VISION ENTITLED AMBISYON NATIN 2040 AS GUIDE FOR
D E V E L O P M E N T PLANNING

WHEREAS, t h e 1 9 8 7 P h i l i p p i n e C o n s t i t u t i o n m a n d a t e s t h e i n d e p e n d e n t e c o n o m i c
and planning agency o f the government to implement continuing, integrated and coordi
programs a n d policies f o r national development after consultations with t h e appr
public a g e n c i e s , v a r i o u s private sectors, a n d local g o v e r n m e n t units;

WHEREAS, E x e c u t i v e O r d e r N o . 2 9 2 (s. 1 9 8 7 ) o r t h e A d m i n i s t r a t i v e C o d e o f 1 9 8
requires t h e S t a t e t o e n s u r e that all s o c i o - e c o n o m i c p r o g r a m s a n d activities
g o v e r n m e n t shall b e p r o g r a m m e d within the context o f well-formulated and consistent
m e d i u m , a n d short-term d e v e l o p m e n t plans and policies t o p r o m o t e both the growth o f
e c o n o m y and t h e equitable distribution o f the benefits o f such growth t o the m e m b
society;

WHEREAS, p u r s u a n t t o E O N o . 2 9 2 , t h e N a t i o n a l E c o n o m i c a n d D e v e l o p m e n t
Authority ( N E D A ) shall serve a s t h e independent planning agency o f the government
shall primarily b e r e s p o n s i b l e f o r f o r m u l a t i n g continuing, c o o r d i n a t e d a n d fully in
social and e c o n o m i c policies, plans and programs;

WHEREAS, A s i a i s p r o j e c t e d t o b e t h e c e n t e r o f t h e g l o b a l e c o n o m y b y 2 0 5 0 , a n d
Philippines n e e d s a bold vision a n d effective d e v e l o p m e n t planning, o n e that adop
forward-looking a p p r o a c h that g o e s b e y o n d a single political administration, t o b e a t
the region's economic growth and development;

WHEREAS, a s t h e F i l i p i n o s h o u l d a l w a y s b e a t t h e c e n t e r o f d e v e l o p m e n t p l a n n i
knowledge o f our peoples' aspirations for themselves and the country is necessary to
the g o v e r n m e n t t o design p r o g r a m s , projects and activities g e a r e d t o w a r d s the attainme
d e v e l o p m e n t o u t c o m e s i n o r d e r t o fulfill s u c h a s p i r a t i o n s ;

WHEREAS, t h e N E D A , t h r o u g h a s e r i e s o f n a t i o n w i d e p u b l i c c o n s u l t a t i o n s c o m p o s e d
of focus group discussions a n d a survey, h a s concluded that t h e Filipinos' visi
t h e m s e l v e s is:

"In 2040, we will all enjoy a stable and comfortable lifestyle, secure
knowledge that we have enough for our daily needs and unexpected expenses,
that we can plan and prepare for our own and our children's future. Our fa
lives together in a place of our own, and we have the freedom to go where
desire, protected and enabled by a clean, efficient and fair government."

NOW, T H E R E F O R E , I, R O D R I G O ROA D U T E R T E , P r e s i d e n t o f t h e P h i l i p p i n e s , b y
virtue of the p o w e r s vested in m e b y law, d o hereby order:

S E C T I O N 1. Adoption of A m b i s y o n N a t i n 2 0 4 0 . Ambisyon Natin 2040 is h e r e


a d o p t e d a s the t w e n t y - f i v e - y e a r long-term vision for the Philippines, to wit:

"By 2040, the Philippines shall be a prosperous, predominantly


middle-class society where no one is poor; our peoples shall live long an
healthy lives, be smart and innovative, and shall live in a high-tru
society."

S E C T I O N 2. Overall Long-term Goals. T h e P h i l i p p i n e G o v e r n m e n t h e r e b y a i m s


triple real per capita i n c o m e s a n d e r a d i c a t e h u n g e r a n d p o v e r t y b y 2 0 4 0 , if not s o o
appropriate s e t o f m i l e s t o n e s shall b e identified t o guide t h e successive medi
development plans.

S E C T I O N 3. Medium-Term Philippine Development Plans. T h e f o u r ( 4 ) m e d i u m


term Philippine D e v e l o p m e n t Plans, hereafter t o b e referred t o a s Philippine Devel
P l a n s ( P D P s ) , t o b e c r a f t e d a n d i m p l e m e n t e d u n t i l 2 0 4 0 s h a l l b e a n c h o r e d o n t h e Am
Natin 2040 a n d o v e r a l l g o a l s . T h e P D P s s h a l l e n s u r e s u s t a i n a b i l i t y a n d c o n s i s t e n
strategies, policies, p r o g r a m s a n d projects a c r o s s political administrations.

