TORs for TA for civil works

Afghanistan

DRAFT

Background:

1. Afghanistan benefited from a 1st round of GPE support, currently still under
implementation. Areas of support included 1). Social mobilization and
strengthening School Management, 2). Multiple pathways to education to
increase access to education through CBE and ALP programs, 3). Recruitment/
deployment of qualified female teachers to remote areas, 4). Policy and
administrative system strengthened of the MoE and 5). Opening closed schools.

2. The Equip II project, which is a part of GPE, is scheduled for completion in

December 2017. Currently both the GoA and the World Bank are working on the
design of a follow-up project, EQRA the third project in the series. This project
is scheduled to start when the Equip II closes. The EQRA forms an integral part
of the National Education Sector Plan III (NESP III, 2017-2021), which aims to
prepare skilled and competent citizens through the education system to sustain
Afghanistans socioeconomic development and social cohesion. This project has
been led by Government of Afghanistan and was appraised by the local education
group in March 2017.

3. EQRA would be a part of the next proposed grant, which is the pooled fund
arrangement with an ARTF. In EQRA, the MoE will adopt a targeted approach
to school construction to include new school buildings and enhancements to
existing ones with gender-segregated latrines and boundary walls, replacement of
temporary structures (such as tents) with permanent structures, and rehabilitation
of the school environment for schools missing essential elements (such as
boundary walls, water well, and gender-segregated latrines). These enhancements
will address concerns for girls safety as well as the need for latrines. The
number of school construction projects will be determined through a needs
assessment to be conducted during project preparation. A master plan for school
construction in disadvantaged districts will be prepared.

The Context:

4. The Equip I was started soon after the first democratically elected government
took reins after years of Russian and Taliban rule. At that time the technical
capacity available in the country was at its lowest and almost all the government
institutions were defunct. Under these circumstances, the quality of construction
in the Equip I was generally poor. Although slowly, the quality of construction
has been improving in the follow-on projects, the Equip II and the Additional
Financing. However, the capacity for planning, design, contract management and
quality assurance still needs considerable strengthening for not only timely
completion of buildings, but also to avoid cost escalation and other
implementation related complications. Construction is generally plagued with
delays, cost over runs, poor quality of construction, poor construction
management, insufficient drawings and technical specifications etc.

5. Infrastructure Service Department (ISD) was the technical department of MoE

and was responsible for preparing designs and supervising construction of
educational building in Afghanistan. They had prepared about 150 typical designs
of different sizes of schools using various local materials. ISD has also developed
a cost estimation system using rates local material costs in various provinces, but
the base material prices have not been updated since the cost estimation system
was initiated in year 2014. The type designs, their associated drawings and
documents and the cost estimation system developed by ISD would be used as
the base information which would be reviewed by the consultant.

Broad scope of work:

6. In the project preparation phase, it is planned to seek Technical Assistance to

review designs and documents prepared by MOE and suggest modifications.
Broadly the technical assistance is required to review and suggest amendments
to:
a. The architectural designs of 20 most commonly used building sizes
and types. The consultant would select at least one site in each of the
15 provinces.
b. The structural designs of the above buildings.
c. MEP designs of these buildings.

In addition to reviewing and suggesting amendments to the existing building

designs, technical assistance is also required to:

a. Suggest cost effective and cheaper but sustainable alternative designs

to the existing designs of schools, which are suitable to local climatic
conditions and use local construction materials; and
b. Evaluate use of pre-fabricated building construction for Afghanistan
context and suggest suitable pre-fabrication technology/ies if any.

7. For the above broad scope of work the following TAs are required:

i. Architect:
Would review the site selection process, and about 20 most used
architectural designs and suggest modifications, ensure that a set of
proper construction drawings is prepared for architecture, electricity
and plumbing.
