II. Summary

President Aquino inaugurated a P4.9 billion solar power plant in Negros Occidental, which will
provide additional clean and reasonably priced electricity in Visayas.

President Aquino said the newly built 59-MW San Carlos Sun Power (SaCaSun) plant in San Carlos
City will generate more than 85 gigawatt hours of clean electricity a year, enough to power
27,600 houses.

The construction of the solar power facility began in August 2015 and completed last month. It is
located in a 75-hectare property in San Carlos City.

The solar plant is considered one of the largest solar power projects in the country, being the first
solar project by Aboitiz Power Corp.

I am told that this plant will help avoid 72,000 metric tons of carbon dioxide emissions per year.
And this is apart from the basic benefits of such a project, he added.

With the Visayas and Luzon grids already interconnected, Aquino said the grids could be
improved and can easily source power in case of supply shortage.

III. Analysis

Renewable energy is just gaining traction because of the feed-in-tariff which attracts investors
to invest in renewable energy. For Negros Occidental, renewable energy has a lot of potential
considering the geographical properties of Negros Island. Renewable energy initiative also offers
an alternative use for the sugarcane and its wastes which is expected to be affected by the
2015 ASEAN market integration. These projects mean hundreds of jobs for the Negrenses from
construction until operation of the plants. Moreover, the use of renewable energy will hopefully
lead to cheaper energy cost. In my point of view, the future of renewable energy in Negros
Occidental is definitely looking bright.

IV. Recommendation

As a future sustainable engineer, I recommend to continue to support federally sponsored


research, development, and demonstration projects for precommercial renewable electricity
generation and transportation fuels, with an emphasis on performance, emissions reductions
and technology neutrality as renewable energy sources are abundant anywhere in the
Philippines because of our geographic location. Lets start maximizing the utilization of our
renewable resources for our own benefit as we fight pollution that destroying our planet.

II. Summary

Presidential candidate and Davao City Mayor Rodrigo Rody Duterte on Tuesday issued an
apology from Iloilo for his controversial remark about a rape victim, days after it earned him
criticism from political rivals and on social media.

The mayor issued the apology days after a video of him speaking at a political rally and telling a
story about an operation against criminals who raped a number of women went viral and
sparked negative reactions. In the video, he said he was angry over the rape of one of the
victims, an Australian lay minister whom he likened to a beautiful American actress, and
remarked that the mayor (Duterte) should "have been first." The audience at the rally could
clearly be heard laughing on the video.

Duterte has since clarified that it was not a rape joke and has said his remark was made in
"gutter language" and in "utter anger". In his statement video released Sunday, he refused to
apologize for the remark but said that he was sorry in general.

Duterte promised he would protect women, children and families from crime even if it costs him
his life. He said that crimes continue to happen to women and children as the government has
failed to protect them.

III. Analysis

In my opinion, Davao City Mayor Rodrigo Duterte had the people confused again on Tuesday
over his stance, this time, about a recent rape comment that drew flak and attention in and out
of the country. The confusion stemmed from conflicting statements from Rodrigo Duterte's camp
and Duterte himself. Duterte, who was in Iloilo City, said he was sorry for the gruesome crime of
rape and killing of hostages that happened in his city back in 1989. But he emphatically said he
was not sorry for the controversial remark he recently reprised about the tragedy. In fact, he
defended the rape joke by saying it was uttered in a burst of anger at the criminals. It can be
recalled that the mayor also had the whole country at a loss was when he flip-flopped a
number of times on whether he was running for president or not. Duterte's remark also sowed
confusion when he hurled invectives at Pope Francis over the mammoth traffic jam that the
papal visit had caused. The statement drew flak, prompting him to say that he did not direct his
cursing at the pope but it was aimed at the hellish gridlock.

IV. Recommendation

As a future engineer, also a professional, in some situations, it is better to keep your thoughts and
ideas to yourself, rather than broadcasting them for the world to hear. This is not to say that your
opinions are not valid but to illustrate that there is an appropriate time and place to air your
views. You can have something extremely smart, useful or funny to say, but if you say it at an
inappropriate time, you could make yourself foolish.

