Kensington-Memorial Drive Overlay- Core Team Meeting

August 9, 2017

The purpose of this meeting was to insure that members of the core team, community council
and planning commission had the opportunity to discuss details of the Kensington Memorial
Drive Overlay District Draft. The expanded core team meeting was designed to allow more time
for discussion that was not available during the hearing cycle.

Part of the public process is to have a core team meeting prior to a general public
meeting. The purpose of the core team is to understand the project and to help advocate in
the educational piece of the general public meeting. They also are active in the strategy and
preparation of the general public meeting. Outside of the scope of a smaller core team
meeting, there were some citizens from the community that were present. So the ideas,
comments and voting numbers are somewhat skewed from what was designed only for the
core team.

Please see attached the comments from the Core Team, Community Council and Planning
Commission which also includes citizens. The meeting was held on August 9, 2017. There will
be a forthcoming public meeting in September 2017. We will post and email notifications once
logistics are confirmed.

Allowable Uses
Personal care/Senior living.
Moving senior housing/mixed use to allowed side.
Allow place of worship.
Provide code for physical structures to maintain uniformity.
Traffic Tier 1 has only 1 lane.
No liquor stores or restaurants.
Any zoning in this tier should go through zoning process.
Car washes should be allowed.
Keep commercial development to a minimum.
Allow Sports Complex
Walking and bike trails.
Change healthy eating establishments to sit restaurants (no drive thru).
Allow auto title loans.
Add medical services.
Homeless support should be allowed.
Concerned about homeless support. Not the right place for it.
No Late Night Entertainment, live, or billiards - heavey alcohol usage.
Add mixed-use development - real estate.
Add film production.
Live music/arts venues operating at 10pm or midnight.
Convention center be near I-285 for easy access and not clog Memorial Dr.
We are residential neighborhoods - don't want late night noise.
Signage regulations.
Include water park.
Disagree with Food Truck Park - will cause litter issues.

Prohibited Uses
Senior housing and personal care homes should be available.
Social service agencies for homeless population should be available.
Staff recommends no place of worship.
Require /establish code for physical structure to maintain uniformity (i.e., colors,
landscape, signage).

Don't agree with prohibiting LNE and adult service facilities (what specific types).
Avoid all prohitibed uses, both public and state recommendations.
No business that will lower property value.
Make Memorial Drive the GRAND AVE it used to be.
Add staff recommendations except gas stations. Would be very costly to develop
(environmental issues).
Disgree with prohibited commercial parking.
In order to attract people in the film/music industry there needs to be the type of
after-work environment they want - reconsider late night clubs and billiard
entertainment.

Development Standards
Traffic drainage problems.
6 stories are too many.
No more than 2 stories.
4 story limit.
2 - 3 story limit.
There is no signage or architectural regulation in Tier 1.
Outdoor activities which will revive greenspace.
Leave mature trees, build around them.

Need more retail greenspace and other ways to spend the day makes more sense
Widening Redan Road.
Make accessible to all road users.
No additional bars & adult entertainment permitted within overlay area.
LNE and live entertainment should be away from residential neighborhoods and
schools.
Everything must look high end.
Height buffer zones and green space between residential areas to developmental
areas.
No multi-residential.
Upscale hotel.
Make sure the code requires that mixed-use be developed proportionately. Each
phase should achieve the desired percentage.
We need development progress in this area.

Start process over again with complete transparency and presentation of both
pro's & con's.
What is Institutional Building?
When will it start?
Pushing middle and lower class out and away from transportation options by
demolishing old homes.
Stop tearing down old growth trees because Merto Atlanta is becoming too much
of a heat island.
Too many dense and overdone development in Midtown, other in-town areas
which is ruining traffic flow and quality of life.
Please look at surrounding areas.
Need more public input before Planning Dept. votes. No recourse if problems
occur
I want a Community Council process.

Overlay is too extensive and covers too much property to be understood.


Too heavy concentration on gov't offices which will be more tax dollars.
What businesses are asking for this?
What happens to single family homes that already exist in Tier 2?
Is there an existing overlay that has worked?
The plans and tiers are so different we can't vote on one action.
Don't know the regulations, not seen in the display material.
Define Community Garden.

No Sports Complex without more zoning requirements and community input.


The amusement tiers needs to be defined.
Limitations needed for height.

Opposed to manner presented, more concern for neighborhoods needed.

Why is Late Night Entertainment being prohibited?
Monorail?
Don't overbuild to congest it.
Needs to expand to include city of Stone Mountain.
Late Night Entertainment appear on both (scratch all together).
These areas should be accessible via Stone Mountain bike path.
Build for solar capabilities.

Would like to see uniform signage like that of which they have at Hilton Head.
Partner with Trees Atlanta to identify appropriate trees, shrubs, and plants to
provide shade.
Other tiers close to I-285 are less residential which makes more sense for
convention center.

The votes represented do not reflect an accurate number of the core team that was present. Members of the general public
attended the meeting and those numbers were incorporated with the Core Team, Commuity Council, and Planning Commission.
