SCHOLARSHIP PROGRAM

(BENEFITS UNDER R.A. No. 6963)

Republic Act No. 6963, otherwise known as An Act Granting Special Financial Assistance and
Benefits to the Family or Beneficiary of any Police or Military Personnel or Fireman Killed or
Permanently Incapacitated while in the Performance of his Duty or by Reason of his Office or Position
and for Other Purposes was enacted on November 20, 1990.

Deceased or Permanently Incapacitated PNP Personnel refers to Commissioned Police Officer

(CPO) and Non-Commissioned Police Officer (NCPO) who died in line of duty or became permanently
incapacitated while in the performance of duty or by reason of his office or position

WHO ARE ENTITLED TO THE SCHOLARSHIP PROGRAM?

The NAPOLCOM Scholarship Program applies to kindergarten, elementary education (grades 1

to 6), secondary education (grades 7 to 12), vocational and college degrees in non-exclusive institution.
The scholarship privilege shall be limited to the payment of tuition and miscellaneous fees payable to
the school and shall be remitted by the NAPOLCOM upon presentation of required documents such as,
approved enrollment or registration form. The grant shall not apply to post-graduate courses.

SCHOOL LEVEL

School levels refer to the following:

1) Kindergarten

2) Grades 1 to 6 (Elementary Education)

3) Grades 7 to 12 ( Secondary Education)

4) Vocational

5) College level

Kindergarten means one (1) year of preparatory education for children at least five (5) years
old as a prerequisite to Grade 1.

Grades 1 to 6 (Elementary Education) refers to the second stage of compulsory basic

education which is composed of six (6) years. The entrant age to this level is typically six (6) years old.

Grade 7 12 (Secondary Education) refers to the third stage of compulsory basic education. It
consists of four (4) years of junior high school education and two (2) years of senior high school
education. The entrant age to the junior and senior high school levels are typically twelve (12) and
sixteen (16) years old, respectively.

Non-Exclusive Schools refers to schools recognized by the Department of Education (DepEd)

and categorized as such, on the basis of the schools tuition and standard fees as approved by the
DepEd.
 Qualified children who are not receiving financial scholarship benefits for the kindergarten level
may avail of the benefit retroactively so long as the age of the child-beneficiary is at least five (5) years
old on February 2015.

WHO ARE THE GRANTEES FOR SCHOLARSHIP?

Grantee refers to surviving legitimate and/or illegitimate children of the deceased or

permanently incapacitated PNP uniformed personnel who are the recipients of the scholarship grant.

All surviving legitimate and illegitimate children of the deceased or permanently incapacitated
member of the PNP who was killed or becomes permanently incapacitated/disabled while in the
performance of duty or by reason of office or position from November 20, 1990 up to the present. The
deceased police officer must not have committed any crime of human rights violations by final judgment
on such occasion.

SCHEDULE OF TUITION AND MISCELLANEOUS SCHOOL FEES

The award of financial scholarship benefits for tuition fees and miscellaneous fees to the scholar
shall be paid directly to the school in which he/she is enrolled or reimbursed to the said scholar by the
Commission upon presentation of his/her approved enrollment or registration form and official receipt
of payment which shall not exceed the following amounts:

a) Php 10,000.00 for Kindergarten scholar per school year

b) Php 18,000.00 for Elementary education scholar per school year

c) Php 24,000.00 for Secondary education scholar per school year

d) Php 18,000.00 for Vocational Scholar per semester

(Note: The term Vocational includes enrollment in Technological Education and Skills Development
Authority (TESDA) courses)

e) Php 30,000.00 for College scholar per year

Benefit refers to the scholarship grant given to qualified applicant.

Miscellaneous Fees refers to the amount paid to or collected by the school in consideration of the
acceptance and registration of student, such as entrance, registration, library, ID, medical and dental,
student publication, student council, Citizen Military training and graduation fees, including payment for
yearbook and graduation attire.

Tuition Fee refers to the amount paid to and collected by the school for classroom instructions.

School Year refers to academic year

APPLICATION FOR SCHOLARSHIP

REQUIREMENTS FOR FILING OF APPLICATION

A. Initial Application
1. Application letter for scholarship grant shall be filed by the applicant or by the parent/legal guardian,
in case of minor, with the Office of the NAPOLCOM Regional Director where the applicant resides.

2. Submit the following in at least three (3) copies:

a. Letter of application addressed to the NAPOLCOM Regional Director concerned;

b. Certified true copy of the NAPOLCOM Adjudicated Award;

c. Birth Certificate of the applicant duly authenticated by the Local Civil Registrar;

d. Two (2) certificates of Good Moral Character; and

e. Report cards, Diploma, Transcript of Records, National Elementary Achievement Test (NEAT)
or National Secondary Assessment Test (NSAT) result, Enrollment Assessment and Official
receipts of payment, if any.

B. Renewal Application

1. Applicant should submit the following in at least three (3) copies:

a. Statement of account (in case application is for payment or reimbursement of partial

payment);

b. Official Receipt(s) of full/partial/down payment;

c. Report Card (for elementary or high school);

d. Transcript of Records (graduating college students);

e. Class Card (Non-Graduating College Students); and

f. Latest 2 x 2 ID picture.

PROCEDURES IN THE PROCESSING OF APPLICATION

The NAPOLCOM Regional Director upon receipt of the application shall:

1. Schedule an interview of the applicant;

2. Evaluate the application with its supporting documents to determine if applicant is qualified;
and

3. Submit report of evaluation and approval of the scholarship application together with a
recommendation to the NAPOLCOM Vice Chairperson and Executive Officer (VCEO) through the
Legal Affairs Service (LAS) of the Central Office for initial payment.

