Appeals court revives
suit over U.S. military base in Japan
SAN FRANCISCO A federal appeals court Monday
revived a lawsuit that seeks to block construction of a U.S.
military base in Okinawa, Japan over concerns about its
impact on the Okinawa dugong, an endangered marine mam-
mal that resembles a manatee.
The Center for Biological Diversity has authority to chal-
lenge the adequacy of the governments evaluation of the
effect on the Okinawa dugong, the 9th U.S. Circuit Court of
Appeals said. A three-judge panel of the court also said the
environmental groups request for an injunction blocking
the project did not raise political questions that were
beyond judicial review.
The ruling overturned a 2015 decision by U.S. District
Judge Edward Chen in San Francisco that dismissed the suit.
The 9th Circuit sent the case back to Chen for further pro-
ceedings.
The Department of Justice said in a statement it was
reviewing the ruling.

Bay QBs have a lot of experience

The Peninsula Athletic Leagues Bay


Division has proven over the last decade or so
that it is one of the best football divisions in
the Central Coast Section. Over the last decade,
the Bay Division has brought home 10 CCS
titles and four more teams appeared in the cham-
pionship game.
And with every team in the division bringing
experience back at quarterback, 2017 could be
one of the best races in years.
We said it last year, every team in our league
next year, even though we think well be a little
better, everyone is going to be better, said
Burlingame coach John Philipopoulos, whose
team returns Carlo Lopiccolo for his second
year under center. Theres a lot of starters com-
ing back on all those teams.
Philipopoulos, who is a run-first coach, is
not naive enough to think he can win a Bay
Division championship without throwing the
ball. While you shouldnt expect the Panthers
to suddenly start throwing the ball 30 times a
game, you can expect with a second-year quar-
terback that the passing game will be a little bit
better, as will the offense as a whole.
When a kid comes in as a junior [for his first
season as a starting varsity quarterback],
theyre just running some key reads, plays.
Its a process for these kids. You limit motions
and plays, Philipopoulos said. Now they
come back for their senior year, now youre
telling them the play, instead of explaining a
play. Its so different.
Aragons Gabe Campos and Terra Novas Nate
Gordon also return for their second year guiding
their respective teams, along with a host of
receivers to catch passes. Much like
Burlingame, dont expect Aragon to start sling-
ing the ball all over the field, but Campos has a
lot of athletic talent with which to work.
Aragon brings back three of their top four
receivers from last season and, with Campos
gun-slinger attitude, expect to see some big
plays from the Dons.
You have to have explosive plays for touch-
downs to score a lot of points [in the Bay
Division], said Aragon coach Steve Sell. But
at the same time, when you have guys like Brent
[Marin], Donaven [Robinson] and Davion
[Cox] at wide receiver, and Gabe, who is
extremely accurate. Were going to throw it. We
have to throw it.
Gordon, who threw for just shy of 2,000 yards
last season, could have a chance to come close
