PUBLIC SUBMISSIONS
1. Representatives must register by 4:30pm on the day of a Council meeting by contacting
the City of Ballarat on (03) 5320 5875. No unregistered public representative will be
allowed to speak.
2. The Representative will be given three to five minutes to address the meeting, with
extension of time at the discretion of the Chair.
3. Any Councillor can ask questions of the Representative.
4. The Chair may limit the number of representatives on any particular Agenda item.
5. All representations must relate to items on the Agenda and will be heard prior to each
respective Agenda item.

OFFICER RECOMMENDATION
EXECUTIVE SUMMARY
The purpose of this Report is to provide Council with copies of Assembly of Councillor Records
as required under section 80A(2) of the Local Government Act 1989.
RATIONALE
Section 80A(2) of the Local Government Act 1989 requires the record of an Assembly of
Councillors to be reported at an Ordinary Council meeting. Assembly of Councillors Records
are attached to this Report.

Human Rights - It is considered that this Report does not impact on any human rights
identified in the Charter of Human Rights and Responsibilities Act 2006.
Social/Cultural - The inclusion of the attached Assembly of Councillor Records in the Council
Agenda and the availability to the community increase awareness of the activities of Council
and could increase community involvement in decision making at Council level.
Risk Management - There are implications with regards to Councils compliance with
the Local Government Act 1989 if Assembly of Councillor Records are not reported to
Council.
Council Officers affirm that no direct or indirect interests need to be declared in relation to the
matter of this Report.

RECOMMENDATION
3. Endorse Making Ballarat Central the CBD Strategy 2017-2021 Action Plan.
EXECUTIVE SUMMARY
The Ballarat CBD is the living, breathing pulse of our city. It is elegant, multi-layered and
infused with a unique heritage identity. The ongoing development of the CBD to deliver
employment opportunities, attract investment and provide a unique lifestyle and visitor
experience is a core priority of Council. Council is working closely with a range of strategic
partners to deliver this vision and create a CBD which is world class in its commercial, retail,
cultural and creative opportunities.
Making Ballarat Central the CBD Strategy was adopted by Council in 2011 and has provided
the overarching framework for guiding growth and development of the CBD over the past six
(6) years. This strategy has received strong support from Government and industry to deliver
a range of positive outcomes across policy, infrastructure, public realm, events and improved
connectivity.
Since adoption of the CBD Strategy, Ballarat has experienced burgeoning population growth
and a transitioning economic climate which has presented both challenges and opportunities
for our city heart. In the face of this change and in order to support the sustainability and
growth of core retail, food and professional services sectors, Council has developed a suite of
policy initiatives including the Ballarat Strategy, Economic Program 20152019 and more
recently the 2017-2021 Council Plan.

In order to drive the ongoing implementation of the CBD Strategy across the next four (4)
years however, Council recognises the need for a targeted approach to delivery of projects
which are instrumental for job creation, enhanced visitor experience and leveraging current
and future investment. The 2017-2021 CBD Action Plan has been developed to guide this
process and provides a practical roadmap for accelerated revitalisation of the Ballarat CBD
through twelve (12) priority projects.
RATIONALE
Making Ballarat Central the CBD Strategy (2010) was developed through extensive
collaboration and consultation across business, industry groups, community and Government.
The Strategy details ideas and actions that can be undertaken progressively by Council and
stakeholder organisations and presents a clear long term vision for the Ballarat CBD.
The Strategy is built on a foundation of five citywide themes to guide future growth and
development in the heart of Ballarat.
Successes achieved under the strategy over the past six years are largely due to the clarity of
this vision and to the ongoing support of stakeholder partners in implementation of the
strategy.

Council has taken a progressive approach to leading this process through development of the
2017-2021 CBD Action Plan. The Action Plan provides a blueprint for activity over the next
four years and includes 12 priority CBD projects considered integral to achieving our CBD
vision. These include:

The above 12 projects present an ambitious body of work with the potential to collectively
transform the Ballarat CBD. With funding secured for a significant number of these, completion
of the projects will involve a range of specific governance and delivery frameworks with project
updates being provided to Council on an individual basis. The City of Ballarat is confident the
strategic priorities identified will strengthen the vibrancy of the city, transforming the retail and
professional services sectors.
In addition to this list, a host of supporting infrastructure, amenity and urban renewal initiatives
will be delivered over the short to mid-term as a result of ongoing implementation of Making
Ballarat Central the CBD Strategy.
The table below provides a summary of the strategic alignment between the Council Plan,
the CBD Strategy Action Plan and the 12 key projects.

