1.0 Introduction
This annual publication of Participation in Tertiary Education is the sixteenth in a series
reporting on the state of enrolment at the tertiary level in Mauritius as at December, 2014.
2.0 Methodology
The report portraits tertiary enrolment from four broad perspectives as follows:
i. Publicly-funded institutions (PFIs),
ii. Private Post-secondary Education Institutions (PSEIs),
iii. Self-studies, and
iv. Mauritian students overseas.
Enrolment data was collected from various sources. In the public sector, the 10 PFIs that
were involved in the provision of tertiary education submitted their annual return on
enrolment. They include four public universities, namely the University of Mauritius (UoM),
the University of Technology, Mauritius (UTM), the Open University of Mauritius (OU) and
Universit des Mascareignes (UdM); as well as the Mauritius Institute of Education (MIE),
the Mahatma Gandhi Institute (MGI), the Rabindranath Tagore Institute (RTI), the Fashion
and Design Institute (FDI), the Mauritius Institute of Training and Development (MITD) and
the Mauritius Institute of Health (MIH).
Enrolment statistics in the PSEIs was compiled from a survey of TEC Registered institutions
involving 43 out of 45 institutions that were in operation, though 59 institutions were
registered with the Commission.
Data was also collected from examination centres across the country on the basis of which
the number of students on self-study was estimated. A total of 23 examination centres were
surveyed. The Mauritius Examination Syndicate (MES) and the British Council, the 2 main
examination centres conducted examinations for 56 overseas awarding bodies. The
remaining 21 examination centres supervised the examinations of 24 awarding bodies, 6 local
and 18 overseas. To arrive at an estimate of students on self-study which comprises wholly
those enrolled directly with an overseas awarding body without going through a local
institution, enrolment data in the PSEIs was reconciled with the examination statistics.
With regard to the number of Mauritian students studying overseas, data on student visas
issued by foreign embassies during the year was collected with details by field and level of
study. Inputs were received from the British High Commission, the US Embassy, the
Australian Embassy through the Australian Trade Commission, the French Embassy through
Campus France, the Indian High Commission, the High Commission of Pakistan, the Russian
Embassy as well as the Chinese Embassy. It is worth noting that for the year 2014, a full list
of Mauritian students studying in China was received from the Chinese Embassy.
The above information has been complemented by international students databases, data
from the Employees Welfare Fund and the Scholarship Section of the Ministry of Education

recruiting agents.

GTER: Out of a total tertiary enrolment of 50,608 witnessed in 2014, 96.9% (49,062) was in
respect of Mauritian students, as opposed to 97.6% (49,385) in 2013. The Gross Tertiary
Enrolment Rate (GTER) which stood at 50.1% in 2013, as a result, slipped to 49.2% in 2014
(Annex refers). It is to be noted that the GTER reflects the participation rate of local students
in tertiary education and is computed by taking the total number of Mauritian students
pursuing higher studies, locally and overseas, as a percentage of the population in the age
group 20 to 24 years (see Annex).
Enrolment by Source: Some 40,457 (79.9%) students were pursuing their studies locally
and 10,151 (20.1%) overseas. Of those based locally, 34,123 (84.3%) were enrolled with a
Tertiary Education Institution (TEI), that is, a PFI (22,793; 56.3%) or a PSEI (11,330; 28%)
and 6,334 (15.7%) were undertaking self-study.

Enrolment by Mode: 60% (30,370) students were studying full time, 18.4% (9,300) part time
and 21.6% (10,938) through the distance education (DE) mode. This compared to 58.8%
(29,741), 21.9% (11,069) and 9,769 (19.3%) respectively for 2013. As shown in the Table
below which gives the distribution of enrolment by source and mode of study, all Mauritian
students overseas were enrolled full-time while all those undertaking self-study were
registered on the DE mode. Students registered with a TEI (PFI or PSEI) locally, on the
other hand, were studying either full-time or part-time or through the DE mode.
Enrolment by Gender: On the whole, there is predominance of female over male students.
In 2014, the TEIs student population (PFIs and PSEIs) totalled 34,123 of which 55% were
female. Female made up for 56.2% of full-time, 50.7% of part-time and 58.4% of DE student
cohorts in the TEIs.
Enrolment by Level: 60.0% of students in the TEIs were reading for a Degree, 13.3% for a
Postgraduate and 11.9% for a sub-degree while 14.8% were doing a Professional programme.
The Table below gives a detailed breakdown of enrolment in the PFIs and the PSEIs by level
of study.

