Subject:- Report on Pilot Trial of EMF Portal

A pilot trial of National EMF Portat was carried out by the TERM Cells in three
LSAs viz. Mumbai, Haryana and Karnataka and in the city of Hyderabad. The
checklist for the Pilot Trial wap prepared after taking inputs from the validation
committee and in consultation with few TERM Cells. The Pilot Trial was carried out
w.e.f. 18.04.2016 till 09.05.2016.

In this regard, kindly find herewirth tlhe compiled report of this pilot trial along-with
this letter for perusal of validation committee.

In this regard it may be noted that the functionality of the portal was found
reasonably ok with few minor corrections/ suggestions. Most of the corrections/
suggestions were got implemented by IWs Ramboll during the course of the trial
period.

Mis Ramboll clarified through that they will make the URL accessible at the time of portai
launch.

2. 42- Search based on PIN code.

TERM Cell Bangalore, Haryana: Ilt was seen that many of the addresses are with either no
PIN code or partial PIN code. All suc.h addresses have to be corrected on priority to make
this search effective.

3. ,{3- Search based on Latll,onq.

No separate input box is available 9n public portal to input Latll.ong values.


However search was made in the samr: search box available by inputting LaVLong values
separated by comma and the portal was found to be displaying results.
Some of the Lat Longs were found to be inconect leading to inclusion/exclusion of far
away/nearer sites as neighboring siltes.

4. .A4- Search based on address/part ofaddress.

Yes. But due to wrong entry of ad{ress of Sites, this is not accurate.
At present when we take cursor tp a particular site on the map the message "The site is
EMF compliant. Click to view more details" is displayed. If full address/partial address is
displayed in this box, then it will be heJpful to the general public so that they will view only
details ofthose sites they are interested based on the address.

Portal. In many sites it was obsprved that the Site address is inconect and the same
incorrect address is also available in the Public Portal window.

8, 83- Check whether certificate ID and BTS ID is as per the format nrescribed bv DoT

In 49 self certificates the IP codes used are non existing IP codes
In 31 self certificates the first <:ight fields ofBTS ID and certificate ID do not match
and do not appear to be as per the DoT HQs instructions.

TERM Cell Hyderabad:


Deviations observed for 87 certificate ids. Duplicate certificate ids observed.

TERM Cell Karnataka:


Non existing IP codes are used. in some of the IDs.
The BTS number and site rrumber do not appear to be as per the DoT HQs
instructions.

other than Nodal officer /Alt. Nodal officer were submitted.

11. 86-Carrv out the audit of self certificate as per the existinq procedure. Aid ofNEP
portal in recording the audit renlarks should also be taken.

1. At present, it is not possible to find out that which certificates checked and
which are pending. So oru:e any certificate checked, then "comment" option
color should be changed or it should be tumed into "checked".
2. At present, it is possible to add multiple remark for the same comment status.
That should be taken care.
3. In some of the Certificates, date of digital signature and Certificate date is
later then the Certificate submission date . This is very serious bug.
If on a site, more than one upgradation is there on a same date, then Certificate
number are same for OTS submitted by sharing operator. So some solution
should be found for that.

TERM Cell Karnataka:


Remarks of TERM cells could be recorded in the NS and US self certificates. In
respect ofUO certificates the provision to record comments was made recently.

12. B7- Generation of self certificate aud.it report along with exceptions recorded.

records available with TERM cell for: that site.

It was observed that out of 4091} self certificates, the number of TSPs tenancy data
in 1339 self certificates is not rnatching between NEP portal data and the existing
TERM Cell data as on 17.04.2016. The list of 1339 records has already been
circulated to TSPs for taking corrective action and giving feedback'

C- Phvsical Audit bv TERM

input the data in respect of narrowband measurement directlv without being


triggered bv the failure on brozrdband measurement. However. if broadband
measurement fails the portal shotrld itself trisger to go for frequencv selective
measurement and input the data.