SUMMARY
Making Ballarat Central the CBD Strategy (2010) provides the long term overarching
framework guiding growth and development in the Ballarat CBD.
The 20172021 CBD Action Plan has been developed as a practical resource to drive
ongoing implementation of the CBD Strategy over the short to mid-term.
Projects included in the Action Plan will be delivered in collaboration with a range of
stakeholder partners including Government and the private sector.

Implementation and Marketing If approved, the 2017-2021 CBD Action Plan will be
published for public viewing on Councils website.
Evaluation and Review The 2017-2021 CBD Action Plan is intended for use over a four
year term and will be evaluated and reviewed at the end of this term accordingly.
CONSULTATION
Making Ballarat Central the CBD Strategy (2010) is underpinned by extensive industry,
community and stakeholder consultation which included a dedicated Community
Reference Group and comprehensive consultation with State Government and the
Retail, Health, and Education Sectors,

OVERVIEW
Making Ballarat Central the CBD Strategy was adopted by Council 2010 as the long term framework for
growth and development in the Ballarat CBD over the next 20-25 years. The strategy has been
instrumental in achieving a range of outcomes for the CBD over the past 6 years and continues to be
implemented with strong support from City of Ballarat, the Ballarat community and key stakeholders.
In 2015 Council subsequently adopted the Ballarat Strategy and the Economic Program 2015 -2019 both
of which include CBD specific initiatives. Following adoption of these documents an internal review of
the Making Ballarat Central the CBD Strategy 2010 has been undertaken to ensure a unified and strategic
long term vision for the Ballarat CBD.
Incorporating feedback from key stakeholders, this review has resulted in the development of the Making
Ballarat Central the CBD Strategy 2017 2021 Action Plan. The Plan expands on the 2010 Making
Ballarat Central the CBD Strategy with the inclusion of:

The Art Gallery of Ballarat was proud to be the exclusive Victorian venue for the 2015 and 2016 Archibald Prize, a touring exhibition of the Art Gallery
of New South Wales. The Archibald Prize was an extraordinary art event, bringing together images of some of the countrys leading celebrities, as seen
by Australias leading artists. The 2015 event saw 57,000 visitors to the Ballarat CBD, nearly 43,000 of whom were from out of town. The exhibition
was estimated to have injected $6.6 million into our local economy. In 2016 visitor numbers were an extroadinary 59,000 with the event
delivering $12 million in wider regional economic benefits.

Every year in mid-November, the City of Ballarat embraces the festive season
and starts to display our wonderful Christmas decorations. These decorations
draw people to Ballarat from all over Victoria. There are numerous decorations
set up along Sturt Street which look good by day and amazing at night when

lit up. In 2014 Council introduced the free Christmas Ferris Wheel which
attracted an average of 440 people per day to the precinct to ride it, operating
throughout the entirety of December. Feedback from retailers in the mall was
highly positive, indicating significantly increased sales when compared to the
December of the following year.

Tuck Truck Tuesdays operated for a total of 6 weeks in conjunction with the Archibald Prize Touring Exhibition at Alfred Deakin Place. The square accommodated
approximately 5 food trucks as well as the pop up bar Pickles, and included entertainment in the form of music and art installations. The first three weeks saw
attendance double, and at its peak approximately 1800 people attended.

CYCLING CITY
Broad government policy recognises the importance of encouraging more sustainable forms of transport and compact urban areas. Council strategies have
recognised that there is excessive car dependency in the CBD and that this is unsustainable in the long-term. This is not just for environmental reasons
it also affects the positioning of Ballarat CBD as a major regional centre, renowned for the quality of its people-friendly urban realm.
As a result the CBD Strategy recognises the importance of providing an accessible and high-quality public realm that encourages pedestrian movement,
both for the potential to promote active and more sustainable forms of transportation (walking and cycling), and to provide greater opportunities for
community interaction and connectedness.
There continues to be a low level of cyclist travel due to the lack of a clearly signed and safe cycle network, and the hilly topography of the city. However,
some streets could lend themselves to becoming preferred bicycle routes due to their flatter grades, generous width and lower traffic volumes. With an
improved network of on- and off-road lanes and additional facilities provided for cyclists such as drinking fountains and lockers, this form of transport could
be encouraged as a viable alternative to the car and a healthy, sustainable way to travel. There are many examples world wide of cities with more extreme
weather conditions where cycling is a primary means of transport. Ballarat can yet be positioned as the cycling capital of Australia for its everyday cycling
access as well as its impressive road racing status.
Ballarat CBD is well served by many local bus routes and its location on a major regional train line. Significant upgrades to passenger amenities and service
levels for bus travel have been undertaken since the adoption of the CBD Strategy. However, improvements to the transit networks can still be made to
achieve a greater shift towards public transport. This includes ensuring a basic level of passenger amenities at all stops additional improvements to
amenities at major stops and increased service frequencies, particularly at night and on weekends

