"The project will also benefit the service providers such as public transport
operators, educational institutions, hospitals, local markets and traders," the
statement said.

"There should not be any delay in the Rs 12,000-crore project for developing
900 km of National Highways in Uttarakhand for improving connectivity to Char
Dham pilgrimage centres," officials present at the meeting quoted Gadkari as
saying.
The meeting was attended by Coal and Power Minister Piyush Goyal,
Environment Minister Harsh Vardhan, officials of various ministries, including
railways and defence, as well as the Uttarakhand government.
Prime Minister Narendra Modi had laid the foundation stone of the project last
year with an aim to improve connectivity to Char Dham pilgrimage centres --
Kedarnath, Badrinath, Gangotri and Yamunotri in the Himalayas.
During the meeting, the state officials flagged the notification issued by the
environment ministry declaring 40 square km near river Bhagirathi as an eco-
sensitive zone.
Gadkari urged his forest counterpart to look into the matter as this is not just
holding up the project, but causing delays in Namami Gange and border road
programmes as well, the officials said.
Reaching out to railway officials for rail projects in Maharashtra, Gadkari said
delays are causing socio-economic imbalances.
The railway ministry was also approached to provide 35 acres in Varanasi for
an inter-modal station.
Other port projects, including those of JNPT, Kandla and Kamrajar, came up for
discussion.

It said it has come across instances where NHAI had awarded the projects
even before obtaining the required regulatory approvals and acquisition of land.
The committee said it has been informed that "a decision has since been taken
by NHAI that henceforth no project would be awarded unless 80 per cent of
land is available with the Authority with requisite forest clearance."
Stressing that such a decision should have been taken by the NHAI long back,
it expressed hope of better outcome following implementation of favourable
policies.

Urban development minister R Roshan Baig, who is also the minister in charge
of KUIDFC, said it was high time the project was implemented and hoped it will
pick up in the coming days.
The BDA is placing the project proposal at one of its forthcoming meetings to
decide on how to take it forward.
The project will connect four highways -Tumakuru Road, Ballari Road, Old
Madras Road, and Hosur Road. The road will, in turn, create seamless
connectivity with Kanakapura Road and Mysuru Road, two other major
highways connecting to Tamil Nadu and Kerala.
Chief Minister Siddaramaiah recently wrote to the Centre requesting that it build
the road as a bypass to national highways seven and four (NH-4 & NH-7).
The proposed PRR is also very close to the proposed National Investment &
Manufacturing Zone and it also falls along the Bengaluru-Chennai Industrial
Corridor. The Centre has offered to fund the road construction cost but wants
the state to bear the land acquisition cost. Of the Rs 12,000 crore estimated
project cost, land acquisition alone makes up Rs 8,100 crore.
The state government has been making a strong pitch for the Centre's
assistance because the Japan International Cooperation Agency (JICA), which
is likely to fund the project, does not fund land acquisition.The JICA limits itself
to financing the project minus land costs.
The BDA has notified 1989 acres of land for the PRR project and land costs
have risen because the BDA will be paying the compensation based on the
land acquisition law passed by the previous UPA government.
"The Ministry of Road Transport & Highways (MORTH) has a provision to fund
the project as it is treated as a bypass to national highways. We are hopeful
they will consider," said the official, quoted above.

For several years Indian policy-makers have been talking about the need to
reduce the load of private vehicles on roads and to put in place mass rapid
transit and robust public transport systems.
"We have to bring attractive public transport and other modes of shared
transport system even on highway stretches, particularly between cities,"
Gadkari said adding that luxury double decker buses could be one such
options.
The study that Gadkari referred to has mentioned how a four-lane highway in
Japan is adequate to manage 80,000 vehicles a day while in India a similar
road stretch gets choked with only 20,000 vehicles.
"This simply shows how we need to make our roads efficient. But we can't
achieve the performance at par with roads in Japan if all types of vehicles
besides cycles and cycle-rickshaws use the same space," said an official.
The ministry has pushed the introduction of new technology driven transport
systems, which are before the government think tank Niti Aayog.

Despite repeated attempts, the IAF had no comment to offer on the project and
on related issues like the facilities to be put in place if the highways are to be
used in times of emergencies.
To start with, the thickness of tar will be increased and highways will be made
strong enough for aircraft to land.
"The highways will be open for public during normal times, but in case there is
an emergency, then normal traffic will be blocked and the stretch will be used
for aircraft landing. Also, alternate ways will be created for the normal traffic
flow during emergencies," said the official.
"In all, 17 highways were assigned to the NHAI, but after a joint survey, we
found that airstrips can be developed only on 12 of the NHs. The BoQ (bill of
quantities) has been prepared and we are waiting for approval from the
competent authority on when to start," NHAI Chairman Deepak Kumar told
IANS.
Asked specifically how long it would take for the work to commence, Kumar,
who was appointed recently to head the national road construction agency,
said: "The work is expected to start in the next three-four months."
One major reason behind the initiative is to strategically operate in places prone
to natural calamities and where relief work cannot be carried out without the
help of choppers or aircraft.
Among the 12 NHs cleared for being developed into airstrips are: Jamshedpur-
Balasore highway and Chattarpur-Digha highway -- both touching Odisha --, the
Kishanganj-Islampur highway in Bihar, Delhi-Moradabad highway in Delhi-Uttar
Pradesh Bijbehara-Chinar Bagh highway in Jammu and Kashmir Rampur-

"To boost the relationship between the two countries, our prime ministers are
meeting annually. As part of the initiative, Japanese Prime Minister Shinzo Abe
is expected to visit India later this year."
During the meeting of prime ministers of both the countries in 2014, it was
decided to double Japan's foreign direct investment (FDI) into India to Rs 2.1
lakh crore in five years' timeframe, he said.
"Japan is expected to provide Rs 1.2 lakh crore for the high speed rail project
(bullet train) between Mumbai and Ahmedabad," Noda added.

The NHAI has set itself a target of 30 months to complete the second phase,
which means the new highway should be ready by March 2020. According to
the NHAI, a total of nine underpasses and three flyovers had origi nally been
planned on the 20km stretch to Dasna. But following a revision in the detailed
project report, the plan was amended to 15 underpasses and a just one flyover,
at Lal Kuan. The underpasses will be built in such a way that there is no criss-
crossing traffic on the expressway and traffic flow at intersections will be altered
accordingly .
NHAI project director RB Singh told TOI, There will be no median cuts along
the entire stretch. The 20-km stretch will be free from any signals to allow free
flow of vehicles. The first section of the highway in Delhi is almost 50%
complete.
The design of the express way has been finalized following a series of meetings
with the Ghaziabad Development Authority (GDA). The road profile has been
finalised in consultation with GDA. We have asked the power corporation of UP
for shifting two high-tension lines along NH-24 for construction work to
commence. The power corporation has approved our proposal, Singh said.

The minister said out of the 183 identified sites, land for 63 sites is available
with NHAI and bids for 16 sites have been invited with due date of receipt in
August, 2017.
"Bids for the remaining sites are being invited shortly. A Project Management
Consultant (PMC) has been appointed to assist in the overall implementation of
the project and to engage specialised firms for developing and operating these
facilities," he said.
The road ministry grants access permission to the retail outlets located along
the National Highways.