Enrolment by Field: Accounting and Administration/Management remained the most
popular field of study with enrolment of 10,377 (20.5% of total) and 6,521 (12.9%)
respectively in 2014, followed by Information Technology- 4,051 (8.0%) and Engineering-
3,974 (7.9%). The other popular fields of study included Medicine- 2,804 (5.5%), Education-
2,456 (4.9%) and Banking/Finance- 2,268 (4.5%). Science & Technology related field
improved its share of total enrolment from 27.9% (14,101) in 2013 to 29.3% (14,843) in
2014. The distribution of total enrolment by source and field of study, as at December 2014
is given at Table 1.
New Admissions/Intake: In 2014, 31.3% of total tertiary enrolment or some 15,830 students
was constituted of new intake, distributed as follows: 8,568 students were admitted in PFIs,
4,360 in PSEIs/ Self-study and 2,902 in universities overseas. Compared to 2013 when total
new intake stood at 18,564, this represented a decrease of 14.7% or some 2,734 students over
the year. The decrease in intake locally which amounted to some 3,088 was partially
compensated by the number of Mauritian students who went overseas in 2014 which
increased by 13.9% or some 354. The distribution of new admissions in the PFIs by source
and field of study is given at Table 2.
Enrolment in PFIs: Enrolment in the PFIs constituted 45% of total enrolment in 2014
compared with 46.7% in 2013, with the 4 public universities accounting for 38.2% of the
tertiary student population. Apart from the OU which nearly doubled its tertiary student
population in the year, from 1,512 to 2,841 (+88%) and the MGI which registered a slight
increase from 592 to 619, the remaining PFIs were unable to sustain their expansion as they
witnessed a drop in enrolment as follows: UoM, from 12,492 to 11,985 (-4.1%); the UTM
from 3,909 to 3,483 (-10.9%); the FDI from 383 to 308 (-19.6%); MIE from 2,943 to 1,976 (-
32.9%); UdM from 1,199 to 1,020 (-15.0%); MITD from 555 to 541 and MIH, from 100 to 8
(Table 3).
The University of Mauritius: Although the UoM registered a fall of 4.1% in its student
enrolment (excluding joint programmes) in 2014 compared with 2013, it is still the single
biggest provider of tertiary education locally with an enrolment of 11,985 (23.7% of total
tertiary enrolment). Female constituted 56.6% of students. In 2014, a total of 197
programmes was offered ranging from Certificate to PhD, of which 134 were at Degree level.
Some 9,521 students were reading for a Bachelor Degree (79.4%), 1,062 for a postgraduate
(8.9%) while 171 students were doing research at MPhil/PhD level. A total of 8,505 students
were pursuing their studies on a full-time (67.3%) basis. Tables 10 and 11 give enrolment at
the UoM by faculty and level of study distributed by gender and mode of study respectively.
Details by programme of study are shown at Tables 12 to 18. Apart from Agriculture, all the
faculties witnessed a decrease in enrolment as follows: Social Studies & Humanities (-6.9%),
Engineering (-6.7%), Law & Management (-2.1%) and Science (-1.5%).
New intake (excluding joint programmes) at the UoM dropped by 3.6% from 4,846 in 2013
to 4,673 in 2014. The number of full-time students went up from 2,986 to 3,002 (+0.5%) and
part-time students decreased from 1,488 to 1,073 (-27.9%); DE students, in contrast,