PEDESTRIAN NETWORKS
The Ballarat CBD was originally laid down using a four-block pattern, with Lydiard and Armstrong Streets forming the main thoroughfares and Mair, Dana and Sturt
Street providing cross streets. While the present-day CBD extends beyond these traditional boundaries, the historical significance of the Lydiard Street precinct is
reflected by the concentration of historical laneways in this area. This network of laneways presents a substantial and unrealised opportunity to create mid-block
pedestrian shortcuts and open up a range of inviting, hidden spaces that offer a range of experiences and enticements for pedestrians.
The laneways in the CBD have been categorised according to the three classes listed below. Potential to further activate laneways remains an opportunity for the CBD.
Class 1 Lanes Laneways with high levels of pedestrian activity, are well-maintained, and /or provide physical connectivity through a city block.
Class 2 Lanes Laneways that are currently used for functional purposes (i.e provide vehicle access to the rear of buildings for loading and service requirements or
access to car parking areas), but have potential for activation. May or may not provide physical connection through a city block.
Class 3 Lanes Laneways that are currently used for functional purposes but exhibit little potential for activation. Do not provide physical connection through a city block.

The style of building frontages is varied throughout the CBD, depending on location and
land use. Within the core retail and heritage areas, such as Sturt Street, Lydiard Street and the
Bridge Mall, building frontage is largely shopfronts that present a variety of activities to the street.
Where this pattern of development is broken by a vacant site, a blank faade or a building setback
to allow for car parking, the visual rhythm of the streetscape is disrupted.
All buildings should address their streetscape context with some form of considered design response.
This might include articulation through materials selection, building form, placement of windows and
doors, landscaping or an art installation. Within the core retail areas, buildings should maintain a
physical and visual connection with the street to contribute to its activity and offer a sense of surveillance.
A survey of active frontages in the CBD has revealed that a significant proportion of frontages in the
city are currently inactive. Most commonly this is the result of a solid wall abutting the street, however
often poor street interfaces are the consequence of heavy tinting or signage that significantly restricts

Since the adoption of the CBD Strategy, the City has undergone a rigorous
process of implementing street furniture and pavement treatments throughout
the CBD. Such street treatments include the application of sawn bluestone
banding along many of the CBDs major pedestrian thoroughfares and the
installation of a consistent suite of rubbish and recycling bins, public tables
and seating and bicycle racks. Tactile paving for the vision impaired has also
been installed at many major pedestrian crossings and public transport stops.

In June 2015, Council resolved to reduce the speed limit in the CBD to 40kmh
for a 12 month trial period. The reduction is aimed at promoting safety and
amenity for motorists, pedestrians and cyclists by reducing through traffic.
The trial is part of Councils broader commitment to improving the CBD in

pedestrian signal walk phases will occur alongside the speed limit reduction

The strategy draws together the outcomes of extensive community consultation and the directions of
a number of current projects taking place within the CBD.
It details ideas and actions that can be undertaken progressively by the Council, other organisations
and stakeholders.
This includes many quick wins that can be implemented immediately. Many actions will require
detailed planning and funding, and these need longer lead time.
The Study Area for the Strategy is based on the CBA as defined in the Ballarat Planning scheme. It
extends from Bakery Hill in the east to Dawson Street in the west, Grant Street in the south and the
Ballarat Station Precinct in the north. Areas surrounding the Study Area have also been considered
in determining the future for the CBD.

