On July 29, 2017, Hon'ble Chief Minister Shri Vijay Rupani Chaired the induction
ceremony of the Rajkot-based Shree Pujit Rupani Trust, in which 18 student were
inducted. Instituted in 1995, the trust has helped 90 underprivileged students pursue
higher studies up to postgraduate level till 2017, and let them join the mainstream. The
trust aims to work for social equanimity and CM Rupani says he has high hopes for the
recipients of the scholarship in their eventual contribution to society.

Dear Readers,
It is said that the mark of true a leader only becomes visible during a crisis. Recently, our state has gone through one
of its greatest calamities in recent memory. The ash oods across both North and Central Gujarat, have pushed our
government machinery to its limit and also led to the loss of lives. However, due to the efciency of our government
infrastructure, and moreover the leadership shown by Chief Minister Shri Vijay Rupani during this crisis, we have
managed to mitigate much of the damage of these oods. The Chief Minister has set an example by personally
supervising the relief work in affected areas and also stayed in the districts of Banaskantha & Patan to be with the citizens
during the tough times. In our cover story, we take a look at the unprecedented challenge and an equally tting response
by the state administration.
A year has passed since Shri Vijay Rupani took ofce as the 16th Chief Minister of Gujarat, and in that time he has
already established himself as a true leader of the people. Carrying on the mantle given to him by Hon'ble Prime Minister
Shri Narendra Modi, he has proven himself as a man of impeccable honesty and integrity. In our lead story for this issue,
we take a retrospective look at some of the key policy decisions made under the government of CM Rupani. Ha has had
a rich and varied political career before taking the role of the Chief Minister. Building himself up from the ground-level of
politics to the top, CM Rupani has a unique understanding of the pulse of the people and how to build a personal rapport
with them. Thus, the decisions he has undertaken in his tenure have helped the Gujarat government share the fruits of
development with the people in a better manner.
In a special interview, we spoke to the Chief Minister about the key policy measures and decisions taken by his
government. He also spoke on his ideology towards governance and how well the development process is continuing
under his rule.
In addition to this, the Gujarat government has focused on providing better working conditions for its unorganized
workforce, by launching the Shramik Annapurna Yojana. Through this initiative, the government will provide a hot and
nutritious full meal to construction workers from the unorganized sector at a cost of Rs.10 at the kadiyanakas. The
primary aim of the initiative is to ensure that men and women who toil day and night at every major project of the
government, along with their families are no longer subject to the deprived of a nutritious meal.
We also have a story on the Gujarat government's initiative to encourage participation in the central government's
solar rooftop scheme. The Central Government provides a subsidy of Rs 20,700 per kilowatt to an individual. To
encourage greater participation, the Gujarat government will provide additional aid of Rs 10,000 per kilowatt per
beneciary. The Gujarat government will cover 50,000 houses under this scheme and has allocated Rs. 50 Crore in its
budget for this purpose.
As we look back on the rst anniversary of CM Rupani's tenure in ofce, it is important for us to note that we have a
Chief Minister in ofce who is taking the development agenda forward, doing keeping the citizen's at the core of the
decision making process. As a man of the people, Shri Vijay Rupani will surely take Gujarat on a more holistic and inclusive
developmental path.

A
fter a year in-charge, Shri Vijay Rupani - the
16th Chief Minister of one of India's most
developed states, has managed to establish
himself as not only a visionary leader, but more
importantly as a People's Leader. Carrying on the
tremendous mantle given to him by Hon'ble Prime
Minister Shri Narendra Modi, CM Rupani has proved
himself as a man of impeccable honesty and integrity. He
has repaid the condence shown by the people of
Gujarat by building the foundation of his government on
the pillars of- Transparency, Sensitivity, Progressiveness
and Decisiveness.
Shri Rupani's political journey began when he joined
the Akhil Bharatiya Vidyarthi Parishad (ABVP), the student
wing of the BJP, during his years in college. It was during
his time in college itself that the mass leader that we see
today, began to emerge. During his time in university,
CM Rupani was involved in the mass student movement
of Navnirman Andolan. In fact, the Chief Minister was
amongst the rst batch of student leaders to jump into the
nationwide agitation led by Shri Jayprakash Narayan. His
struggle for justice during one of India's darkest times- the
emergency, is the clearest indication of his desire for
transparency and his willingness to lead from the front.
He emerged from student politics and entered
Rajkot city politics when he became municipal councillor
and then Mayor in 1996-97. He was elected as the
corporator of Rajkot Municipal Corporation for the rst
time in 1987, and went on to become president of the
Rajkot district unit of BJP. Between 1988 and 1996, he

