FOOTBALL & FUTSAL

NAGA CITY INTER SCHOOL TOURNAMENT GUIDELINES

1. NAME :
INTER SCHOOL FOOTBALL & FUTSAL TOURNAMENT"
2. MANAGEMENT
The Tournament shall be organized and managed by the Football Council of Naga (FCN)
Committee in collaboration with the Naga City School Board and Naga City Sports
Office.
3. PARTICIPANTS
All private and public elementary and high school levels in Naga City.
4. TROPHIES / MEDALS
a. Trophies and Medals shall be awarded to the Champion, 1st Runner-up and 2nd Runner-
up. Small Trophies for the Special awards (MVP, Golden Boot, Best Goal Keeper).
b. Medals to all players for Champion, 1st Runner-up and 2nd Runner-up.
c. Certificate of Participation to all participating schools including coaches and trainers.
5. REGISTRATION OF PLAYERS
a. Each team shall register not more than eighteen (18) players for football and fifteen
(15) players for futsal. Such registration shall be submitted to the FCN Committee headed
by Mr. Ferdinand B. Tuy, or at the Naga City Sports Office headed by Mr. Justine
Francis M. Barja.
b. Only 2 foreign players can be registered per team. Only 1 foreign player can play at a
time during the game.
6. REQUIREMENTS
a. Registration form duly signed by the athletic director/sports coordinator and school
principal
b.Photocopy of players school identification cardAND NSO
c. Certification dully signed by the school registrar
d.. Medical certificate.
7. SPORTS CLINIC
a. Copy of the game guidelines shall be discussed during the sports clinic
b. All players including the coach are required to attend the sports clinic
c. Sports clinic shall be done on the day of the opening date.
8. LAWS OF THE GAME
a. All matches shall be played in accordance with the latest Laws of the Game as
promulgated by the International Board and published by FIFA.
b. In the case of conflicting interpretation of the FIFA Football and Futsal Laws of the
Game, the English text shall be authoritative.
9. DIVISIONS/CLASSIFICATION
a. Football - Boys Elementary Division (9-ASIDE)

b. Football - Boys High School Division(9-ASIDE)

10. MODE OF COMPETITION

i. Three (3) points shall be awarded for a win and one (1) point for a draw and
none (0) for a defeat.
ii. If two or more teams tie on points, their position shall be determined as
follows:
ii.a. Goal difference in all the group matches;
ii.b. Greater number of goals scored in all the group matches;
ii.c. Result of the direct match between the teams concerned;
ii.d. Penalty kicks if the teams concerned are still tie on the field of play;
ii.e. Toss of coin
iii. The Top 4 teams advances in a groups to the Semi Finals (1v4, 2v3). Top 1 &
2 shall have a twice to beat advantage.
iiii. The Tournament Committee has the right to reschedule the final matches of
any group/s if such matches are deemed to affect the result of the other matches
concerned.
b. Semi-finals & Championship Match
i. Futsal matches in Semifinals & Final Match (championship match) if ends in a
draw after the normal full time, the winner shall be determined by taking of kicks
from penaltymark (3 kickers per team) in accordance with the decisions of FIFA.
c. Duration of Play
i. Football duration of every matches shall be thirty (25) minutes per half running
time forelementary division and thirty five (25) minutes per half time for
secondary division.
ii. Futsal duration shall be ten (15) minutes per half running time for elementary
and secondary division, however, the last remaining two (2) minute of the second
half shall bea stoppage time.
iii. FCN, ESSO and Naga City Sports Committee shall have the right to adjust the
durationof knockout matches.
d.Long socks and shin guards are required in all matches.
11. REFEREES
a.Only FCN, Naga City School Board and Naga City Sports Office shall appoint and
approve Referee/s in the tournament.
b. Referees reports shall be made in the forms provided and such reports shall be handed
to the Tournament Secretary or his representative not later than three hours after the
termination of each match.
12. PLAYERS CAUTIONED OR DISMISSED FROM FIELD OF PLAY
a. A player who received two (2) cautions during the tournament shall automatically be
suspended for the match following the match in which he received the second caution.
b. A player dismissed from the pitch of play by a Referee shall automatically be
suspended for the next match and shall remain suspended until his case has been decided
by the Disciplinary Committee.

13. VENUE
Metro Naga Sports Complex /Schools / Barangays

14. SCHEDULE OF GAMES

a. Every Saturday, Sunday and Holidays
b. Drawing of lots (if any) shall be held after the opening.

15. NO REGISTRATION FEE

16. INTERPRETATION OF RULES

The interpretation of these rules and all matters not provided for shall be dealt with by the
Tournament Committee in consultation with the Philippine Football and Futsal
Committee whose decision shall be final.

17. MATTERS NOT PROVIDED FOR

In the event of any disagreement in the interpretation of these rules, the Philippine
Football and Futsal Committee shall be the final authority on all technical regulations.
