OCG EXPANDS AMBIT OF INVESTIGATION INTO GOVERNMENT CONTRACTS AWARDED


TO STRATHAIRN CONSTRUCTION – ACCEPTS APOLOGY OF MP WARMINGTON

Kingston; August 19, 2010 – The Office of the Contractor General (OCG) has expanded the ambit
of its Special Investigation into contracts which have been awarded to Strathairn Construction
Company Limited (SCCL) to include scrutiny of contracts which have been performed by SCCL,
for and on behalf of the National Works Agency (NWA) and/or the Ministry of Transport and
Works (MTW).

Notice of the OCG’s decision was formally communicated by Contractor General, Greg Christie, to
the Chief Executive Officer of the NWA, Mr. Patrick Wong and the Permanent Secretary in the
MTW, Dr. Alwin Hales, by way of a letter which was dated, yesterday, August 18, 2010. The
Contractor General’s letter was also copied to the Prime Minister, the Hon. Bruce Golding, and the
Minister of Transport and Works, the Hon. Mike Henry.

As a preliminary step to the expanded Investigation, a five (5) person OCG Audit Team made an un-
announced visit to the MTW and the NWA, at approx. 3:30 PM, yesterday, to review and/or to take
into custody documents and files, inclusive of ledgers, etc., which are related to the said contracts.

The OCG’s preliminary document review, which received the cooperation of the MTW/NWA, has
disclosed that sums amounting to approx. $70 Million were paid by the NWA to SCCL between
March 2007 and June 2010, reportedly in respect of certain Government contracts which have been

performed by SCCL and in respect of which the OCG has a number of concerns.

Meanwhile, the OCG has responded to a letter, dated August 17, 2010, which was directed to it by
Mr. Everald Warmington, the Member of Parliament for South Western St. Catherine. Mr.
Warmington’s letter, which was the subject of a front-page story that appeared in the August 18,
2010 edition of The Gleaner Newspaper, was received by the OCG, yesterday, August 18, 2010, at
11:01 AM.

The OCG’s response, which was also dated August 18, 2010, has essentially addressed certain
inaccuracies and erroneous assumptions that were embodied in the Member of Parliament’s letter.
The OCG’s letter to Mr. Warmington was copied to the Prime Minister. Both letters will be
appended to the OCG’s Final Report of Investigation in the matter which will be submitted to the
Parliament of Jamaica.

Lastly, Contractor General, Greg Christie, has accepted the apology that was reportedly tendered by
Mr. Warmington in relation to certain disparaging remarks which were recently made and published
by him concerning the Contractor General.

“Despite the fact that I have not had the privilege of receiving his apology personally, I have,
nonetheless, accepted it in principle and I wish Mr. Warmington all that is well”, Mr. Christie said.

“It is my hope that he would have come to realize that the OCG is merely dispassionately
discharging a mandate which has been imposed upon it by a Statute – a Statute that was crafted not
by the OCG, but by the very Parliament in which he, Mr. Warmington, now sits”, said the
Contractor General.
