Background – 1999, Year of TSC
Launch
 Coverage
 When TSC was launched, rural sanitation coverage was <20%
 Open Defecation Free Gram Panchayat was just a concept
 Poverty
 The TSC baseline survey found that at national level, 47% of the
population was classified as BPL
 Out of 28 states, 14 states had >50% BPL population