increased from 372 to 598 (+60.7%). The intakes in respect of full-time, part-time and DE
modes represented 64.2%, 23.0% and 12.8% of total new entrants respectively in 2014 as
opposed to 61.6%, 30.7% and 7.7% respectively in 2013. Tables 20 and 21 give the
distribution of new admissions by mode and gender as well as level.
The University of Technology, Mauritius: The UTM recorded its lowest enrolment in 5 years
with a student population amounting to 3,474 in 2014 compared to 3,909 in 2013, which
represented a fall of 11.1% during the year and 6.9% of the total tertiary student population.
In line with past trend, male outnumbered female students to constitute 52.3% of enrolment.
A total of 68 programmes was offered ranging from Diploma to PhD level including 46 at
Degree level. A majority of the students were studying full-time- 2,237 (64.4%). Some
2,945 (84.5%) students were studying for a Degree, as opposed to 3,199 a year earlier; 490
(14.1%) students were enrolled on a Masters, 12 (0.3%) at Diploma level and 36 (1.0%) for
an MPhil/PhD. Tables 22, 23 and 24 show enrolment at the UTM by school, level, mode of
study and gender while Tables 25, 26 and 27 show the different programmes offered in each
school by mode, level, year of study and gender.
New intake amounted to 1,147 students in 2014 compared to 1,428 students in 2013,
representing a decrease of 19.7%. The distribution of the new entrants by school, mode of
study, gender, level and year of study is given at Tables 28, 29 and 30 respectively.
The Mauritius Institute of Education: The MIE which looks after teacher education and
training in Mauritius ran a total of 65 programmes in 2014 ranging from Diploma to
Doctorate level. The MIE being able to award only up to diploma level, its Degree and
higher Degree programmes namely at Masters and PhD levels are awarded by the UoM, the
University of Brighton, UK and the University of Kwazulu Natal, South Africa respectively.
In 2014, its enrolment decreased for the fourth consecutive year to reach 1,976 students
representing 3.9% of total tertiary population. New admissions also decreased from 2,063 to
578 (72%) in 2014. Some 70.5% of the students were female. The students were enrolled on
full time (38.6%), part-time (43.6%) as well as on the DE modes (17.8%). Enrolment
distribution at the MIE, by programme, year and mode of study and gender is shown at Table
32.
The Mahatma Gandhi Institute: The MGI offered a total of 37 programmes in 2014 including
18 Degree and 6 Masters level courses awarded by the UoM as well as 13 Diploma courses
awarded by the MGI itself. Its student population stood at 619 in 2014 including 210 new
admissions compared to 592 in 2013 or an increase of 4.6%; 36 (5.8%) students were doing a
Masters, 333 (53.8%) a Bachelor degree, 133 (21.5%) Degree/Diploma and 117 (18.9%)
Diploma. Some 432 (69.8%) students were enrolled on a full-time basis. Female constituted
79.3% of the student population. Table 33 shows enrolment at the MGI by programme, mode
of study, year of study and gender.

Open University of Mauritius: The OU ran a total of 59 programmes with a predominance of
distance learning/ part-time courses spanning from Diploma to Doctoral level as well as
professional courses. Most of the programmes were awarded by the Open University itself
though a few are being run in collaboration with local institutions such as UoM and the UTM
as well as overseas awarding bodies like IGNOU, Amity University, IGNOU/SADC, the
University of Madras and the Chartered Institute of Logistics and Transport, UK.
Due to the flexible nature of its courses, OU is fast expanding. In 2014, it recruited 1,261
students bringing its total enrolment to 2,841 compared with 1,512 a year earlier. This
represented an increase of 88% over a one-year period. Full-time and part-time/ distance
programmes enrolled 112 and 2,729 students respectively. The distribution by level was as
follows: Diploma- 44 (1.5%), Bachelor Degree 1,786 (62.9%), PG Diploma 17 (0.6%),
Master Degree 798 (28.1%), DBA 70 (2.5%) and PhD-126 (4.4%). Female comprised
62.8% of students. Table 35 shows the distribution of the student population by programme,
mode and year of study, and gender.
The Mauritius Institute of Training and Development: The MITD had a tertiary student
population of 541 in 2014, all full-time, as compared to 555 in 2013, composed of 57.3%
male. It ran nine diploma level courses amongst which Diploma/ HND/National Diploma
programmes. The programmes were delivered by the MITD in collaboration with Edexcel,
Lyce St Quentin en Yveslines, France and also SIAST-Saskatchewan Institute of Applied
Science and Technology, Canada. The distribution of students by field was as follows:
Engineering-92, Information Technology-97, Administration/Management-37 and Travel/
Hotel/Tourism- 315. Details by gender, mode and year of study are given at Table 37.
The Fashion and Design Institute: The FDI had 308 students in 2014, of which 164 were in
their first year, 102 in their second year and 42 in their third year. Female constituted 56%
and full-time students 78% of enrolment. Programmes ranged from Higher National
Diploma to Bachelor degree. The diploma programmes are awarded by Edexcel or Pearson,
UK whereas the degree programmes are awarded by the UTM. Table 31 shows enrolment at
the FDI by programme, awarding body, gender, year and mode of study.

