I dont think Indians are the best engineers.

As there are hell lot of master-minds

out there who leads many organizations and leads many master projects. Yes, its
true that most Indians study Engineering and seek for job in foreign countries. But
in other hand its also true that Indian engineering men power is cheaper then most
of developed countries and thats the reason MNC's are attracted by our country and
they gets most best engineers here who rules big positions in big companies.

Another thing is, in India engineering education is in Bulk quantity. So, every
second person is an engineer in developed metropolitan cities here like Bangalore,
Pune, Mumbai, Delhi.

Most top colleges in world are outside of INDIA. Yes, its true that IISc, and IIT's
are some best colleges in India which keeps position in top 100 colleges in whole
world which produces large number of talented students who are shining around the
world.

Yes, many of master minds belong to India but still we can say Its not all, and its
not enough to define a Country.

Quality matters, quantity can be found anywhere. Some Master minds produced by
India whic the world should know are:

Dr. Ramanujan: father of mathematics calculus.

Aryabhatt: Great man who invented Zero(0).

Many more are there but lets say about those whome we all know.

Sundar Pichai: CEO of Google

Satya Nadela: CEO of Microsoft.

1. The standing of engineers in the society

India, along with other south Asian countries, has a very high regard for engineers
(only lower than doctors I guess) society. So many top students opt for engineering
courses (voluntarily or coerced by parents).

This is not true in developed countries where students follow a range of passions,
and STEM courses are not that popular with teenagers. So there is no concentration
of top minds in any particular profession. Moreover, top engineering graduates
often follow the money and end up in financial sectors.

2. Immigration policy

USA and other developed countries are keen to get STEM graduates from other
countries (related to point 1). Their immigration policy favours this. So you see
significantly more Indians in tech compared to others disciplines like art, media,
law, social science, litetature in USA. This gives the impression that Indians only
excel in engineering.

Summary of above and points from other responses

There is multiple layers of filtering from a very large population base behind any
successful Indian engineer.

(a) Top students out of 1.2billion population studies engineering

(b) out of millions who study engineering, only the top achievers from privileged
backgrounds apply for engineering graduate courses in USA

(c) only the top applicants are accepted by universities and get the student visa

(d) after graduation, moving to financial sector is not an option without an MBA so
they apply to tech companies + it is easy to get work visa; others join MBA (who
can afford), PhD (who want to join academia)

(e) only top graduates get jobs in tech companies and settle in with green cards /
citizenship

No wonder you see few hundred thousand Indians in Silicon Valley and hundreds of
top executives from the country in a work force of tens of millions. For every
successful engineer you see, there are millions who tried to achieve the same and
settled for something fur less.
