THE TEN YEAR PLAN

1 INTRODUCTION

1.1 Project Background and Legal Frameworks

The Local Government Code of 1991, otherwise known as RA 7160, requires that local government units (LGUs) shall, in
confirmity with existing laws, continue to prepare and update their respective Comprehensive Land Use Plans (CLUPs) in response
to the ever changing nature of urban areas. The plan as enacted through zoning ordinance shall be the primary and dominant
bases and guides for the future use of land resources. Once approved, it will serve as the sole authority where police power of the
city/municipal mayor emanates. The plan will also be the basis for the municipalitys future spatial directions and the source of
projects needed in the Regional Investment Program of the National Economic Development Authority (NEDA). At a larger scale,
the plan will help in rationalizing the use of the localitys resources in line with the regional and the medium-term development plans
of the Philippines 2000.

Other related legal frameworks include:

PD 993 and EO 648 s. of 1991 - empower the Housing and Land Use Regulatory Board (HLURB) to review, evaluate,
and approve or disapprove land use plans of cities and municipalities

RA 7279 (Urban and - in effect, reaffirms the above powers and functions of the HLURB.
Housing Development Act)

LOI 729 (s. of 1978) and - provides that the comprehensive land use plans of provinces, highly urbanized

CO 648 (s. of 1991); cities and independent component cities shall be reviewed and ratified by the HLRUB
to ensure compliance with national standards and guidelines.

To satisfy the above legal mandates, the municipality of Subic has contracted the University of the Philippines Planning and
Development Research Foundation (UP-PLANADES) in Diliman, Quezon City to prepare the municipalitys Comprehensive Land
Use Plan (CLUP) covering the period 2000-2010.

The contract between UP PLANADES and the Municipality of Subic was signed on March 15, 2000 by the Mayor of Subic, Hon.
Leonardo V. Guevara and the President and concurrent Executive Director of UP PLANADES, Dr. Benjamin V. Carino.

The output from the consultant team (UP PLANADES) include three volumes: Volume 1 houses the Socio-economic and Physical
Profile; Volume 2 contains the CLUP proper and Volume 3 covers the Zoning Ordinance (ZO).

1.2 The Significance of CLUP for Subic Municipality

The Municipality of Subic is blessed with a wealth of historical and cultural heritage. If these are coupled with its natural and man-
made features and advantages, Subic will surely emerge as a dynamic, fast-growing, sustainable, and a highly competitive town in
the near future. Certain sectors of the towns local economy are already in place to absorb further growth and development. The
existing light and medium industries, basic services, tourism and recreation are leading the way towards the attainment of this
vision. However, a definite guiding framework is still needed to provide spatial blue prints and directions for developing Subic and a
mechanism to absorb a more rapid and substantive pace of growth and development in the years 2000 to 2010. This is where the
value of a comprehensive land use plan (CLUP) lies.

Specifically, the significance of a comprehensive land use plan (CLUP) for the Municipality of Subic is clearly stated below:

The CLUP will assist the local government in addressing the issues and challenges which are expected to surface as Subic
transforms itself into a rapidly developing and urbanizing town. Specifically, it will serve as a guide for the local officials and their
constituents towards the attainment of an improved quality of life through a healthy and safe environment on which thrives a well-
developed culture.

The CLUP contains the directions for the entire municipality which include the vision, goals, strategies, and programs for the next
ten years. The planning team has proposed land use policies and strategies that would guide the spatial development of the
municipality. Sectoral development strategies including the programs and projects that are applicable to the municipality have been
identified.

The Plan likewise provides the mechanisms for the implementation of the various policies, strategies, and projects/programs
previously recognized. This is just a guide. The fact still remains that without the commitment of the local officials, whatever has
been proposed will never be efficiently implemented. Moreover, without the moral commitment of every Subiqueos, whatever has
been envisioned will still remain as a dream.

Although one cannot deny that there are some strategies that are not that simple to implement, some would require more time,
others would require more space, and still others would require more funds, thus making them hard to implement. But one must
also see the benefits that the program will yield for the community before totally abandoning a project.