served as the chairman of the standing committee of
Rajkot Corporation. From 1996 to 1997, he was the
mayor of Rajkot when his efforts to develop the city and
the district as a tourism hub were greatly acknowledged.
Even today, many remember the contribution of
Vijaybhai in helping Rajkot to become the industrial hub
of Saurashtra.
From 2006-2012, he was a member of the Rajya
Sabha, when he served as a member of various
important Parliamentary committees, including the
committees on water resources, food, public
distribution, public undertaking, etc. Following the end of
his term, he was appointed as the chairman of the Gujarat
Municipal Finance Board in 2013. In October 2014, he
won the assembly by-election from Rajkot West with a
large margin. In Smt. Anandiben Patel's cabinet, he was
given portfolios of water supply, transport, labour and
employment.
On 19 February 2016, Shri Rupani became the
state Bharatiya Janata Party (BJP) president, replacing Shri
RC Faldu. Shri Rupani's constituency of Rajkot West is
where Prime Minister Shri Narendra Modi won his rst
electoral contest to become chief minister in 2002. Shri
Rupani is also the third CM of Gujarat to hail from Rajkot,
after Shri Ghanshyam Oza and Shri Keshubhai Patel. Shri
Vijay Rupani is also the founder and chairman of Shri Pujit
Rupani Memorial Trust, an NGO that works for the
benet of the poor.

In the past one year, the Chief Minister has incorporated much of the experience he
has gained throughout his career, to help build a more personal relationship with the
people, while at the same time sharing the fruits of development with them. His
government has taken a number of key decisions based upon the ideals of -
Transparency, Sensitivity, Progressiveness and Decisiveness, and these include the
following:
1. New Amendment to law against Cow 3. Fee Regulation Act

5 years for cow slaughter along with a ne of Rs. 5
Lakhs but not than less than Rs. 1 lakh.

prohibition
(Regulation of Fees) Bill to stop private schools
from arbitrarily raising school fees for any purpose
on March 30, 2017.
Private schools are now only allowed to set school
fees as per the limits set by the state government.
If any private school is caught ignoring the
provisions of these new regulations, appropriate
legal action will be taken against them.

4. ULC Regulation Act

Through new laws, possession, sale, procurement

or transportation of illegal narcotics, is now
punishable with up to 10 years of imprisonment.
Laws also recommend 10 years in prison for
anyone caught selling and buying alcohol.
Hookah Bars have also been banned.
On December 8, 2016, the Gujarat Government
passed an ordinance for all residential houses in 5
major cities under the Urban Land Ceiling (ULC)
Act i.e. Ahmedabad, Surat, Rajkot, Jamnagar and
Vadodara.

in these cities that are over 20-25 years old built
over the land covered under the Urban Land
Ceiling Act
According to the ULC act, house owners living in
government owned land i.e. over 33,88,374 Sq.
Mt. in total in these 5 major cities, will now be able
to regularize their dwellings and legalize the
construction after the payment of a xed fee.
Over 70,000 families living in these cities will
benet from this ordinance.
5. Implementation of Shramik
Annapurna Yojana
On July 18, 2017, the Gujarat government
launched the Shramik Annapurna Yojana, a
government initiative through which, construction
workers in the unorganized sector will be served a
hot nutritious full meal at Rs.10 per meal at the
kadiyanaka site itself.
6. Pandit Deendayal Upadhayay Jan
Aushadhi Stores
To provide the state's citizens access to quality and
affordable medicines, the Gujarat government has

opened more than 150 Jan Aushadhi Stores and
plans to open a total of 1000 such stores across the
state. Through these stores, the Gujarat government
has been able to provide generic medicines to the
poor, at 40-80% less rates. Over 500 types of
medicines are available in these stores.
7. Opening New Medical Colleges
On December 14, 2016 the Gujarat government
launched a new health policy, proposing to setup a
slew of Super-Speciality hospitals and medical
colleges within the rural parts of Gujarat in the next
ve years. Through its new policy, it seeks to
double the number of available seats in Gujarat's
medical colleges.

nanced colleges
Self-Financed Medical Colleges, who have been
given a letter of approval by Medical Council of
India/Government of India, will be able to receive
assitance worth Rs. 15 Lakh to sanctioned seats
after completion of admission process for the rst
year M.B.B.S. applicable for ve years after
renewal.
Gujarat government will reimburse the electricity
expenses that the hospitals attached to all self-
nanced medical colleges will accrue for ve years.
Land required for creating these colleges will be
made available at 50% less rates in all areas except
areas owned by Municipal Corporations.

9. Creation of Digital Classrooms

A grant will be made available to the district level

amount that will be spent as a part of its expenses.

Banks will provide capital subsidy of 10% to
purchase the necessary medical equipments for
setting up new Super-Speciality hospitals.
An interest rate up to 4% for a period of seven
years to be provided (in limit of Rs.40 Crores).
The Gujarat government started DigiSchool
Initiative which will benet more than 84000
students of 2400 classes in various state schools
across Gujarat, as a pilot project. As a part of its
digital literacy initiative, it has setup classrooms for
students from VII and VIII, for the next academic year.
The program will have smart classrooms equipped
with computers, smart interactive boards, IR
camera, projectors, digital pen etc.

