1 INTRODUCTION
1.1 This specification describes the minimum requirements for the design, manufacture,
inspection, testing and delivery of a flare for inclusion in oil production facilities at, onshore
Libya.
1.2 There shall be no deviation from this specification unless agreed in writing by the AGOCO.
1.3 This specification should be read in conjunction with the following attached documents:
i) The Process Flow diagrams (PFDs) and Piping & Instrument Diagrams (P&IDs) which
define the scope of supply.
1.4 The VENDOR shall submit a quotation for the package in accordance with the General
Engineering Specifications together with specific information requested in Section 10 of this
specification (Data Requirements).
2.2 The Applicable NOC General Engineering Specification GESas stated in the
Technical Conditions of the contract.

3.1 1 x 100 % duty ground flare set including burner, pilot burner, ignition device, controls is
required for the Sarir oil Field production facilities. The flare shall be pre assembled and, if
possible, skid mounted for minimization of the construction on site.
3.2 Flare duty requirements may be found on the attached data sheet.
3.3 The flare set will be controlled and monitored from the AGOCO control system located in
the control room. Local panels mounted in the flare area will house all the necessary
instruments and transmitters to provide signals for the control system to monitor and control
the operation of the flare set. These local panels, instruments and transmitters are in
VENDORS scope of supply.
4 OPERATING CONDITIONS
See J22-005-0-GIP-RBD-001 Basis of Design Sarir Gas Utilization Project for further
details of environmental conditions.
4.3 Utilities
4.4 Process
The flare will mainly be fed from the HC-Condensate Blow Down Drum D-275 and several
other smaller sources. The condensate will mostly evaporate, but the flare fed stream will
not be completely free from liquids. The flare tip has to be designed for flare gas with liquid

droplets.

5 SCOPE OF SUPPLY
5.1.1 One ground flare set with distribution pipes and multi tip burner
5.1.2 One set pilot burners with flame detectors and igniters.
6 EXCLUSIONS
The following are specifically excluded from the VENDORs scope of supply but supplied by
CONTRACTOR.

7 DESIGN REQUIREMENTS
7.1 General
7.1.1 The flare packages shall consist of a flare tube with multi-tip burner, pilot burners with flame
monitoring and ignition device. In addition each set shall be provided with an instrument,
purge gas and ignition panel to be skid-mounted.
7.1.2 The VENDOR shall specify all restraints on the operating range of the flare unit, e.g. volume
flow, liquid content etc.
7.1.3 All process and auxiliary pipework shall be in accordance with project engineering
standards
7.2.1 Any support frames, tools etc., required to carry out routine maintenance shall be included
by the VENDOR.
7.2.2 Particular attention in the burner selection shall be given to ensuring that liquid content of
the evaporated condensate flow can be handled without destruction.
7.3 Instrumentation
7.3.1 All instrumentation shall conform to the relevant project engineering specifications
(Instrumentation). All skid mounted instrumentation shall be either wired to or installed in the
skids local instrument panel.
7.3.2 All instruments shall be suitable for installation into a zone 2, IIA
7.3.3 All instruments shall provide local indication, those providing signals for remote monitoring
and control of the package shall provide the following outputs:
7.3.4 A local instrument panel shall be provided on the flare skid to house any transmitters and/or
amplifiers required and to act as an interface panel for termination of all package mounted
instrumentation. Since the package will be installed in a safe area, although all instruments
must be suitable for Zone 2, the local instrument panel may be an industrial enclosure to IP
56, in accordance with IP code of practice part 1, 3.8.3 C, so long as only non-sparking
elements and wiring is employed.
7.3.5 VENDOR shall recommend any required instrumentation or controls which may be
necessary for safe and reliable operation of the equipment.

The equipment supplied shall meet the noise limits stated in GES A.04 (Equipment Noise
Levels) with the equipment operating under rated conditions.
All equipment shall be designed to minimize the noise generated at source rather than by
the use of additional noise suppression devices. If however, such devices are necessary to
achieve the noise level specified, they shall be designed and constructed to last the life or
the unit without deterioration in performance.
The VENDOR shall advise if the measured noise contains very narrow band or pure tone
components.
A pure tone is present in the noise when a component in a given octave band is within 10
dB of the total level in the chosen octave band.
7.4.2 Guarantees
The VENDOR shall guarantee the noise levels given in his quotation and safe operation of
the flare system. Final acceptance testing will be carried out on site.
In the event of the Vendor failing to meet the guaranteed noise levels any remedial work
shall be made with the approval of the AGOCO and at the expense of the
VENDOR/CONTRACTOR.

Inspection and testing of the flare package shall be in accordance with the following were
relevant:
8.2 Testing
8.2.1 During the contract stage the Vendor shall submit for approval a test dossier detailing all
functional and performance tests to be carried out, the method proposed for carrying out
these tests and the applicable acceptance limits and the test programs.
8.2.2 Each control panel shall be subjected to a witnessed full functional test in the panel SUB-
SUPPLIERS works.
9 GUARANTEES
9.1 The equipment shall be guaranteed for satisfactory performance at all operating conditions
specified in this specification and the data sheets.
9.2 All equipment and components parts shall be guaranteed by the VENDOR against defective
materials, design and workmanship for a 12 month period dating from completion of
commissioning and successful performance test.

10 DATA REQUIREMENTS
10.1.1 General
The minimum requirement for VENDOR documentation is contained in the attached data
requirement schedule. The VENDOR shall complete these data sheets and indicate his
delivery schedule.
