"WashingtonCharter."
ThetermsoftheCharterarepurposefullybroad;
internationally,thereare
manymethodsofplanningandprotectionforhistoric
urbanareas,manyways
thaturbandevelopmentmayimpactonthepatternsof
postindustrialsocieties,
andthisdiversityisaddressedintheCharter.Thetext
oftheCharterfollows.
Preambleanddefinitionsd1.Allurbancommunities,
whethertheyhave
developedgraduallyovertimeorhavebeencreated
deliberately,arean
expressionofthediversityofsocietiesthroughout

privateandcommunity
lifeintheseareasandtoencouragethepreservationof
thosecultural
properties,howevermodestinscale,thatconstitutethe
memoryofmankind.

2.Qualitiestobepreservedincludethehistoric
characterofthetownor
urbanareaandallthosematerialandspiritualelements
thatexpressthis
character,especially:

3.Theparticipationandtheinvolvementoftheresidents
areessentialforthe
successoftheconservationprogrammeandshouldbe
encouraged.The
conservationofhistorictownsandurbanareasconcerns
theirresidentsfirst
ofall.
4.Conservationinanhistorictownorurbanareademands
prudence,a
systematicapproachanddiscipline.Rigidityshouldbe
avoidedsinceindividual
casesmaypresentspecificproblems.Methodsand
instruments5.Planningfor
theconservationofhistorictownsandurbanareasshould
beprecededby
multidisciplinarystudies.
Conservationplansmustaddressallrelevantfactors
includingarchaeology,
history,architecture,techniques,sociologyand
economics.
Theprincipalobjectivesoftheconservationplan
shouldbeclearlystated
asshouldthelegal,administrativeandfinancial
measuresnecessarytoattain
them.
Theconservationplanshouldaimatensuringa
harmoniousrelationship
betweenthehistoricurbanareasandthetownasawhole.
Theconservationplanshoulddeterminewhichbuildings
mustbepreserved,
whichshouldbepreservedundercertaincircumstancesand
which,underquite
exceptionalcircumstances,mightbeexpendable.
Beforeanyintervention,existingconditionsinthe
areashouldbe
thoroughlydocumented.
Theconservationplanshouldbesupportedbythe
residentsofthehistoric
area.
6.Untilaconservationplanhasbeenadopted,any
necessaryconservation
activityshouldbecarriedoutinaccordancewiththe
principlesandtheaims
ofthisCharterandtheVeniceCharter.7.Continuing
maintenanceiscrucial
totheeffectiveconservationofanhistorictownor
urbanarea.8.New
functionsandactivitiesshouldbecompatiblewiththe
characterofthe
historictownorurbanarea.Adaptationoftheseareas
tocontemporarylife
requiresthecarefulinstallationorimprovementof
publicservicefacilities.
9.Theimprovementofhousingshouldbeoneofthebasic
objectivesof
conservation.10.Whenitisnecessarytoconstructnew
buildingsoradapt
existingones,theexistingspatiallayoutshouldbe
respected,especiallyin
termsofscaleandlotsize.Theintroductionof
contemporaryelementsin
harmonywiththesurroundingsshouldnotbediscouraged
sincesuchfeaturescan
contributetotheenrichmentofanarea.11.Knowledge
ofthe
historyofanhistorictownorurbanareashouldbe
expandedthrough
archaeologicalinvestigationandappropriatepreservation
ofarchaeological
findings.12.Trafficinsideanhistorictownorurban
areamustbe
controlledandparkingareasmustbeplannedsothatthey
donotdamagethe
historicfabricoritsenvironment.13.Whenurbanor
regionalplanning
providesfortheconstructionofmajormotorways,they
mustnotpenetratean
historictownorurbanarea,buttheyshouldImprove
accesstothem.14.
Historictownsshouldbeprotectedagainstnatural
disastersandnuisancessuch
aspollutionandvibrationsinordertosafeguardthe
heritageandforthe
securityandwellbeingoftheresidents.Whateverthe
natureofadisaster
affectinganhistorictownorurbanarea,preventative
andrepairmeasuresmust
beadaptedtothespecificcharacteroftheproperties
concerned.15.In
ordertoencouragetheirparticipationandinvolvement,a
generalinformation
programmeshouldbesetupforallresidents,beginning
withchildrenof
schoolage.16.Specializedtrainingshouldbeprovided
