Dear Young Friends,

This is a period of fast moving global change. At such


a time the importance of youth population becomes
more important than ever. If we want our world to be
more peaceful, more just, with opportunities for all, it
will only be possible as a result of the young people of
today.

There are many innovations and developments both in


Türkiye and across the world in the area of youth. 12
August 2010 – 12 August 2011 has been announced as
the Year of Youth by the UN. We hope that, throughout
this designated year of youth, we will witness an increase
in the importance and investment awarded to youth
issues throughout the world.

In such a period, on the eve of the World Youth Year, we


are happy to host the 5th World Youth Congress and all
of you world youth in the city that is the heiress of
thousands of years of history and civilization. Istanbul,
the city that represents tolerance and peace with a
variety of cultures in its midst is the 2010 city of European
Capital of Culture.

Türkiye has a huge youth population and we regard


them as our most important asset. It is very important
that they should come together with other youth from
around the world and interact within mutual
understanding, tolerance and solidarity.

Having “‹mece” as the main theme of the congress has


a specific importance. “‹mece”, has existed in the Turkish
culture for many centuries and its key qualities such as
solidarity, togetherness, and volunteerism are just as
relevant in today's world.

I would like to welcome you all to the 5th World Youth


Congress in Türkiye and I hope you will experience the
beauty of both ‹stanbul and Türkiye.

The sun that rose in Hawaii is enlightening 1400 people


in Istanbul, where East and West meets. Today, 11 years
after we attended the first congress in Hawaii, we as
e-gençlik family are very happy to have you in Istanbul
as the delegates of the 5th World Youth Congress.

It has been a dream for us to have the World Youth


Congress in Istanbul ever since the first day we arrived
in Hawaii in 1999, where we were inspired and
empowered to take action. We wanted to give this
chance to other young people from all around the world
and now we have fulfilled our dream by hosting 1400
brilliant young people here. We have been working hard
for the past three years to prepare a great event for
you. To be honest, preparing such a huge event has
been quite a challenge but we have tried  our best and
now it is your challenge to take advantage of all the
opportunities at this congress. 

At our first Congress in Hawaii, we learned the meaning


of   'Aloha'.  Here in Türkiye, we will learn and experience
“‹mece” - the ancient Turkish tradition of working
together for the common good in a spirit of joy and
solidarity.

This congress series aims to encourage young people


around the world to work in the spirit of “‹mece” for
youth-led development - to make poverty history in
their lifetimes and create a prosperous green economy
that will bring sustainable happiness to every member
of the human family.

Welcome to the 5th World Youth Congress! - in one of


my favourite cities in the world – Istanbul which this
year, proudly celebrates its moment as Europe’s Capital
of Culture.

I want to thank all the Turks who have supported this


Congress at many different levels - starting with the
Minister of State for Youth, Mr. Faruk Nafiz Ozak, the
Government, our partners – e-genclik Association and
Istanbul Metropolitan Municipality Youth Assembly,
other sponsors and all the institutions and NGOs who
have come forward to offer us their support.

Over the years we have heard numerous stories of


past delegates who have gone on to do inspirational
things in their community after attending one of our

Our future leaders of the world welcome to the 5th


World Youth Congress.

In our world where the population is growing so fast,


the problems encountered have gone from being local
to universal. This situation has removed the borders
between continents and countries, thus creating the
necessity for us to think and act under the same roof.
As future leaders, our meeting here having travelled
thousands of kilometers (of distance) shows that we
share this responsibility, so I hereby thank you and
those who support you coming here, in advance. Being
a young person myself, I sincerely share our youth’s
excitement about your coming here, which constitutes
65 % of our population.

I believe Istanbul, the most inspiring city in the world,


will be a source of inspiration for your future lives, as
it has been to us until today. I hope you will enjoy your
stay here. We present our gratitude to our collaborators,
supporters and sponsors with whom we worked
together in the preparation process of this congress,
and to Istanbul Metropolitan Municipality Mayor Kadir
Topbafl, for he has never left us alone and always
appreciated the value of the youth.

We would also like to thank to our dear Minister of


State Faruk Nafiz Özak, who often comes to our office
and motivates us, who thinks and provides us with all
the equipments required and who accommodates us

What is e-gençlik Association?

e-gençlik Association is a story that began with only


twenty volunteers in 2003. The number of these
storytellers increased as we were determined not only
to tell the story but to live it at the same time. Since
that time, we have kept going whit working, headed
with more than a hundred volunteers in a more powerful
way.

In addition, we still keep the excitement and the energy


that we had on the first day.

