Abstract of Program
We are here to discuss the brief history, functions and opportunities one can attain from African
Leadership Forum (ALF), Self-Reliance, Employment Creation, Having General Opportunities
Surrounding us, Using Agricultural Careers and Opportunities to Check Food Insecurity in our
Society Today and the Future.

Introduction: I wish to use this medium to thank God for giving me the privilege to present this
paper, we appreciate and recognize African Leadership Forum, Ota Team of Management and
October 2011, Legislative Interns Graduates, the Founder of Calm Centre (Mrs. Jane P.Alek), for
her contribution towards the success of this Seminar Presentation, the Authorities and Members
working with the Founder of Calm Center, Farmers Feed Cooperative for her backing on this
paper presentation, My Father Chief G.M James, we also thank all Philanthropist, Institutions
and Individuals that made this program a success through their sponsorship, we thank all
Representatives of various Institutions for mapping time out of their schedule to avail
themselves here and all the participant who grace this life changing paper presentation, seminar
and workshop.

About African Leadership Forum: This institution was established by former President Olusegun
Obasanjo and other eminent African leaders , in the late 80th after been a military Head of State,
the institution was formed to train young emerging leaders of today and tomorrow to be
equipped with the knowledge of parliamentary system of governance, building youths to become
all round leaders both in formal and non-formal system of leadership in our homes, State,
Country, Continent and the world . The institution as various programmes such as Legislative
Internship program, Parliamentary Support Staff Training, Entrepreneurship Training for all Class
of People/ Mentoring Service, Consultancy Service and other numerous services to Individuals,
Companies, Foundation, Associations, Government and Private Institutions.

Self-Reliance Meaning: Reliance on one's own capabilities, judgment, or resources;


independence.

Carry a message to Garcia To accomplish ones assigned task in an independent, resourceful,


self-sufficient manner; to do ones job without making a fuss. This Americanism alludes to Elbert
Hubbards article A Message to Garcia, written during the Spanish-American War.

The piece addressed itself to the inability of most people to act without quibbling and
procrastinating, citing Major Andrew S. Rowan of the U.S. Army as an exemplary model for his
behavior in carrying out the order to find and deliver a message to the Cuban General Garcia. The
expression was popular in the early part of this century but is now less frequently heard.
Cottage industry A business which is partly or wholly carried out in the home, often based upon
the family unit as a labor force. The connection between cottage and home and family is self-
evident.

Every tub must stand on its own bottom Every man for himself, everyone must take care of
himself, everyone must paddle his own canoe; sometimes every tub on its own black bottom. The
tub of this expression may mean a vat or cask, or a slow, clumsy ship. Bottom may mean either the
underside of a barrel or cask or of a ship. Depending on which of these alternative senses one
chooses, a case can be made for either a nautical or a more general origin for this phrase. Either
way the expression is said to have first become popular among southern Blacks before being
adopted and reassigned by Black jazzmen to describe complete improvisation. The phrase dates
from the early 18th century. Another similar expression is to stand on ones own bottom to be
independent, to act on ones own or for one-self, dating from the early 17th century.

Hoe ones own row To make ones own way, to do ones own work, to be independent, to take
care of one-self. This self-evident American expression dates from the first half of the 19th century.

Paddle ones own canoe To shift for one-self, to be self-reliant, to handle ones own affairs, to
manage independently. This expression, which dates from at least 1828, appeared in a bit of
doggerel published in Harpers Magazine in May, 1854.

Pull one-self up by ones own boot straps To better one-self by ones own efforts and resources;
to improve ones status without outside help; to start at the bottom and work ones way up. A
bootstrap is a loop sewn on the side of a boot to help in pulling it on. The expression is a jocular
reference to the impossibility of hoisting one-self into the air, even by dint of the mightiest effort.

Scratch for oneself To take care of one-self, to be self-reliant; to look out for ones own best
interests. This American colloquialism appeared in print by the mid-19th century.

EMPLOYMENT CREATION. Is the ability of one or group of persons providing employment


opportunities for themselves and others through services, ideas sharing, proffering solutions to
societal problems, volunteering and group works.

How to find a business: the key to rendering services and production of goods and services is to
look out for a need and meet it. Anything that will attract you money, you must provide thing
beneficial to man. For anyone to become wealthy, therefore, you must first of all determine how
you can add value to mankind.

What I would do if unemployed: it would not matter whether I am a graduate or not, you not
have been employed, will give leverage to create employment for yourself and others.

Business Idea list. You can start your business as an individual or group with the following ideas.

The spirit requires spiritual foods (the word of God, Music tapes, literature or motivational write
ups for schools.

