Achievement of Quality Management System ISO 9001:2015

Strategy in Vocational High School

Abstract.The purpose of this research is to find out the strategy of achievement of ISO 9001: 2015 quality
management system in Vocational High School in Malang. The findings of the research concluded that the
strategy applied will get the certificate of ISO 9001: 2015 with the commitment of school principals and
school residents, the formation of plenary team, education and training, bringing in external auditors, and
the continuous support of principals. Implementation of ISO 9001 based quality management has a positive
impact on school performance and activities. Strategy of achievement of ISO 9001: 2015 version more
emphasize risk register than previous version that is ISO 9001: 2008 which do not have risk register. Risk
register is a preventive action that reduces the risk that occurs. Therefore ISO version 2015 becomes a
novelty quality management system because it adds clause regarding risk register.

1. Introduction
ISO 9001 is a set of standards developed and published by the International Organization for
Standardization (ISO), which defines, builds and maintains an effective quality assurance system for
manufacturing and service industries [1] so in the educational context that services are outputs or Quality
human resources.

This standard is a means or a tool for achieving quality objectives in applying Total Quality Control
which is expected to be able to answer the development of this globalization, where the ultimate goal is
to achieve the effectiveness and efficiency of an organization. The ISO 9001 standard has been
implemented by more than one million organizations in 187 countries, and a large number of these
organizations aim to achieve product innovation and ISO 9000 certification system the objective of
process standardization on quality of practice tracking and conformity assessment of product quality
worldwide [2][4]. QMS (quality management system) 9001 is a qulity management system which
refers to the set of interrelated or interacting elements to define policies and objectives to achieve those
objectives that are used to guide and control an organization quality [5].QMS a competition that
improves the quality of Vocational High School education in which educational institutions have
implemented ISO Quality Management System to attract customers' attention and satisfaction with
quality procedures that are often used as a competitive tool to produce ready-to-work output. In addition,
government bodies require education institutions to apply continuous improvement processes to prevent
the risks involved in vocational schooling and improve the quality of education [3].
Improving the quality of education is one of the problems that until now is still handled by the Indonesian
government. One of the problems affecting the quality of education that is; education management has
not been improved professionally, including vocational education [6]. The most important thing in the
implementation of education is the improvement and quality assurance of education. Guarantee and
quality improvement of education conducted to answer competitiveness, imaging to society, and
educational accountability. The preparation of qualified human resources can be achieved only with
quality education, supported by all components of the education system (inputs, processes, , and
outcomes), and must meet quality and management standards used.

Strategy definition is a way to achieve long-term goals [7]. So the strategy is the steps that must be
followed to the desired target.Vocational education is a secondary education that prepares students
primarily to work in a particular field. Various efforts have been made to improve the quality of
vocational education, among others through various training and quality improvement of school
management. However, various indicators of educational quality have not shown any significant
improvement, in fact most schools are still in poor conditions [8]. Total quality management is a
systematic quality improvement approach for overall enterprise management with the aim of improving
performance in terms of quality, productivity, customer satisfaction, and profitability [9]. ISO 9001
created in 1987, ISO 9001, has been present in successive revisions in 1994, 2000, 2008 and 2015 [10].
ISO 9001 is one of a series of quality management standard of business process system that will help to
realize the best of an organization by understanding your process of providing products / services to
customers [11]. Based on the results of the study [12] measuring the effectiveness of the application of
ISO 9001 in a showed that the effective implementation of ISO 9001 has a positive effect on innovation.

ISO 9001: 2008 and ISO 9001: 2015 consist of several equations clause of which are points;
1.introduction, 2.scope, and 3.normative references. But there are also differences, of ISO 9001: 2008
are point; 4.a. quality management systems, 5.a. management responsibility, 6.a. resource management,
7.a. product realization, and 8.a. measurement, analysis and improvement. of ISO 9001: 2015 are point;
4.b. context of the organization, 5.b. leadership, 6.b. planning for the quality management system, 7.b.
support, 9.b. performance evaluation, and 10.b. improvement [13].

In essence the implementation of ISO 9001 2008 all activities must be documented while ISO 2015
version of all activities should be documented and add clauses about Risk register which is very helpful
risk problem solving that will happen in the future where version 2015 is documented and know the
problem. In fact, significant differences between ISO 9001: 2008 and 9001: 2015 that the standard is
the same process from planning, implementation, and evaluation. What distinguishes the ISO 2015
version is that diverts from the risk registers are more emphasized because it will inventory the risk of
problems that will occur. It is contained in clause 6. Where as in ISO version 2008 there are 8 clauses
and ISO version 2015 there are 10 clauses. Version 2015 focuses on risk control and identification. In
addition, in this case version 2008 requires management to take a more active role in aligning quality
policy with business needs [2]. So at the risk register we will inventory the risks that occur in the process
of activity. Inventory of external and internal factors. So from the risks that are solved in a problem.
Therefore, it will reduce the risks that occur in the future.

