Last month we had an inter-
esting arbitration hearing in-
volving the alleged violation of
Rule of Conduct #24, which
states: “ Violation of, or disre-
gard of, safety rules or safety
practices; carelessness, endan-
gering the life or safety of anoth-
er person”.
This is a Category III rule
with penalties ranging from rep-
rimand to discharge from the
Company. The penalty in this
case was two days off without
pay.
According to the Company,
the grievant placed himself in a
pinch point while attempting to

752 as a basis for the discipline.
One violation was of Rule
#39, “While hooking or unhook-
ing a load, keep hands off of
chains or stock of suspended
loads”.
The grievant broke the dogs
loose on a bolster upright (a
common practice) and reached
to flip them back. As he did this,
I guess he had his hand on a
“Chain…of (a) suspended
load(s).”

When asked throughout the
grievance process, the Company
provided no answer as to how to
accomplish this task safely.
They provided no tool to flip the
latch, nothing…..until the arbi-
tration hearing, when depart-
ment management testified that
the bale should be rolled around
in the driveway until the dogs
break loose.
Your guess is as good as
mine as to how long that process
would take.

Scrap arbitration decision
As I reported at the last two
Union meetings, we have re-
sponded to the Company’s com-

munication regarding the arbi-
tration decision we won con-
cerning supervision and salary
personnel performing bargain-
ing unit work.
The Company proposed that
the hours to be paid for produc-
ing the scrap be based on the
time it would take our “quali-
fied” members in the operations.
We feel that the actual hours su-
pervision spent working are the
proper basis for the calculation.
The Company also proposed
that we tell them who should be
paid. We requested the actual
hours by occupation and crew
designations from each area that
should have been working in the
various operations. When we re-
ceive the information, hopefully
we can move forward to finalize
the award.
Security and Melt
Production Payment
As of June 1, Gambrinus
Steel employees became eligi-
ble for the quarterly 500-Hour
Security Payment Benefit.
The trigger is 20,250 total
pierced tons. Production levels
were 24,184 tons in April and
21,644 tons in May. Those were
the two consecutive months
above the trigger needed to re-
institute the 500-Hour Guaran-
tee. June came in at 24,097 tons.
The Harrison and Faircrest
facilities regained the 500-Hour
Guarantee on July 1 with con-
secutive months of May and
June above the trigger of
105,000 equivalent Ingot Tons.
May was 117,588 tons and June
was 130,296 tons.
In regard to the Melt Produc-
tion Payment, we currently have
an average of 115,409 tons for
the first six months of 2010. We
would need to average 124,591
Equivalent Ingot Tons per
month for the next six months in
order to qualify for a 2% Melt
Production Payment next
March.

es B-52 and B-53 of the 2009 Ba-
sic Labor Agreement.
Golden Lodge Picnic
We held the Annual Golden
Lodge Picnic on Sunday, June
27, at the Pioneer Water and Dry
Fun Park in Huron. It was a
beautiful summer day.
We could tell by how empty
the pavilion was that members
and their families were enjoying
the water park attractions.
I would like to thank the
Golden Lodge Picnic Commit-
tee for their efforts in the weeks
leading up to the picnic and also
on the day. I would also like to
thank all of the local businesses
that contributed products or gift
certificates for door prizes. (See
listing on Page 5.)

Republicans held up
unemployment extension
We’ve heard a lot of talk in
the last months about deficits.
The Republicans in the Senate
held up a Federal extension on
unemployment compensation,
wanting the benefits to come
from the Stimulus package, so as
not to add to the deficit.
Senate Democrats defeated a
Republican filibuster against
the aid and nearly three million
unemployed are now getting
help through November.
Republican’s have repeated-
ly criticized President Obama

about deficit spending. They
would like us to believe that they
are fiscal conservatives.
Well, I guess they are when it
comes to spending money to
help the working class. Here is a
list of the previous four Presi-
dents and the budget numbers at
the end of each Presidency. See
if you can find the Fiscal Con-
servative.

Member’s daughter picked for
Hall of Fame Queen’s Court

Congratulations are in order
for the FSP Maintainer, John
Harter family. Elizabeth Harter,
19, of
Massillon
Ohio, the
daughter of
John and
Kathy, was
recently
picked as
one of seven
Elizabeth Harter
court mem-
bers in the 2010 Enshrinement
Festival Queen Pageant.
She was selected from a field
of 46 contestants who were
judged on the basis of personali-
ty, poise, beauty, communica-
tion skills, academic achieve-
ment and service to community.
Elizabeth is a graduate of
Jackson High School and at-
tends The Ohio State University.