TERM Cell Bangalore:


1. In the broadband measuremont, inputting of measured values for all the 4 comers
is mandatory. During testing it was observed that not all the comers are accessible.
Hence this should not be made mandatory. There is an option to enter comer values
as not accessible but the same rvas not working during physical audit. The issue was
also taken up with Ramboll.
2. The word "Narrow Band Measurement" should be replaced with "Frequency
Selective Measurement" as pe'r TEC procedure.
3. In the Nanow band measurement again the inputting of comet values is
mandatory. Here only such cotner values should be available for inputting the data
where broadband has been failed. For example, the broadband measurement was
failed for Corner 1 and Comer 4. The frequency selective measurement should give
the facility to input FSM valur:s only for Comer 1 and Comer 4. Similar approach
should be available for measurr:ments in Spot locations and Buildings as well.
4. During Nanow band moasurement, the portal should auto populate the
BCCIilPILOT frequencies of all the TSP networks present at the site such that the
testing officer will input the fre,quency details directly in the meter.

System did not allow to input the data in respect of narrowband measurement where
broadband measurement was also inserted and site was compliant by BB method.

recorded in the audit certificate.

1. The discrepancies could not be recorded instead there is one small box available "Site
Verification Findings" but the same is not useful for entering discrepancies as
clarified with lWs Ramboll. It was found that these discrepancies even after inputting in
the small box are not reflecting in the TERM audit certificate. They have to be reflected
in the audit certificate as they are alLl liable for penalty.
2. There is no provision to enter certificate wise site discrepancy details during the physical
audit. During physical audit, disoepancies with respect to Site data, Shared data by
comparing self certificates with the physical pararneters are certificate specific
discrepancies and hence there shou.ld be provisioMext box to enter self certificate wise
discrepancy. For example mismatch in antenna height, mismatch in Site Address,
mismatch in Latllong values, etr: are discrepancies and TERM Cells should have
provision to enter these discrepancies.
3. Following standard discrepancy remarks can be given with a provision for others where
any remarks can be keyed in.
i) Anterma height mismatch
iD Type of tower mismatch
iii) Lat-long mismatch
iv) Site Address incorrect / not adequate
v) Tenancy mismatch. Once this is selected provision should be there to enter TSP
/ technology to indicate not available in SC or not available at site.
vi) Photographsmismatch
vii) Delayed submission of SC
viii) Others
4. A discrepancy report should be llenerated for a particular time period./month after
completion of Physical Audit so th.at the same can be issued to the TSPs for correcting
the discrepancies and submit revise,d self certificates.
5. After testing of the site and issue of discrepancy report to the TSP, there is neither an
option for the TSP to coffect the discrepancy nor to upload revised certificate after
discrepancy is corrected. In one o1l the Site physical audit carried out by this office, it
was noticed that in some self certificates the Site address is incorrect. The TERM EMR
compliance certificates have been generated and were found having incorrect Site
address only.
6. The TERM EMR compliance certificates should only be generated after conection of all
the discrepancies by TSP. This enLtire module to take corrective actions taken by the
TSPs after testing of the site is missing in the Portal.
7. In the TERM audit window, old sel.l certificates which are uploaded by the TSPs before
Pilot phase are not appearing in the self certificate tab. This needs to be enabled. The
testing officer should be able to see all the self certificates submitted by the TSPs
during the physical audit and enter its discrepancy remarks.

16, C3- Check whether the certificate can be qenerated onlv to selective TSPs instead of
all the TSPs sharins fhe site,

i. The certificates can be generated selectively.

