MINUTES OF DRILL/EXERCISE:
1615. Master closed up in the wheelhouse. General emergency alarm
sounded. Announcement made on PA system.
1618:All crew mustered on bridge, head count taken.
1620: Crew briefed and instructed by the master about a simulated
emergency of excessive list for purpose of drill:
All actions as per f.o.m.9.5.15:
1623: While loading at Muldwarka duty officer reported vessel listed to stbd
3 to 4 degrees and unable to correct the same after closing both stbd side
material valves.
1625: Chief officer came to CCR to ascertain the cause of list.
1626: Chief officer called emergency station, sounding of all tanks taken,
found uneven sounding between opposite tanks due to list.

1628: All material valves checked, loading air slides checked physically, felt
movement of cargo on both stbd loading air slide despite both stbd material
valve showing closed to 0%.
1630: Vessel tried to close both stbd side material valve manually, after
closing fully manually , still there is presence of cargo movement.
1632: Vessel requested base to stop cargo immediately, assistance
Mr.Mansingh(shore instrument engineer) requested.
1715: Mr.Mansingh reported and checked both material valves, found
malfunctioning of proxy switch, same renewed with new , all required tests
carried out. Found all valves working satisfactorily.
1745: Vessel instructed base to start cargo at slow rate as only two nos.
material used for list correction.
1758: Vessel made upright by loading cargo on port side.
1800: Drill called off.

DEBRIEFING OF CREW:
Master briefed the following incase vessel necessitating excessive list as per
F.O.M.9.5.15 as follows :
- Stop all operations i.e loading/discharging, tank cleaning, ballasting/
deballasting and bunkering. Sound all tanks immediately, ascertain
the reason of list. Inform engine room to keep ballast pump ready for
use. Consider measures to reduce the list by transferring liquid from
one tank to another. If the safety of the ships crew threatens,
prepare life rafts for launching or consider evacuation by other means
.Inform other ships in the vicinity. Report to the company and keep
them continuously informed. If list caused due to tank rupture , try to
arrest the ingress of water by putting cement box/gazing the rupture
from both side or by using collision mat, Use ballast pump to cope
up with ingress of water to maintain the stability of vessel. If it is
necessary to for safety of life,vessel,envorinoment Master may decide
for port of refugee or beaching. When safety of life/vessel is not in
danger due to list but oil spill may cause harm to environment all
actions should be followed as per SOPEP.