The Rabindranath Tagore Institute: In 2014 the RTI offered only one programme namely a
Diploma in Dramatic Arts on a part-time basis. Twelve students were enrolled in their second
year of study (Table 34).
The Mauritius Institute of Health: The MIH enrolled only 8 full-time students on the
Postgraduate Specialisation in Internal Medicine. Table 38 shows enrolment at the MIH by
programme, gender, year and mode of study.
Enrolment in PSEIs and Self Study: 59 PSEIs were registered with the TEC in December,
2014; however, only 45 were operational. They were delivering a total of 215 programmes at
levels ranging from Certificate to Masters as well as professional. Wide variations exist
amongst the institutions in terms of student population, with the smallest institution having
less than 10 students and the biggest having more than 2,250 students. The total student
population of the PSEIs amounted to 11,330 in 2014 giving an average of some 260 students
per institution. The distribution of student by size of institution is as follows: 14 (32.6%)
institutions have less than 50 students, 6 (13.9%) institutions have between 50 and less than
100 students, 18 (41.9%) have between 100 and less than 500 students, 2 (4.6%) institutions
have between 500 and less than 1,000 students and 3 institutions have more than 1,000
students. Table 42 shows a list of the PSEIs with their respective enrolment.
Enrolment in the PSEIs registered a decrease of 8.8% in 2014, from 12,426 to 11,330. Some
52.6% of students were female. The students were studying on a full-time- 6,719 (59.3%),
part-time- 4,130 (36.5%) and through the distance education- 278 (4.2%) mode. Some
44.4% of students, on the other hand, were doing a professional course, 40.5% a Bachelor
degree, 8.8% a Masters, 3.7% a Diploma, 2.0% a Certificate and 0.6 % were enrolled on
Postgraduate Certificate/Diploma programmes. Tables 43 to 45 show the enrolment figures
in the PSEIs by level, mode of study and gender.
Overall, 17,664 students were studying in a PSEI or undertaking self-study directly with an
awarding body from overseas. In 2014, a total of 80 awarding bodies were surveyed of
which 5 were local namely, the Amity Institute of Higher Education, the MEF, Open
University of Mauritius, University of Mauritius and the University of Technology,
Mauritius. The overseas awarding bodies were based as follows: UK (48), France/Reunion
(9), India (5), Australia (3), South Africa (3), Malaysia (3), USA (1), Pakistan (1), Europe (1)
and Canada (1).
The programmes offered in the PSEIs consist of predominantly soft ones (83.1%) such as
Accounting (43.7%), Administration/Management (13.7%) and Law (4.3%). Science and
Technology and lab-based programmes like Medicine (9.8%), Information Technology
(7.0%) and Engineering (1.7%) totalled only 16.1% of enrolment.
Total Enrolment through the Distance Education Mode: In 2014, the number of students
pursuing tertiary education through the Distance Education mode, either through a local
institution (PFI or PSEI) or self-study totalled 10,938 students compared with 9,769 in 2013,