2. As already explained in Arurexure-S, SNo. 7, M/s Airtel is submitting upgradationby
adding 3G canier of900 band in the existing 3G 2100 band with the same BTS ID both
having same 3G technology and with same old date.of commissioning. In the self
certificate two tenancies are.appearing one for 900 carrier and another for 2100 canier.
During Physical Audit it was noticed that two TERM EMR compliance certificates are
generated one for M/s Airtei UMTS 900 &another for UMTS 2100. This issue needs to
be clarified to take this activity as New Submission or Self Upgradation and
accordingly the TERM EMR compliance certificates should be generated.
3. Query is whether test certificates can be issued to left out tenants which were present at
the time of audit with same audit date. at later stase.

17. C4- Check whether the certificate no. is as per the format prescribed.

i. While generating TERM Audit certificates it is noticed that in the last field test
certificate numbering is not proper. It should be in an auto increment form TSP wise
and TERM Cell wise, which is apparently not happening.

18, C5- Check whether limits prescribed for power density appearinq on the test
certificate (automatically by the portal) for verification of compliance are as per DoT
HOs instructions.

1. In case of Frequency Selective measurement, in the TERM EMR compliance certificale


generated by the portal, the DoT limit value is appearing as 10.1006 without any unit
and aiso the measured value is appearing as Power density value. For the Frequency
selective measurement, the DoT limit value is 1 which is exposure index value of all
the networks and the measured value should be calculated exposue index. The portal
should automatically calculate the exposure index and should show this value in the
EMR compliance certificate.
2. In case of narrow band measurement, the highest value of EBCCH is shown as
measured value and DoT prescribed limit is shown as 9.39. As In case of narrow band
measurement it is the aggregate exposue ratio which matters, the DoT limit should be
shown as aggregate exposure ratio < land lhe measured value of highest aggregate
exposure ratio should be shown as measured value of exposure ratio.

19. C6- The audit data can be saved for individual site.

It was noticed during physical audit that without inputting the broadband measured values
if details are saved and locked, the TERM EMR compliance certificates have been
generated and the generated certificates were found without any measured value. This issue
can be resolved if while initiating a TERM audit, the window for inputting broadband
values should directly appear in the first instance/first window such that testing officer will
have to enter all broadband values and he can generate certificate.

20.
uidelines for consistenqyl

1 As the EMR Compliance Certificate is issued BTS wise, the certificate should have the
BTS ID details for which the certificate is being generated. Presently no BTS ID is
appearing for a particular certificate. Also date of commissioning of the BTS should
appear in the EMR compliance cefiificate. The certificate should be modified
accordingly.
2. In the letter head ofthe certificate the full name of TERM Cell should appear.
3. The remarks/comments recorded in the portal should be reflected in the TERM audit
certificate.
4. Site address in the TERM Audit certifrcate should match with site ID. It is noticed that
in respect of more than one tower within 20 meter distance, for all certificates same site
address is mentioned with different site IDs. The site ID and site address should pertain
to the site which is under test and include the site IDs and BTS IDs of all BTSs within
20 meter distance in the audit certificate. This is required to identi$ the BTSs/sites
which are tested with the site under test.
a) If one or more than one signages are absent at the site, in the TERM audit certificate
the signage status is shown as "non compliant signage"' Along with non compliant
signage it should also mention the name of signage like danger, caution etc. which
is missing. This will be helpful as penalty amount depends on number of missing
signages.
b) Including the type of meter used for measurement in the audit certificate will be
helptul.

21. Dl- Check different MIS renorts and provide feedback for anv modilication or
requirement of new report.

1. In most of the site, Name of Distt and Tehsil not correct . For example in site id
*HN0l/514510106" and "HR/01/5117/0211", Distt is Panchkula(for both) and Tehsil
is Pinjor and Kalka Respectively. But data in NEP for both site shows Distt as Ambala
and Tehsil as Ambala.Due to this it is not possible to search for sites in particular
Tehsil/Distt
2. The mapping if Districts and Tehsil not complete. In most of the district, only few
Tehsil appears.
3. In Reports; here Calendar shown to fill up the date, it is possible to select future date
also. So Calendar should be modified so that future dates are disable.
4. It will be beneficial if in "TSP submitted self-certificate tracker" report, one more
column " Date of Upgradation/ New site " added for which the certificate submitted .
5. Latllongs for some of the sites in database 'Site master' & 'tenancy master' under
reports section are having less than 5 digits after decimal.
6. Search criteria (dates) for report 'term remarks' is the date on which remark was given
by TERM, which is inelevant.
7. Under search criteria on many pages there is a field 'LSA', which is fixed for a
particular user. So not required.
8. There is no nrovision to submit Self Certificate for low oower BTS.