S E C T I O N 4. Consistent Government Plans. A l l p l a n s o f g o v e r n m e n t department


offices and instrumentalities, including g o v e r n m e n t - o w n e d o r -controlled corporatio
l o c a l g o v e r n m e n t u n i t s , s h a l l b e c o n s i s t e n t w i t h Ambisyon Natin 2040.

S E C T I O N 5. Separability. I f a n y p r o v i s i o n o f t h i s E x e c u t i v e O r d e r is declare
or unconstitutional, t h e other provisions n o t affected thereby shall r e m a i n val
subsisting.

S E C T I O N 6. Repeal. A l l i s s u a n c e s , o r d e r s , r u l e s a n d r e g u l a t i o n s o r p a r t s t h
which are inconsistent with the provisions o f this Executive Order are hereby repea
modified accordingly.

S E C T I O N 7. Effectivity. T h i s E x e c u t i v e O r d e r shall take effect immediately


publication in a n e w s p a p e r of general circulation.

A B U S E T R E A T M E N T AND REHABILITATION C E N T E R S THROUGHOUT
T H E PHILIPPINES

WHEREAS, i n light o f t h e g o v e r n m e n t ' s u n r e l e n t i n g c a m p a i g n a g a i n s t illegal d r


the number o f drug dependents w h o have voluntarily surrendered t o the authorities con
to grow;

WHEREAS, t h e S t a t e v a l u e s t h e dignity of every human person a n d guarantees f


respect for h u m a n rights;

W H E R E A S , it i s t h e p o l i c y o f t h e S t a t e t o p r o v i d e e f f e c t i v e m e c h a n i s m s o r m e a
to re-integrate into society individuals, w h o h a v e fallen victim t o drug a b u s e o r d a n g e r
dependence, through sustainable programs o f treatment and rehabilitation;

WHEREAS, i n light o f s u c h policy. R e p u b l i c A c t ( R A ) N o . 9 1 6 5 , a s a m e n d e


otherwise k n o w n a s the "Dangerous Drugs A c t of 2002," mandates the national governm
through its appropriate agencies, t o establish at least o n e drug rehabilitation cente
province, d e p e n d i n g o n the availability o f funds;

WHEREAS, R A N o . 9 1 6 5 a l s o m a n d a t e s local g o v e r n m e n t u n i t s ( L G U ) t o a p p r o p r i a t
a substantial portion o f their annual budgets t o assist in o r e n h a n c e the enforcement
law, giving priority t o preventive o r educational p r o g r a m s a n d t h e rehabilitation o r
of drug dependents;

WHEREAS, R A N o . 7 1 6 0 , a s a m e n d e d , o t h e r w i s e k n o w n a s t h e "Local G o v e r n m e n t
C o d e o f 1 9 9 1 , " m a n d a t e s t h e Sanggunlang Bayan, Sangguniang Panglungsod and
Sangguniang Panlalawlgan t o approve ordinances providing for the care o f drug depen
and, subject t o availability o f funds, establish a n d provide f o r the operation o f c
facilities for said p e r s o n s ;

W H E R E A S , t h e r e a r e o n l y s i x t e e n ( 1 6 ) D e p a r t m e n t o f H e a l t h (DOH) a c c r e d i
government drug rehabilitation centers operating in t h e country, a n d t h e increasing
of patients is straining t h e capacity o f s u c h facilities a n d their p e r s o n n e l b e y o n d the

NOW T H E R E F O R E , I, RODRIGO ROA D U T E R T E , P r e s i d e n t o f t h e P h i l i p p i n e s , b y


virtue o f the p o w e r s vested in m e b y the Constitution and existing laws, d o hereby or
S E C T I O N 1. Creation o f an Inter-Agency Task Force for the Establishment
Support of Drug A b u s e T r e a t m e n t and Rehabilitation Centers ( D A T R C s ) Throughou
the Country. A n inter-agency task force (Task Force) is hereby created for
establishment a n d support o f D A T R C s throughout t h e country. T h e T a s k Force shall
c o m p o s e d o f the following m e m b e r s , o r their duly appointed representatives:

