NARRATIVE

ON OCTOBER 29TH, 2015 I, ACO EWING, RESPONDED TO 5400 N OCEAN BLVD, THE MERMAID INN, FOR THE
REPORT OF ANIMAL ABUSE. THE REPORT WAS THAT THERE WAS A DOG THAT COULD BARELY STAND AND ITS
BONES WERE STICKING OUT OF ITS BODY. UPON ARRIVAL I KNOCKED ON THE DOOR OF ROOM 112, NO
ANSWER. I SAW A DOG THROUGH THE SHEERS IN THE WINDOW AND OBSERVED IT TO BE SEVERELY
EMACIATED. IT WALKED UP TO THE DOOR AND I OBSERVED THAT INDEED IT WAS NOTHING BUT SKIN AND
BONES, NO FAT TISSUE OR MUSCLE. IT WAS CLEAR THAT THIS DOG NEEDED TO HAVE IMMEDIATE
VETERINARY CARE. IT WAS HARD TO TELL BUT I BELIEVE SHE IS A SENIOR FEMALE PITBULL, MAYBE A MIX,
MOSTLY WHITE WITH SOME GREY AS SHE IS A SENIOR DOG.

I PREPARED A BOWL OF WET DOG FOOD AND ASKED MANAGEMENT TO OPEN THE DOOR SO I COULD GET TO
THE DOG. I HAD TO ASSIST HER WALKING AND STANDING BY HOLDING UP HER HARNESS BECAUSE SHE WAS
SO WEAK. I OFFERED HER THE BOWL OF FOOD AND HER FACE WAS IN IT BEFORE I COULD EVEN PUT IT ON THE
GROUND. I STOOD BACK AND TOOK PICTURES OF HER AND HER HEAD NEVER LEFT THE BOWL, SHE WAS
EAGERLY EATING.

WHILE SHE WAS STILL EATING, THE OF1 WAS COMING UP FROM THE BEACH AND SEEMED SURPRISED THAT
WE WERE THERE. WHEN HE WAS QUESTIONED ABOUT THE DOGS CONDITION HE ADVISED THAT THERE WAS
NOTHING WRONG WITH THE DOG, THAT SHES JUST OLD AND THAT SHE EATS ALL THE TIME, TONS. HE HAD
ANOTHER DOG WITH HIM, A MALE JACK RUSSELL TERRIER "ARTHUR", WHO I WOULD CLASSIFY AS FAIR
CONDITION, POOR SKIN, MAYBE DEHYDRATED AND AN OPEN SORE ON HIS HIND LEG. HE IMMEDIATELY WENT
AFTER SASSYS BOWL OF FOOD, PRACTICALLY FIGHTING HER TO GET SOME. HE WAS NOT EMACIATED BUT
THIN AND SEEMED AWFULLY HUNGRY.

I DISCUSSED WITH HIM THERE WAS NO WAY THIS DOG WAS GETTING FOOD AND IF HE WAS FEEDING HER
THAT THERE WAS SOMETHING ELSE WRONG THAT NEEDED TO BE ADDRESSED. AT NO TIME WAS THERE EVER
MENTION OF ANY DAIGNOSIS, I.E. CANCER, THAT WOULD CAUSE THIS TYPE OF MALNOURISHMENT, THERE
WAS NO MENTION OF VET CARE OR MEDICATIONS, JUST THAT SHE WAS OLD. HE WAS PLACED UNDER
ARREST. JUST THEN OF2 CAME UP OFF THE BEACH AND SEEMED JUST AS SURPRISED WE WERE THERE. WHEN
ASKED WHEN THE LAST TIME THE DOGS HAD BEEN TO A VET, SHE COULDNT ANSWER. SHE WAS ALSO PLACED
UNDER ARREST. AGAIN, NO MENTION FROM HER EITHER ABOUT POSSIBLE DIAGNOSES OR VET CARE OR
MEDICATIONS. THEY BOTH HAD AN OPPORTUNITY TO VOLUNTEER INFORMATION ABOUT ANY VETERINARY
TREATMENT EITHER DOG MIGHT HAVE HAD. NONE WAS GIVEN.