The Legal Affairs Service (LAS) within fifteen (15) days from receipt of the records, shall evaluate the
same, prepare and submit the corresponding Memorandum/Resolution to the VCEO for approval of
payment.
ACADEMIC SUBJECTS

All academic subjects, including Citizens Military Training (CMT), Physical Education (PE), Civic
and Social Training (CST) and/or Religion or Theology or other subjects, if prescribed by the school
where the grantee is enrolled shall be taken and passed during the specified curriculum period or
semester. If the grantee fails in any of these subjects, retaking the same will be at his own expense.

Splitting of the loads with the purpose of extending his stay during the last semester of the
course is not allowed, unless the reason for extension is meritorious as certified by the Dean or Registrar
of the School.

Cross-enrollment is allowed in case the subjects needed to meet the full load requirements are
not offered in the institution where the grantee is enrolled.

WEIGHTED AVERAGE

No weighted average is required to be maintained. However, the grantee is required to pass all
the subjects every specified curriculum period or semester.

The grantee shall submit to the Commission through the Regional Director every end of the
semester, report of his/her studies which contain among other the following:

a) Subject completed with the corresponding grades and weights in units

b) Other matters pertinent to the scholarship which may be requested from time to time by the
Commission.

The grantee shall take full load units as prescribed by the course every semester or specified
curriculum periods.

The scholarship grant shall be forfeited if the grantee obtains failing grades in any of the
subjects to which he is enrolled for two (2) consecutive semesters or specified curriculum periods.

SHIFTING OF COURSE

A scholar may shift courses provided that it is done not later than the first semester of the
second year of the course and under the following conditions:

a) Shifting is done only once during the entire scholarship grant period

b) Shifting will not prolong residence in the course.

c) Grantee does not have deficiency of more than six (6) units. Shifting after the second year of
the course is not allowed

TRANSFER TO ANOTHER SCHOOL

a) Transfer from one school to another is allowed under any of the following conditions:

1) The course to which the scholar applied for enrollment is no longer being offered upon
certification by the school authority;

2) Parents or guardians transferred their residence;

 3) When it is declared by proper authorities that the area where the school is located is unsafe
and/or no longer conducive to learning;

4) Transfer will not unreasonably delay his graduation from the course enrolled or being taken;
and

5) Majority of the subjects taken or at least eighty percent (80%) of the units earned in the
previous school can be credited. Otherwise the grantee shall take the subjects at his own
expense.

b) Grantee who wished to transfer from one school to another must secure prior approval from the
NAPOLCOM

DROPPING OF SUBJECTS

a) Dropping of subjects must be with the approval of the School Registrar, copy furnished the
NAPOLCOM

b) Dropping of subject may be allowed under the following conditions:

1) It should not unreasonably prolong the period for the completion of the course to which the
grantee is enrolled.

2) Dropping of subjects is beyond the control of the scholar to be certified by the school
authority.

3) Registrars certification that the subject is/are officially dropped.

4) Refund for dropped subject should be remitted directly to the NAPOLCOM

COMPLETION

a) Three (3) incomplete grades in one school year shall be considered scholastic deficiency and
shall likewise be a ground for suspension of the grant

b) The grantee should complete his deficiencies during the semester or summer classes
immediately following the school term wherein he/she obtained the incomplete grade in order to
become a regular student during the following school year

c) Failure to complete his deficiencies within the prescribed period is a valid ground for
termination of scholarship.

d) Re-enrollment in a repeat subject shall be at the grantees expense

DEFERMENT

a) A grantee may defer his scholarship grant upon prior approval of the Vice Chairman and Executive
Officer, NAPOLCOM

b) Deferment of the scholarship grant may be permitted in any of the following instances:

1) Poor health or serious illness to be supported by duly notarized Medical Certificate

 2) Psychological/emotional problems with certification from the Guidance Counselor or Dean of
the Student Affairs of the school

3) Death of father, mother or guardian

4) Other causes considered meritorious by the NAPOLCOM.

c) Deferment should not exceed one (1) semester

d) A scholarship grant is forfeited if not enjoyed by the grantee after a period of one (1) semester

e) A scholar should likewise apply in the NAPOLCOM Scholarship Program for availment of the grant duly
supported by a medical certificate from a physician that he/she is physically and mentally fit to resume
studies.

SUMMER CLASSES FOR GRADUATING STUDENTS

Attendance in summer classes shall be financed by the NAPOLCOM Scholarship Program

provided that the student is set to graduate during the summer term or during the first semester of the
next school year, and provided further that the subjects, as part of the prescribed curriculum, are
offered only during summer terms.

PAYMENT OF SCHOOL BILLS

The grantee should submit to the NAPOLCOM the school bills and confirmation of subjects to
which the grantee is enrolled duly signed by authorized school official immediately after assessment to
facilitate the release of payment directly to the school concerned.

LIMITATIONS

This grant shall not apply to post graduate (4-year) courses including courses leading to the
Degree of Doctor of Medicine and similar courses.

Any grantee who has been expelled from the school for valid cause shall lose his scholarship privilege.

ANTI-GOVERNMENT ACTIVITIES

A grantee shall not be involved in any activity that is anti government in nature. Violation of this
particular provision shall automatically cause the immediate discontinuance of the scholarship grant
without prejudice to appropriate legal action that may be taken against the grantee.
