II. PURPOSE:

To strengthen and integrate the operational plans of Quezon PPO on Anti-


Criminality and Anti-Illegal Drugs Campaign with the primary goal of reducing crimes;
clearing the barangays of drug affectation; neutralization of criminal/ drug group and
personalities towards improving public safety and security with the active participation
of Local Government Units, different government , non- government organizations and
different sectors to achieve a stable peace and order condition with the end result of
ensuring all government programs are properly implemented for the sustained
progress and development thus, projecting an impression that QUEZON PROVINCE
IS A ZONE OF PEACE (Kapayapaan Zone).

III. SITUATION:

Prior to the implementation of SOP Managing Police Operation (Lambat


Sibat) and Anti-Illegal Drugs Campaign Plan, Project: Double Barrel, Quezon PPO
has earlier formulated and implemented its very own operational plans purposely to
addressed peculiar crimes and illegal drug problems in the province such as: Pulis
Ko, Teacher Ko Program; OPLAN Breaking Dawn; OPLAN Blue Hawk; OPLAN
ABKD; Kapit-Bahay Ko, Bantay Ko Program and Pulis Konek.
The implementation of these campaign plans gained the heights of its
success as evidenced by the decline in the numbers of crimes being addressed by
SOP Managing Police Operations (Lambat Sibat) for the period of July 11 to 24,
2016 which registered only a total of twenty-nine (29) incidents compared with the
recorded fifty-seven (57) incidents for the period of June 27 to June 10, 2016 or a
decrease of 50.8%. On the other hand, a consistent weekly anti-illegal drug
operations of Quezon PPO were recorded.

However, it was noted that from June 27 to July 10, 2016, a drastic increase
in crimes against person were recorded with thirty-four (34) incidents, twenty-nine
(29) of which were murder incidents as compared to the twelve (12) incidents, with
only eight (8) murder incidents. It was noted that the majority of the victims of these
murder cases were allegedly involved in the illegal drug trade/activities which puts
doubt in the anti-crime and anti-illegal drug program of Quezon PPO.

This development as anticipated will be the best opportunity for the PNP to
execute a major impact move in the war against crime and illegal-drugs by focusing
all its efforts and resources which will deliver a very loud and clear message that the
PNP in Quezon Province are truly the peoples champ when it comes to the delivery
of public service and protection of peace and tranquility in every community.

IV. MISSION:

Quezon PPO concurrent with its mission and functions, shall carry out
intensified all anti-crime efforts in addressing crimes in the cities and municipalities
Anti-Illegal Drugs Campaign Plan PROJECT: DOUBLE BARREL in order to clear
all drug affected barangays across by neutralizing all drug in the watchlist.

V. EXECUTION:

Quezon PPO intends to equally address the occurrence of crimes and illegal
drug problems through identifying, locating and neutralizing persons primarily
involved in illegal activities with the direct participation and support of the community
while at the same time maintaining a tough stance against criminal personalities/
groups including erring personnel from the government service.

1. Concept of Operation:

This OPLAN shall operate in three (3) Phases namely: (Phase I-


Preparation; Phase II- Implementation; and Phase III- Assessment).

A. Phase I: Preparation

1. Preparation of PNP Personnel

a. Most often, police stations are dealing with several crimes, quality of life
or public safety problems within their respective city and municipality
while working with very limited resources. In order to identify the
specific crimes to be addressed and prioritized persons involved in
crimes and illegal drug trade, regular assessment meetings
particularly among quad staff and continuous information
dissemination among PNP personnel of the station to be presided
by the chief of police to determine crime problems and institute
necessary police interventions, streamline roles of personnel and
align resources for a focused anti- crime strategy.

b. Police stations shall generate accurate and timely intelligence which


will be the basic tool in effectively addressing the prevalent crimes
and illegal drug problems in their respective area of jurisdiction.

2. Involve the Local Government Units through the Local Chief Executives
and other stakeholders

a. The Chief of Police shall thoroughly explain to the Local Chief


Executive the purpose of this plan giving emphasis on the initiative
of persuading suspected illegal drug personalities to stop their
illegal drug activities while conducting massive and reinvigorated
anti-illegal drugs operations and implementing other operational
interventions to bring about the desired outcome of reducing the
occurrence of prevalent crimes in order to reduce fear on crimes
being felt collectively by the people and crime victimization.

b. Chief of Police shall solicit support and direct participation from the
Local Government Units in their respective locality to maximize the
use of available resources needed in the implementation of this
plan.

c. Coordination shall be made with the City/Municipal Peace and


Order Councils (C/MPOCs) and City/Municipal/Barangay Anti-Drug
Abuse Councils (ADACs) to ensure the success of this plan.

d. Constant stakeholders meeting and dialogues shall be undertaken


to further explain what the current plan is all about in order to gain
the needed support from the community by communicating to them
that the police are taking serious and smart steps to reduce crime,
improve public safety and addressed the illegal drugs problem in the
locality.

