Fabrication lab set to rise in Clark

MANILA, Philippines - A large-scale fabrication laboratory is set to rise in Clark


Green City following an agreement reached by the state-owned Bases
Conversion and Development Authority (BCDA) and the Philippine Science High
School (PSHS).

Under the agreement, BCDA said it would allocate a five-hectare parcel for the
PSHS Central Luzon Campus Extension within Clark Green City.

In addition, BCDA will allocate a maximum of P25 million for the procurement
and acquisition of equipment for the large-scale fabrication laboratory.

PSHS, on the other hand, will manage, operate and maintain the fabrication
laboratory.

BCDA has offered a portion of its Clark Green City property and resources to
finance the procurement of the equipment of the facility in line with building a
metropolis that promotes competitiveness by creating an environment that will
foster innovation and is conducive for learning and collaboration, BCDA
president and chief executive officer Arnel Paciano Casanova said.

He said the facility would house off-the shelf, industrial-grade fabrication and
electronic tools, wrapped in open source software and programs written by
researchers at the Massachusetts Institute of Technology-Center for Bits and
Atoms.

The Super Fab Lab is envisioned to host a global community of learners,


educators, technologists, researchers, makers and innovators, Casanova said.

He said the establishment of the fabrication laboratory complements BCDAs


vision for Clark Green City to promote competitiveness and innovation.

A fabrication laboratory is a technical prototyping platform for innovation and


invention that provides stimulus for local entrepreneurship.

BCDA said among the equipment in the fabrication laboratory are a laser cutter
that makes 2D and 3D structures, a sign cutter that plots in copper to make
antennas and flex circuits, a high resolution NC milling machine that makes
circuit boards and precision parts, a large wood router for building furniture and
housing, and a suite of electronic components and programming tools.

The state-owned Bases Conversion and Development Authority (BCDA) on
Monday (25 July 2016) signed a Memorandum of Agreement (MOA) with the
Earth Day Network Philippines, Inc. (EDNPI) and the Fern and Nature Society of
the Philippines, Inc. (FNSPI) for the establishment of a botanical garden and
ecotourism park in Clark Green City.

The signing of the agreement were led by BCDA President and CEO Arnel
Paciano D. Casanova, EDNPI President and CEO Isagani R. Serrano, and
FNSPI President Yok Lin Gaw at the BCDA Corporate Center in Bonifacio Global
City, Taguig City. This signing were witnessed by BCDA Chairperson Ma. Aurora
Geotina-Garcia, EDNPI Board Trustee Carmelita E. Salvador and FNSPI Board
Member Letica P. Ligon.

We welcome this partnership as it will allow us to fulfill our vision of a green and
ecologically healthy Clark Green City, Casanova said.

According to Casanova, the agreement shall cover the development and


management of all of the Clark Green City Green Forest Reserve and the Clark
Green City Green Infrastructure, specifically the areas designated as botanic
garden, ecotourism park, green spaces, and greenways.

Under the agreement, EDNPI and FNSPI shall commit P495.2 million as their
minimum capital investment for the development of the botanical garden,
restoration of 200 hectares of forest land, preparation of the project management
plan, and the management and administration of the project.

For its part, the BCDA will assign the project area to be designated as the Clark
Green City Forest Reserve and the Clark Green City Green Infrastructure to
EDNPI and FNSPI. BCDA will also provide and construct the support
infrastructure facility within the project area.

EDNPI is the lead non-governmental organization for the celebration of Earth


Day in the Philippines and is engaged in programs and activities that promote
environmental citizenship which include among others, reforestation and
biodiversity conservation, solid waste management, and climate change
adaptation and mitigation.

FNSPI is a non-governmental organization advocating the establishment of


Botanic Gardens following International Standards in the Philippines to promote
the conservation and ethnobotany of Philippine native trees and plants and
educating the public about their importance and uses.

Clark Green City is a 9,450-hectare Clark Special Economic Zone property in


Tarlac currently being built by the BCDA. It is envisioned as the countrys first
smart, green and disaster-resilient city that will showcase the countrys capability
to build a sustainable and modern city.

The city will adopt smart and green features like compact walkable communities
with generous open spaces, bike lanes, mass transportation, smart utilities, high-
bandwidth connectivity, protected biodiversity, energy efficiency and urban
farming, among others, making it one of the countrys most livable cities of the
future.

