Objectivity would be impaired since there would be conflict of interest with regards to the
manager. Since it was assumed that the manager will receive a commission out of the public relations
firms fee, the manager then would be impairing his integrity since he suggested the arrangement with
the commission that he will receive if it will be accepted. This arrangement is not acceptable under
professional ethics. A consultant should not pay a fee or commission to obtain a client or franchise a
business practice. The fact that the client came first and the commission came second in this case
makes no difference. The commission is being paid to franchise a business practice. The alternative
course of action is to accept the engagement and conduct a position evaluation program but decline the
offer or the suggestion of the manager to engage the services of a public relation firm.

CASE 10

The case revolves around the conflict between the consultant's interest and the clients'
interests. The consultant wanted to charge his clients the amount which actually corresponded to the
total expenses he incurred from his services to both of them. His objectivity already became clouded in
hopes of getting more money and was even prepared to disregard his ethics just to be able to take
advantage of his clients. He did not consider his clients' welfare in the process of setting up his fees and
even rationalized his misconduct just to "escape" from the guilt of his wrongdoing. The consultant
overlooked, if not deliberately failed to consider the Fee Structure Standard and the Integrity and
Objectivity Standard.

(a) The parties directly affected by Leos decision are the two clients in that they will either split the
expenses or each will pay for them in total.

(b) Yes. If the clients discover that Leo has requested reimbursement from both of them, it may
provide them the junior consultants in that consultancy firm lack ethical values.

(c) Yes. If the clients discover that Leo has requested reimbursement from both of them, it may
provide them with the impression that the consultancy firm is not observing proper ethical
values.

(d) Obviously, the ethical course of action is to split the expenses between the two firms. If either
client found that Leo requested total reimbursement from both of them, it is highly unlikely that
he would receive an offer of employment.

(e) Again, the ethical course would be to inform the firms and obtain the proper reimbursement.