9. In the "TSP certificate submitted tracker" report please add one more column
."certificate download status by TERM". Please also indicate the user ID who has
downioaded the certificate in alother column. The name of the file downloaded for
each certificate does not contain any information about certificate ID. This will make
it difficult to verify the downloaded cefiificates. In this report one column indicating
file name in the portal against each certificate ID may be added. Adding these
informations will make the report more useful.
10. The site master repofi can accommodate the details of only two sites within 20m
distance. This may be increased to 4 as some of the sites are having 4 sites within 20m
radius.
11. In the first page of self certificate (site data and technical parameters) at plesent the
site ID shown is the BTS ID of TSP. This BTS ID is not same as the BTS ID used in
the portal. This BTS ID is the ID given by TSP. It is proposed to include site ID and
BTS ID in this page which will be same as the IDs rased in the portal. All the nodal
officers have informed that the BTS ID shown against site ID in the first page is the
one used by them in all their accounting systems like SAP etc. The nodal officers
wanted this ID to be retained in the certificate. In the OSS snap shot also only this ID
is shown. If the site ID has to be retained as TSP's BTS ID, then we may have to
request M/s Ramboll to provide a report showing correspondence between the
TSP's BTS ID and the portal BTS ID and site ID. Also, the field name "site ID" in
the certificate has to be modified accordingly. This report will be useful to compare
the self certificates submitted before the launch of portal with the self certificates
submitted after the launch ofportal.
12. In antenna & RF configurations report two columns i.e. Name of the TSP and BTS ID
(porlal BTS ID) may be added. At present we are not able to identify the details in the
report with any TSP or BTS. Adding these two colurnns will be helpful and make the
roport more meaningful.
13, In tenancy master report please add name of the TSP. Though it is possible to extract
TSP name from BTS ID, adding TSP name as separate column will make the data
filtering easy.
14. In Site compliance summary report please add two columns i.e. sharing BTS list
(Airtel-2G, Airtel-3G etc.) and number of BTSs (Total number of BTSs). This
information is required to select the sites for TERM Audit.
15. In signage missing report please add two columns i.e. sharing BTS list (Airtel-2G,
Airtel-3G etc.) and number of BTSs (Total number of BTSs). This information is
required to issue penalty notices.
16. There is a provision to record the remarks/comments of TERM while generating
TERM audit certificate. However, these remarks ale not reflected in TERM audit
certificate. If it is not possible to modify TERM audit certificate to include these
remarks, then a separate report for TERM audit remarks on the same lines as Missing
signage report may be included under reports.
17. In "TERM Audit certificate tracker report" please add one column to indicate Tlpe of
measurement by TERM Cell. In this column the broadband / narrowband
measurement carried out by TERM cell may be mentioned. One more column to
indicate ID ofthe site with which testing carried out also may be included. This will be
reouired to indentifv all the BTSs tested with a particular site ID.

18. In site master and Tenancy mastel reports please add qne column Taluka. This will be
helpful to identify number of BTSs and sites taluka wise and will become handy to
answer any queries from public representatives.

Fourteen sites were physically visited for checking the accuracy of latJong. At one site i.e.
pinky theater, Andheri (E) a deviation of approx. 17 mtrs was found, whereas in remaining
thirteen sites no major deviation was observed. Site pinky theatre is represented as 3 site
ids in portal namely as MB/021508710419,M810215177/22$2 andMBl02/5168/0986.