TUP Center of Excellence to rise in Clark Green


City
Bases Conversion and Development Authority (BCDA) President and CEO Arnel
Paciano Casanova declared that the Technological University of the Philippines
(TUP) has chosen BCDAs biggest development project, the 9,450-hectare Clark
Green City, to be the location of its new innovative campus.
The state-owned BCDA signed a Memorandum of Agreement (MOA) with TUP
for the establishment of a center specializing in industrial and technology skills
development in Clark Green City, a master-planned global city within the Clark
Special Economic Zone that is envisioned to be the first smart, disaster-resilient
and green city in the country.
BCDA President Casanova and TUP President Adora Pili signed the MOA with
BCDA Chairperson Ma. Aurora Geotina-Garcia and TUP Vice President for
Planning Development and Information System Ronaldo Juanatas as witnesses.
TUP is a state university mandated to provide higher and advanced vocational,
technical, industrial, technological, and professional education and training in the
industries and technology, and practical arts leading to certificates, diplomas and
degrees.
Envisioned to be the knowledge and innovation capital of the country, Clark
Green City is the perfect home for this pioneering technological and technical
institution, Casanova said.
Under the MOU, BCDA shall allocate 20 hectares within Clark Green City for the
establishment of the TUP Center for Industrial Development and Productivity
(TUP CINDEP).
This partnership with TUP will pave the way for a new center of excellence in
engineering and technology education and training in the country, that aims to
produce globally competitive graduates that would help accelerate economic
progress and meaningful social development, Casanova added.
The chief executive said that this project will likewise complement the
development of Clark Green City by training manpower potential in technical,
industrial, technological and professional skill development and by providing the
necessary human resource support to industries within the city and around the
regiondeveloping the Philippines vast human capital which is its best asset as
a nation.
We look forward to breaking ground for the TUP Center for Industrial
Development and Productivity in the Clark Green City. We see this as a vital
asset that will drive the economic and human development of the new city,
Casanova said.
For her part, BCDA Chairperson Ma. Aurora Geotina-Garcia said, "Education
empowers and could very well be the only way up and out of poverty and
despair. Thus, in developing Clark Green City, one of our key strategies is to
partner with educational institutions to enable the communities in Clark Green
City and within the Clark Special Economic Zone to have access to quality
education and economic opportunities."
Garcia notes that Clark Green City is BCDA's legacy for the country. "We are
honored to share this legacy with TUP, an institution which already pioneered a
legacy of education in the Philippines."
TUP provides progressive leadership in applied research, developmental studies
in technical, industrial and technological fields and production using indigenous
materials and effects technology transfer in the countryside. TUP also assists in
the development of small and medium scale industries in identified growth-
centers.
With the expansion of high technology and manufacturing companies like Texas
Instruments and the expected investments that are coming in, BCDA is looking
for technologies that will help the city in disaster-resiliency, climate change,
renewable energy and information and communications or ICTs, Casanova
added.
We are also encouraging other international institutions to set up their creative
and animation studios, food and agriculture research centers, and campuses
inside the Clark Green City as we envision this metropolis to be the learning hub
in Asia, Casanova said.
The chief executive also said that the presence of public universities such as
TUP at the Innovative and Academic District of the Clark Green City is part of
BCDAs effort in addressing the need for more educational institutionsmaking
education accessible and affordable to every Filipino especially those living in
Central Luzon with the existing population of 12 million growing at 2.7% every
year.
Last year, the University of the Philippines (UP) signed a Memorandum of
Agreement (MOA) with BCDA for the construction of the UP global campus on a
70-hectare lot inside the Clark Green City. Under the forged agreement, UP will
develop the property into an academic and research campus of the UP System,
and operate and manage the said property.
The entire Clark Green City is a 9,450-hectare master planned property within
the Clark Special Economic Zone in the province of Tarlac, Philippines. At full
development, Clark Green City will have some 1.12 million residents, 800,000
workers and contribute a gross output of approximately P1.57 trillion per year to
the national economy or roughly four percent share in the countys Gross
Domestic Product (GDP).

New UP campus to rise inside Clark Green City


CLARK FREEPORT -- The State-owned Bases Conversion and Development
Authority and the University of the Philippines (UP) signed a Memorandum of
Agreement (MOA) recently that will pave the way for the establishment of a UP
global campus in Clark Green City.
BCDA president and Chief Executive Officer Arnel Paciano Casanova and UP
President Alfredo Pascual signed the MOA in simple rites held at the Board of
Regents (BOR) Room at the UP Administration Building in Diliman, Quezon City.
Joining them in the panel were UP Vice President Elvira Zamora, UP Vice
president Gisella Concepcion, BCDA Director Zorayda Alonzo, BCDA Executive
Vice President and BCDA Vice-President Jake Bingcang, among other members
of the BCDA corporate family.
The new University of the Philippines campus will rise on a 70-hectare area and
is envisioned to position the Clark Green City as the "brain capital" of the Central
Luzon region.
BCDA believes that a strong country relies on the presence of an enlightened