The Queen and Court will be
very busy serving as goodwill
ambassadors and positive role
models throughout the summer.
The young women chosen
reign over the 18 events
throughout the 11-day festival,
which began July 29.
Not only do they escort the
enshrinees during Hall of Fame
events, they volunteer with local
civic organizations such as Hab-
itat for Humanity, Turnaround
Community Outreach Center,
and the Stark County Board of
Developmental Disabilities.
The busy schedule is an ef-
fort to promote the welfare of
the community and stressing the
importance of volunteerism.
Proud Papa John said, “Liz is
a beautiful girl who has
achieved a lot in her short life.
It is an honor to have her repre-
sent our family and our commu-
nity on the court.”
Continuing with his thoughts
on being thankful, John added
this about our union:
“The Union has represented
me well over the past 26 years
with the Company, but this last
contract was a bonus.”
“The USW came through
with an agreement that we the
members could all mark a yes
vote on,” he said.

1966 2010
Kay Parks is our
Golden Lodge Queen
Anyone who has been to the
Golden Lodge Union Hall in re-
cently history has probably had
the good fortune to meet Kay
Parks.
Kay has been one of the lo-
cal’s administrative assistants
for over 28 years. Her smiling
face and happy demeanor in-
sures that anyone with union
business will be taken care of ef-
ficiently.
Kay also had the honor of be-
ing one of the first Pro Football
Hall of Fame Queens. A gradu-
ate of Timken Vocational High
School, she in fact, served two
years as queen, 1966-67.
A special section of the Can-
ton Repository recently featured
the history of all the queens from
1965 to now.
Kay is married to John
“Rick” Parks, a Golden Lodge
retiree, has one son, Kyle Mc-
Dermott and daughter-in-law
Katy.

SOAR NOTES
SOAR CELEBRATES
25th ANNIVERSARY

This year, SOAR celebrates
25 years of activism with the
knowledge that the struggle for
the rights to a secure retirement
continues.
SOAR, created in 1985, with
the support and direction of re-
tired International President,
Lynn Williams, has over 230
Chapters in the U.S. and Cana-
da, with 70,000 members.
President Williams idea was
to provide a forum for retirees
who wanted to continue to be ac-
tive in the union, and it’s fight
for worker and retiree rights.
Williams asked former Inter-
national President, I.W. Abel, to
become the first President of
SOAR. In addition to his experi-
ence of running the union, he
also had experience in organiz-
ing retirees.
In the late 1970s, he and oth-
er retired steelworker officers
had moved to Sun City, Arizona,
a retiree community, and later
formed the Union Club, a group
that lobbied for pro-labor legis-
lation.
In 2000, delegates to the 30th
International Convention voted
unanimously to amend the USW
Constitution to recognize SOAR
as an affiliate.

At that convention, USW
President, George Becker, seat-
ed the first SOAR Executive
Board as full-fledged delegates,
with Lynn Williams as SOAR
President.
Our Local chapter was
formed in 1988. It was named
the I.W. Abel Chapter in honor
of I.W. Abel, former President
of the USWA. And since he was
so proud of District 27, from
where he came, we were given
the Chapter Number 27. We
were officially known as the
I.W. Abel Chapter 27-27. Since
our District was then known as
District 27. Later, after the dis-
tricts were reorganized, we were
known as District 1. We are now
Chapter 1-27.
Our first Chapter Officers
were Joe Battista, President and
Joe Kisela, Vice President. Most
of our Chapter members have
passed on, but their work goes
on!
In some locals, the SOAR
Chapter can be 150 or 200 peo-
ple. In others, just a handful of
retirees. But bring them all to-
gether nationwide, and you’ve
got a movement! As the United
Steelworkers grew through
members, so did SOAR.
The USW opened SOAR to
retirees from the former United
Rubber Workers, the Brick &
Glass Workers, and other merg-
er partners. You’ve got to be-
long to an organization that be-
lieves in saving what you nego-
tiated, what you worked all
your life for!
It all can be gone with the
stroke of a pen in Washington.

There was no SOAR meeting
in July and our annual picnic is
in August.

Striking Steelworkers from Mississippi
resume bargaining after Ohio rally

Twelve striking Steelwork-
ers from Columbus, Mississippi
were joined by more than 100
fellow union members and sup-
porters at Omnova Solutions
corporate headquarters in Fair-
lawn, Ohio, Wednesday July 21.
USW Local 748-L members,
on strike since May 21, were
greeted outside locked doors by
security guards as they attempt-
ed to deliver a letter to the com-
pany expressing their desire to
return to the bargaining table to
negotiate a new contract.
District 1 Director, Dave
McCall, addressed the crowd,
suggesting to those present that,
in light of the company’s refusal
to talk, the negotiating commit-
tee should consider contacting
their customers and investors.
“.. an injury to some steelworkers in
Mississippi is an injury to all steel-
workers in Ohio,” he said.
After the rally, all those in
attendance were invited to USW
Local Union 2 for food, drink
and fellowship. The hat was
passed and over $900 was col-
lected and presented to the Local
748-L delegation to help defray
the cost of travel expenses.