D. BUILDING QUALITY
In addition to these key long range views, there are a number of internal views
which should also be protected. These provide views of landmark buildings,
features, silhouettes, skylines and glimpses of significant streetscapes. Notable
short range views include views from Camp Street, Bridge Mall and several of the
laneways (e.g. Police Lane).
Several areas within the CBD are subject to flooding from the Yarrowee River,
Gnarr Creek and Canadian Creek. A recent flood study indicates that some low
lying areas will experience flood depths of up to 2 metres during a 100 year ARI
(Average Recurrence Interval) storm event and some areas will be impacted by
flooding on a far more regular basis. Any future development should consider the
potential impacts of flooding on the safety of occupants and also the potential for
property damage. Flood Studies may be required during the planning stage of new
developments to demonstrate that the development will not create or increase the
risks of safety and property damage.

CIVIC HALL SITE
The Civic Hall is an underutilised Council building and asset on a significant block
of Crown Land within the CBD. It represents one of the few large scale potential
development sites in the CBD. This site is a high priority for action. It is one of the
key catalyst projects for stimulating development and investment in the CBD.
The site includes the Civic Hall building and adjoining sites within the block of
Mair, Doveton, Market and Armstrong Streets. It is located within the Lydiard
Street Precinct Heritage Overlay. The Civic Hall building is considered to have
social/cultural, rather than architectural, heritage significance for its past use and
associations.
The Civic Hall building has been unused for number of years and requires major

PRECINCT 4: PERIPHERAL RETAIL & OFFICE
This Precinct comprises a mixture of retail, service business, office and other uses
that relate to the CBD or surrounding residential areas. The Precinct also includes
the Law Courts and Police complex which traditionally encourage legal related
uses in proximity. In future these areas will provide opportunity for small retail
and service retail outlets (such as boutiques, stationery supplies, printing) that 6

complement the retail functions of the core retail areas, and small to medium size

offices. Residential uses will also be encouraged above ground level. 3

Many new uses will be located in existing heritage buildings, providing activity

PRECINCT 5: LOCAL RETAIL
This Precinct is located at the corner of Victoria and Princes Streets and operates
in relative isolation from the CBD activities. It provides retail and other services
predominantly for the local community, with some passing traffic attracted to the
fast food outlet. The Bakery Hill Shopping Centre is self contained, providing a
supermarket, a range of convenience shops and open lot parking for customers. 6

Surrounding uses include offices, residential and small businesses, some housed 8

in heritage buildings. Uses fronting the railyards include car repairs and light 3

The Precinct, at the commencement of the Mair Street Upgrade route, will 1

PRECINCT 8: RAILWAY STATION MIXED USE

EXECUTIVE SUMMARY
This report provides Council with an update on the highly diverse range of activities that the
organisation delivers, and partners in, toward environmental management. The report is also
written for the target audience of the Ballarat community.
The report is based on Part A of the Victorian State of the Environment Report structure,
divided into sections for Climate Change, Biodiversity & Land, Inland Waters and Human
Settlements (excludes Coastal Environments section). Targets and Measures are applied
where possible from Council strategic documents and the key stories from the year explore
the Program Logic (i.e. contribution toward intended Outcomes) underpinning the works as
outlined in the National Monitoring, Evaluation, Reporting and Improvement (MERI) framework
for Natural Resource Management.

RATIONALE
1. CLIMATE CHANGE
The most significant development of 2016/17 was Councils resolution to develop a strategy
and action plan toward carbon neutrality and 100% renewable energy sources. At present
Councils total net emissions are 37,988, with key activities of the past year focussing on the
replacement of 2 fleet cars with hybrid electric drive, continued migration toward LED street
lighting, installation of solar PV electricity systems and improvements to Councils facilities,
and planning the development of an interchange site for Waste to Energy generation in the
Ballarat West Employment Zone.
Key energy savings programs at Council facilities in 2016/17 more than 1,206 gigajoules of
savings, with key focus areas including improvements to Heating, Ventilation and Air-
Conditioning systems as well as numerous upgrades to LED lighting and the installation of
Solar PV electricity systems. Most significant savings from 2016/17 include, but not limited to,
350 gigajoules of gas from improvements to heating systems at the Ballarat Aquatic &
Lifestyle Centre,
25,000 kWh of electricity from improvements to cooling systems at Her Majestys
Theatre,
315,000 kWh of electricity savings potential from new solar PV electricity systems at
the Phoenix and Robert Clark Centre and improvements to existing solar PV systems
at the Operations Depot and Aquatic Centre.
The energy savings in 2016/17 and from the past 5 years have maintained Councils energy
use at 0.56 gigajoules per Estimated Resident Population (ERP).

