken
serrations.

9.2.4 (New) In case heat treatment of tube sheets is required, final tube-hole sizing
shall be attained by reaming after heat treatment.

9.2.5 (New) Headers that require heat treatment to enhance corrosion resistance or
mechanical properties shall receive these heat treatments when called for in the
REQUISITION or material specification, or when these are a requirement of the
material manufacturer.

9.2.6 (New) SUPPLIER shall notify BUYER of any header of such configuration that
high stresses may be developed in welds because of restraint. BUYER's
acceptance in writing to omit stress relieving is to be obtained.

9.2.7 (New) Flange facings must be protected against oxidation during heat treatment.

9.3.4.1 (Add) Austenitic/ferritic (duplex) stainless steel tubes shall be strength welded.

9.6 alignment and tolerances

9.6.5 (Additition) If the unit is shipped partially assembled, shop assembly of a sample
bay shall demonstrate proper fit-up of all components that require assembly.

10. Inspection, examination and testing

10.2 pressure test

10.2.3 (Modification) Last sentence to read. Upon completion of the hydrostatic test,
each bundle shall be promptly drained and thoroughly dried. Alternate test
media may be used only with the written acceptance of BUYER.

10.2.5 (Substitution) Test gaskets shall be of the same type and material as the service
gaskets. Gaskets shall not be changed after successful pressure testing. The
exchanger shall be put into operation without disturbance of joints. When an
exchanger is dismantled for any cause, it shall be reassembled with new gaskets
of the same type and material.

11. Preparation for shipment

11.1 general

(Addition) BUYER to provide "Packing, Marking and Shipping Instructions",


which are part of the commercial documents of the PURCHASE ORDER.

11.1.6 (New) The air cooler shall be cleaned inside and outside of weld spatter, weld
slag, flux deposits, burrs and splinters, loose mill scale and all other foreign
matters.

11.2 surfaces and finishes

11.2.4 (Exception) The type of inside and/or outside protective coating for a particular
air cooler is as specified in the REQUISITION.

11.2.5 (New) Special care shall be taken that austenitic stainless-steel surfaces do not
come into contact with the primer of carbon-steel parts.

11.2.6 (New) Carbon-steel flange facings (except on nozzles shipped with gaskets in
place), shall be coated with an easily removable rust preventative.

11.3 Identification and notification

11.3.3 (New) Equipment shall be prominently marked with legible block letters, as
large as the equipment will permit up to 300 mm height maximum. Marking
paint used on austenitic equipment shall not contain metallic pigments or free
chlorides. Data to be marked:
BUYER's PURCHASE ORDER number.
Item number.
"PWHT do not weld" if applicable.
North- or West side.

11.3.4 (New) Each joint that has been bolted up prior to shipment from the shop, must
be provided with a firmly attached tag, listing the type of gasket that has been
installed.

11.3.5 (New) SUPPLIER must ensure that equipment is properly loaded and secured to
the carrier preventing any damage from improper use of cradles or hold-down
devices and must ensure that clearance requirements are met.

12. Supplemental requirements

12.3 Examination

12.3.3 (Addition) The full length of all pressure retaining welds used in the construction
of header boxes shall be subject to 100% ultrasonic testing, unless otherwise
specified in the REQUISITION.

13. Spare parts

13.1 (New) SUPPLIER shall supply with the equipment the following spare parts:
Two (2) complete sets of gaskets.
10% bolts and nuts for cover-type headers.
10% plugs for plug-type headers.

13.2 (New) SUPPLIER shall submit a priced list of suggested spare parts for initial and
two-years operation.

The spare parts specified on the list shall be in addition to the parts supplied with
the equipment (see subsection 13.1).

13.3 (New) Supplier shall submit a list of appliances, special tools and accessories
that are necessary or incidental to the proper installation, operation and
maintenance of the equipment, even though these items are not included on the
drawings, specifications or data sheets.
