To be fair, I always go 4-1-1 on Riki, Smoke Screen is easily his best ability in
the early game .

I only saw that once in a Purge game, where none of them skilled anything because
they were against Rubick/Silencer or some shit.

It was a 5 man stack with caster and people like purge blitz cap in the same team.
They all decided to bait the rubick/silencer pick and picked luna, tide, enigma and
other heroes with huge teamfight ultimates. They just leveled passive abilities and
put the other points in stats. Rubick stole luna ulti so many times and didn't
realize it did no damage.

I do win games as enigma from time to time without casting blackhole. I usually
random, then I get counterpicked by silencer / venge / old lich instantly and I
don't even bother getting blink. I just farm mekansm++ and push very early.

So, first of all, you're roaming, right? Pos 4, not a lot of items by level 7 ,
probably Orb of Venom , Boots , and Ring of Aquilla (Optional Blight Stone or
PMS) .
Let's calculate :
Riki has 34 starting agility , he gets 2.2 each level.
At level 7 (When he would max his first ability), he would have 49 AGI
Let's say he has Ring of Aquilla and PMS (The most AGi you'll EVER get as a riki at
level 7, WITH GOOD FARM) , that's 15 more agility, so 64 agility.
Cloak and Dagger has 0.5 Backstab Damage per AGI at level 1, which is 32 bonus
damage if you attack from behind. Every level increases that damage by 16. So you
pay 1 skill point for 16 bonus damage from behind, up to 80 bonus damage from
behing (Instead of 32).
So you have to choose between :
48 bonus damage and shorter fade delay
75 Increased Radius, 15% increased slow , and 30% increased Miss Chance on Smoke
Screen
And that's IF you have a great game, usually you don't even have Aquilla and PMS by
level 7 as a pos 4 riki, so it's even less bonus damage .

To do that 2x damage you need to catch up to enemy which you cant without slow,
smoke screen also silences leaving enemy heroes like am and qop vulnerable, while
heroes whos escape primarily is by stunning enemy cant do much either. Riki is
excelent ganker with just 2 levels with smoke screen, invis and orb of venom
creating huge amount of pressure on map forcing enemy to buy sentries. But if you
dont kill enemies are riki in a team effort rather than solo you are gonna fall
off, and since kills are gonna be as team, you rather have spell that benefits the
team and not just yourself.

People are giving complicated answer, but primarily it boils down to how well smoke
screen scales.
Each point in smoke screen gives you so much, and other points give you
comparatively little.
