The 1997 ASTM standards on elec-
trical insulation and electronics, vol-
ume 10.03, is a listing of the most
up-to-date testing procedures on elec-
trical insulating liquids, gases, and elec-
trical protective equipment. A new
edition is revised annually; however,
only some of the previous standards are
updated, and other new standards are
added to reflect the continuing devel-
opment in the area of electrical insula-
tion. New additions include: ASTM
F-496 Specification for the In-Service
Care of Insulating Gloves and Sleeves,
PS-57 Provisional Test Method for
Determining Ignitability of Clothing
by Electric Arc Exposure Method Us-
ing a Mannequin, and PS 58 Provi-
sional Test Method for Determining
Arc Thermal Performance (Value) of
Textile Materials for Clothing by Elec-
tric Arc Exposure Method Using Instru-
mented Sensor Panels. Provisional
standards are documents published
for a limited period of tiine by the so-
ciety to meet the demand for the
more rapid issuance of specific docu-
ments, such as an emergency situation,
regulatory requirements, or other spe-
cial circumstances. ASTM standards
consist of 72 volumes that cover testing
of a wide range of materials and test
procedures for the electrical, chemical,
metallurgical, petroleum, coatings, and
polymer industries.

A.D. Moore, a pioneer in electro-
static generation, obviously had a pas-
sion for designing and building
machines that generate high voltages
through the use of electrostatics. His
conversational approach to describing
the operation of electrostatic machines
makes for an enjoyable, easy-to-read
book. At first glance, you might think
this book is too simplistic for use in an
industrial or university laboratory. But
surprisingly, there are plenty of very
practical and insightful techniques for
measuring and understanding high
voltage and electrostatic charge. This
book would be useful for an experi-
mentalist or hobbyist interested in de-
signing, building, and experimenting
with electrostatic generators. Some of
the topics covered include: fundarnen-
tals of electrostatic charging, building
induction generators, constructing high
voltage capacitors, building the dirod
generator, techniques for reducing co-
rona, measuring high voltage using
neon lamps and sphere gaps, and gener-
ating electric wind. Safety is stressed
throughout the book.
