Kobach Vice Chair Presidential Advisory Commission on Election Integrity Dear Vice Chair Kobach: Please accept this letter on behalf of the Office of the New Jersey Secretary of State in response to your June 28 and July 26, 2017 letters requesting New Jersey voter registration information. The Commission has asked for “publicly-available voter roll data for New Jersey” and has identified a specific interest in receiving 12 categories of registrant information “if publicly available under the laws of your state.” New Jersey election law details and limits the voter registration information that is publicly available, and the State’s Open Public Records Act (OPRA) shiclds from public disclosure information that, among other things, may implicate a citizen's privacy interests. See, ¢.g., N.J. Stat. Ann. 19:31-18, -18.1, and -31; NJ. Stat. Ann. 4T:1A-1.1. ‘Thus, we have been guided by the requirements and contours of these laws in answering the Commission's request for publicly available voter roll data. For example, a voter's social security and driver license number are both protected from public disclosure under ‘New Jersey law, as is a voter's signature. In addition, no voter roll data may be used for commercial or charitable solicitation, Moreover, the voter registration information that is publicly available is limited generally to the registrant's name, address, date of birth, political party affiliation, and voting history.
