RESOLUTION NO. 2017- 108

RESOLUTION REQUESTING THE DEPARTMENT OF ENERGY


TO PROVIDE SOLAR STREET LIGHTS TO UNILLUMINATED
NATIONAL, PROVINCIAL, MUNICIPAL AND BARANGAY
ROADS WITHIN THE MUNICIPALITY OF ISULAN, PROVINCE
OF SULTAN KUDARAT WITH A TOTAL PROJECT COST
AMOUNTING TO P20 MILLION PESOS

WHEREAS, the provincial government of Sultan Kudarat due to current peace and order
situation in Mindanao envisions to have a safe surrounding by provisioning well lighted streets
so as to deter individuals from committing crimes;

WHEREAS, it is an established police norm that illuminated streets will deter


delinquents, lawbreakers and individuals with evil designs in pursuing their objectives;

WHEREAS, the municipality of Isulan, being the capital town of the province of Sultan
Kudarat where the Provincial Capitol is situated, has been considered as one of the prime locality
which needs to be provided with well-lighted streets for the safe and comfort of the populace, not
to mention the image it will give to the nearby provinces within the region considering that its
governor is the Regional Chairman of the Peace and Order Council;
WHEREAS, the municipality of Isulan as of CY 2010 has a total population of 67,864
for Urban Density with an area of 76,364.000 hectares and 86,602 for Rural Density with an area
of 54,527.3908 hectares (attached herewith as an integral part hereof is the Certification on
Population per Barangay and Land Area issued by Elias S. Segura, Jr., the Municipal Planning
and Development Coordinator of Isulan, hereto marked as ANNEX A);

WHEREAS, it has the following total length of roads, to wit:

National road 14.6 km. total length


Provincial road 28 km. total length
Municipal road 39.24 km. total length
Barangay road 148.917 km. total length
Farm to market road 15.953 km. total length
Alley 0.6 km. total length
Footpath 1.5 km. total length

(Attached herewith as an integral part hereof is the Certification on Inventory of Roads


by System Classification and Type of Pavement issued by Elias S. Segura, Jr., the Municipal
Planning and Development Coordinator of Isulan, hereto marked as ANNEX B);

WHEREAS, as provided by the Provincial Planning and Development Office, the


provincial government of Sultan Kudarat will be needing budgetary requirements of P 40,000.00
for the installation of one (1) unit solar street light including the cost of labor, thus, a project cost
of P 20,000,000.00 for the illumination of the aforementioned roads in the municipality of Isulan
(Attached herewith as an integral part hereof is the Budgetary Requirements issued by Engr.
Romeo B. Zaragoza Jr., the Provincial Planning and Development Coordinator of Sultan
Kudarat, hereto marked as ANNEX C;

WHEREAS, the financial incapacity of the provincial government of Sultan Kudarat,


however, poses a deterrence in the attainment of this noble purpose, thus, a need for the officials
of the province to solicit the assistance of the Department of Energy;

WHEREFORE, on motion of Hon. Hon. Cyrus E. Torrea, Sr., duly seconded by


Hon. Alfonso S. Demasuay, it was

RESOLVED, as it is hereby resolved, to request the Department of Energy to provide


streets lights to unilluminated national, provincial, municipal and barangay roads within the
municipality of Isulan, Sultan Kudarat with a total project cost amounting to P20 Million Pesos;

RESOLVED FURTHER, to furnish copies of this resolution to the Hon. Alfonso Cusi,
Secretary of the Department of Energy, Manila for his information and appropriate action.
