Scope:

Based on presedntil decree # Dated.., the governmental and semi governmental organisations are
informed that starting from the fiscal year 1397 , new building construction projects will be
implemntned by ministry of urban development and housing to ensure quality and effecint serveice
delivery and maximise budget execution . Within this context , the ministry of urban development and
ministry of education through the memrounmf of understanding agreed that Minstyr of urban
development will implement the school construction projects planned under 1397 budget decree. The
transition aslo takes into account the upcoming EQRA project school construction componets which is
a followon to EQUIP II.at the project initiation stage , The ministry of education is required to provide
all required information for the planned school construction projects within the timeline to enable the
ministry of urban dvekopemtn to begin the subseqnt processes of project develppemnt and
implementation. The transitiuon will aslo takes into consideration the transition of already exsiting
capacity within the minsitries of education to ensure smooth transition to mainin coniuty in
producitvyt and fill the vacuum that may otherwise exist and to inimise the risk of loosing institutionl
memories. this plan outliens the currents statuss of civil works in the ministry of education , schedule
for compoletion of ongoing works, roles and reponsilbity of ministry of education and ministry of urba
develioplemntn with regard to school construction in afghnaistan and the recommended road map for
transferring the ISD- MoE staff to ministry of urba development and housing.
It is recommende to modify the memorandum of understanding based on the recommendation layed
down in the transition plan which will act as an official document for the dilnenate the responsibiltes
bewtenn MoUD and MoE for school construction.

Infrastructure service department has been engaged in managing the Construction components of
EQUIP Projects. EQUIP has provided support to construction of schools facilities in phase I,II. The
EQUIP phase II were further Provided with Additional finance budget to include Missing items of the
EQUIP I&II CC Buildings and to include New school construction under various categories such as
Pilot projects, NCB School Buildings, New CC Projects and its corresponding annexes. Initially the
EQUIP II additional finance phase were started in October 2012 and is supposed to be completed by
December 2017.

In addition to tashkeel staff , It is recommended to have a core technical team of engineers in the ministry of education to look after the implementation
of EQRA school construction projects and to laison with MOUDH , based in ISD funded under EQRA , the core technical team will have the following

his section outlines the detailed schedule for the selected transition strategy. In addition to
describing the process below, you may want to map out the transition in MS Project or
other project management tool. The following lists provides an example of considerations:
4.1 Logical work breakdown, key milestones and dependencies during transition and
deployment.
4.2 Testing and verification activities, including testing of related/impacted projects,
software, and hardware.
4.3 Contingency plans and work-around(s) in the event problems arise.
4.4 Specific activities related to new and/or existing equipment, including roles and
responsibilities of external vendors and internal resources.
4.5 Specific activities related to new, existing, and/or upgraded software, including roles
and responsibilities of external vendors and internal resources.
4.6 Systems and/or data back-up(s), conversion plans, etc.
4.7 Hand-off(s) between developers, vendors, operational staff, and/or technical support.
4.8 Communication(s) to client and end-users: timing related to unavailability, periodic
status updates, and notification of completion/system availability. Consider timing and
mode of communication(s) among technical team, between the technical team and the
customer/client, and between NUIT, the client, and broader set of end-users.
4.9 Transition review to assess and document results of the transition, defects found,
correction actions to be taken, work-around(s) to be implemented, etc.

The different transition options could include: a) incremental implementation or phased


approach, b) parallel execution, and/or c) one-time conversion and switchover.
Having identified the advantages and disadvantages, risks, estimated time frames, and
estimated resources for each, it is appropriate to selsct option A ( incremental
implementation or phased approach ) to maintain contoiuty in managmnet of school
consrcution project both for ongoing contracts in ministry of education and for new
construction in minsityr of urban dvelopemnt and housing.

Following procedure will be adopted for impleemtnation of incremental implementation or


phased approach:

Transition Resources
This section outlines the specific resources needed to complete the transition/deployment
phase of the project. Resources include hardware, software, facilities, personnel, and other
special resources (e.g., service and maintenance contracts).
5.1 Software
Provide specific names, identification numbers, version numbers, release numbers and
configurations as applicable. References to user/operator manuals or instructions for each
item should be included. Include information about vendor support, licensing, and usage
and ownership rights, whether the item is currently supported by the vendor, whether it is
expected to be supported at the time of delivery, whether licenses will be assigned to the
maintenance organization, and the terms of such licenses.
5.2 Hardware
Describe the hardware and associated documentation needed to support the delivered
project. This hardware may include computers, peripheral equipment, simulators,
emulators, diagnostic equipment, and non-computer equipment. Include specific models,
versions, and configurations with references to user/operator manuals or instructions for
each item. Include information about manufacturer support, licensing, and usage and
ownership rights, whether the items are currently supported by the manufacturer, or will be

in the future, and whether licenses will be assigned to the maintenance organization and the
terms of such licenses.
5.3 Personnel
Assign staff and vendor responsibility for each transition task identified above. This allows
managers and project team members to plan and coordinate the work of this project with
other assignments. If specific individuals cannot be identified when the transition plan is
developed, generic names may be used and replaced with individual names as soon as the
resources are identified.
Describe the personnel needed to maintain the deliverable product, include anticipated
number of personnel, types of support personnel (job descriptions), skill levels and
expertise requirements, and security clearance.
5.4 Facilities
Describe any facilities during transition phase as well as facilities required to maintain the
delivered project. Facilities may include special buildings, rooms, mock-ups, building
features such as raised floors, cabling, cooling/HVAC systems, building features to support
security, privacy, and/or safety, special power requirements, and so on. Include any
diagrams that may be applicable.
5.5 Other (Special) Resources
Identify any other special resources (consumables, special access/approvals, contracts, etc)
required to support the transition phase and the delivered project. Provide the names,
identification numbers, version numbers, and/or release numbers. Identify if the document
or consumable is acquirer-furnished, an item that will be delivered to the maintenance
organization, an item the organization current owns, or needs to acquire.