10. Implementation of PESA Act

Implementation of Rule-2017 of Panchayats
(Extension to Scheduled Areas) Act will ensure that

tribals living in forest areas will now have control
over any minor forest produce and minor
minerals, providing them with a source of income,
to develop the region.
Furthermore, Gram Sabhas within tribal areas will
now be able to x loan interests and thus eliminate
the authority that money-lenders have within
these regions. The government will also provide
separate security forces for them and be able to
lease quarries to them.
The Gram Sabha will also select beneciaries of
pro-poor schemes. The Gujarat government
provided Rs.10 Crore to select Gram Panchayats.
11. Pension for Patients of Sickle Cell Anaemia
Gujarat government took the decision to provide
monthly assistance of Rs.500 for patients in tribal
areas, suffering from Sickle Cell Anaemia.
12. Widow Pension Scheme
The Gujarat government increased the pension
given to widows. Now they will be paid Rs.1000 as
pension. The increase will benet over 1.2 lakh
widows.

During Hon'ble Prime Minister Shri Modi's visit to
Navsari on September 17, 2016, the Navsari
District administration organized a mega camp in
which enabling devices and equipment were
distributed to divyangs.
The camp at Navsari saw three world records, one
for the distribution of highest number of wheel
chairs, one for the distribution of highest number of
hearing aids, and the third for highest number of
physically challenged individuals who took part in
the event.
Over 2500 hearing devices were distributed to
Divyangs at the event which was a new record.
Also another record was set, with the distribution
of 900 wheelchairs. The third record set, was the
number of Divyangs who took part in the event.
Over 11,000 Divyangs took part in the event,
10,217 were given enabling equipments, while
other beneciaries were given kits under different
schemes.
During PM Modi's Visit to Vadodara, the Prime
Minister attended a camp for the Samajik Adhikarita
Shivir, in order to distribute kits to divyangs.
At the camp, aids and assistive devices were
distributed under the ADIP (Assistance to Disabled
Persons for Purchasing/Fitting of Aids/Appliances)
Scheme, in the Prime Minister's presence. A total
of Rs.9.26 Crore worth of aids and assistive
devices were distributed to 10,578 beneciaries in
the camp.

government has procured 2.10 lakh MT of
groundnut from 1,09,058 farmers at a cost of Rs.
890 Crore and procured of tuvar dal 1.64 lakh MT
from 86,102 farmers at a cost of Rs. 830 Crore this
year.

The Gujarat government announced the launch of
'Shravan Tirth Darshan' Yojana, to enable senior
citizens of the state to visit pilgrimage sites. Under
this, there will be a 50% reduction in the S.T. bus
fares for a 3 night, 4 day package.
21. Rooftop Solar Scheme
An initiative of the central government to
incentivize and promote Rooftop Solar Installations

cost for RTS projects in Residential/ Institutional/
Social sectors, providing incentive-cum-award for
RTS projects in Government/PSU sector, pursuing
notication of Gross/Net metering policies in all
States/UTs etc.

aid of Rs 10,000 per KW per beneciary. The
Gujarat government is committed to cover
approx 50,000 houses under this scheme and
has allocated Rs. 50 Crore in its budget for this
purpose.
Shri Vijay Rupani announced the start of the 'Seema
Darshan Programme' during his visit to the Nada
Bet border in Banaskantha last year during Diwali.
The programme was formally in inaugurated on
December 24, 2016 and is similar to the one held
at Wagah Border.

the DRDO, to setup an Internal Security Research
Lab in Gujarat.

Gujarat will connect 18,000 villages and 16,254
suburbs by high quality, all weather roads.
The state government will spend Rs 10,000 Crore
on this project in the next 3 years. Rs 2500 Crore
will be spent on the construction of road

36. Cleanliness Campaign for Pilgrimage Sites
On April 22, 2017 the Gujarat government began
a campaign to ensure 24/7 Cleanliness of Gujarat's
8 Major Pilgrimage Sites from Somnath.
In addition to the temple, the connecting paths of
the temples and temple campus will also be kept
clean in these eight pilgrimage sites. Along with
Somnath, there are seven other sites including
Dwarka, Girnar and Ambaji.
Along with 1.86 Lakh Sq. Metres in Somnath,
approximately 11 lakh sq. Meters of total area
would be kept clean by the appointed agencies.
37. Light & Sound Show, Somnath
Inaugurated on April 22, 2017 by Hon'ble Chief
Minister Shri Vijay Rupani, the state-of the art
sound and light show illustrates the history and
historical culture of the Somnath temple.
A 3-D version of the show also exists, with the
voice-over done by Mr. Amitabh Bachhan, the
brand ambassador of Gujarat Tourism.
Equipped with a 3-D projector, mapping, light
designing and programming, the show runs for 35
minutes in both English and Hindi.

