of the graduate students of the Institute of Islamic Studies of the University of the
Philippines - Diliman known as
PREAMBLE
We, the students of the UP Institute of Islamic Studies, invoking the aid of the
Almighty Allah, the Most Beneficent, the Most Merciful, the Absolute One, to Whom Worship
and Praise are due, in order to establish a student organization which shall be known as UP-
IIS Graduate Students Organization that shall unite the UP-IIS studentry, promote and
protect students rights and welfare, foster closer relationship, embody the Islamic ideals,
promote, enhance and develop brotherhood, harmony and understanding among studentry,
do hereby ordain and promulgate this Constitution and By-Laws.
Article I
NAME, NATURE AND DOMICILE
Section 1. The graduate students organization of the UP Institute of Islamic Studies shall
be officially known as UP-IIS Graduate Students Organization with office
address at Romulo Hall, University of the Philippines, Diliman, Quezon City,
Philippines.
Section 2. UP-IIS Graduate Students Organization (UP-IIS GSO) shall serve as the
coordinating body representing the voice and the rights of the UP Institute of
Islamic Studies graduate students, and shall assist to the best of its ability in
ensuring the success of its activities and affairs, within and outside the
University.
ARTICLE II
VISION, MISSION AND GOALS
Section 2. Mission. UP-IIS GSO as the official graduate student organization of the UP
Institute of Islamic Studies, shall:

Assist the students of UP-IIS in their pursuit for academic service,
honor and excellence;
Serve as a venue for deeper understanding between UP-IIS students
and the rest of the university community; and
Conduct Islamic activities among others such as community outreach,
student exchange, symposia, educational tour and other knowledge
and skill-building programs.
Article III
PRINCIPLES AND OBJECTIVES
Section 1. The UP-IIS GSO shall promote the University policies, values, rules and
regulations which are in accordance with the Islamic principles, maintain good
relations, amity, support and cooperation with other student organizations in
the University.
Section 2. The UP-IIS GSO shall strengthen the spirit of unity among UP IIS students,
irrespective of faith, tribe, race and nationality.
Section 3. The UP-IIS GSO shall seek to eradicate prejudice and promote harmonious
relationship, peace, cooperation and mutual understanding among Muslim
and Non-Muslim students within and outside the university.
Section 4. The UP-IIS GSO shall promote discipline among its members, and
underscore the embodiment of Islamic ideals through words and conducts.
Section 5. The UP-IIS GSO shall provide administrative structure for a participatory
decision-making process through consultation (Shura).
Section 6. In the spirit of solidarity and achieving mutual goals, the UP-IIS GSO shall
actively involve itself in University affairs by sponsoring projects and activities
coordinated with the University authorities in different levels.

Article IV
MEMBERSHIP
Section 1. All graduate students who are officially enrolled in the UP Institute of Islamic
Studies are automatic members of the UP-IIS GSO.
Section 2. Members shall pay the IIS student fund amounting to one hundred fifty pesos
(Php 150.00) every semester.
Article V
EXPULSION PROCEEDINGS
A. Officers
Section 1. Any member of the Officers and Working Committees who committed three
(3) consecutive absences and/ or five (5) non-consecutive absences during
regular meetings without justifiable reasons shall be subjected for expulsion
proceedings to be conducted by the executive body in coordination with the
CSEB or a committee created for such purpose.
Section 2. Any member of the Officers and Working Committees who have been found
guilty of committing grave misconduct may be expelled by a simple majority
vote of the Officers to be conducted by the executive body in coordination
with the CSEB or a committee created for such purpose.
Section 3. Negligence of duties of any member of the duly elected officers and heads of
working committees may also lead to expulsion proceedings.
B. Members
Section 1. Any member of the UP-IIS GSO who have been found guilty by the executive
body of committing grave misconduct may be suspended or totally expelled
from the organization.
Article VI
ORGANIZATION, OFFICERS, ELECTIONS AND RIGHTS OF MEMBER
Section 1. The UP-IIS Graduate Students Organization shall consist of the following:
a) The Members;
b) The Officers; and
c) The Working Committees.
Section 2. All members of the UP-IIS Graduate Students Organization who comply
with the qualification provided for in Article IV of this Constitution and By-
Laws, and shall possess the following rights:

b) To attend and participate in all activities, lectures, symposia and other
religious works of the organization;
c) To be heard on matters concerning the organization;
d) To vote and to be voted to hold office; and
e) To recommend an officer or a member for expulsion from the
organization, on causes recognized by the organization and after
observance of the requirements of due process.