One example, when students are enjoying out prakerin, they get tools from the place of existance (store)
which is risky. With the risk register there, it will try to find a solution or problem solving. With the
existence of preventive action, a risky event will be overcome by inventory before the incident. The
benefits of an ISO Quality Management System will bring tangible and measurable benefits to all
sectors, supportive standards for technology that can be relied on ensuring expected quality of an
educational institution[14].

2. Methodology
Data collected in this study are interviews and observations on the achievement strategy of ISO 9001:
2015 in vocational high schools. Schools interviewed are schools that have been certified by ISO 9001:
2015 and 9001 version 2008. The purpose of this paper is to know the achievement of ISO 9001: 2015
strategy. Thus this paper will provide information an explanation of differences and the fundamental
achievement of the quality management process in Vocational High School in the Malang City.

3. School that can implement ISO version 2015


ISO 9001: 2015 was just been launched by the end of 2015, and not many schools are implementing the
ISO 9001: 2015 quality management system, as mere formality. There are some schools that are not
international-school oriented but implement ISO 9001: 2015 and have develop quite well, especially for
schools that are still in the pioneering stage, the benefits of ISO are felt in terms of documentation,
workflow-coordination-communication, job description and standard operating procedures (SOPs) so
that each member of the school organization can understand its work.

The Figure 1. is a general design of quality management system business process in Vocational High
School in which management consists of several components one of them: extra curricular, finance,
procurement, and support as a component supporting the running of business process quality
management system in Vocational High school. This business process starts from the design of
development planning in accordance with ISO 9001: 2008 quality model system and 2015 version.
Therefore, all the components are involved, where on the basis of ISO principles such as planning the
implementation evaluation and then back again to component before. In the certification process, the
teaching and learning process is an evaluation phase.

From the chart 1 above conducted there is information about the implementation of ISO in Malang based
on observation in 20 vocational high schools. Results in 2015 showed schools that use ISO version 2008
in 2015 50 percent , 2016 50 percent and 2017 30 percent. While the latest ISO 2015 version that has
been implemented or upgraded version in 2015 there 5 percent, 2016 30 percent and in 2017 60 percent.
Based on these results showed that many schools want to change upgrading or implementing ISO 9001:
2015 because many ISO standards greatly affect the performance of colleagues in vocational high
schools. because it is implemented in accordance with the standard of ISO 9001:2015 quality
management system in order to have a systematic procedure according to the activities undertaken by
the school community in the institution.

4. School that have already implemented ISO 9001: 2015


The schools that have achieved ISO 9001: 2015 as follows :

Strategy achievement of ISO version 2015 basically start with arranging risk register, from risk register
will be able to map document to be arranged. The second prepares four compulsory documents: quality
manual, quality procedures, work instructions and forms. Where the documents must be met and will
be checked by the auditor from the institution of ISO organizer. So the school will get ISO 9001: 2015
certificate if the compulsory documents are met. The second is supporting documents ranging from
quality plans and school work programs. The third is the socialization of all the citizens of the school,
because school stakeholders will implement the ISO management and if it is in the socialization, it
means that the school residents have implemented procedures in accordance with their respective units.
From the implementation it will result in the recording which must be maintained and archived or stored.
So from that process there will be an evaluation, whether working or not. By carrying out the audit
checks so if working, that it has been it means successfully implemented ISO 9001: 2015. If you want
to implement ISO 9001: 2015, it means you must follow to the four compulsory documents that have
been prepared for example in the quality manual there is an explanation in the chapters in the ISO that
details all the procedures implemented. Where all the citizens of the school have to perform standard
SOP (standar operasional prosedure) that has been set. So after implementing the standard process that
has been established it means implementation strategy of ISO has been completed. In implementing the
management of ISO 9001, there is no force that all schools in Indonesia are required to implement ISO
9001: 2015. However, implementing the ISO is very important in Schools to help a systematic
management, so the accsess of ISO will have a positive impact on schools that conduct ISO because
documents are documented and evaluated by external auditor.

5. Conslusion
Based on the results of observations and interviews conducted in Vocational High School in Malang
that implemented quality management system that has adopted the ISO 9001: 2008 quality management
system must make changes to the ISO 9001: 2015 version by conducting a workshop first by the internal
audit team and external from ISO institutions to schools to ensure knowledge management oriented ISO
9001: 2015 to the stakeholders in Vocational High School. As for the interview result indicated that
there is no big difference in the clause of ISO version 2008 to 2015, only change of ISO version 2008
more emphasize improvement while ISO version 2015 more emphasize (Risk Register) risk prevention.
So a long-term strategy for achieving ISO version 2015 is a must to upgrade the quality management
system that with addition of clause of risk register. The implementation of ISO 9001: 2015 quality
management system in education especially Vocational High School is a way to improve the quality and
quality of education so that the output from SMK can be absorbed in both workplace industries I and
universities.