A novel decision to make a separate foot path for

MSMEs
First State in India to have a separate
commissionerate to oversee its MSMEs (Micro,

Gujarat's MSME sector is vital to its future, as over
18,000 of the total of 25,000 of the Memorandum
of Understandings (MoUs) signed during the
Vibrant Gujarat 2017 were from the sector.
Furthermore, Gujarat has made a provision of
Rs.1000 Crore for MSMEs in the 2017-18 in the
budget.
40. MOUs for Vibrant Gujarat
The 8th Edition of Vibrant Gujarat saw over
25,578 MoUs that were signed with over 33,000
executives and legislators representing 100 nations
in attendance.
MoUs were signed in several different areas
particularly in science & technology, bio-tech,
agriculture and pharmaceuticals.
Small industries attracted a lot of attention, with the
maximum number of MoUs coming to MSMEs.
41. The Creation of New Police Force in
2016 & 2017
During a recent police recruitment drive, the
Gujarat government appointed 18,217 police
recruits. This included offering appointment letters
to over 4500 women, both of which are a record
for the state.

Gujarat displays resilience against oods
U nprecedented rains lashed major parts of
Gujarat in the 3rd and 4th weeks of July
with the development of low-pressure
zone. The districts of North Gujarat along with
Banaskantha, Patan and Surendranagar were the worst
affected.
The spirit of the citizens of Gujarat and the pro-
active approach of the state machinery led by Chief
Minister Shri Vijay Rupani helped Gujarat stand tall in the
hour of calamity. Unfortunately, we lost 135 precious
lives. However, the damage was restricted due to the
advance planning and preparation of the state
government, given the intensity of the rains. The state has
already received 78.75 per cent of the state's total
average rainfall. Due to heavy rains in the catchment
areas, 30,000 cusec of water is released from Dharoi
dam, 16,000 cusec from Dantiwada dam and 700 cusec
from Sipu dam.
In such testing times, there are hundreds of heroes
out there from the state government, local security
agencies, re brigade, Indian Army, Border Security
Force and the Indian Air Force who are still risking their
lives to save others.

The Chief Minister personally supervised the
relief and rescue work himself, by visiting the ood-
affected areas and comforting the citizens, and has set
an inspiring example for future leaders. During the
relief work, he also visited and stayed at various places
in Banaskantha and Patan districts for 5 days, along
with senior ofcials to meet the victims and accelerate
the relief work which involved health, cleanliness
drive and survey of loss occurred.
During the course, the CM held unplanned
meetings with local people and understood the
impact of the calamity through them. He also assured
people that the government will bring normalcy at any
cost and that the Prime Minister Shri Narendra Modi is
quite concerned about the people affected and was
obtaining information regularly and guiding the relief
work.
The operations have led to rescuing of 17,030
people stranded in oods and 112,878 people shifted
from low-lying and danger areas to safer places. In all, 17
helicopters of the Air Force airlifted 825 people, 32 teams
of NDRF rescued 5,942 people, Army rescued 5,757

Initial Relief Measures Announced by
Government
Families of the deceased recieved aid of Rs. 4 lakhs
from the state government. In addition to that, a sum
of Rs. 2 Lakh was given from the Prime Minister's relief
fund which means that a sum of Rs. 6 lakhs in total was
allocated to the families of the deceased.
The Surat Municipal Corporation and the Vadodara
Municipal worked actively to spray the necessary
medication in the urban areas to prevent the spread of
diseases during rains.
Additional Relief Package
On July 24 & 25, 2017, heavy rains in the districts of
Banaskantha and Patan had ooded its water-reservoirs
and rivers. Also, following unprecedented torrential
rainfall in Mount Abu and Rajasthan within 24 hours, the
two districts were left cut-off from the outside world. But,
thanks to the alertness, precautionary measures and
quick decision making skills of the state government, loss
of lives and property were kept to a minimum. In a show
of solidarity with the people of these districts, CM Rupani
decided to personally oversee the rescue and relief
operations. From July 31 to August 4, the Chief Minister
met with thousands of victims of the oods in these areas
and personally ensured that relief and restoration work
was done on a war footing. The Chief Minister also
announced a relief package worth Rs.1500 Crore for the
ood victims, which will not only help the two districts
return to normal, but also open a new chapter in their
development.

