THE CONFUSED GENERAL
Rules of Parliamentary Procedure
originated in Britain in the 16th and
17th centuries and were subsequently
adopted by legislatures around the
world.
Robert's Rules of Order, codified in
1876 by U.S. Gen. Henry M. Robert
(1837 1923) and regularly refined
and enlarged, is the standard set of
rules used by legislatures in the U.S.

VOTING

THE MOTION
All motions must be seconded and adopted by a
majority vote unless otherwise noted.
All motions may be debated unless noted.
Proponents must have recognition by the Chair.
THE DEBATE
Each motion that is debated for 10 minutes max.
The member initiating the motion speaks first.
The Chair asks for a rebuttal.
Members who speaks for the first time shall be
given the first priority.
THE VOTING
Majority Vote is more than half of the members.
2/3's vote is more 2/3s or more of the members.
Be sure to announce what is being voted on
before the vote.

CLASS OF MOTIONS
MAIN MOTIONS
A main motion brings business before the assembly.
SUBSIDIARY MOTIONS
Subsidiary motions assist the assembly in considering or disposing of a main motion.
PRIVILEGED MOTIONS
Privileged motions do not relate to the pending business, but have to do with
special matters of immediate and overriding importance
INCIDENTAL MOTIONS
These deal with questions of procedure arising out of other motions or business.
MOTIONS THAT BRING A QUESTION AGAIN
These motions do not quite fit in any other category and rarely arise.
ORDER OF PRECEDENCE
FIRST IN - when a motion is
being considered, any
motion of higher precedence
may be proposed, but no
motion of lower precedence
may be proposed.
LAST OUT - motions are
considered and voted on in
reverse order to their
proposal. The motion last
proposed is considered and
disposed of first.