Responsilbity of Minstry of urba development and Housing:

Responsible for execution of civil works related budget allocated in nationl budegt
Conducting feasibility study , technical survey and design of the prosed school construction project
Procurment of school construction projects
Perfoming routine supervion to ensure compleinace with budget, schedual and technical specification
Proper archive of related project documents
Arranging regular management review meetings with Minstry of education regaring progress of school
construction

Preapration 4 year national school construction plan in line with National education strategic plan
Prioritaisation of the projects based on the ministry requirments and Providing of annual construction
plan to ministry of urba devlopemnt for onward inclusion in annual nationl budget.

documents including school designs, BoQ and speciifcations
Providing land documentation for the planned school construction projects.

Conducting operation and maintiaince of schools once handed over from Minstry of urba dvelipemtn.

Coordination & control Mechnaism:

This section outlines the management controls that will be employed to ensure each transition
task is successfully executed and completed based on the approved acceptance criteria. This
section should include procedures for progress control, quality control, change control, version
control, and issue management during the transition process.

Conflict resolution:
The reolsilbity of land aquisation, reolving land problems lays with ministry of education
The reposniibliy of design changes, fianiscial , legal, social and contract management issues for planned
construction projects lays with minsiutry of urba development and housing
The changes in school location has to be mutullay agreed between MOE and MOUDH
The responsilbiity of completion of existing ongoing project lays with the ministry of education

Afghanistan Second Education Quality Improvement Project (EQUIP II)

The Ministry of Education of Afghanistan would like to thank colleagues at the World Bank
for their cooperation in successful implementation of Afghanistan Second Education Quality
Improvement Project (EQUIP II).

Based on the instruction of H.E the President of Afghanistan and follow-up of the policy
coordination unit of the president office, The Ministry of Education along with representatives
of Ministry of Public work, Ministry of Urban Development, Ministry of Rural Rehabilitation
and Ministry of Economy has reviewed the existing status and reasons of Stopped 110 CC and
524 incomplete CC Projects

The findings shows that:

Currently there are 415 Projects (earlier reported 524 ) with incomplete contracted
components, the required budget for completion is (9,149,559) USD
Currently there are 110 Projects with partially completed building and some incomplete
components, the Required Budget for completion is (4,798,433) USD
Out of 525 Projects in total , there are (463) with more than 70% of physical progress,
(32) within 50 %to 70 %physical progress and (30) with less than 50% physical
progress

The Reasons for non-completion of the buildings are classified as bellow:

1. Variation in Design: Variation in BoQ and Drawings as well as Variation in actual work
performed (Actual quantities at site ) versus contracted quantities (BoQ)

2. Increase in construction material price over the course of 3-4 years of implementation, The
unit cost were not derived from Site Specific Construction Material Rates, there was no
Provision for Transportation Cost, and the Same contract amount were considered across
Afghanistan irrespective of geographical and site conditions

3. Variation in cost due to Exchange Rate (inflation): Over the course of implementation
period ( 3 to 4 years) there was difference in Exchange rates ( 1$ from 48AFS raised to
56AFS) .
4. Variation in cost due to social contribution: Community were supposed to pay 10% of
contract budget, however due to weak economic condition, the community could not contribute
except providing the land in some project, which is anyway not included in the Project Cost.

5. Missing Items: for some schools ,there are essential components that were not included in
contract, neither considered under additional financing phase however the provision of these
components are essential for creating safe learning environment

In addition to this, Ministry of Education conducted survey of existing security conditions in


the areas where these schools are located and found that there are 16 Projects in stopped CC
Category (110) and 89 Projects in incomplete building category (415) located in insecure area
with total budget of 3,196,612USD. It is suggested that these projects will be completed once
the security conditions gets better to implement the projects however these are included in the
total required budget. Meanwhile, amongst 110 stopped CC Category, total of 21 projects in
Urzgan and Nuristan provinces are proposed to be wright off due to poor quality construction
of half completed building and from technical point of view there is No need for further
investment on completion of these buildings.

The leadership of Ministry of Education value the partnership with the World Bank and request
for providing financial support of a total amount of 9,454,912 USD to cover the difference
indicated in the reasons of non-completion. Moreover, the projects will require 12 months for
completion including procurement process once the financing is made available. In the
meantime the government of Afghanistan is committed to refer the case listed under item D in
the table above for legal proceedings and will try to find the required resources for completion
these projects and to create safe access and learning environment for the school children of
Afghanistan.