As a part of relief and restoration operation, 147
teams of the Electricity Board restored electricity in about
650 affected villages. In all, 387 engineers and 3,591
labourers of Roads and Buildings (R&B) Department
along with with 551 JCBs, 551 dumpers and 806 tractors
helped repair damaged roads along with the Radhanpur-
Patan, Tharad-Dhanera and Dharoi-Kheralu stretches of
the National Highways.
Details of the package
According to the Chief Minister, the package
includes Rs. 1,311 Crore for improvement of washed
and eroded farming lands, Rs. 75 Crore for electricity, Rs.
20 Crore for animal and animal husbandry assistance, Rs.
15 Crore for business and commerce and Rs. 79 Crore
for the schemes of revenue department.
For Assistance of Farmers
For farmers who have made huge losses in the
oods, a package of Rs.300 Crore has been announced
by the State Government. In addition, assistance given to
farmers in case of damages to crops by natural calamities
has been increased.
Other Measures for Assistance to farmers include the
following
Assistance given for damages to crops in non-
irrigational lands have been increased from Rs.6800
to Rs.10,000. Similarly in land earmarked for
irrigation, assistance has been increased from
Rs.13,500 to Rs.20,000.
For multi-year horticultural crops, assistance has been
increased from Rs.18,000 to Rs.30,000.
Land Erosion Assistance
For smaller damages to land, the Gujarat government
will provide assistance worth Rs.25,000
For larger damage to land, the Gujarat government
will provide assistance worth Rs.80,000
Cash Dole Distribution
Since July 23, cash dole distribution has been going

on in the districts of Banaskantha and Patan. To ensure
that all people had access to this, it was decided to
distribute cash doles in person. Cash Doles worth over
Rs.14.74 Crore were provided to 2,68,440 people by
408 teams in Banaskantha. In Patan, 68 teams distributed
cash doles worth Rs.4.80 Crore to 88,198 people.
Financial Aid and Re-habilitation package
for Dhanera
The Gujarat government announced a special nancial
aid and a re-habilitation package for the people
affected by the oods in the business centre of the city
of Dhanera in Banaskantha:
People earning their livelihood through lorries will be
provided an aid of Rs.5000 in cash. The funds will be
managed by voluntary organizations.
People with small ofces shall be provided with aid of
Rs.15000 in cash.
People with small or medium ofces (having a well
constructed building) shall be provided with an aid of
Rs.75000 in cash.
Large shop owners in Dhanera except APMC whose
monthly turnover is more than Rs.5 Lakhs shall be
provided with complete interest assistance against a
loan worth Rs.10 Lakhs.

Free Fodder for Livestock
Fodder will be provided free of charge to cattle
breeders in Banaskantha and Patan. 4 kg of fodder per
cattle for ve cattle, a stock of ten days in total, were
provided to cattle breeders. 7.44 lakh kg of hay were
provided in 12,019 bales in 243 vehicles. Of this 7.20
lakh kg was distributed in Banaskantha & 40,140 kg of hay
has been distributed in Patan as well.
Assistance for clothing and household items
The government made the historic decision to
provide aid of Rs.7000 per family for clothing and
household items.
Pashu Mrutyu Sahay
As per the norms of the State Disaster Response
Fund, aid of Rs.30000 will be provided per 3 milch cattle.
The Gujarat government has increased this aid by Rs.
10,000 per cattle. In addition, the Gujarat government
has also announced assistance worth Rs.30,000 per
cattle in Pashu Mrutyu Sahay. Cattle breeders will now get
assistance for ve cattle. A total of 11,105 cattle died
including large & small cattle in the Banaskantha district.
Assistance worth Rs.222.41 Lakh been provided in case
of 1024 cattle. In the district of Patan assistance worth Rs.
233.97 lakh has been provided 1161 cattle.

Shri Vijay Rupani

Q.1: Sir, How do you start your day?
A.I: I believe in the power of Yoga and hence start my
day with Pranayam and Suryanamaskar. I would say that my
regular practice of Yoga has kept me healthy and active all
these years. Post my bath and daily worship, I start work.
Q.2: Please tell us something about your
childhood. Where did you complete your schooling?
A.2: I was born into an ordinary middle-class family and
so I grew up amidst the usual nancial struggles that every
family goes through. I studied in the Local Municipality School
from Class I to Class IV. From Class V to Class XI I studied in
Rajkot's famous Virali High School. I got interested in the RSS
during my school days and joined the Sangh as a Shishu
Swayamsevak. I have been involved in the Sangh's initiatives
ever since.
Q.3: What brought you into politics?
A.3:My political journey began when I was in
college. Meeting people, understanding their problems
and ghting for their rights had become the purpose of
my life. I joined the Akhil Bharatiya Vidyarthi Parishad as a
student, stood for elections and won several of them.
Since then, I have been active in public services. I was an
active participant in the Navnirman Aandolan against
corruption in 1973. During the Emergency period in
India, I was sent to jail from 1975-76. I joined the
Bharatiya Janata Party in 1981 and have been working
relentlessly for the Party ever since. All of these events
have taught me the importance of sensitivity, progressive
thinking, decisiveness and transparency which have
now become the pillars of my governance today.
Q.4: Who is the public gure you look up to?
A.4: Ever since my student days, I have been deeply
inspired by Swami Vivekananda. He has always inspired
awe in me the way he showcased the glory of our

