ARTICLE I
NAME AND NATURE
ARTICLE II
DEFINITION OF TERMS
Section 1. The General Assembly or body refers to all resident Community Broadcasters for the
current semester unless stated otherwise by this Constitution.
Section 2. A bonafide UP student refers to an individual taking up academic units for bachelors
degree in any UP unit, including those who are in residency status, excluding those
who are on a leave of absence.
Section 3. Majority refers to the least whole number greater than 50% of all resident Community
Broadcasters for the current semester.
Section 4. Majority votes refer to the least whole number greater than 50% of the total number of
votes of all resident Community Broadcasters present and voting during a meeting.
ARTICLE III
SEAL
Section 2. OPEN BOOK This represents the organization's high value for academic excellence.
It also symbolizes the organization's respect for democracy.
Section 3. TORCH This represents the organization's burning passion for broadcasting,
academics and community service and its dedication to its service to the University and
to the community as a whole.
Section 4. LIPS This symbolizes the organization's value for freedom of expression.
Section 5. SIGNAL This represents the community where the organization renders its services.
Section 6. RECTANGULAR FRAME This represents the Community Broadcasters who unite all
the elements for the attainment of their goals and objectives.
ARTICLE IV
MOTTO
The official motto of the organization shall be: Leading the airwaves towards development.
ARTICLE V
COLORS
Section 1. GOLDEN YELLOW This represents the organization's high value for excellence
ARTICLE VI
GOALS AND OBJECTIVES
Section 1. To unite UP students who share the same vision and passion in attaining the goal of
developmental broadcasting.
Section 2. To develop the skills and knowledge of Community Broadcasters in terms of enter-
educational and public affairs broadcasting.
Section 3. To equip and prepare the Community Broadcasters with the necessary skills in
becoming professional and socially responsible Community Broadcasters.
Section 5. To serve the University through airing of enter-educational and public affairs programs
that address the needs of and issues regarding the studentry and the whole UP
community.
Section 6. To serve the community through immersion and making scripts for drama, plug or
documentary out of the people or communitys stories and experiences that may be
produced later or stored for documentation purposes.

ARTICLE VII
DECLARATION OF PRINCIPLES
Section 1. Every Community Broadcaster shall live by the principle of democracy, giving due
respect to the final decision of the majority and the opinion of each Community
Broadcaster.
Section 2. Every Community Broadcaster shall observe and practice punctuality in meetings,
activities, program production and actual broadcasts, remembering radio as a deadline
medium.
Section 3. Every Community Broadcasters word and action shall be geared towards maintaining
equity and unity amidst diversity in the organization.
Section 4. Every Community Broadcaster shall maintain and practice open communication
primarily with fellow Community Broadcasters and also with those from outside the
organization.
Section 5. Every Community Broadcaster shall not tolerate mediocrity in his/her responsibilities as
a UP student and as a member of the organization.
Section 6. Every Community Broadcaster shall highly value and practice professionalism and
responsible broadcasting.
Section 7. Every Community Broadcaster shall strictly follow the KBP Code of Ethics in handling
radio programs.
Section 8. Every Community Broadcaster shall have social conscience and shall always consider
the welfare of the community.
ARTICLE VIII
MEMBERSHIP
Section 1. Any BS Development Communication student of UPLB who has taken up or is currently
taking up Development Communication 30 shall be eligible for membership in the
organization. Should s/he decide not to pursue Community Broadcasting as a major,
s/he must take up either Development Communication 130 or 131 as other major.
Section 2. S/he must not be a member of any other Development Communication-based student
organization.
Section 3. S/he must pass the screening process provided herein before being a Community
Broadcaster.
ARTICLE IX
THE COMMUNITY BROADCASTERS
Section 1. A resident Community Broadcaster is one who is enrolled for the current semester.
Section 2. A non-resident Community Broadcaster is one who filed for Leave of Absence or did
not enroll for the semester.

