mental health awareness and the importance of having an intact family. This
organization was found by the students of Malayan Colleges Laguna. The Hope and
Care Association aspires to give better lives to the homeless people who are suffering
from mental illness in the City of San Pedro, Laguna. Hope and care Association was
emboldened to create this project to restore the life of homeless peoples. Our

people to have a fast improvement in restoring their lives under the care of medical
experts and social support that will give treatment to their mental illnesses. The

Association with the help of the funding agency.
Since this is the first project of the organization, we need some support from a
funding agency which has a same goal to ours and which might help us to make this
project possible. World Health Organization is the one we chose to fund us.
The World Health Organization as our funding agency aims to help people around the
world to resolve their problem regarding varieties of health issues. They likely form a
superior, more advantageous future for individuals everywhere throughout the world.
Working through workplaces in more than 150 nations, the World Health Organization
staffs cooperate with government and distinct associates to guarantee the most
astounding achievable level of well-being for all individuals (World Health Organization,
2017).
Hope and Care Association and World Health Organization have only the same
mission and goal which is to provide and give proper care to people who are suffering
from various health problems, specifically mental health problems and also to give
people a health problem free environment. Another similar purpose is to restore
people's life by adopting them and giving their needs. Hope and Care Association and
World Health Organization are both aware of mental problems and ways on how to
exterminate them.
We are sure are looking forward for this funding agency to be a huge help for our
organization, since we have the same goals toward spreading a better health care for
the community.

Rationale

The Hope and Care Association is proposing the Restoring Lives: Hope for the
Hopeless project. It includes building a rehabilitation center located in San Pedro
Laguna. This project aims to reach everyone in the community experiencing mental
illness and mental instability and to provide activities and seminars that focus on
treating and strengthening the mental health of the individuals which is one of the
factors that largely contributes to our current society.

Mental health has been very important at every stage of every individuals life. It
is defined by the World Health Organization as a state of well-being in which every
individual realizes his or her own potential (2016).

Mental health has also played a great factor in coping with the stresses in life,
working productively and fruitfully and making a contribution to his or her community
(U.S. Department of Health & Human Services, 2015).

Unfortunately, not everyone has this kind of capability; several people experience
the lack of mental health. Mental illness is acquired since birth, while others have it due
to traumatic experiences, accidents and addictions.

Mental illness has been an issue in our community for a long time, especially in
the Philippines. It has been discussed in the congress with the implementation of laws
and programs that seek to lessen the growing number of mentally-ill individuals
including the Mental Health Bill, which was approved recently (Adel, 2017).

Below is a graph of the patients treated in mental health facilities in the

Philippines (World Health Organization, 2016).

2
The majority of the users are treated in outpatient facilities and in community
inpatient facilities and mental hospitals, while there are fewer users treated in other
residential facilities and day treatment facilities (World Health Organization, 2016).

As a response to this problem, we created a beneficial plan for the establishment

of the new rehabilitation center in San Pedro, Laguna. The proposed project is also
designed to help the poor people who cannot afford the expense of sending their loved
ones in rehabilitation centers. We would offer this program for free to everyone. With the
growing number of homeless and mentally-ill people, we also plan to gather the proven
mentally people in the streets without guardians to take care of them.