Two new solar electricity systems in Ballarat will reduce the same amount of greenhouse gas
emissions as planting more than 500 trees on the citys streets. A 65 kilowatt system at the
Phoenix Building will cut electricity usage at the facility by 20% and a 15 kilowatt system at
the Robert Clark Horticultural Centre will cut the sites electricity usage by almost 50%.

Whilst the total number of street lights is growing in our expanding city, LED street lighting
increased its presence from 4.6% to 6.3% of the inventory in 2016/17 and the total electricity
use for street lighting remained constant. Councils annual allocation of $50,000 retrofitted 58
Mercury Vapour 80 (MV80) Watt fittings to 18 Watt LED in Wendouree West and LED was
installed in new subdivisions and routine change overs of existing stock by Powercor in
accordance with Councils Sustainable Lighting Policy (2014). These lights are 80% more
efficient than traditional MV80 and more than double the life expectancy. Without LED, carbon
emissions from Street Lighting would have been 60 tonnes higher (approx. 40,320 kwh
higher).
Sources of energy supply and the cost of energy have been identified in the strategic market
research undertaken by City of Ballarat as key barriers to the growth of industry and
manufacturing in Ballarat. Accordingly, an Alternative Energy Opportunities Feasibility
Assessment has been undertaken to identify opportunities for alternative and renewable
energy sources for Ballarat West Employment Zone (BWEZ). The City of Ballarat are currently
working through the various options available and are excited about the potential for BWEZ,
Ballarat and industry.
The gas system operated by LMS Energy at the Ballarat Regional Landfill abated
approximately 70,000 equivalent tonnes of carbon emissions in 2016/17 helping to reduce the
carbon footprint of the landfill facility. The LMS Renewable Energy Facility (REF), powered by
landfill gas, generated approximately 6,600 megawatt hours of renewable electricity in
2016/17 helping to power over 1,100 homes within the local community.

The City of Ballarat, in partnership with the CFA, has been undertaking ecological burns
throughout the municipality on a rotating basis, targeting significant woody grasslands and
wetlands sites. This year focussed on strategic mosaic burning as a part of the ecological
burning management plans Victoria Parks 3 key grasslands sites.
As part of the rehabilitation from the Scotsburn and Mount Bolton fires, the City of Ballarat has
established a commercial partnership with Ballarat Biodiversity Services on a long-term
revegetation project. The project started by undertaking a photographic study for the purposes
of monitoring post-fire natural recruitment and for coordinating revegetation projects.
The Native Community Indigenous Nursery managed by the City of Ballarat provided support
to the Yarrowee project (see Waterway & wetland section below) and to a wide range of
community and Landcare groups located throughout the municipality. The nursery produced
10,000 plants again in 2016/17 which were subsequently planted throughout the Ballarat
region, including the Yarrowee Rv (as above).
The City of Ballarat facilitated the National Tree Day planting program again in 2016. Schools
and community groups took part in planting thousands of native trees, shrubs and grasses
within and surrounding Ballarat Central, Canadian Creek, Mt Buninyong and Redan. The trees
and shrubs planted on National Tree Day will contribute to the 20,000 trees to be planted in
the year-long joint City of Ballarat and LINCS program.

The City of Ballarat has continued to stall invasive plants from plaguing and spreading. In
2016/17 the City of Ballarat completed 26 roadside pest plant treatments for Blackberries,
Gorse, Hemlock, Broom, Cape Weed and other noxious weeds.
Pest animals are treated on a as need basis, over the past year, two infestations occurred;
rabbits at MR Power Park in Sebastopol and Foxes at Sparrow Ground in Ballarat East. Both
cases were successfully controlled.
3. INLAND WATERS
Key activities from 2016/17 have focussed on Lake Wendouree and the Lake Wendouree
Precinct, the Yarrowee River, Victoria Park and the introduction of additional Water Watch
Education programs.
Key areas prioritised for Lake Wendouree environment and biodiversity protection are
focussed around Fairyland and North Gardens wetlands. On-ground programs involved
revegetation works with schools and Council works crews, which in this year also focussed on
a range of connected creeks and waterways that feed into the lake and the surrounding
wetlands, islands and native vegetation located at the western edge of the lake, the aquatic
plants located around the riparian sections of the lake.
Council have also adopted a policy for trees in decline within and surrounding the Lake
Wendouree precinct, which includes the requirement for that every tree removed that three
trees will be planted. Through these scheme 90 trees have been planted in the 2016 2017
period. The City of Ballarat also recently adopted an Aquatic Plant Harvesting Management
Plan, whereby 40 percent of the aquatic plants within the Lake Wendouree are now to be
retained for habitat for the wildlife and to filter excess nutrients. The City of Ballarat continued
to sponsor Federation University to investigate ways to control the amount of lake weed
present at Lake Wendouree, of which over 28,000 cubic metres is removed annually. Council
is also working partnership with the Central Victorian Greenhouse Alliance to explore its
potential as a bio-gas (methane) generator as a renewable energy source.