II. Summary

THE BANGKO Sentral ng Pilipinas (BSP) last week shuttered a rural bank in Surigao City, the eighth
so far this year.

State-run Philippine Deposit Insurance Corp. (PDIC) said on its website that the Monetary
Boardthe BSPs highest policy-making bodylast April 14 decided to prohibit Surigao City
Evergreen Rural Bank Inc. from doing business.

The bank, located along Borromeo Street in Surigao City, was likewise placed under PDIC
receivership.

Many of these banks are small lending institutions and they do not actually lend much and in
fact whatever they are lending, they lend to related parties. They are not getting deposits
anymore from the public, BSP Deputy Governor Nestor A. Espenilla Jr. told reporters on the
sidelines of the Economic Journalists Association of the Philippines-San Miguel Corp. business
journalism seminar last Saturday.

The latest PDIC data showed that as of end-January this year, 348 rural banks were under
liquidation, while 295 had approved terminal reports.

The BSP, the PDIC and the Land Bank of the Philippines have been urging consolidations and
mergers among rural banks under the Consolidation Program for Rural Banks (CPRB).

The CPRB, which rural banks can avail themselves of until Aug. 25 next year, offers regulatory
incentives to proponent banks.

III. Analysis

To avoid future money related cases, BSP is looking at consolidating the Strengthening Program
for Rural Banks (SPRB) Plus and the Comprehensive Program for Rural Banks (CPRB) to entice
mergers among smaller banks with the entry of stronger foreign banks into the country. The SPRB
Plus, as amended, aims to strengthen rural banks and thrift banks serving the countryside and
low income sector, through the grant of financial assistance by the PDIC, and the grant of
regulatory reliefs and other incentives by the BSP, to the extent allowed under their existing laws.

IV. Recommendation

Maximizing the Strengthening Program for Rural Banks (SPRB) Plus as it is in recognition of the
importance of Rural Bank and Thrift Bank in providing financial services to the community
particularly in their specialized niche markets, and in maintaining financial stability in the
economy.

II. Summary

The construction of the Metro Rail Transit Line 7 (MRT7) is set to go full swing as the Department of
Transportation and Communications (DOTC) and its private partner breaks ground at Quezon
Memorial Circle for the P69.3 billion public-private partnership transport project.

The ground breaking for rail project that involves the construction of a 22.8-kilometer line that will
connect Quezon City to Bulacan is set for today (Wednesday). President Benigno Aquino 3rd,
DOTC Secretary Joseph Emilio Abaya, and SMC President and Chief Operating Officer Ramon
Ang are expected to attend the event.

After waiting for seven years, SMC has finally been given the green light to proceed with the
construction of the project. SMC, which initially failed to present a performance undertaking
from the Department of Finance (DOF) for the project that should have commenced in 2009,
finally completed financial closure documents in February.

The MRT7 will have 14 stations that will cover the 22.8-kilometer stretch from San Jose Del Monte,
Bulacan to North Avenue in Quezon City where it will meet with the MRT3 that follows EDSA and
LRT1, which runs along Taft and Rizal (formerly Avenida) Avenues. It is expected to ferry 448,000
to 850,000 passengers per day. The rail system is projected to be up and running by August 2019.

III. Analysis

Residents from Quezon City, Caloocan City, Bulacan, and neighboring areas in the north can
look forward to a faster and more convenient commute to the center of the metropolis, as the
construction of the Metro Rail Transit Line 7 (MRT-7) will be kicked off with a groundbreaking
ceremony today(April 20, 2016) at the Quezon Memorial Circle. This project will serve commuters
who ply the heavily congested Commonwealth Avenue area for work and school on a daily
basis. The new railway system will not only significantly lessen travel time along this corridor, but
also help decongest traffic in Caloocan and NLEX.

IV. Recommendation

As a future engineer and concerned citizen of our country that always experiencing traffic
everyday, maximizing mass public transportation on its highest potential can give us a lot of
good benefits as it is proven in reducing congestion and reduces our nation carbon emission.
Mass public transportation in our country is a crucial part of the solution to the nations
economic, energy, and environmental challenges - helping to bring a better quality of life. Every
segment of our society - individuals, families, communities, and businesses - benefits from public
mass transportation.