Section 3. An alumnus is one who has finished his/her Bachelor's Degree in Development
Communication.
ARTICLE X
THE CORRESPONDENTS
Section 1. Any bonafide UPLB student regardless of his/her course may apply as a
Correspondent.
Section 2. S/he shall undergo the auditions and screening process provided herein.
Section 3. S/he, after passing the auditions and screening process, shall be called a
Correspondent and automatically be a member of the Correspondents Pool. S/he shall
abide by the provisions of this constitution which apply for him/her.
ARTICLE XI
DUTIES AND RESPONSIBILITIES
e. Be constantly updated, abreast and critical about the current events related to
developmental issues;
f. Maintain good academic standing in that s/he must not incur the status of
academic delinquency of probation or graver as defined by the University Code,
otherwise s/he shall be subjected to sanctions provided herein;
g. Propose and actively take part on radio programs initiated by the organization;
i. Pay their fees, fines and dues on time and clear their accountabilities every end
of the month; and

a. Abide by the rules and regulations of the organization as stated in this
Constitution and by those set by the General Assembly in special cases;
d. Be constantly updated, abreast and critical about the current events related to
developmental issues;
e. Maintain good academic standing in that s/he must not incur the status of

otherwise s/he shall be subjected to sanctions provided herein;
f. Propose and actively take part on radio programs initiated by the organization;

ARTICLE XII
RIGHTS AND PRIVILEGES
The rights and privileges of the resident Community Broadcasters shall be as follows:
Section 3. To examine and have access to all properties and documents of the organization.
ARTICLE XIII
THE EXECUTIVE COMMITTEE
The members of the Executive Committee and their respective responsibilities shall be the
following:
a. Call for and preside over-all executive and assembly meetings and
automatically be the head of the Executive Committee;
c. Sign and execute in the name of the organization contracts authorized by the
Executive Committee and/or General Assembly;

d. Implement all orders and resolutions of the organization;
a. Be vested with all the powers and authority required to perform all duties of the
Chief Anchor during his/her absence;
b. Automatically assumes the position of the Chief Anchor, in case of the latters
resignation, impeachment or incapacity;
a. Take charge of the position of the Chief Anchor in case of the Chief Anchors
and Chief Broadcasters absence;
b. Keep the records of all documents and proceedings of the General Assembly
and the Executive Committee;
c. Document the minutes of the meetings of the organization and review them
before adjournment and at the start of the next meeting;
a. Be in-charge and responsible for the custody of all funds of the organization;
b. Keep and maintain complete and accurate accounting of all funds of the
organization;

d. Lead and supervise all the fund raising activities of the organization;
a. Audit transactions made by the organization and attest to all reports of the
Production Supervisor;
a. Head the Constitution reading of the organization at the start of every semester;
b. Instill and cultivate the value of the Constitution by initiating dissertations and/or
written or oral examinations among Community Broadcasters;
e. Extend active assistance to the Chief Anchor regarding publicity, external affairs
and implementation of the organizations radio programs.
a. Spearhead and be responsible for the planning and execution of all civic-

oriented projects and activities of the organization;
b. Coordinate all other committees for the execution of the socio-civic projects of
the organization;
d. Extend active assistance to the Chief Anchor regarding public service and
implementation of the organizations radio programs.
ARTICLE XIV
COMMITTEES
e. Be vested with the authority to process appeals, resignations from office and
membership, suspensions and impeachment, and make recommendations to
the General Assembly for the best actions.

e. Do the data gathering and scriptwriting for the organizations radio programs.
c. Collect and provide materials that would promote the social, cultural and
political awareness of the Community Broadcasters; and
b. Promote the activities and radio programs of the organization and the
organization itself;
c. Create linkages and coordinate with the organizations in and outside campus;
d. Be responsible for the protocol and ethics of any external affairs activity of the
organization; and

c. Plan and coordinate all civic-oriented projects of the organization; and
ARTICLE XV
ADVISERS
Section 1. The organization shall have one Senior and one Junior Adviser who shall be from the
Department of Development Broadcasting and Telecommunication.
Section 2. The Advisers shall guide the organization in its projects and activities.
Section 3. The Advisers shall sign certificates, letters and other pertinent records of the
organization.
ARTICLE XVI
AMENDMENTS
Section 1. Proposals to amend this Constitution shall be submitted to the Creative Team at least a
month before the set date for the General Assembly for amendments.
Section 2. The General Assembly for amendments shall be composed of at least two (2) alumni
and at least a majority of all resident Community Broadcasters for the current semester.
Section 3. The proposed amendments shall only be approved by at least a majority vote of all
alumni and resident Community Broadcasters present and voting in the amendment
proceedings.
ARTICLE XVII
EFFECTIVITY
Section 1. This Constitution and By Laws shall take effect immediately after ratification through at
least a majority vote of all alumni and resident Community Broadcasters present and
voting during the General Assembly for amendments.
Section 2. This Constitution shall govern the organization in all cases until further amendments
have been approved and ratified.
BY LAWS
ARTICLE I
MEETINGS AND ACTIVITIES
Section 1. The organization shall have a General Assembly twice a month and shall only take
place in the presence of a quorum. The day of the General Assembly shall be decided
upon by the body based on the availability of the Community Broadcasters.
Section 2. Special and emergency meetings shall be called by the Chief Anchor or upon request
of any officer to deliberate matters of utmost importance to the organization provided
that whoever is calling for the meeting informed the Head Writer to disseminate the
agenda to the Community Broadcasters at least an hour before the said meeting. The
meeting may take place even if the quorum is not reached. The decision of the present
Community Broadcasters shall be carried out by the organization.