country before the world and hence he has motivated
not just me, but millions across the globe. He has been a
great inuence since my childhood and I have followed
his principles and teachings with utmost sincerity, which I
believe has provided me the opportunity to serve 6.5
Crore Gujaratis today. In addition, respected Guru ji of the
RSS and Shri Atal Behari Vajpayee Ji have both been an
extremely inuential part of my life.
Q.5: Sir, you have always been simple and
humble. There have been very few individuals like you
in the history of politics of our country. What are your
views on this?
A.5: I would like to thank you rst. I believe that we
as politicians lead a public life to serve the masses. People
like leaders who listen to their problems and work for
their development and to provide them a better life. I
have worked quite a bit with the Sangh and have learnt
that leaders should strive to become better listeners and
believe in team effort. My experiences have taught me
that as long as we are simple and humble, our connection
with the public is strengthened. This becomes even more
important in case of a Chief Minister because we want to
maintain the connect with the public because we are
working for their betterment.
Q.6: You have maintained a great balance
between your work and personal life. Despite being
so busy, how do you manage to do this?
A.6: You are right. Leading a public life does take a toll
on personal life. However, in my case I have been able to
manage a balance between the two. I would give the credit
to my wife who has been extremely understanding right
from the start. She has been a former member of the Akhil
Bharatiya Vidyarthi Parishad and is still committed to its
purpose. This has helped us reach a middle ground and
with understanding and coordination we manage to keep
our public and personal lives balanced.
Q.7: Sir, what is the objective of establishing the
Pujit Rupani Trust and what all activities does the Trust
undertake?
A.7: Pujit is the name of my son and the Trust has
been named after him. Pujit was about three and a half
years old when he visiting his uncle. In an unfortunate
accident, he lost his life. It was a very painful phase for our
family and we were struggling to get back to normalcy.
However, after sometime we decided to establish this
Trust in his memory. The Pujit Rupani Trust has been in
existence for about 21 years now and aims to uplift
children in slum areas. The Trust adopts orphans from

these areas and caters to all their educational and all
fundamental requirements. The Swapna Rath is a vehicle
that carries toys for such children. Furthermore, the Trust
also offers educational support for students from Class
VIII to Class XII of Municipal Schools in the state. So far, as
many as 80 of such students have now passed out as
engineers and doctors and are now serving the society.
Every year the Trust conducts a test for students of Class
VII and identies meritorious students. Students who
qualify the test are provided sponsored education. This
year as many as 600 students took the test and around 20
students have been selected under the programme. This
programme has been named Prabodhini. Besides these,
the trust also runs eight other projects.
Q.8:The Northern and Central parts of Gujarat
were hit by oods recently due to unprecedented
rains. What was the government's action plan for
rescue and relief in the affected areas?
A.8:The rains have been unprecedented, denitely,
and they did take everyone by surprise. We have had
more rainfall this year in Gujarat as against the records of
the past few decades. Banaskantha and Patan were
severely hit by oods, which is why I decided to stay here
with the people for ve days. However, other areas
including Saurashtra and Ahmedabad too were affected
due to the rains. I undertook an aerial survey of the region.
The entire government machinery came together for
rescue and relief operations and we all worked to help
restore normalcy in the affected areas. Prime Minister Shri
Narendra Modi also did an aerial survey of the ood hit
areas and assured support from the Centre. Thanks to
the collaborative efforts of Central and State agencies, we
could evacuate a large number of people from the ood
hit areas and transfer them to safer places.

I would like to like to thank the Indian Army, Indian
Air Force, National Disaster Response Force for the
extremely active and neutral manner in which they
carried out the rescue and relief operations.
Q.9: You have completed one year as the Chief
Minister of Gujarat. What are your plans to continue
good governance in the State?
A.9: The people of Gujarat have supported them
with their faith since the day I assumed ofce. In the past
year, my colleagues and I have put in our efforts and
worked with utmost dedication to ensure that Gujarat
stands out as one of the most developed states in the
country and we uphold its vibrant image successfully. In
the year that has gone by, we have walked the path that
Shri Narendrabhai has shown us for the development of
the state. We have always kept the people as the centre
of our initiatives and have taken several major decisions in
their favour. Looking back at the past year, I can
condently said that the four pillars of our governance
ideal decision making, transparency, sensitivity and
progressive approach - have further propelled Gujarat's
growth story and also built faith among the people of Gujarat.
Q.10: What do you consider to be your
government's biggest accomplishment?
A.10: Our government has emerged as
transparent, decisive, sensitive and progressive. Earning
Janvishwas (faith of the people) was the main objective of
the government and we have managed to do so. The
Seva Setu initiative has played a huge role in increasing the
people's faith in the government. Through this initiative,
citizens would no longer have to make routine visits to
their local district level government ofces or to the
Government headquarters in Gandhinagar, to avail

A.11: Our objective is to continuously work for the
benet of the people. BJP does not believe in showing
unrealistic dreams or just winning elections. The identity