During 2016/17 year 650 megalitres of Class A water, 110 megalitres from Pauls wetlands
and 90 megalitres from Redan wetlands were directed into Lake Wendouree to ensure that
there was always sufficient water in the Lake. The testing of water chemistry, aquatic macro
invertebrate, and algal scans have shown that Lake Wendouree is of a high standard. This
was completed in partnership with Central Highlands Water (CHW), the Environmental
Protection Agency (EPA), Corangamite Catchment Management Authority (CCMA) and South
West Blue Green Algae Group (SWBGAG).
The Breathing life back into the Yarrowee River was a 3 year, $1million initiative jointly
managed by City of Ballarat and the Corangamite Catchment Management Authority, which
was finalised in 2016/17. This year the City of Ballarat continued working in partnership with
Landcare and community groups with revegetation works along the Yarrowee River, including
6,000 trees and shrubs to expand upon the existing revegetation sites from year 1 and 2 of
the project. Several weed removal programs were also implemented targeting the removal of
Willows, Gorse Bush and Blackberries.
As the projected has finalised, significant changes can be seen at the Yarrowee River from
the aim to restore key components of the river and returning health to the waterway to provide
the Ballarat community an increased scope for recreational, social, environmental and
sporting activities.
A key innovation this year has been the in-house development within Council of a septic tank
mapping layer which displays the location and compliance status of every inspected system.
As of 30 June 2017, 342 septic systems had been inspected and mapped across the
municipality, including all 230 systems that were identified to have elevated risk.
A data sharing agreement was established with Central Highlands Water with a view to
support informed and collaborative decision making and has provided the basis for several
ambitious sewer scheme proposals which are intended to resolve clusters of failing septic
systems located within the city, and also facilitates a proactive approach to identifying potential
issues when planning future development.
The successes already achieved, provided the basis for Central Highlands Water to formally
endorse Councils Domestic Wastewater Management Plan in accordance with the Ministers
Guidelines for Permit Applications in open, potable water supply catchment areas in February
2017.

The City of Ballarat has developed a Water Watch education program/unit of work in
partnership with Ballarat Grammar School focusing on the protection and enhancement of the
North Gardens Wetlands. The program has been run as a Year 9 Environmental Science unit
consisting of hands on field work undertaking water sampling as well as analysis and reporting
undertaken in the classroom. Initially this was 8 students and now increased to 12.
The City of Ballarat has also run two Botanical Gardens & Lake Wendouree educational
workshops with Damascus College Ballarat. The workshops have been focused educating
students on the significance of North Gardens Wetlands with 15 Year 11 VCE students.
In the Ballarat West Urban Growth Area the original Drainage Scheme of the Precinct
Structure Plan was reviewed and numerous enhancements to drainage design incorporated
into the revised plan and works on two new significant retarding basins with co-located wetland
function commenced. The City of Ballarat also completed a broad-scale flood mapping project
that is now being used to identify potential flood risks in new development zones and existing
urban zones. It is being used as a key strategic tool to inform land use planners, engineers
and emergency response staff. The project was completed by the City of Ballarat and a
working group consisting of key water authorities.
A Flood Mitigation Strategy was also formally adopted by Council in May 2017. This Strategy
ranks the five largest known flood risks across the municipality and identifies risk management
solutions ranging from on-ground mitigation infrastructure; to smart technology for prior
warning to planning and emergency response options. The solutions will require external
funding and community support to progress further. The Strategy also requested a
commitment from Council to formally implement flood overlays and total flood warning across
the municipality. Recently, the C178 Amendment (Burrumbeet Creek Catchment Flood
Controls) was successfully lodged with the Minister for Planning (and since adopted at time of
writing). This has been a great achievement for both Council and the Glenelg Hopkins
Catchment Management Authority. The next stage is to prepare a single Amendment, which
will consider flood controls for the remainder of the municipality.

