1.0 PURPOSE
To ensure that the Installation of 11KV MV Switchgear Panel and related activities are executed safely and in accordance
with the contract requirements and that all quality assurance/control activities required for the same are conducted in a
systematic manner, works are inspected and conformance is verified and documented.

2.0 SCOPE
This Method Statement describes the procedures involved in 11KV HV Switchgear Panel proper storage and handling and
physical installation in order to confirm proper operation.

4.0 RESPONSIBILITIES

4.1 Project Manager

1. To be the focal point for over all interfaces and other communications with the Company and Contractor as
required during project execution.
2. Ensure that adequate quality measures are being undertaken.
3. He shall identify and secure necessary resources, determining the task that must be completed, assigning the
tasks and delegating authority.
4. Ensure the overall implementation of this procedure.

4.2 Construction Manager

1. He is responsible for planning of site organization, resource mobilization, subcontracting, site operation,
construction methods and scheduling.
2. Ensure all the key staffs are on site during execution.
3. Ensure that proper approved documents are in place prior to start of installation activities.
4. Ensure that all materials are approved, ordered and available on site.
5. Ensure that all proper tools and tackles are available on site for the timely completion of the job in a quality manner.
6. All Discipline Engineers will be coordinating with the Construction Manager in respect of Installation and Inspection
activities.
7. He shall coordinate all site safety issues to HSE Personnel for corrective action.
8. Ensure safe system of work is followed along with the HSE Personnel.
9. Main point of contact on site for safety issues.

4.3 QA/QC Engineer

1. Ensure all inspections are raised and conducted as per the contract specifications, PQP & ITPs.
2. Ensure all inspections, proper tools & tackles and manpower are used at all stages of work.
3. Ensure all current issues of procedures, approved material and shop drawing and standards are available at the
point of use.
4. Ensure the works comply with the contract requirements/approved shop drawings to serve the purpose.
5. Ensure the total quality control for installation work. He shall liaise with Engineer for inspection of installation works.
6. Inspect for any damage during, handling and storage.
7. Monitor the quality of work & insure that fulfillment of specified requirement and that all quality records related to
work are completed.
8. Ensure the work is completed as per quality requirements.
9. Contractor shall inspect the same work prior to initiate IR for Engineer approval.
10. Maintain Comprehensive inspection and test records for any further references.

4.4 Electrical Engineer

1. Ensure all electrical work activities are in conformance with approved shop drawings, contract requirements /
specification, and method statement.
2. Ensure relevant and required materials and equipments are requested on time in correct quantities.
3. Provide approved shop drawing to site engineer for proper site installation.

4. Advising site engineer on all technical aspects regarding work methods, sequence of installation, testing
and commissioning.
5. Follow up site activities and ensure all relevant non-conformance issues (if any) are resolved and clear
out. Communicate with QA/QC Engineer and HSE Engineer for preventive and corrective actions.
6. Coordinate the progress of main contractor works to ensure installations of MEP works are synchronized and as
per schedule.
7. Coordination with other Contractors/Company to provide solutions affecting design
developments/coordination matters.
8. Responsible for all related activities prior to completion of the project.

4.5 Site Engineer

1. Follow approved drawings, method statements to carry out execution at site.
2. Ensure materials delivered at site are the same as per approved material submittals.
3. Ensuring foremen tradesmen are well informed about specific work requirements.
4. Coordinate with other disciplines site engineers, safety engineer and contractors/sub contractors the activities
required for execution.
5. Ensure that all foremens are briefed about the safe system of work.
6. Clear the obstructions from the surrounding area to avoid Near misses and accidents.
7. Inspect the progress of work until final execution.
8. Raise IRs (Inspection Request) to get the works inspected as per the quality control procedure.

4.6 Safety Engineer

1. Toolbox talk has to be conducted and all the hazards have to be identified before starting the work.
2. To make sure that Personnel Protective Equipments (PPE) are used by the Task force during execution at site.
3. Risk related to the activity shall be assessed and addressed as required.
4. To provide training for the work force in order to execute the activity safely.
5. Carry out regular and random inspection on site and record observation.

4.7 Site Foreman

1. He will supervise and execute the installation according to the approved shop drawing and method statements.
2. He will coordinate with the discipline engineer for site execution and during final inspection.
3. He will coordinate with crew on implementation of Safety & Environmental procedures at the site.

6.0 DESCRIPTION OF WORK / METHOD

6.1 Reception, Handling and Storage
Refer to DANWAY (approved manufacturer) installation and maintenance manual attached on this method
statement for procedure for reception, handling and storage of 11KV HV Switchgear Panel.

6.2 Pre-installation Procedures

1. Manufacturer recommendation shall always be followed in loading/unloading and storing of HV Switchgear.
2. Ensure that all 11KV MV Switchgear are received & inspected by Engineer, and are available to carry out the
work.
3. All 11 KV MV Switchgear Panel Cubicles will be visually inspected to ensure that materials delivered are of the
same specification and ratings and no damage has occurred during storage and handling.
4. Any items found damaged or found not suitable as per project requirements shall be returned for replacement.
5. Prior to Commencement of work, areas and access will be inspected to confirm that Site is safe and ready to
commence the work.
6. All relevant documentation (shop drawings, material submittal & method statement) and materials applicable to
particular area of works will be checked by site supervisor prior to commencement of work.

7. The Site Engineer/Site Supervisor will give necessary instructions to tradesmen and provide necessary approved
construction/shop drawings of latest revision.
8. The Site Supervisor/Foremen will also check that proper tools and equipment are available to carry out the work
and are in compliance with contract specification. List of tools is included as part of this method statement.
9. The Site Supervisor and safety officer will explain to the tradesmen regarding safety precautions to be observed.

6.3 Method of Installation

It has been presumed that all related civil works has been completed prior to 11KV MV Switchgear Panel installation.
1. Refer to DANWAY (approved manufacturer) installation and maintenance manual attached on this method
statement for procedure of transformer installation.
2. Raise Inspection Request for 11KV MV Switchgear Panel installation as per Installation Check List for Engineers
approval.
3. Termination of HV cables shall be done after the total testing of Switchgear and cables.