Section 3. An organization shirt shall be worn during the General Assembly and activities of the
organization as endorsed by the Chief Anchor.
Section 4. All resident Community Broadcasters are allowed to have only a maximum of six (6)
excused and/or unexcused absences per semester.
Section 5. An excuse slip for absence and tardiness shall be filed to the Writers Circle at least an
hour before the meeting.
Section 6. Tardiness is excused when the Community Broadcaster has an academic engagement
prior to the meeting, otherwise approved by the Executive Committee.
ARTICLE II
FEES
Section 1. A membership fee, which shall be determined by the Finance Group, endorsed to the
Executive Committee and approved by the General Assembly, shall be collected from
every new resident Community Broadcaster upon their admission to the organization.
This shall serve as the emergency fund of the organization and can only be used upon
the approval of the Executive Committee.
Section 2. A semestral fee, which shall be determined by the Finance Group, endorsed to the
Executive Committee and approved by the General Assembly, shall be collected from
every resident Community Broadcaster at the start of every semester.
Section 3. A revolving fund, which shall be determined by the Finance Group, endorsed to the
Executive Committee and approved by the General Assembly, shall be collected from
every resident Community Broadcaster every Monday.
Section 4. Additional fees shall be collected from the resident Community Broadcasters in order to
finance projects and activities of the organization.
Section 5. Fees and fines shall go to the revolving fund of the organization.
ARTICLE III
VIOLATIONS AND SANCTIONS
Section 1. Failure to comply with the duties and responsibilities of officers and Community
Broadcasters shall be given proper sanction, which shall be endorsed by the Executive
Committee and approved by the General Assembly. These sanctions shall not
humiliate the person in public.
Section 2. For every absence and/or tardiness, a fine shall be collected from the Community
Broadcaster, as determined by the Finance Group, endorsed to the Executive
Committee and approved by the General Assembly.

Section 3. Failure to pay on the deadline set by the Finance Group is subject to a disciplinary
action which shall be endorsed by the Executive Committee and approved by the
General Assembly.
Section 4. As for poor academic performance, the following sanctions shall be given:
Section 5. Any violations of this Constitution and By Laws shall be subject to a disciplinary action
endorsed by the Executive Committee and approved by the General Assembly.
ARTICLE IV
ELECTIONS
Section 4. Nominees are only allowed to decline if and only his/her reason/s is/are valid as
decided upon by the Community Broadcasters present in the elections.
Section 5. Elections shall be done two (2) weeks before the end of the academic year.
Section 6. Elections shall take place if at least two-thirds of the total number of resident
Community Broadcasters is present.
Section 8. In case of a tie, another round of secret balloting shall take place. If after three rounds
of secret balloting and there is still a tie, a toss coin shall determine the winner.
Section 9. A special election shall take place if an officer resigns, is impeached and/or is unfit to
hold office with the endorsement of the Executive Committee and approval of the
General Assembly.
Section 10. The outgoing Executive Committee shall facilitate the election proceedings.
Section 11. An induction of the newly-elected officers shall be done at most a month after the
elections.

Section 12. The term of the newly-elected officers shall last for one academic year.
ARTICLE V
RECRUITMENT AND TRAINING OF NEW MEMBERS
Section 1. Recruitment shall be done within the first two (2) months of every semester. The
recruitment process is from the Orientation to the Final Rites of the prospective
Community Broadcasters.
Section 2. Recruitment shall be headed by the Chief Broadcaster and facilitated by the
Broadcasters Pool.
Section 3. The screening process shall last for at most one month. This will be done to identify the
strengths and weaknesses of prospective Community Broadcasters in radio
broadcasting and to know if the applicant will be of great use to the organization and to
the community as a whole. This screening process shall be composed of the following
parts:

Section 4. A set of guidelines on recruitment, endorsed by the Broadcasters Pool to the Executive
Committee and approved by the General Assembly, shall govern the screening and
recruitment processes. An applicant must pass all the components before being fully
eligible for membership in the organization.
