Subject: Recommendation for establishment of revised baseline schedule to evaluate

the progress based on construction phase of the project
Dear Sir,
AER would like to bring in to your kind notice that the baseline schedule currently in use for
the monitoring of project progress is established based on the budget allocated for whole
project including the cost to be paid to the Contractor during Defect Liability period after the
completion of construction phase of the project. It is quite understandable that this way of
establishing the baseline creates confusion while evaluating the actual progress of the
project.
In order to overcome this problem, we have instructed the Contractor to establish the baseline
schedule based on work activities of the Construction phase of the project only so as to
enable us to measure the progress on actual grounds. Moreover, it will help us to set a
uniform criteria for the assessment of project progress for weekly and monthly reports. For
your convenience a document showing the actual reflection of the proposed baseline is being
attached to this letter.
