her parents. In early February, Ngoc suddenly told her family of her plans to marry a Korean
man. Her wedding was held at a restaurant in HCM City on February 18, attended by some
relatives. The Korean man gave his parents-in-law 3.8 million dong ($200) before the wedding
ceremony and then later provided them with another $500.

“After the wedding ceremony, Ngoc and her husband visited us and stayed just one night. They
left the next morning. She claimed she must urgently fly to South Korea. That was our last
meeting,” revealed Ngoc’s mother, Truong Thi Ut.

The girl left Vietnam on June 30. On the afternoon of July 1, she called home to say that she
was okay, but she never called again. The family tried to call their home, but nobody answered.

On July 9, the family was informed that their daughter died in a quarrel with her husband.

“We don’t know what to do. We have called her husband’s family in Korea, but nobody has
answered the phone,” lamented the victim’s father, Thach Sang.

Can Tho City Family and Social Affairs Department Chief Nguyen Thi Thu Ha observed that the
department asked the Women Union of Vietnam to help Ngoc’s family go to Korea to retrieve
their daughter’s remains.

The victim’s family went to the South Korean Consulate in HCM City on July 12 to learn more
about what transpired and to fulfill formalities to go to South Korea.

A South Korean Consulate representative told VNE online newspaper that the Korean community
in HCM City will meet with the victim’s family to offer their sympathy. They will cover all
expenditures related to the family’s trip as well.

Today, July 13, the victim’s father leaves for South Korea.

Ngoc’s parents stayed in Busan for two days to see her body for the last time at a hospital before the body was incinerated.

The victim’s father, Thach Sang, hopes that the killer will be severely punished even as the Korean government is taking steps to
prevent the repeat of such a tragic event.

Reporters from several Korean media agencies like KBS, MBC, KNN, Yonhap News, and Dong A, waited for the Vietnamese parents
at the airport, and told Tuoi Tre they were “ashamed.”

Pham Thi Anh Tuyet from Eulim Centre for Immigrant Women in Busan, who supported Ngoc’s parents during their time in Busan,
told Tuoi Tre that around 70 people, including many immigrant women and Korean men who marry Vietnamese women, attended the
cremation ceremony.

Tuyet revealed that Ngoc’s family authorized Eulim Centre to sue the marriage brokerage company for not providing accurate
information. Newspapers quoted police as saying that that marriage brokerage firm had claimed that they didn’t know their client
was mentally ill.

Jang Du Hyo, 47, gave himself up to police after killing his 20-year-old wife. “A ghost inside my body incited me to kill my wife
when we were quarrelling,” he maintained.

Tuyet argued that, “To avoid similar cases, the law on marriage brokerage should be stricter. Information provided to future wives
must be accurate and in written form (at present, information is provided only through interpreters)”.

“The Korean public protects and sympathizes with Vietnamese women. If Vietnamese women can speak Korean, they can call for
help in case they are treated badly,” Tuyet added.

According to Chosun Ilbo newspaper, it is very difficult for rural Korean men to get married. Last year there were 43,000 marriages
between Korean and foreigners, accounting for 13 percent of marriages in the country. Korean statistics showed 47 percent of the
foreign brides came from Vietnam, 26 percent from China and 10 percent from Cambodia.

Byun Chang Bum, a representative of the South Korea Consulate in HCM City, stated that international marriage agencies are only
focused on profit and always hide vital information like possible impotence. The South Korean Consulate in HCM City issued 8,000
visas to Vietnamese brides last year. Around 35,000 Vietnamese women have married South Korean men so far.

Meanwhile, the South Korean justice ministry has announced a raft of measures to curb abuse of foreign brides.

“We will screen bachelors seeking to find brides abroad,” Moon Soo-Yong, a deputy director in the ministry, told AFP.

“Those with a history of mental illness or a violent criminal record and those who have married and divorced foreign brides three
times or more will face restrictions on applying for visas for their would-be brides.” Koreans seeking foreign wives will have to take
a class on human rights and foreign customs and culture, the ministry added.

Under a new law, employees of matchmaking agencies can go to prison for up to two years or face heavy fines for giving potential
foreign brides false information about South Korean men.

At a press conference on July 15, Vietnamese Foreign Ministry spokesperson Nguyen Phuong Nga revealed that Vietnam has asked
Korean agencies to investigate quickly and deal strictly with the case.

Since many Vietnamese women marry foreign men through brokerage firms, Nga went on to assert that Vietnam will seriously punish
illegal brokerage activities. To define illegal marriage brokerage, Nga remarked that it is necessary for the two countries to cooperate.