Transportation, food preservation, processing, marketing of company products, education,


housing, furniture, cleaning, lighting, farming.
Please, think and discover for yourself the many areas of human need you can faithfully provide.
All these human needs are sectors where one can decide to become or any of these: an
entrepreneur, landlord, labour, or capital. You can get involved in research, production,
improvement/repairs, packing, distribution, sales and banking.

How to create employment. After sharing your ideas, with one or more persons to key in, you and
your team determine to work on the business notion your have agreed to kick start. The next
question would be where do I or do we get the needed capital to start I would suggest that you
start small and grow your capital over time, Why, people, banks, donors and other financial
institution will only be ready to stake their money on your business when they see what you can
do with little.

SUGGESTIONS FOR UMPLOYED GRADUATES, EMPLOYED, SCHOOL DROP OUT


AND RETIRES FOR EASE JOB CREATION AND SELF-EMPLOYEMENT OR MULTIPLE
STREAMS OF INCOME GENERATION TO MEET ECONOMIC/SOCIAL NEEDS.

We use the forum to call the attention for all and sundry to set up a farm for plantain, cassava,
yam, fish, snail, goat rearing, piggery and vegetable cultivation. These practice of garden, field or
commercial farming venture in group or individual will help to reduce the cost of living, encourage
saving, give you other source of funds from the surplus and create employment for the teaming
population , government or private institution cant employ all persons. We must contribute to
develop our society through production and services.

Having General Opportunity

There are opportunities surrounding us within and outside our environment, for us to see and
make prudent use of these opportunities, seek the face of the Lord first and he will open your
eyes to see these ample opportunities. One way or the other, we all have lamented of things
been tough in our lives in terms of meeting our desired goals, objectives and aspirations of life,
however, here we have some opportunities been embraced by developed States in our
Federation (Country) and other parts of the world . We hereby enlist such opportunities, where
and how to obtain them.

GENERAL OPPORTUNITIES FOR WOMEN,YOUTH , SCHOOL DROP OUT, NON GRADUATE,


UNDERGRADUATE,GRADUATE, POST GRADUATES,EMPLOYED, NON EMPLOYED AND RETIREES

Educational: This is opportunity for all to further their education at any level they wish to be in
life.

Skill acquisition: These are opportunities for all class of persons who are out of school but seek
to acquire specialized skill to meet and support their family affairs.

Training: There are different forms of training opportunities for people such as leadership,
entrepreneurship, governance, cooperate affairs , empowerment, agriculture, gender and
human right trainings are giving to all interested and qualified persons in Africa and other part
of the world in order for the ordinary to have a place in decision making in our society today.
Scholarship: These are opportunities funded by philanthropist, NGO, Associations, Government
bodies and private institutions to enable both less-privileged and privileged persons in our state,
nation and world to gain educational opportunities through scholarship sponsorship.

Exchange opportunities: These are educational and experience sharing opportunities for youths,
working class and every other group of person to experience work or education outside their
home country.

Grants: These are funds giving to les-privileged, Cooperatives, Idealist ,willing to do persons,
Organized Companies and NGO as a back up capital or operational cost to run their already or
new start up business without paying back the funds. But the said money must be used for the
purpose the grantee applied for.

Fellowship: These are short or medium term based awards giving to all class of people to further
studies interested by the awarding institutions, companies, faith based organizations and
foundations in the world. These training equip applicants with practical knowledge of any field
of studies in life.

Internship: Is another form of short or medium term practical attached program to train persons
on specific areas of specialization by the awarding institution to the beneficiaries in order to gain
both the theoretical and practical knowledge of their field or other sectors of studies from
renowned companies and institutions in the world.

Using Agriculture: From history, agriculture is known as an area of study that feed the grasses,
trees, animals, the pest and other micro organism , with this prove in life , we belief that
agriculture can solve our day to day problem of hunger crisis known as food insecurity with the
application of modern agricultural practice at National, State, Local Government, Clan,
Community, Family and Individuals should all strive to specialize on area of agro-enterprise (crop,
animal and fish production ) to supplement the efforts of authorities in power to solve our food
insecurity problem.

Agricultural Careers: These are areas of study in agriculture which one can earn a living from
agricultural Careers. Generally, Agriculture is an area of study that almost cover every sector of
human endeavor, the following are some of the interested areas one can choose to become a
specialist in the field of agriculture to earn his or her living as stated below.

HOW TO CHECK FOOD INSECURITY IN BAYELSA STATE, NIGERIA AND OTHER DEVELOPING
COUNTRIES IN THE WORLD.