3. Identify Specific Targets

a. For the success of this plan, it is important for all police stations to
establish specific targets to address the prevalent crimes and likewise
identify the illegal drug personalities in their respective areas of
jurisdiction.
b. Example of Specific Targets:

1. To reduce incidents of prevalent crimes (murder/ homicide/


robbery/ theft/ physical injury/ illegal drugs);
2. To arrest known crime and drug personalities involved;
3. To reduce fear of crime of citizens;
4. To neutralized Drug/ Crime Groups/ Gangs
5. To attain 100% Drug/ Crime Groups/ Gangs Free Barangays.

4. Budgetary Requirements

Below is the list of the estimated budgetary requirements needed in the


continuous implementation of the Anti-Crime and Anti-illegal Drugs Operations of
Quezon PPO and its forty-one (41) Police Stations and one (1) Public Safety
Company, to wit;

B. Phase II: Implementation

These shall be undertaken through but not limited to the following;

a. To generate impact and public support, all police stations shall


conduct massive operations against specific targeted personalities
involved in illegal drug trade and perpetration of prevalent crimes.

b. Armed with accurate and timely intelligence, the PNP Anti-Illegal


Drugs Campaign Plan - Project: Double Barrel shall be vigorously
implemented in all cities and municipalities.
c. PRO4As 3-Point Agenda on Illegal Drugs shall be given emphasis
in the implementation of anti-illegal drugs campaign of all police
stations.

d. Crime Statistics and analysis shall be the basis in implementing the


different operational interventions to address the common and
prevalent crimes as stated in PNP SOP in Managing Police
Operations.
e. Specific Targets of police stations shall be accomplished within a
reasonable period of time.

f. Time to time coordination through meeting and dialogues with


LGUs, NGOs and other stakeholders shall be undertaken to make it
clear that they are directly involved in this undertaking.

g. Conduct intensified Information Operations to raise


community awareness and to generate support and
cooperation in the PPOs anti-crime and anti-illegal drugs
programs.

C. Phase III: Assessment

a. Weekly assessment conference presided by the Provincial Director


and to be attended by the Command Group; QPPO Staff Officers;
QPPSC Coy Cmdr. and all Chiefs of Police shall be held once a
week.

b. Weekly Crime Statistics and updates on the implementation and


accomplishments on Project Double Barrel shall be presented to
assess the individual performance on anti-criminality and anti-illegal
drug operations of the police stations.

c. Performance of the Police Stations and Chiefs of Police shall be


rated weekly through the score card formulated by the Chief,
POPB.

2. Tasks:

a. DPDO:

1) Designated as the over-all supervisor of this OPLAN; and

2) Perform other tasks as directed.


b. Chief, PPHRDB:

1) Issue orders to all PNP personnel involved in this


operation plan; and

2) Perform other tasks as directed.

c. Chief, PIB:

1) Strengthen counter intelligence operations and case


build-up to identify and formulate COPLANs against target personalities or groups
involved in criminal activities and illegal drug operations;

2) Maintain database of target personalities on criminality


and illegal drugs;

3) Assist and support territorial units in prioritizing and neutralizing


identified crime and illegal drug personalities;

4) Responsible in the validation of reports gathered through


feedback mechanism; and

5) Perform other tasks as directed.

d. Chief, POPB:

1) Monitor the implementation of this OPLAN;

2) Supervise the implementation of Drug Supply Reduction


Strategy;
3) Supervise the intensified implementation other operational
interventions such as Mobile Patrol; Foot/Beat Patrol; Checkpoint Operations; Oplan
Bakal/SITA; Oplan Galugad, etc.;

4) Facilitate the conduct of weekly assessment through the


formulated score card and submit recommendation to the over-all supervisor;

5) Perform other tasks as directed.

e. Chief, PLRDB:

1) Provide logistical support when necessary; and

2) Perform other task as directed.


f. Chief, PCRB:

1) Supervise the conduct of PCR activities such as


information dissemination, solicitation of cooperation from the Local Government
Units and private agencies/corporations, NGOs and other stakeholders with regards
to the implementation of this plan;

