SUBJECT 2017 Omnibus Rules on Appointments and Other Human

Resource Actions

ln CSC MC No. 40, s. 1998 date{ December 14, 1998, the Commission prescribed
the Revised Omnibus Rules on Appointments and Other PersonnelActions. However, certain
provisions thereof were amended through various issuances of the Commission.

During consultations with the Human Resource Management Practitioners (HRMPs)

of various agencies of the government, several issues and problems on policies and
procedures on appointments and other human resource actions surfaced.

In response to the changing needs in human resource management, there is an

urgency to update and consolidate the various issuances on appointments and other human
resource actions to facilitate action on all kinds of appointments and further simplifo
processing thgreof.

Hence, the Commission, pursuant to CSC Resolution No. 1701009 dated June 16,
2017, adopts and promulgatbs the2017 Omnibus Rules on Appointments and Other Human
Resource Actions to govern the preparation, submission of, and actions to be taken on
appointments and other human resource movements. These rules shall app$ only to
employees appointed to first and second level positions, including executivelmanagerial
positions who are not presidentialappointees, in the career service and to those appointed to
the non-career service.

All other existing Civil Service Commission issuances whlch are inconsistent herewith
are deemed repealed or amended.

This Memorandum Circular shall take effect fifteen (15) days after the publication of
CSC Resolution No . 17A1 009 dated June 16, 2017 in a newspaper of general circulation.