The wish to hold the land that is commended to us


above the level of the modern civilizations in the way
Atatürk wants it and in a suitable form for the youth
made us come together in a cultural synthesis despite
the fact that we grew up in different cultures, fields,
and different conceptions.

While we were pursuing this aim, the projects that we


handled were not only for social improvement but our
being a millstone in functioning as a bridge between
the cultures made us feel proud and turned into a
source of power for our future plans. But how did we
achieve this? By trusting ourselves…

We were sure about what we had done; we knew that


we could increase our capacity with the help of our
excitement and the fire of youth.

The fire in us has become more powerful now. When


we turn back to past and see what did up to date and
recall them, we burst with joy. We believe that we will
be the source of light for the next generations. And this
enlightened and led and generation, with the light in
their hearts, will make this road brighter for the next
generations. Consequently, there will be wishes full of
hopes and all will come true. Because e-gençlik
Association is the only address where success never
ends.

What is Peace Child ‹nternational?

What is PCI? Peace Child International is a UK-


registered educational charity with a network of more
than 1,500 affiliate groups in over 180 countries. Peace
Child's mission is to ‘empower young people - first to
inform themselves about global challenges their
generation faces, and then take action to be the change
they want to see in the world. This mission is reflected
in all our projects and publications.

PCI supports young people around the world to produce


books, musicals, educational materials – lesson plans,
workshops and training courses on the major
generational challenges they will face in their lifetimes:
climate change, peace, human rights, poverty
elimination through sustainable development etc. PCI
hosts the bi-annual World and European Youth
Congress series to promote these goals.

Founded in 1981, PCI began its journey in the Cold War


era, working with young people to create a musical on
how to end the nuclear stand-off between the USA and
the former USSR. The performances resulted in the
first ever US-Soviet youth exchange in 1986 and many
subsequent exchanges between the two countries.
Peace Child still uses theatre as a vehicle for change.

The international headquarters, near Cambridge in


the UK, is run by young international volunteers,
supported by a small permanent – older - staff. Interns
generally stay for a year and take leadership roles on
the various PCI programmes. There is a similar office
in Bangalore, India which also welcomes young,
committed volunteers.

What is the Istanbul Youth Assembly?

What is Istanbul Metropolitan Municipality Youth


Assembly?

Since the city in which we live has a younger and more


dynamic population as compared to other metropolitan
cities and to benefit from this potential young population
more efficiently, The Youth Assembly was established
on May 19, 2005 by the youngsters of Istanbul, supported
by the Metropolitan Municipality. The demographic
superiority of young people is one of the most important
issues for the area to plan in advance utilizing their
talents. In this context the Youth Assembly founded by
Istanbul Metropolitan Municipality is a platform in
which the young can make the most effective and
fruitful use of their energies.

IMM Youth Assembly operates in 2 years terms and it


completed its first term in the years 2005-2007, second
term in 2007-2009; and started its third term officially
November 1st, 2009 with the attendance from all over
Istanbul and universities in Istanbul. Our Assembly
continues its projects with a President, 2 Agents of the
President, 7 Lounge Members and 16 Commissions.
The works of the Youth Assembly are proceeding with
confident steps having a staff of 300 full members and
5000 voluntary members.

What is the World Youth Congress?

THE WYC Journey!

Hawaii, 1999
The 1st World Youth Congress brought young people
from all over the world together to discuss and agree
the “Ten priorities for the 21st Century.” The idea of
Youth led Development became a major theme.
A year later the UN created the Millenium Development
Goals, which reflected the priorities presented by the
delegates at the congress. The Be the Change!
publication produced at the Congress looked at youth
initiatives around the world.

Morocco, 2003
Taken one step further with practical outcomes – the
Casablanca Declaration, presented a program of action
with what young people wanted to achieve with
governments. The message couldn’t have been more
clear; we wanted to work together in a true
intergenerational partnership!

The WYC is not about only talking about issues, in


Morocco, we added a new element to our program,
the Action Projects, this gave delegates the opportunity
to turn their words into action, taking part in projects
around the country, getting hands on experience with
community initiatives in the host country.

Scotland, 2005
In Scotland we started to see the incredible impact
that the WYC series has had the young people who
have attended previous editions. The 3rd World Youth
Congress was an incredible opportunity for participants
to share and learn from each other’s experiences
leading community development projects.

One of the major outcomes of the congress, was the


toolkit “Nothing for Us without Us”, a step-by-step
guide on how to manage youth-led development
projects from beginning to the end. It is completely
made up of personal stories and experiences from our
participants.

