FORMATION - 1983
The Saraswa: Kunj Coopera:ve
House Building Society, Gurugram
was set up in the year 1983 and by
2004, it had enrolled and collected
money from 9000 odd members for
plots in village Wazirabad in
Gurugram.
MANAGEMENT COMMITTEES

1983 - 2004 Mr Ram Gopal Sharma.

2004 - 2007 Board of Administrators appointed
by the Haryana Government.
2007 - 2010 Another MC but again, it had to be
dismissed on account of its illegal ac:vi:es.
2010 2016 Board of Administrators appointed
by the Haryana Government.
2016 :ll now New Managing Commi\ee under
the leadership of Mrs Seema Raj
MISAPPROPRIATION OF SOCIETY
FUNCTIONING 1983 - 2004
The Society between 1983 and 2004, run
in the most opaque manner by a handful
of persons, led by one Mr Ram Gopal
Sharma. When ma\ers came to a head,
the Managing Commi\ee was dissolved
in December, 2004 and the Society was
taken over by the Board of
Administrators appointed by the Haryana
Government.
ADHOC PLOT ALLOTMENT

Even a_er three decades, i.e, more than a

genera:on of endless wait, only 1500 plots
have been allo\ed and registered. What is
even more shocking is the fact that the
plots have been allo\ed out of turn, giving
the principle of seniority the go by and in
numerous cases, they have been allo\ed
to non-members or to people who have
not even made complete payments for the
same.
SOCIETY FUNDS SIPHONED OFF

Funds amoun:ng to Rs. 430 Cr were collected

upto 31st Dec 2004 out of which Rs. 98 Cr
(approx 1/4th of the funds) were transferred
into accounts associated with Mr Ram Gopal
Sharma and his wife. No eorts have been
made to recover the same from them by the
past commi\ees and also the Board of
Administra:ons. Hard earned money of
thousands of families siphoned o and no
recourse even a_er 2 decades.
THE PROBLEMS PLAGUING THE
SOCIETY
Since the Society had land in very prime loca:on
(near Golf Course) in Gurugram and hundreds of
crores of rupees in its bank accounts, it fell prey to
the greed of the past Managing Commi\ees, land
maa, property dealers and local ocials. So while
on the one hand, plots were allo\ed in an irregular
manner, members were made through the back
door, Society funds embezzled and encroachments
on Society land encouraged by past Managing
Commi\ees, the land of the Society was acquired by
the State Government, for which no compensa:on
has so far been received by it. The Board of
Administrators, which ran the Society for quite a few
years, had li\le :me to look into these issues
HOPE

Elec:ons to the Managing Commi\ee took

place a_er many years in June, 2016 and at
least 3-4 conscien:ous members were
elected to it, with Mrs Seema Raj, w/o Dr
Udit Raj, MP(Lok Sabha) as Chairperson.
Simultaneously, Hon'ble CM of Haryana set
up a Commission headed by a re:red IAS
ocer, Mr S P Sharma, to suggest a way out
of the imbroglio.
SHARMA COMMISSION

The Commission has submi\ed its report

and the genuine members are wai:ng
with high expecta:ons for the State
Government to release the same and oer
respite to the long suering members by
releasing the Society's acquired land and
expelling the back door entrants
PLEA

The State Government is also requested to

strengthen the hands of the Managing Commi\ee
by restoring to them their powers and by direc:ng
the district administra:on to deal rmly with the
encroachers on the Society land (including a
temple) as well as the an: social back door
entrants in the Society
Thousands of long suering families ,who have
invested their hard earned savings for a plot in the
Society,are looking up to the honest leadership of
Hon'ble Shri M L Kha\ar ji for jus:ce.
