RESOLUTION ENDORSING THE PROJECT PROPOSAL OF THE PROVINCIAL

DISASTER RISK REDUCTION AND MANAGEMENT OFFICE, UNDER THE PROVINCIAL

GOVERNMENT OF BATANGAS, TO THE DEPARTMENT OF BUDGET AND
MANAGEMENT FOR FUNDING FROM THE LOCAL GOVERNMENT SUPPORT FUND TO
AUGMENT THE DISASTER RISK REDUCTION PROGRAM EMBODIED IN THE 2017
LOCAL DEVELOPMENT INVESTMENT PROGRAM AND ANNUAL INVESTMENT
PROGRAM.

Whereas, the Local Government Support Fund (LGSF) was included in the FY 2017 General
Appropriations Act to cover the following: Financial Assistance to LGUs, which shall support priority
programs and projects of LGUs; Assistance to Disadvantaged Municipalities; and Conditional
Matching Grant to Provinces for disaster risk reduction and climate change adaptation, peace and
order or security;

Whereas, the approval of the LGSF-Financial assistance shall be pursuant to DBM Local Budget
Circular No. 114, issued March 6, 2017, Guidelines on the Release and Utilization of the FY 2017
Local Government Support Fund-Financial Assistance to Local Government Units (LGSF-FA to
LGUs);

Whereas, the Honorable Hermilando I. Mandanas is requesting for Financial Assistance for
Equippage of PDRRMOC with Response/Rescue Vehicle under the Provincial Disaster Risk
Reduction and Management Office, as per attached Project Proposal;

Whereas, the fund requirement for the Response/Rescue Vehicle is Two Million Four Hundred
Ninety Thousand Pesos (PhP2,490,000.00), for the purchase of one (1) unit Toyota Hi-Ace
Commuter and one (1) unit Toyota Innova E 2017 2.8L;

Whereas, one of the requirements for the use and release of the LGSF-FA to LGUs is a Sanggunian
Resolution endorsing the list of priority programs/projects, and affirming that such programs/projects
are part of the duly approved Local Development Investment Program and Annual Investment
Program;

Whereas, the Province of Batangas has a Disaster Risk Reduction and Management Services, as
per approved 2017 Local Development Investment Program and Annual Investment Program;

WHEREAS, this representation humbly requests for endorsement of the Project Proposal of the
Provincial Disaster Risk Reduction and Management Office and affirming that the Disaster Risk
Reduction and Management Services is part of the approved 2017 Local Development Investment
Program and Annual Investment Program;