BOTH DOGS WERE TRANSPORTED TO THE GSHS FOR IMMEDIATE TREATMENT. THEY WILL REMAIN AT GSHS
UNTIL FURTHER DISPOSITION.

FOLLOWING THE ORIGINAL INCIDENT THE FIRST DOG "SASSY" PASSED AWAY. HER
BODY/ORGANS FAILED AND SHE WAS EUTHANIZED TO ALLEVIATE SUFFERING, THE OFFENDERS
RECEIVED HER BODY. ALSO THERE HAS BEEN 2 HEARINGS, ONE TO CONSIDER CUSTODY OF
THE SECOND DOG, A JACK RUSSELL TERRIER "ARTHUR", AND THE MOST RECENT ONE BEING
BETWEEN ATTORNEYS TO ASK FOR THE DOG BACK AGAIN. IN BOTH HEARINGS THE OFFENDERS
WERE DENIED CUSTODY UNTIL TRIAL. DURING THE FIRST HEARING HER ATTORNEY SPOKE ON
HER BEHALF SAYING THAT THEY DIDN`T KNOW ARTHUR WAS SICK AND THAT THEY HAD
HENDRIX COUNTY ANIMAL CONTROL COME OUT TO THEIR HOUSE IN INDIANA TO INSPECT THE
HOME AND "MAKE SURE IT WAS AN OK PLACE TO DIE". I MADE CONTACT WITH THAT AGENCY
TO CONFIRM THIS AND THEY ADVISED THEY WERE FAMILIAR WITH THIS CASE AND THAT THEY
HAD MADE A VISIT TO THE HOME JUST TO APPEASE HER, BUT THAT THEY COULDN`T HELP HER.
THIS ALL TOOK PLACE AFTER THE INCIDENT. SHE SEEMED TO INDICATE THAT HER DEALINGS
WITH THE OFFENDER WERE A BIT TIRESOME/UNPRODUCTIVE.
A HEALTH ASSESSMENT HAD BEEN DONE TO DETERMINE ARTHURS AILMENTS AND WHAT
TREATMENTS ARE APPROPRIATE. IT HAS BEEN DETERMINED VIA A PHONE INTERVIEW WITH
OPS THAT THE OFFENDERS HAD NOT BEEN TO A VET IN OVER 2 YEARS FOR EITHER DOG. IT HAS
NOW BEEN 2 MONTHS AND HIS HEALTH HAS DRAMATICALLY IMPROVED, HE HAS GAINED OVER
25% OF HIS BODY WEIGHT AND IS EATING NORMAL. HE NO LONGER HAS BLOOD IN HIS STOOL
OR URINE. SEE VET RECORDS FOR FURTHER DESCRIPTIONS AND IMPROVEMENTS.
THE OFFENDER (FEMALE) HAS WRITTEN A LENGTHY LETTER TO THE CHIEF OF POLICE AS WELL
AS THE SHELTER AS WELL AS DISTRIBUTED IT TO THE PUBLIC EXPLAINING HER PERCEPTION OF
THE EVENTS THAT TOOK PLACE, SHE HAS ASLO BEEN PROTESTING AT THE SHELTER, HOLDING
UP SIGNS AND STOPPING PEOPLE TO TALK ABOUT THIS CASE. AT THIS POINT, WE ARE WAITING
EITHER FOR THE ATTORNEYS TO COME TO AN AGREEMENT OR FOR THIS CASE TO GO TO
BENCH/JURY TRIAL.
ARTHUR REMAINS AT THE SHELTER WITH CONTINUING CARE AND EVEN HAS 2 PROSPECTS FOR
A HOME. RECENT PICTURES HAVE BEEN TAKEN AND A RECENT VETERINARY HEALTH
ASSESSMENT HAVE BEEN DOCUMENTED. BEING A SENIOR DOG, ARTHUR HAS AILMENTS THAT
WILL REQUIRE CONSISTENT VET CARE TO AVOID SUFFERING.