Training of New breeds of Young Farmers: The government, private institution and individuals
must all work together in order to train our young youths who are totally interested in agriculture
to have a placement of our aged farmers. This intervention will increase production of food in
large quantity to meet the yearning world population.

Motivations for existing and prospective farmers: The Bayelsa State Government , Nigeria ,
Africa and other parts of the world should provide incentives to farmers who have been, those
about going into farming activities to be encouraged with incentives such as awards, prizes,
grants, loans, inputs and agro-machineries to increase their production.

Bulk purchase centre or Marketing Board: The government, Private institution and individuals
should strive to establish a bulk or agro-products marketing centre at the rural populace
(communities) to guarantee such of good market for food producers.

Food processing /postharvest production Centre: The Government, private entities and
individual should fixe their resources in processing, preservation and packaging of already
harvested surplus foods for future use and export purpose, because most of the foods produced
by rural farmers get spoiled for lack of food preservation and processing centers.
In Bayelsa State, there are no well recognized Commercial Agricultural Farms, Industrial Food
Processing, Preservation and Packaging Centre, this paper gives opportunities for investors to key
into these ripe ventures of investment.

Establishment of Agricultural Schools, Colleges, Universities and Research Institution: Another


form of solution to solve or check food in insecurity in Bayelsa State, Nigeria and other parts of
the world is to establish practical agro-based institutions that will transmit the current technical
knowhow on modern agricultural practice to all existing and prospective agricultural students,
professionals and peasant farmers to apply these knowledge to improve our mode of agricultural
practice in Bayelsa State and Africa at large.

Establishment of Agricultural Farm Village: We use this medium to call the attention of Bayelsa
State Government, Federal Government of Nigeria, World Bank and International Agro-
Development Agencies to partner with our state government for the establishment of farm
villages across the length and breadth of the state in order to totally wage war against these
chronic menace of food insecurity in our state. The proposed farm villages should be well
equipped with all necessary infrastructures that will encourage both young graduates of
agriculture, farmers and other persons interested in agriculture to have a place of joy in
agricultural career and production. This will at least help to evaporate (Remove) negative
thoughts of Bayelsans, Nigerians and Africans of classing agriculture or farmers as poor persons
or field of life, while we all eager to eat food to satisfy our body and looking down on the few
peasant farmers who sacrifice their time, energy and had earned money to provide food the
population of seven billion in the world today.

Organic Manure /Fertilizer manufacturing centres: We seek all concerned persons, institutions
and agencies to invest in these sectors of agricultural manufacturing, recycling processing and
packaging in order to have guarantee source of soil nutrients replacement for continues food
production at affordable rate.

A compulsory Policy for Food Production with total Implementation: We call the attention of
the Federal and State Government to pass policies that will make every state in Nigeria to
specialize and produce crops, Animals and other agro-products that can withstand their
environment of a targeted tonnage per year, why, because most of the funds shared among the
state government for agricultural development are not used for the purpose of food production
and the government should use the services of private bodies to enforce this policy .

Monitoring and Evaluation Team: The Government, Private Institutions, Developmental


Agencies and Individuals should mandate an independent team of monitoring and evaluation
expert,
Who are to be charged with the responsibility of making every necessary tools available for all
beneficiary of incentives provided for farmers in order to use for the purpose, recommendation
and the memo random of understanding undertaking between the beneficiary and the donor or
fund lending agencies must be carried out to the last objective of the programme. Persons to
work on this team, should be well to do young people of good reputation, the selection of these
persons will help to make see through the stages of the work.

USING AGRICULTURE EXTENSION SERVICE TO CHECH FOOD INSECURITY: The Government,


Private Institutions, Individuals and Agricultural Development Agencies to teach rural farmers on
the current modern system of farming. This will help them to migrate from accent farming
knowledge acquired from their parents to modern farming culture.

Summary/Conclusion : We hope, with the knowledge acquired by all and sundry here present,
we believe that , if we can all put our God blessed hand to work on this naturally fertilized soil
with modern agricultural practice, the problem of food insecurity will be a thing of the past . We
seek the interest of all at the World, National, State, Local Government, Clan, Community, Family
and Individual levels to specialize in one agro enterprise or the other to compliment the effort of
authorities in power to solve the problem of food hunger crisis globally known as food insecurity
in our society today and the future with high quality of sufficient food at every family table,
because, we produce it ourselves.

We pray unto God to grant us the spirit to be active, focused, determined , to be of people ready
to learn, do it, sell it and be vibrant in our day to day economic activities until you meet your life
dream come through . Amen.