Q.12: Do you feel Gujarat's development is going
in the right direction?
A.12: Absolutely! In February 2016 as part of a study
conducted by the National Council of Applied Economic
Research (NCAER), Gujarat was the best state in terms of
investment potential. Our state has also shown
consistent improvement in attracting foreign investment,
as is evident from the fact that we have managed to jump
2 ranks in the list of states in attracting overall FDI. Today,
Gujarat is ranked 3rd amongst all Indian states in attracting
foreign investments, receiving over $3.3 Billion in foreign
investments in 2016-17.
In terms of domestic of investment, Gujarat is
home to a number of auto manufacturers including
Ford, Honda, Tata Motors and the Hero Motor
Corporation. Recently India's largest car manufacturer
Maruti Suzuki India Ltd. (MSIL) is also a part of this list.
With the establishment of MSIL in the state, other
manufacturers will be eager to setup their factories
within Gujarat. If we speak about small industries, then
the MSME (Micro, Small and Medium Enterprises) is
ourishing well. We have over 22 Lakh MSMEs in Gujarat
who provide employment to over 1.5 Crore people.
Keeping all these factors in mind, I can safely say that
our state's development is on the right track.
Q.13: Going forward what impact will the
decision of the Narmada Control Authority have on
the future of Gujarat?
A.13: The decision of the Narmada Control
Authority (NCA) to allow the closure of the sluice gates

and allow the dam to ll with the waters of the Narmada
represents a new beginning for Gujarat. In fact, this
occasion marks the start of a new green revolution for
our state. Despite the geographical hurdles which we
have always faced, a large portion of our state is not
reliant on the rains to meet its irrigation or water needs,
due to Gujarat's current integrated water system & the
success of its implementation.

Sardar Sarovar Project (SSP) can now nally be
completed and we will now be able to complete the next
phase of development for other water projects. With the
completion of projects such as SSP and the start of the
next phase of projects such as SAUNI (Saurashathra
Narmada Avtaran irrigation Yojana) and Sujalam Sufalam,
our state is on track to completely shifting its dependence

Q.14: What measures has the Gujarat government
undertaken to improve employment in the state?
A.14: Our Government's efforts have not only
focused on providing employment to the people, but
ensuring they are selected for jobs they are best suited

the purpose of ensuring youth employment, we have
created a recruitment calendar, under which we have set
a goal of providing over 10 Lakh youths in our state with
employment. This year, we have lled over 72,000
government posts in our state. We also organized a Mega

Keeping this tradition alive, on July 18, 2017
Hon'ble Chief Minister Shri Vijay Rupani inaugurated the
Shramik Annapurna Yojana. Through this initiative the
Gujarat government will provide a hot and nutritious full
meal to construction workers from the unorganized
sector. The meal will come at Rs.10 and will be served at

the construction site itself. During the launch, Hon'ble
Chief Minister Shri Vijay Rupani stated that the aim of the
initiative was not charity, but the eradication of hunger.
The primary goal of this initiative is to ensure that the
men and women who toil day and night at every major
project of the government, along with their families are
not subjected to the depravities of hunger. CM Rupani
further stated that the Gujarat Government will always
stand for the rights for the poor, the deprived, oppressed
and exploited workers, and not for afuent industrialists.
The Shramik Annapurna Yojana was initially
launched on an experimental basis at 83 hiring points for
masons (kadiyanakas). After receiving feedback on the
menu from the labourers, the Gujarat government made
changes it. In addition, the government also received
reports that individuals other than labourers were
queuing up to receive meals, at these places. To prevent

Women's Job Fair Gujarat

A Historic leap for Economic Growth &
Women Empowerment

n July 22, 2017, Hon'ble Chief Minister Shri Vijay Rupani inaugurated the women's employment
fair at the University Convention Hall of Ahmedabad. Over 15,000 women were selected
during the employment fair held at Ahmedabad. The Chief Minister stated that Gujarat seeks to
provide more than 10 Lakh employment opportunities in the private sector, which will be the best means for
women to make a leading contribution to the development of the state. Another 25,000 women were also
appointed in one week during several employment fairs, held across the state. In total, over 32 women
employment fairs were held in the past month.

At the inauguration, CM Rupani talked about

how in the last decade and a half, particularly during
the tenure of Hon'ble Prime Minister Shri Narendra
Modi, unemployment has steadily declined. This was
due to the Gujarat Government's belief in delivering
its welfare policies upon the ideal of 'Har Haath Ko
Kaam; Har Kaam Ka Sanman'.
The Chief Minister also spoke about the high
number of employers who have registered for this
fair, and how this was indicative of the success Gujarat
has had in providing jobs in the last few years to its
youth. Currently Gujarat is highest employment
opportunity provider in India and this was indicated by
the massive employment programme it carried out to
provide jobs for the majority of its employable