b) Vice-President for Internal Affairs;
c) Vice-President for External Affairs;
d) Secretary-General;
e) Treasurer;
f) Auditor;
g) Media Diplomat;
h) Social Action Coordinator;
i) Two (2) Business Development Managers; and
j) Two (2) Provost Marshals.
Section 4. In order to be eligible for election and hold office, all officers must:
Section 5. The Officers shall be elected annually to their positions by a simple majority of
the members of UP-IIS GSO constituting a quorum to transact business in a
meeting specifically called for the purpose. A quorum is satisfied by a simple
majority of the organizations total membership. Election rules shall be
promulgated by College Students Electoral Board (CSEB) to govern election
proceedings.
Section 6. The duly elected Officers assume office, and their terms of office commence,
upon confirmation of their election. Their terms of office shall last until a new
set of officers is elected in the annual election held for the purpose. Election
shall be held regularly during the early part of every first semester of an
academic year.
Article VII
DUTIES AND RESPONSIBILITIES OF THE OFFICERS
Section 1. The implementation of all laws, policies, rules and regulations of the
Organization is hereby vested to the Officers, which shall be constituted by
the duly elected officers by the members. The Officers shall likewise act as an

advisory body to the students and shall make recommendations on any
action, policy or project it may deem appropriate. A majority of those present
at the meeting at which there is such a quorum shall be valid as an act of the
Officers.

3. Keep an updated financial report, books of account, inventories of all
financial outlays and transactions of the organization, subject to
examination by the auditor; and
4. Perform such other duties and functions as may needed from time to
time, be assigned by the Executive body.

2. In-charge of maintaining peace and order in all activities of the student
body including sessions and meetings of the executive body;
3. Serve as enforcement officer(s) in implementing the promulgated
orders of the executive council; and
4. Perform such other duties and functions as may needed from time to
time, be assigned by the Executive body.
Article VIII
WORKING COMMITTEES
Section 1. The UP-IIS GSO shall have the following working committees which shall be in-
charged in the implementation and realization of its programs and projects:
Section 2. Each committee shall be composed of a chairperson and with at least two (2)
members. The chairpersons of committees shall have the power to choose
their respective members with the approval of the Officers.
Section 3. As a general rule, all elected officers, except the president, shall head the
committees of the organization. However, the president, in case of vacancies,
may appoint committee heads.
Section 4. The following are the duties and responsibilities of the working committees:

d) Committee on Social Services
1. Shall organize humanitarian activities such as out-reach program; and
2. Shall perform duties as the President or the Officers may direct.
e) Committee on Grievances
1. Shall address the grievances such as complaints, problems, and any
other disciplinary actions; and
2. Shall perform other duties as the President or the Officers may direct.
Section 5. The Officers shall establish Special Ad Hoc Committee[s] as the need arises.
Section 6. The Special Ad Hoc Committee shall be temporary in nature and shall be
abolished upon completion of their special functions.
Article IX
FEES, FUNDS AND DONATIONS
Section 1. The IIS Student Fund with the amount of One Hundred Fifty Pesos (P 150.00)
shall be collected every semester from all students enrolled in the UP Institute
of Islamic Studies.
Section 2. The UP-IIS GSO shall initiate fund-raising activities for its programs.
Section 3. The student after proper consultation may accept, for or in the name of UP-IIS
GSO, lawful donations from any member, person, institution, groups, and the
like, subject to existing university rules and national laws for that purpose
Article X
AFFILIATION WITH OTHER LAWFUL ORGANIZATIONS
Section 1. The UP-IIS GSO may affiliate itself with other organizations and institutions
within and/or outside the University upon the approval of the majority of the
officers, subject to the University Rules and Regulations.
Section 2. The aforesaid affiliation shall not be contrary to the established principles and
objectives of the organization, the standards of the Institute of Islamic
Studies, the mutual goals of the University and the fundamental teachings of
Islam.
Article XI
MEETINGS AND QUORUM
Section 1. Regular Meetings. Regular meetings shall be held once a month. The date,
time, and place of the meetings shall be determined by the president with the
concurrence of the members of the working committees.
Section 2. Special Meetings. The president may call for a special meeting from time to
time as the need arises.

Section 3. A simple majority of all members shall constitute a quorum.
Article XII
AMENDMENTS
Section 2. Any amendment of this Constitution shall be valid when duly approved and
ratified by simple majority of the members.
Section 3. However, in the event that after three (3) calls for ratification has not been
answered, the two-thirds of the officers shall proceed with the amendments
with the presence and the imprimatur of the Adviser.
Article XIII
EFFECTIVITY
Section 1. This constitution and by-laws shall become immediately effective upon its
ratification by a simple majority of the members.