What is World Youth Congress?

Quebec City, 2008


On the occasion of the 400th anniversary of the city we
got together to celebrate youth achievements, and
share best practices. Throughout the Congress, young
activists from all corners of the world told their stories,
and shared their best-practices.

As a result, we created the book “A Celebration of


Youth-led Development” – a series of case studies
telling the stories of projects led by young people from
all around the world.

In Quebec, we also had for the first time, a special


category of participation dedicated for Young Educators.
During the Congress they created the “World Class
Lesson Plans”, with ideas and experiences on raising
the profile of global education in both formal and non-
formal education.

Expectations for Turkiye


One of the major outcomes of the Regional Meetings
in the 5th World Youth Congress is the creation of the
Istanbul Action Plan, which will be presented to all
Youth Ministers gathering in Mexico for the World Youth
Conference.

We also want to take our work a step further, and get


better in what we do! So we decided to focus this 5th
WYC into discussing Monitoring and Evaluation of
Youth-led Development Projects. As a result of this
process we will be putting together a M&E toolkit which
aims to further professionalise youth-led development
projects.

We also want to build “The Road to Rio+20” – which


seeks to mobilize all young people to lobby for
sustainable prosperity ahead of the Government Rio+20
Summit in Brazil in 2012 and our 6th World Youth
congress.

Participants

Over 1000 of the most active young people from 147 countries are gathering here
in Istanbul for the 5th World Youth Congress and to ensure we have people from
different backgrounds with different experiences, we have 5 different categories
of participation. They include:

Youth-Led Development Activists:


These are the young people who are actively creating positive change within their
communities around the world through their projects, trainings, peer-to-peer
teaching initiatives and social enterprises.

Young Educators:
Young people who are passionate about raising awareness and empowering their
peers and their communities through both formal and non-formal education.
They are coming to share experiences, learn new methods and ideas and see how
to be more effective and relevant.

Young Journalists:
Young media-makers - professional or not – that are coming to be the eyes, ears
and the voices of the Congress inside the Campus, and around the world.

Young Artists for Development:


Young artists are those who seek to communicate powerful messages about
global issues through their art. They are painters, dancers, sculptures, actors,
musicians, etc and are all coming to share their experiences and learn from best
practices.

Young Entrepreneurs:
Young people leading their own social enteprises non and for-profit businesses.
They come to share their expeirence and discuss how we can make business
work for people and the planet.

Throughout the program, you can find sessions and workshops recommended
for each of those categories. But please, note that these are only recommendations,
and in most cases (unless otherwise specified) they are open and suitable for ALL
delegates.

on the Davutpafla Kampüsü (Davutpafla Campus) in the European side of Istanbul.

The address of the campus is: Çifte Havuzlar Mh., 34220 ‹stanbul, Turkey The campus
is exactly in front of the Davutpafla Metro stop (Blue Line) which makes it easy to reach
by public transport. It is also an important reference point if you need to give directions

Program Highlights

Aile Meetings
During the World Youth Congress, participants are divided into small groups called “Aile”
which means “Family” in Turkish. Each has its own Turkish host known as the “Aile
Leader”. These groups meet daily to touch base and learn the instructions for the day. It
is at the Aile morning meeting where participants will be informed of any changes in the
program, and receive news and messages from the organizers. It’s very important that
you don’t miss the morning meetings, to ensure you are not lost in the program during
the day.

Regional Meetings
During the WYC, you will meet young people coming from all corners of the world, with
very different experiences and backgrounds. In previous congresses, participants raised
the need to reserve a space for regional discussions, and that’s why we created the
Regional Meetings. These meetings are an opportunity for you to meet and discuss with
people from your region, who understand your situation and often face the same challenges.

In Turkiye, 3 Regional Meetings will take place, where participants will be divided into 17
regions. Here they will have the opportunity to meet other participants learn more about
their projects and the work they are doing. They will be able to share best practices, as
well as discuss the challenges faced while trying to come up with common solutions. One
of the major outcomes of the Regional Meetings in the 5th World Youth Congress is the
creation of the Istanbul Action Plan, which will be presented to all Youth Ministers gathering
in Mexico for the World Youth Conference.

We invite participants to engage in the discussions of the region they feel is closest to their
reality and therefore most relevant to them.

Program Highlights

Exhibition
Exhibition is the opportunity for delegates as well as UN Agencies and other international
organizations to share their best practices in Youth-led Development and their experience
on what young people are doing - and can do - to help support their governments and
the UN to achieve the Millennium Development Goals. The place for that is our Exhibition
hall which creates a great Market space – a unique communication environment to
exchange ideas and information, to expend the existing networks and build new ones. We
have reserved this special time for the delegates to take the opportunity to share and get
in touch.