2) Supervise the implementation of the Drug Demand


Reduction Strategy particularly on Project TOKHANG and other anti-crime best
practices of the PPO;

3) Monitor and disseminate all anti-crime and anti-illegal


drugs activities and programs through the TRIMP (television, radio, internet,
magazine and print) in coordination with media entities; and

4) Perform other tasks as directed.

g. Chief, PCFB:

1) Provide financial support when necessary; and

2) Perform other tasks as directed.

h. Chief, PIDMB:

1) Ensure the weekly presentation of accurate and reliable


crime data from the police stations;

2) Initiate investigation and recommend immediate disciplinary


action against Chief/s of Police who were/was found remiss in ensuring the
efficiency of the anti-crime and anti-illegal drugs operations of their station
depending on the assessment and recommendation of the Chief, POPB;

3) Conduct investigation and file appropriate charges


against PNP personnel who are bungling drug cases or engaged in illegal drug trade
and other criminal activities;

4) Supervise the investigation, filing and monitoring of all


cases until its final disposition in court;

5) Maintain statistics of all illegal drug cases filed by the


PNP;

6) Monitor the status of criminal or administrative cases of


PNP personnel charged with illegal drug-related offenses;

7) Perform other tasks as directed.


i. PAIDSOTG/PAIDMAC:

1) Supervise the submission of pertinent reports with


regards to anti-illegal drug operations of all police stations;

2) Consolidate report of compliance of all police stations


regarding the implementation of Project Double Barrel for subsequent submission to
higher office.

3) Prepare weekly accomplishment reports and presentation


for the Weekly Assessment on Project Double Barrel to be presented at Quezon
PPO and Regional Office;

4) Perform other tasks as directed

j. All Chiefs of Police:

1) Submit to the Provincial Office (Attn: POPB) within 24


hours upon receipt of this OPLAN, respective Implementation Plan giving emphasis
on how to address the prevalent crimes and anti-illegal drug problems in respective
area of jurisdiction;

2) Ensure the success of this plan through aggressive


implementation of Project Double Barrel and other operational interventions to
address prevalent crimes;

3) Maintain own database and provide higher office list of


target personalities involved in illegal drugs and other illegal activities;

4) Conduct PCR activities such as but not limited to;


information dissemination, solicitation of cooperation from the government and
private agencies/corporations and NGOs to gain the support of the community;

5) Submit SMS, Spot Report and After Activity Report to all


concerned office following the prescribe period of time of submission; and

6) Perform other tasks as directed.

k. CC, QPPSC:

1) Submit to the Provincial Office (Attn: POPB) within 24


hours upon receipt of this OPLAN, related Implementation Plan giving emphasis on
how to support the PPO and police stations in the implementation of this plan; and

2) Provide additional personnel to PPO, CPS and MPS who


will conduct operation against targeted crime and illegal drug personalities, if
needed;
4) Perform other tasks as directed.

l. National Support Units (NSUs)

1) Provide appropriate support to all operating units based


on respective mandates and expertise; and

2) Perform other tasks as directed.

VI. COORDINATING INSTRUCTIONS:

a) All operating units down to CPS/MPS level shall maintain contact with each
other for sharing of information, leads and key information regarding perpetrators of
prevalent crimes and illegal drug personalities.

b) All anti-crime and illegal drug operations related to this OPLAN shall be
balanced with corresponding PCR activities to gain more support from the
stakeholders.

e) OPLAN K Zone shall be given emphasizes in media releases citing the


anti-crime and anti-illegal drugs accomplishments through the implementation of this
plan;

f) All provisions of this OPLAN shall be vigorously enforced by all operating


units without fear or favor;

g) Success and failure of this plan shall be gauged through its impact in crime
incidents and accomplishments on anti-illegal drugs operations in respective AOR;

h) All reports pertaining to the accomplishments relative to the implementation


of this OPLAN shall be submitted to this office (Attn: POPB) copy furnish all concern
offices;

i) Inter-agency coordination is highly encouraged;

j) The PNP Operational Procedures shall be strictly observed and followed in


all operations;

k) Respect for Human Rights is of paramount importance in all operations;

l) All other applicable LOIs, Memoranda, MOA/MOUs and Circulars not in


conflict with this OPLAN are still in effect.

VII. ADMINISTRATIVE AND LOGISTICAL SUPPORT


a. All tasked units shall initially support its operational requirements.

b. Additional support will be provided subject to the availability of funds.

VIII. COMMAND AND SIGNAL
