DEPARTMENT OF THE TREASURY UNITED STATES MINT WASHINGTON, D.C. 20220 August 11, 2017 Mr. Steven Warrenfeltz Dear Mr. Warrenfeltz: This is in response to your June 14, 2017 request for information submitted via the U.S, Department of | the Treasury’s FOIAOnline, seeking “the correct mintage figure of the 2014-dated American Silver Eagles (“ASEs”), irrespective of whether all were sold in 2014 or whether some were sold in another year.” More specifically, your request for information asks According to the US Mint’s website, 44,006,000 2014-dated ASEs were sold. However, according to the US Mint’ response dated March 20, 2017 to a FOIA request submitted by another party earlier this year (Which response is now available on the Internet (https:/Avww.scribd.com/document/343928962/Coin-World-FOIA-Request-1-2)), it shows a spreadsheet from the U.S. Treasury with the recorded mintage of only 30,475,000 2014-dated ASEs (7,025,000 by the San Francisco Mint, 23,450,000 by the West Point Mint and none by the Philadelphia Mint). How could the US Mint sell 44,006,000 2014-dated ASEs if it minted only 30,475,000? Please explain this glaring discrepancy, Is it possible that some 2014-dated ASEs were minted by a different United States Mint facility ot completely separate entity? Extremely unlikely, but if that is the case, please provide me with ‘the number of 2014-dated ASEs that were minted by the other U.S. Mint facility and/or identify each separate entity that minted 2014-dated ASEs and the number minted at each such mint and/or facility, and please include the location of these facilities. On the other hand, itis possible that the 44,006,000 figure is actually the number of ASEs sold in 2014 some of which may have been minted in a previous year or the following year. If that is the case, I hereby request the mintage year(s) (the date(s) on the coins) of the 44,006,000 ASEs sold by the US Mint in 2014. Please explain how, in 2014, the US Mint could sell 13,531,000 ASEs more than were minted in 2014 If, however, the above 2014 ASE sales figure and/or mintage figure is incorrect, please provide me with the correct 2014 ASE sales figure and/or mintage figure. The Freedom of Information Act (FOIA) requires agencies to search for and determine the releasability of agency records. Although you submitted your request pursuant to FOIA, FOIA does not obligate agencies to create records to respond to FOIA requests, perform research services, engage in discussions, or answer interrogatories. Thus, because you are requesting that the U.S. Mint perform research services and answer interrogatories rather than provide agency records, your request is not a valid FOIA request.