"Peace Child Alpha Omega"

Peace Child Alpha Omega is a program involving three partners, Peace Child International
(UK), the Sillimae Society for Child Welfare (Estonia) and e-gençlik Association (Turkiye).
It has been sponsored by the European Commission DG Education and Culture to explore
intercultural, inter-generational dialogue, as well as exploring how to build harmony
between different religious groups. The vehicle for doing this was David Gordon's oratorio:

"Alpha Omega"
This music has been central to each production, even though the issues vary according
to country. In England we called it a "musical journey through faith" looking at how religion
far from dividing people could bring them closer together. In Estonia where religion is
not often discussed they focused on inter generational themes. Estonian/Russian inter-
action was another underlying issue. Here in Turkiye, the director Deniz Tuner has created
a musical set in a high school in Istanbul where students face prejudices over clashing
cultures and ideas.

Action Projects
During the Congress, participants will
take part in 4 days of Action Projects in
different parts of Istanbul as well as
neighbor cities. It’s time to leave the
talking aside and to take real action.
Through the “Imece Game” participants
and communities will take on the
challenge of working together to deliver
a small-scale community improvement
projects with limited resources and time!
Participants and members of the
community will have the opportunity to
exchange knowledge and experiences,
while building together the dream of that
community in a true Imece spirit.

Be The Change! Program


Peace Child's "Be The Change!" program gives small
grants to young people starting up their own
community development projects around the world.
If you are inspired to take action on what happens in
your community, you can submit your proposal to
your regional coordinator. There are two calls every
year, and a special one during each World Youth
Congress. The PCI team will work with you before
the selection takes place and during the mentoring
phase, to ensure your proposal covers all of the
requirements. Once selected, we will help you monitor
the learning process during the project, and prepare
the final evaluation to present once the project is
completed. For more information go to

Brouhaha Celebrations!
After 4 days of action projects, we will return for a celebration evening with Brouhaha!
Brouhaha International is an arts and cultural development agency with a particular
focus on promoting cultural diverstity professional and participatory work. Based in
Liverpool, England they stage huge festivals around the world. Their 60 international
performers come from Spain (Flamenco dance) Malta (Brass carnival band) UK (Brazilian
drumming group) Holland (Hip Hop dance group) Italy (Mask clowning group) and Turkiye
(Roma dance group). They will deliver workshops with young people in the time leading
up to the parade which will include dance, clowning/mask work percussion etc.

Concert – UN International
Youth Year Launch
The Concert will feature Brouhaha,
selected performers from the Congress
and the Messengers of Truth. The
Messengers of Truth Program was set up
to encourage artists’ communication of
positive messages for urban youth self-
empowerment. In addition it aims to
demonstrate the effectiveness of artists in
helping to meet the challenges of urban
unemployment, safety, social cohesion,
health, and inclusive and decent urban
infrastructure.

Round tables:
Each day, in the first week of the Congress, there will be Round Tables to discuss the Key
Questions addressed by the World Youth Congress series. The Round Tables are coloured
in Light Green to distinguish them from Workshops. Each Round Table follows a similar
format: there are an equal number of elder and younger panellists who, in the first 30
minutes, make presentations offering their own ideas about the key question being
addressed. They then come down from the platform and, for the next 30 minutes, join the
young delegates in small groups – to hear your ideas about the questions, and brainstorm
with you the best and most strategic answers. The panellists then return to the platform
and present the results of their small group discussions. The Round Table closes with
points from the floor and closing remarks from the Round Table Host.

Instructions:

The program has many options to choose from so you can build your own schedule that
will suit your needs and interests! There are many Round Tables and Workshops running
simultaneously so, it is up to you to decide which session you choose to attend. The length
varies from 90 min to 180 min so you are expected to make your choices in a way that
keeps you occupied for the whole morning/afternoon. For easier orientation in the program,
180 min workshops are listed in a red box, the 90 min workshops are listed in a green
box, and roundtables are listed in light blue box.

However, the places are limited so, you have to sign up for your chosen workshops in
advance. To ensure your places, you have to submit your choices to the Congress staff
as soon as possible after your arrival. The lists will be closed once the capacity is filled.

Please, mark your choices in the sign-up sheet at the back of the program booklet. Then
bring it to the registration area where you find one of our staff who will confirm your place.

Make sure you're happy with your choices as changes at a later stage may not be possible.