Chairman of the Dangerous Drugs Board

Members: Secretary of the Department of Social Welfare and

S E C T I O N 2. Authority a n d Functions of the Task Force. S u b j e c t t o e x i s t i n g l


rules and regulations, the T a s k Force shall have the following p o w e r s and functions:

a) Determine t h e type, capacity a n d suitable locations o f the D A T R C s , taking


consideration t h e n e e d o f the localities and the accessibility a n d manageabili
facilities, with the l o n g - t e r m goal o f h a v i n g a t least o n e D A T R C in e v e r y pro
S u c h d e t e r m i n a t i o n shall also take into consideration t h e presence of d
accredited private D A T R C s and t h e availability o f c o m m u n i t y - b a s e d rehabilita
p r o g r a m s ( C B R P s ) in the c o n c e r n e d localities;

b) Establish t h e n e e d e d D A T R C s a n d provide support f o r their operations,


authority t o call u p o n a n y d e p a r t m e n t , b u r e a u , office, a g e n c y , o r instrumental
the government, including g o v e r n m e n t - o w n e d o r -controlled corporations ( G O C C s
for assistance a s the circumstances and exigencies m a y require;

c) In a c c o r d a n c e with the pertinent provisions o f R A N o . 9 1 6 5 , a s a m e n d e d , a n


No. 7160, a s amended, enjoin t h e cooperation o f L G U s in t h e establishment a
support o f the D A T R C s and in the implementation o f C B R P s ;

d) Submit a report with r e c o m m e n d a t i o n s t o t h e Office o f the President, within


(30) d a y s f r o m effectivity o f this E x e c u t i v e O r d e r a n d e v e r y six m o n t h s thereafte
the implementation o f the provisions herein;

e) Issue relevant guidelines f o r the effective implementation o f this Executive


and

f) Perform such other functions provided in this Executive Order and as ma


authorized o r directed by the President.

S E C T I O N 3. Establishment of D A T R C s in Military Reservations. T o b e g i


addressing t h e congestion in existing D A T R C s , t h e T a s k Force shall establish D A T R C
military reservations available f o r the purpose. T h e Secretary o f the D e p a r t m e n t o f N
D e f e n s e and the Chief o f Staff o f the A r m e d Forces o f the Philippines shall sit a s a
members of the Task Force whenever the same w i l l t a k e u p any matter involving DATR
within military reservations.

S E C T I O N 4. Memoranda of Agreement (MOA). W h e n e v e r necessary to facilitate th


e s t a b l i s h m e n t o f D A T R C s i n c l u d i n g t h o s e i n m i l i t a r y r e s e r v a t i o n s , the Task Force
o v e r s e e t h e e x e c u t i o n o f a p p r o p r i a t e M O A s b e t w e e n o r a m o n g concerned a g e n c i e s . T h e
M O A s s h a l l d e l i n e a t e t h e r e s p e c t i v e d u t i e s a n d o b l i g a t i o n s of such a g e n c i e s i n a c c o
with pertinent laws, rules and regulations.

S E C T I O N 5. Operation of D A T R C s . T h e D O H s h a l l o p e r a t e , m a i n t a i n and m a n a g e the


D A T R C s t o b e established pursuant t o this Executive Order, including t h o s e in m
reservations. In t h e performance o f such functions, t h e D O H shall coordinate with
concerned a g e n c i e s a n d e n c o u r a g e t h e p a r t i c i p a t i o n o f t h e p r i v a t e sector, n o n - g o v e r
o r g a n i z a t i o n s a n d f a i t h c o m m u n i t i e s . T h e T a s k F o r c e s h a l l p r o v i d e f u l l s u p p o r t to D O H f
effective performance o f such mandate.

S E C T I O N 6. Support of Government Agencies. A l l d e p a r t m e n t s , a g e n c i e s a n d


i n s t r u m e n t a l i t i e s o f t h e g o v e r n m e n t , i n c l u d i n g G O C C s , a r e e n c o u r a g e d to p r o v i d e the s u
and a s s i s t a n c e r e q u i r e d i n t h e i m p l e m e n t a t i o n o f t h i s O r d e r .

S E C T I O N 7. Funding. T h e i n i t i a l a m o u n t n e c e s s a r y f o r t h e i m p l e m e n t a t i o n o f
Executive Order shall b e sourced from the appropriations o f the m e m b e r s o f the T a s k
a n d other a p p l i c a b l e f u n d i n g s o u r c e s , s u b j e c t t o p e r t i n e n t l a w s , r u l e s and r e g u l a t i o n s .

Each department and agency represented in the T a s k Force m a y receive donation


and other forms of assistance in accordance with applicable laws a n d issuances,
p u r p o s e s r e l e v a n t t o t h e i m p l e m e n t a t i o n o f t h i s E x e c u t i v e O r d e r , p r o v i d e d that the u t
thereof shall b e coordinated through the T a s k Force.

S E C T I O N 8 . Separability. I f a n y p r o v i s i o n o f t h i s E x e c u t i v e Order i s d e c l a r e d