that is, an increase of 12.0%. Distance Education represented 21.6% of the total tertiary
student population. Of this, 37.7% (4,123) was accounted for by the PFIs, 4.4% (481) by the
PSEIs and the remainder 57.9% (6,334) by self-study with the students enrolled directly with
an awarding body overseas. The most popular fields of study were Accountancy with
enrolment of 4,271 (39% of DE enrolment) followed by Administration/ Management- 1,987
(18.2%) and Information Technology- 832 (7.6%). Tables 46 to 48 provide the DE enrolment
by source and field of study.
The international students came from 65 different countries in 2014 with the main source
destinations being India- 546 (35.3%), South Africa- 271 (17.5%), Nigeria- 171 (11.1%),
Madagascar- 98 (6.3%), France- 84 (5.4%) and Bangladesh- 38 (2.5%). Table 53 shows the
distribution of international students in tertiary education locally, by country of origin,
institution, mode and level of study.
Mauritian Students Studying Abroad: The total number of Mauritian students studying
abroad increased to 10,151 in 2014, after two years of consecutive decrease in 2012 and 2013
when they totalled 9,460 and 8,958 respectively. The United Kingdom remained the
preferred destination with 2,515 students (24.8%) followed by Australia- 1,879 (18.5%),
France/La Reunion- 1,756 (17.3%), India- 1308(12.9%) and China- 1,108 (11.6%). The
number of Mauritian students who went to study overseas annually, on the other hand, had
been increasing in the last 3 years from 2,381 in 2012 to 2,548 in 2013 and 2,902 in 2014
(Table 55).
The most popular field of study chosen by Mauritian students for higher studies overseas was
Medicine which counted 1,483 (14.6%) students, followed by Engineering- 1,465 (14.4%),
Law- 820 (8.1%) and Business/Commerce/ Marketing- 671 (6.6%). With regard to Medical
studies, a majority of students opted for China (630) and France/La Reunion (332)
respectively presumably because of the relatively lower cost compared to other destinations.
Most of the Engineering students went to study in UK (509), France/La Reunion (222) and
Australia (215) amongst others. Similarly, Mauritian students reading for Law preferred the
UK (594). Table 56 shows the total number of Mauritian students pursuing tertiary education

According to UNESCO, the Gross Enrolment Rate at the tertiary level (GTER) is defined as the
number of students enrolled in tertiary education (ISCED level 5 to 8), regardless of age,
expressed as a percentage of the population in the theoretical age group for that level of
education, that is the five-year age group following official secondary school graduation age
(taken in our case as 20 to 24 years)
i.e, GTER= (Enrolment in Tertiary Education/population aged 20-24 years) * 100
UNESCO defines tertiary education to include universities, teachers colleges, and higher
professional schools, requiring as a minimum condition of admission the successful completion
of education at the secondary level, or evidence of the attainment of an equivalent level of
knowledge.
TECs definition of tertiary education aligns itself with that of UNESCO and encompasses all
post-HSC/ A Level or equivalent programmes leading, upon completion to the award of either a
Certificate- 1 full academic year; or a Diploma- 2 full academic year; or a Degree 3 full
academic year; or Postgraduate Degree or any other qualification recognized by the TEC.
i.e GER = Total Local Enrolment including international students divided by Population
aged 20-24 yr multiply by 100

For TEC, on the other hand, the number of students enrolled in tertiary education refers to
Mauritian students only, irrespective of whether they are studying locally or overseas.
As a result, our GTER reflects the participation rate of the local population in tertiary education
as opposed to that of UNESCO which gauges the local supply capacity with regard to tertiary
education.
The attention of users is drawn to the fact that the GTER and not the Net Tertiary enrolment Rate
(NTER) is the most widely adopted indicator internationally, for obvious practical reasons. The
GTER refers to the number of students enrolled at the tertiary level, whether or not they belong to
the relevant age group for that level. The NTER, on the other hand, is the number of students
enrolled at the tertiary level who belong in the relevant age group as a percentage of the
population in that age group.
