Dear Dr. Mark Krist manson,
As the City Couneillor for River Ward, I am writing to you to express my concern with the condition of the Hog’s Back
(West) swing bridge spanning the Rideau Canal and the frequency of service interruptions that have had a serious and
significant Impact on traffic, not just in my Ward, but for thousands of residents in the west and south ends as well.
(On multiple occasions in 2017 and 2016 the bridge has failed, resulting in significant impacts to commuters. When this
happens during the afternoon rush hour in particular, the effects are significant. Repairs to the hydraulic system in 2017
were to address the unplanned, short-term closures, yet they have continued throughout the summer. This needs to be
addressed once and for all.
When bridges at Hog’s Back are closed (planned or unplanned.) there is a significant impact to traffic on the roads in the
vicinity of the bridge. Congestion and delays are experienced along Riverside, Baseline, Prince of Wales, Brookfield and
Meadowland corridors. Transit service along these roads is also impacted heavily during the peak hours. These closures
impact pedestrian and cyciing traffic as well.
To help mitigate impacts caused by the sudden bridge closures, the City has had to Implement a number of emergency
traffic management strategies, including:
Westbound traffic detour to Heron Road via Riverside Drive and back to Prince of Wales Drive;
Eastbound traffic detour to Baseline Road via Prince of Wales Drive and back to Riverside Drive;
PVMS board deployment for longer duration closures to inform drivers of the closure and the detour options;
“Traffic Incident Management Group (TIMG) activation, if warranted
Signal timing adjustment along the detour route to help manage the impact of the extra traffic; and
‘Traffic Control Centre at Loretta calls in extra staff until the bridge is open and traffic patterns are back to
normal.
Allof these actions incur a significant cost to the City of Ottawa each time an emergency closure occurs.
It would be greatly appreciated if you could please detall for me what the exact issues are with the Hog’s Back (West)
swing bridge and when those issues will be addressed to ensure smooth travels for all modes.