Climate Change Department of
Gujarat Government and Gujarat Energy
Development Agency jointly organized an
event on 14th July, 2017 at Vadodara, to
promote the use of solar energy among the
general public in Gujarat.
At the event, the Hon'ble Chief Minister
of Gujarat, Shri Vijay Rupani distributed
assistance to the beneciaries of the Rooftop
Solar (RTS) Scheme. The Rooftop Solar
Scheme is an initiative of the central

government to incentivize and promote
Rooftop Solar Installations by providing
nancial subsidy of 30% of the project cost for
RTS projects in residential, institutional and
social sectors. It also provides incentive-cum-
award for RTS projects in Government or PSU
sector based on the notication of gross/net
metering policies in all states and union
territories etc.
In order to further encourage
participation, the Gujarat government has
decided to provide an additional aid of Rs
10,000 per beneciary. Addressing the

gathering, Shri Rupani announced that the state
government is committed to cover approximately
50,000 houses under this scheme and has allocated
Rs.35 crore in its budget for this purpose. He added that,
as the government has already received more than 20
thousand applications it has decided to allocate an
additional Rs. 15 crore, resulting in a total allocation of
Rs.50 crore. He congratulated the people of Vadodara
for showing their eagerness towards this noble cause by
submitting more than 8000 applications.
The Hon'ble Chief Minister also distributed
assistance worth Rs. 10,000 each to school and college
students for purchasing battery operated two-wheelers.
The state has allocated Rs. 4 crore for providing such
assistance to 4000 students with a view to control air
pollution spread by the use of fossil fuel operated
vehicles. The Hon'ble Chief Minister indicated that
battery-operated buses will be used in public transport
services in the near future, to encourage Green-Clean
Environment across the state.

industrialization. It is only as a result of the
efforts of the Gujarat government that its capital city of
Gandhinagar is one of the greenest cities in India. With
the oath of realizing the mission of 'Green Gujarat Clean
Gujarat', the Hon'ble Chief Minister of Gujarat, Shri Vijay
Rupani inaugurated the Viranjali forest at Durvarti in
Sabarkantha district on 16th July, 2017. At the event, he
asked the citizens to take a pledge for promoting
plantation and conserving trees.
Addressing the tribal audience, Shri Rupani said,
As a result of the vision of our Hon'ble Prime Minister
Shri Narendra Modi, the Van Mahotsav - which was
earlier celebrated only in Gandhinagar, is now being
celebrated with the citizens of the state resulting in
development of forest cover all across the state. The

martyrs, will eternally remind us of their sacrice. While
speaking about the efforts of the state government for
combating Global Warming and Climate Change by
means of increasing forest cover, Shri Rupani said, We

Shri Rupani took this opportunity to dedicate 12 sub
health centers and primary health centers along with

to 1480 newly appointed beat guards of the forest
department and ended his address with the motto of
'Green Gujarat Clean Gujarat', taking an oath to make
Gujarat greener and also expressing his condence about
the public support for this campaign. Shri Rupani had also
started a campaign 'Connect to Nature' on the occasion
of World Environment Day, 5th June, 2017, so that
everyone should have access to 'Clean Air, Clean Water
and Clean Energy' and had set a target of planting 10
crore trees across the state. By means of this initiative,
Shri Rupani has tried to convey the message that each
individual on this planet must truly understand the
importance of trees and make conscious efforts for tree
plantation and conservation.
It was under the leadership of the former Chief
Minister of Gujarat Honble Prime Minister Shri
Narendra Modi that the Van Mahotsav was completely

revamped. In 2004, PM Modi put an end to the

conventional practices of Van Mahotsav Celebrations by
initiating the cultivation of 'Sanskritik Van' or Cultural
Forests. It was during his tenure as the Gujarat CM that

Gujarat' and transformed the nominal and ceremonial
celebration of the Van Mahotsav into a mass
movement. Although PM Modi did transform many
other ceremonial practices into mass movements, the
reorganization of the Van Mahotsav was one of the Gir Forest - Sasan Gir

century in India, industrialisation has led to large scale deforestation. During that time, in the name of development of the
country, deforestation was done on a very large scale. Forests were cleared for modernisation and to set up different
types of industries. Before industrialisation, India was a forest-rich country, but in the race of modern development the
country lost its natural heritage. Hence, natural imbalance on earth is a normal phenomenon and it is because of this that
we are facing different types of natural disasters. This includes tsunamis, global warming, earthquake, oods, draught, etc
on large scale. Due to reduced forests and increasing industrialisation, air pollution has also risen to deteriorating level.
Therefore, to spread social awareness there is a need for festivals like Van Mahotsav so that we can provide clean and
healthy environment to our next generation.

Mahotsav
In 1950, Government of India
decided to organise Van Mahotsav in the
month of July with the slogan 'Forest is life'
(Van hi jeevan hai) in order to stop
deforestation and promote tree
plantation. Today this event has become a
movement for environmental protection
in which Gujarat has acquired a special
place.