Councils aim is to trend its per capita water use to 2.4 kilolitres per Estimated Resident
Population (ERP), which is 40% below that of pre-drought conditions in 1999/2000 (Ballarat
Strategy 2015). The use of mains (potable) water in 2016/17 was 280,000 kilolitres, which is
equivalent to 2.7 KL per ERP.
The following key achievements from 2016/17 achieved more than 45,750 KL in savings to
water supply catchments,
34,000 KL savings from use of recycled water via the Harnessing Ballarat Stormwater
Network,
1,250 KL savings from connecting Western Oval to recycled stormwater from Redan
Wetland via the Harnessing Ballarat Stormwater Network infrastructure,
4,000 KL savings from installing real time Environmental Monitoring to control irrigation
at Buninyong & Eureka Gardens and at several locations of Sturt St,
1,500 KL savings from previous installation of warm season grasses and improved
substrate at Alfredton Recreation Reserve,
More than 5,000 KL savings from identifying and rectifying water leaks and faults at
the Airport, Eureka and Buninyong swimming pools.
These water savings, and water savings from the past 5 years, have maintained Councils
water use at approx. 2.6 to 2.9 KL per ERP, depending on seasonal climate. Whilst water use
has not reduced, it has been maintained whilst significant upgrades to existing playing
surfaces and expansions to playing surfaces not previously irrigated and to new areas of Sturt
St and Victoria St, for example.

4. HUMAN SETTLEMENTS
A key aim of Councils waste services is to work with the community to reduce resource
consumption and reduce the volumes of waste to landfill, whilst maximising opportunities for
resource recovery.
The most significant factor of 2016/17 was the introduction of a kerbside Green Waste service,
which in its first year collected more than 9,300 tonnes of Green Waste and increased
diversion rates of municipal waste from 38% to almost 50% (see overleaf). Whilst introducing
the new service increased the total volumes of materials handled by Council, it resulted in a
reduction of more than 500 tonnes of green waste handled via the Transfer Station and 4,000
tonnes of waste to landfill from incorrect placement in residents general waste bins and it is
now a separated resource stream.
The City of Ballarats new Waste Strategy commenced development (completion due
2017/18), which is supported by waste audits in 2016/17 that provide a more complete
understanding of waste trends from various sources. This forward understanding of the waste
streams and the local community is vital to calculating the strategies that will work best for
community and environment.

The City of Ballarat adopted a waste education role in December 2016 to assist engaging with
the community. Key focus has been identifying areas of kerbside waste contamination and to
develop a tactical approach to better understanding the barriers and motives of the local
community. Additionally, working toward better advertising free recycling services provided by
Council at the Transfer Station on Gillies St and strategies to intervene illegal rubbish dumping.
The City of Ballarat received about 480 reports of illegal rubbish dumping from the community
last year. Illegal dumping costs Ballarat rate payers approximately $85,000 per year. Fines
start at about $300, with escalation for further offences. Council has the ability to impose
abatement notices to rectify instances of dumped rubbish. The highest infringement issued for
an individual in 2016/17 was $1,866 for failure to comply with an earlier notice.
The City of Ballarat has been advocating for Product Stewardship as an environmental
management strategy for items such as Tyres and Mattresses. Dumping of these two items
are most disappointing due to clean up difficulty, the fact that the cost of disposal is a mere
fraction of the original purchase price and that there is a range of choices available, including
the City of Ballarats Transfer Station.
Council will be focussing strongly on illegal rubbish dumping in 2017/18 via a number of
strategies (examples in case study below). There are many known hot spots, such as
Frenchmans Lane (Mount Clear), Finchs Rd (Cardigan) and the Canadian Forest to name
a few.
A local illegal rubbish dumping hotspot behind a charity store was used to trial 3 approaches
(each 1 month) to prevent illegal dumping, which costs rate payers approx. $4,000 to clean
up each time.

1. Electrical light up Variable Message Board (VMB) that read Dumping rubbish prohibited,
area under surveillance. This phase worked well and saw an immediate reduction in
dumping.
2. Remove the VMB and replace the old confusing signage with basic consistent signage
and security patrols. Illegal dumping slowly started to begin again during this phase.
3. Sensor lights and security cameras were installed. This resulted in a further reduction of
illegal dumping.
Illegal dumping in this hotspot has now reduced to what appears to be genuine efforts to
donate to charity.
